II.Historical Background
The Municipality of Paglat was created out of four (4) barangays and formerly four (4) sitios of the
Municipality of General Salipada K. Pendatun of the Province of Maguindanao on July 9, 2001 by virtue of
Muslim Mindanao Autonomy Act No. 112. The Act was signed by then Autonomous Region in Muslim
Mindanao (ARMM) Regional Governor Nur P. Misuari.
The Municipality is bounded between the Municipalities of Gen. Salipada K. Pendatun on the West,
Datu Paglas on the East, Datu Montawal on the North, and Pandag on the South. In the Northeast are the
Municipalities of Tulunan and Mlang and on the Southwest is the Municipality of President Quirino of Sultan
Kudarat.
Paglat is a 5th class Municipality with a land area of 17,753.40 hectares, which is subdivided into eight
(8) barangays. Almost 67% of its land area is agricultural and the lakes / marsh / swamp area comprise 14% of
the total land area. The other portions of land in the Municipality are settlement (6%), forest (4%), grazing /
pasture are (4%), rivers / creeks (2%) and the rest are roads / Municipal site (3%).
The Municipality of Paglat is relatively flat although some areas are gently sloping with the slope
ranging from 2 percent to 5 percent. The plan and gently sloping areas are suited for agricultural crops and the
marshy areas are good for fishing ground. Part of Ligawasan Marsh belongs to the municipality.
Owing to its fertile sandy loam and clay loam soil and the marsh, the municipality produces an
indigenous Paglat Kawilan Organic Rice as part of its “One Town-One Product” program, and other products
such as yellow corn, soybeans, peanuts, sweet potato, coconut, rubber, sugar cane, citrus, palm oil, banana
cardava, sugar cane, vegetables, fresh water fish, native products, livestock and poultry.
Based on the 2007 NSO Census, Paglat has a population of 23,432. Barangay Damakling accounted for
the largest share or 23.25% of the total population. Paglat has a population density of 1.32 people per hectare.
There is a slight predominance of the male population over the female population in Paglat. Of the total
population, 47.08% or 11,032 were males and 52.92% or 12,400 were females. This gives a sex ratio of 89
males per 100 females.
For the FY-2018, the LGU has a total income of P 64,446,018.00 from Internal Revenue Allotment
(IRA) and local sources. This has been carefully budgeted based on the rules and regulations stipulated by the
Department of Budget and Management.

III.GEO-Physical Characteristics
 Topography

The Municipality is bounded between the Municipalities of Gen. Salipada K. Pendatun on the West,
Datu Paglas on the East, Datu Montawal on the North, and Pandag on the South. In the Northeast are the
Municipalities of Tulunan and Mlang and on the Southwest is the Municipality of President Quirino of Sultan
Kudarat.
The Municipality of Paglat can be reached by land and by water. It is Strategically junction from
Buluan National Highway. Approximately 9 kilometers from Buluan Municipality;
22 kilometers from Tacurong City; and 121 kilometers to Cotabato City. The Access Road above mentioned are
is well paved roads. Linking of Municipality to rural area has a regular transportation services.

 Climate

Paglat Municipality falls three type of climates characterized by the season such as the Rainy, Dry and
the Moderate Cold . It is particularly dry season in early part of February, March, April, and month of May.
And second part of rainy/moderate rainfall occurs on the months of June, July, August, September , October
and less rainfall occurs in the Month of November. It is partly sheltered Moderate Cold month of December .
Sometimest is partly hampered by Northeast moonsoon trade winds and Southwest moonsoon which are
affecting the air streams of the country. It is usually visited by flood where sixty-five (65%) percent of its
lowland areas is adversely affected.

 Poverty Incidence
The Municipality of Paglat and its Constituents are also covered by Poverty Incidence/

Situation which reflected to individuals living condition. Lack of Economics and Social facilities, and

Lack of additional income resources to sustain basic needs, namely foods, health, education and

Livelihood for households assistance to generate extra additional incomes. This incidence lead the Local

Government of Paglat to initiates and sourcing of funds to different agencies to Helps the low incomes

families/households in order to elevated their living condition.

In the Municipality of Paglat Solid Waste Management / Sanitary Landfill As per PD 856
(Sanitation of the Philippines), are included in the plan but not yet initiated for solid waste
Special uses/ solid waste /any place duly authorized by the government for permanent
disposal of the waste should be: The site shall be accessible from major roadways and
thoroughfares, provided that if it is not accessible, the project design shall include means of
access. The site shall have an adequate quantity of earth cover material that is easily handle
and compacted: as an alternative, an offside guaranteed source of cover material shall be
identified.

 Sangguniang Internal Rules of Procedures

The Local Government Annual Budget are deliberately applied by the effevtiveness of Internal Policies
and System by the Legislative/ Sangguniang Internal Rules of Procedures with the Municipal Budget Officers in
preparation, management and distribution of the annual budget covered by the Appropriation Ordinances on the
orderliness of the Annual Budget processes, preparation, review, authorization for enactment and approval of the
Annual Budget.

 Business Permit Licensing System (BPLS)


The Treasury Department executes Effectiveness of Tax Enhancement Measures on
Effevtive Business Permit Licensing System, as well the effectiveness of Implementing Tax
Collection Strategies for deliquent Real Property Tax (RPT), Planning and Monitoring of Tax
Mapping of all local businesses with the adoptation to initiate TO THE Financial Self-
Reliance of Local Economic Enterprises (LEEs) / Public Utilities (PUs). The current
application of the Computerized BPLS: Business Permit Licensing System, RPT: Real
Property Tax Database System Linkages.
