1. Functional Role as per Provincial Physical Framework Plan (PPFP) or Regional


Physical Framework Plan (RPFP) and Comparative Advantage and Competitive
Advantage:

 The City of Urdneta is considered as a Major Urban Center along with San
Carlos City. It is also of a growth Cluster named URBAVIL of the Urdaneta-
Binalonan-Asingan-Villasis-Laoac Development Plan. These “shall provide
the institutions, facilities and services for the collection, exchange and
distribution of agricultural products within the province”.

 The City of Urdaneta “shall be the center of agro-industrial development,


commerce and education in Region I”.

2. Development Goals and Objectives (Vision, Mission, and Objectives)

VSION

Urdaneta shall be a God-loving, well-disciplined, clean, progressive, self-reliant,


prohibited drug free, healthy, peaceful and orderly community with viable solid
waste management, well managed traffic system, clean air and sustainable
community that satisfies the basic needs of its residents. It shall be the center of
agro-industrial development, commerce and education in Region I.

MISSION STATEMENT

The Mission Statement are presented below:

 To provide and sustain adequate basic services and infrastructure


projects;
 To promote a healthy and safe environment;
 To maximize and promote effective and efficient use of
government resources through revenue generating projects and manpower
improvement;
 To ensure peaceful and orderly communities; and
 To harness people’s support and cooperation in LGU policies and
programs.

3. Physical Characteristics
a. Geographical Location :
Urdaneta is a landlocked city strategically located at the central eastern part
of the Province of Pangasinan. It is situated on 15o 56’ to 16o 0’ latitude and
120o 29’ to 120o 37’ longitude. The city is bisected on the east and west sides
by the Manila North Road and traversed by the McArthur Highway on the
north and south parts.
b. Topography and Slope :
The city forms part of the Central Plains of Luzon consisting of generally flat
landforms. Majority of its barangays have nearly flat terrain. The hilly portions
of barangays Cabaruan, Oltama and Sugcong on the southwest portion of the
city are utilized as orchard and pasture areas.
The city has a general slope range of zero to three percent. However, the
terrain at its southwestern portions, specifically in barangays Oltama,

Cabaruan and Sugcong, is gently sloping to moderately hilly with a slope
range of three to eight percent.

c. Soil Type :

Urdaneta is blessed with rich soil suitable for almost all kinds of agricultural
crops. The types of soil present in Urdaneta are as follows: Quingua Series,
Bantog Series, San Miguel Series and San Fabian Series.

d. Climate :

Urdaneta has two major seasons, the wet and the dry season. The city
experiences the dry season from November to April. The wet season, in turn,
is experienced from May to October with an average rainfall of 86mm. The
heaviest rainfalls usually occur between July to September.

Some seven to nine typhoons visit the city annually.

e. Geology :

Urdaneta is traversed at its northeastern tip by the Pozorrubio to Umingan


major fault line. This fault line goes in consonance with the Philippine fault line
which runs from Dingalan Bay in Aurora Province to the Lingayen Gulf.

f. Hydrology :

Major sources of water supply are upgraded artesian wells as well as


tributaries of rivers and creeks (Agno, Tulong, Tagumising, Macalong and
Mitura Rivers).

6. Environmental Management

a. Environmentally Critical Areas and Projects

a.1 Environmentally Critical Areas in the City/Municipality

Flood prone areas include portions of barangays Poblacion, Pinmaludpod,


Nancayasan, San Jose, Camantiles, Tulong, Anonas and the lowlands in
barangays Catablan, Labit West and Labit Proper.

Some areas are siltation-prone where debris flows and mudflows may
occur in its low-lying areas near riverbanks, particularly in the northern
part of barangays San Jose, Camantiles, Tulong, and portions of
barangays Labit West, Catablan, Sto. Domingo, Sta. Lcuia, Cabuloan
and Camanang. Erosion prone areas are also present in the hillsides of
barangay Oltama.

Some portions of Labit West experience none to slight (insipient) erosion


while parts of barangays Cabaruan, Oltama and Sugcong have slight
erosion.
