EXECUTIVE ORDER NO.

Series of 2020

ORGANIZING THE BARANGAY HEALTH EMERGENCY RESPONSE TEAM


(BHERT)

WHEREAS, Section 14, Article2 of the 1987 Philippines Constitution and Section 16, the General Welfare
Clause of the Local Government Code (RA7160). Local government units are charged with the promotion
of health and safety within their jurisdiction;

WHEREAS, DILG MC No. 2003-95 enjoins the creation of BHERT in all barangays nationwide mandating
that there shall be BHERT for every 5,000 population in the barangay;

WHEREAS, DILG MC No. 2020-018 dated January 31, 2020 enjoins local government units to organize their
respective Barangay Health Emergency Response Teams to effectively intensity information education
campaign against Coronavirus and implement programs project and services that will promote the health
and well-being;

NOW, THEREFORE, I PEDRITO M. YACUB SR., Punong Barangay of Barangay 655, Zone 59 District V,
Manila City Manila by virtue of the powers vested in me by law do hereby organize the Barangay Health
Emergency Response Team (BHERT) as follows;

SECTION 1. Composition. The Barangay Health Emergency Response Team (BHERT) is hereby Team

SECTION 2. Functions. The Barangay Health Emergency Response Team (BHERT) shall exercise the
following functions;
1. Conduct visits in home of every person arriving from Corona Virus affected countries;
2. Immediately list down the person(s) the arriving persons came in contact with prior to his
arrival in his residence;
3. Take daily temperature of the arriving person daily, in the morning and in the afternoon for the
duration of 14 day home confinement period. Advise the arriving resident(s) to watch out for any
symptoms of coronavirus breathing or shortness of breath;
4. Check on the condition of the arriving residents (s) daily from a distance of more than (1) meter.
In checking always wear n95 or surgical mask;
5. Provide protective gadgets to the coronavirus case, including the members of the households;
6. Immediately isolate the resident to a room away from the members of the household prior to
his immediate transport to DOH-designated coronavirus-referral center or hospital for further
examination and treatment;
7. Place the rest of the household also under 14-day home confinement. Repeat the process for
them including tracing. If no signs manifested, report to the City Health Officer for lifting of home
confinement;
8. Coordinate with the City Health Department which could help in the campaign to fight the
coronavirus;
9. Monitor coronavirus case; and
10. Report to the Punong Barangay on measures or action taken per arrival.

SECTION 3. Funding. Funding support the Barangay Health Emergency Response Team (BHERT) shall be
charge against the fund of the Barangay Government subject to availability of funds and to the usual
accounting and auditing rules and regulations.

Let copies hereof be furnished to all concerned for information, reference and guidance.
