The note to clause 2.4.1 on estimate for works / purchase / sales in Annexure -B of DOA provide
that budgetary quotation not to be adopted as the basis of estimation in case of single tender from
the same party.

The above guideline is applicable to proprietary items also. Functional department must explore
the possibility to find out other basis of estimation which may provide independent reliable
yardstick for establishing reasonability of quoted price.

The other basis could be :

• Budgetary quote for similar job from other parties assuming the work as non proprietary.
• In house rate analysis for material cost using interpolation / extrapolation / escalation of
previous / similar data with estimated labour hours , labour rate , contractor’s reasonable
profit etc..
• Proposed repair / replacement as reasonable percentage of the total equipment cost.
• Estimate obtained from consultant / PMC/ EPCM / approved valuers etc
• Similar work executed in past by the Division or any other Division.
• Purchase order/ work order/ copy of Invoice for similar work carried out by any other PSU
/ organization of repute in the past.
• Any other basis as per engineering experience of the concerned department.

Please refer clause 2.4.1 of Policy Guidelines for FC forming part of revised
DOA. As per the revision in this particular clause, budgetary quotation not to be
adopted as the basis of estimation in case of single tender from the same party.
Please clarify whether this clause will be applicable for proprietary items. For
e.g., for certain modification in Access Control System, Functional Department
has taken estimate from the supplier, M/s. Honeywell Automation. Functional

Department finds it difficult to make estimate on any other basis. Your
clarification will help in deciding on similar items at the time of FC on estimates.
