This kind of experience is a great dedication to God first; this wouldn’t happen if
without him guiding me with all my works, giving me enough strength and knowledge to my
everyday work as a student and as a trainee in my near future.

To my family allowing me to experience this also, guiding on what will I soon


encounter in near future because I am learning new stuffs and that really helps me build
myself to reach my goals. To some people who believes in what I can do to others and what I
can improve to myself.

And of course, a great dedication to me, learning new things, encounters new people,
big society, and real world. This kind of experience lets me improve some skills that I have,

Parañaque’s local government is headed by the City Mayor, followed by the Vice-
Mayor who concurrently serves as the Presiding Officer of the City Council. The two
officials, together with the Councilors, serve three-year terms and are allowed a maximum of
three consecutive terms in their respective positions. However, they may run for the same
office again only after one term of non-incumbency for such functions. The main tasks of the
City Mayor are basically administrative in nature as lawmaking is reserved for the City
Council under the Vice-Mayor; he has the power to veto local legislation though, but such
power may still be deferred by a 2/3 majority vote of the council. In consonance with
Republic Act No. 7160, otherwise known as the Local Government Code of the Philippines,
the City Mayor has the power to;

(1) Exercise general supervision and control over all programs, projects, services,
and activities of the city government,

(2) enforce all laws and ordinances relative to the governance of the city and in the
exercise of the appropriate corporate powers provided for in the said code, implement all
approved policies, programs, projects, services and activities of the City,

(3) initiate and maximize the generation of resources and revenues, and apply the
same to the implementation of development plans, program objectives and priorities,
particularly those resources and revenues programmed for city-wide growth,

(4) ensure the delivery of basic services and the provision of adequate public
facilities, and

(5) exercise such other powers that may be prescribed by law or ordinance.

All legislations and budget schedules formulated by the township or barangay require
the Mayor’s approval upon recommendation of the City Council before such acts may be
effective and executory. The Vice-Mayor. Aside from being the council’s presiding officer,
the Vice-Mayor may also appoint most of the officials and employees of the City council,
assume the office of the City mayor and its powers, duties and functions for the unexpired
term of the latter in the event of permanent vacancy, and exercise such powers and perform
such other duties and functions as may be prescribed by law or ordinance.

Even before the Spaniards came, Parañaque already had an ongoing industry. Their
nearness to the sea enabled them to trade with other Asian traders such as the Japanese, Chinese,
Indians, Indonesians and Malays. They used to trade salts, fish, rice, shoes and slippers.

Year 1572, Parañaque was officially founded by the Augustinian Missionaries. Fr. Diego
de Espiñar, an Augustinian Missionary who was appointed to be the local priest, established
mission house there. May 11, 1580, a meeting was held called as the Council of the Definitors
was held that made Palanyag, as Parañaque was then known, to be an independent town.

The people showed loyalty to the Spanish colonizers and continued to be at their service
whenever possible. That loyalty was put into test when a Chinese pirate named Limahong came
to invade the whole town. The Parañaqueños, heroically helped to prevent this. The horrible
battle led to the sacrifice of many lives thus calling it as “Red Sea Incident”. When the forces of
Captain Juan de Salcedo came, Limahong was finally driven back and the invasion of the town
was prevented. The people continued to be loyal to their oppressors, the Spaniards, when the
British colonizers came and tried to invade the town. However that loyalty changed especially
upon the creation of Katipunan and the continued participation of the locals there including
prominent Parañaqueños such as Manuel Quiogue and secular priest Father Pedro Dandan.

Today, December 3, 2018is our first day of Immersion at City Hall of Paranaque.
We are all gathered at our school then went there in City Hall altogether. It was kind a
feeling of nervous but very exciting since we are having preparations for our future life.
When we got here, we are all gathered then at The Mayor’s Hall for us to know
where departments we will be then deployed. At first, there were conflicts since we are
many to be assigned in a department. After a long break, the head for our Work
Immersion in City Hall then announced and deployed as in different departments. We
were guided by some assigned mentors to lead us where we will be placed in.
I wasn’t been placed in the department that I was assigned since the department
of Civil Registrar has a small space and are having conflicts about financial stuffs. And
after few minutes, we have found a good department for me stays then, Tourism
Department.
I was welcomed by a lot of people inside that department that I really did
appreciated. I also had the time to talk to the head of their office and had fun talking
because they were really good at joking. I will be handled to Ms. Gladys S. Aposaga by the
first week of my work immersion.
I realized that the Tourism Department was a busy one since they really are
handling a lot of events and budgetary planning for those kind of big events. So as a start
of my work immersion, I came with my supervisor going to the budget and accounting
department.
I somehow learned things about the work of Tourism Department.

Today, the Tourism Officers let us read the rules and regulations about
Department of Tourism. The Rules and Regulations of Cultural, Historical,
Tourism and Promotion Division. Learned about their goals and objectives as the
promoting tourism of course in Paranaque City. There work as the Department of
Tourism wherein it also talks about the history and modernization of Paranaque
City as The Mega City by The Bay.
We didn’t work so much in the office but I’ve learned new things about
Tourism, the Paranaque as The Mega City by the Bay.

Today, I have arrived at office at 7:50 am. We had an early lunch break since
the Department of Tourism is preparing for a seminar. It is about the
Benchmarking on the op[eration at airport with emphasis in taxation and will be
held at the Mayor’s Hall. The guest and participants of the event are from Panglao,
Bohol. We prepared a lot for them to feel welcomed at Paranaque City Hall.
After that, I came with my supervisor at Accounting Department, Treasury
and the Office of the Administrators to handle some busy stuffs in working for
some events of the Department of Tourism.

Arrived 7:49 in the morning at the office. The tourism officers gave us some
important files that is about Tourism Codes. They let us read about those because it is
also one of their rules and regulations in the Department of Tourism. I read about
Tourism Code- Ordinance No. 95-28 series of 1995 which was approved by the 1995
Mayor Joey P. Marquez and still being followed in the present.
I didn’t much understood it because it is like we should read that for only one
day, but I enjoyed and learned some about it then. How really tourism is important to
our country Philippines and of course in the Paranaque City.
I was also visited by our Immersion Advisers to let me know about preparing for
my portfolio.

Bench,marking with the participants of Panglao, Bohol. Also cut out papers for some
upcoming events of Department of Tourism. Also helped in workimg with the costumes
for some events of tourism. And also made me as their model for their own made
costumes.

for the lay of some well known authorities of Department of Tourism. It was a big
preparation for the Tourism since they are handling big events for the promotion of
Paranaque City.
