Is the teaching of Rizal course realistic given the danger and its sensitivity to the
literature as means of communication in nationalism, patriotism and volunteerism?
No, because the works of Jose Rizal contributed and has a great impact to the
current standing of our country Philippines. It is only right that the student and teachers
as well as the people of the Philippines to learn and know the great ideas of Jose Rizal
about nationalism, patriotism and volunteerism.
Nationalism is being proud and loyal to one’s country that leads to attain the
freedom and political independence of it. Patriotism on the other hand is the devotion and
love for a country such as dedicating and readiness to sacrifice your life for a nation.
Lastly, volunteerism is the act or practice of intentionally helping the country.
Since Jose Rizal is the founder or the father of the Nationalism. We must include
it in the teaching and learning. That is why the Republic Act 1425 also known as the
Rizal Law which mandated the teaching of Jose Rizal’s life, works and writings
especially his novels; Noli me Tangere and El Filibusterismo to be teach in every school.
Aside from the Rizal Law, there is also a memorandum from the Malacañang Order No.
247 stating that the Republic Act 1425 must be fully implemented in every school in the
Philippines. Another memorandum is from the Commission of Higher Education
(CHED) No. 3, s. 1995 that the teaching of Life, works and writing of Jose Rizal must be
included in the course of the colleges particularly his two novels which is the Noli me
Tangere and El Filibusterismo.
The teaching of Rizal’s course help us to understand what nationalism, patriotism
and volunteerism is. Through Jose Rizal’s life we can learn how he face various
challenges in his life. Displaying that you can show your love to your country without
using violence or any weapon. He encountered serious dilemma and predicament in his
life but Jose Rizal responded decently and high mindedly. Through his works he
awakened and triggered the Nationalism of the Filipino. Because the love of the Filipinos
in their country awakened, most of them are willing to die just to be free from the
Spanish Colonial. On the day of the execution of the GomBurZa we can say that the
Filipinos show their nationalism and patriotism.
Another thing is about the written works or the literature. There is a lot of
literature about nationalism, patriotism and volunteerism of the Filipinos that was written
by various author that have different lineage. So we can’t assure if those literature were
authentic, reliable and relevant when it comes to the information. Because some of the
authors have their own idea, opinion, and concepts that was mixed in the information
gathered. It may be bias, lack of information or exaggerated.
Thankfully, the teaching of Jose Rizal’s life, works and writings were included in
the curriculum of our country. Where it teaches us how we can show our love for our
country without using violence or any weapon. And there are laws and memorandum that
can assure us that the life and works of Rizal were part of Philippine Education.
2. Is the relationship of the President and the Congress affect the quantity and quality of
the Philippine Law?
For our group, the relationship of the President and the Congress does not affect the
quality and quantity of the Philippine Law because we strongly believed that all the
Senators and the members of House of Representatives are all professional and logically
thinker in approving the bill to become a law. It is also said in legislative process that a
bill will only become a law if it is approved by both houses and the President which we
are very sure that they study it very well so that the quality of the law is significant to the
development of our country Philippines.
Creating laws is the House of Representatives’ most important job. All laws in the
Philippines begin as bills. Before a bill can become a law, it must be approved by the
House of Representatives, the Senate, and the President. Laws begin as ideas. These ideas
may come from a Representative or from a citizen like us. Citizens who have ideas for
laws can contact their elected Representatives to discuss their ideas. If the
Representatives agree, they will study the ideas and write them into bills. A
Representative needs support from other Representatives so that the bill will be ready to
introduced. When the bill is already introduced to the House of Representatives it will
undergo first reading and after that, the speaker of the House sends the bill to one of the
House standing committees who are expert in the topics of the submitted bill like
education, agriculture, health and more so that they will review and revise it if needed
before voting on whether the bill will undergo second reading or not. When the
committee has approved a bill, it is ready to be debated by the House of Representatives.
When a bill is debated, Representatives discuss the bill and explain why they agree or
disagree with it and they can also recommend some changes to improve the bill. After
that, the third reading will occur and that is the voting whether the bill is approve or not.
And if the House of Representatives approved it, the bill is then certified and delivered to
the Senate to have another readings and if the Senate also approved the bill it will go on
Presidential action. If the President refuse to sign the bill, there will be veto where the bill
is sent back to the House of Representatives, along with the President’s reasons for the
veto. If the House of Representatives and the Senate still believe the bill should become a
law, they can hold another vote on the bill. If two-thirds of the Representatives and
Senators support the bill, the President’s veto is overridden and the bill becomes a law. If
a bill has passed in both House of Representatives and the Senate and has been approved
by the President, or if a presidential veto has been overridden, the bill becomes a law and
is enforced by the government.
Therefore, even if the relationship of the President and the Congress is good or not
it will not affect the quality and quantity of the Philippine Law because there is processes
that need to follow in making a law which is the legislative process. A bill will undergo
first reading, second reading and third reading in both houses up to the Presidential
action. And if the bill did not approve by the President but already approved by both
houses there will be veto that needs two-thirds vote in every houses so that the bill will
become a law.
