Abstract

Proposed amusement park on Location ‘A’ is subjected to justification of optimum land use
consisting of some of the salient features such as water park, theme park (includes a Ferris
wheel, timber railway tracks etc.) and optional facilities which is provided for maximum
entertainment of visitors. Optional facilities include video game play area, indoor electric
bumper cars for kids, movie theatres, games based on virtual reality. Area allocations for such
activities are based on different factors. Moreover, areas should be allocated for basic needs
including restaurants, washrooms and spaces for miscellaneous activities (safety rooms with
first aid facilities, store room etc.) Therefore, factors such as operational cost, social and
environmental impacts, attractions, maximum utilization of space are considered for a rational
use of the land.

1.0 Introduction

Total land area for the Location ‘A’ is estimated to be around 6650 m2. A detailed area
allocation with specifications is provided in following tables.

• Water purification system is a compulsory unit that should be provided as recreational parks
deal with a significant amount of water. According to regulations and as a health and safety
measure the water should be purified.

• Any non- recreational activity area should be occupied with basic requirements. It
includes restaurants and other service areas for operational activities of the amusement
park.

2.0 Conclusion

Location ‘A’ is ideal for an amusement park because of its space area and the situated location.
Site ‘A’ has the most usable space available to accommodate all features. As this location is in
an open area with enough distance from all commercial buildings and & residencies, impacts
from noise generation while the operation of the park would be minimal. When considering
the fresh water requirement of this proposed park it will be also quite higher when compared
to a normal swimming pool complex because it consists water slides and an adventure river.
Even the re-circulated and filtered water is used for the swimming pool and the water slides,
the water used for the adventure river might require refilling when necessary while an extreme
volume of clean and fresh water is required during the first installation. In addition to that a
considerable amount of water will be wasted during the daily operational requirements.
Therefore, it is important to use re -circulated and filtered water much as possible for the
swimming pool complex while minimizing the usage of water for other activities such as
cleaning of walkways, equipment/machines etc. Thus, providing a water purification system
for water filtering within the amusement park will reduce water pollution as well as water
consumption.

Damage to natural habitats will be another major impact to the environment while constructing
the park because the whole area needs to be clear and levelled in order to install the machines
and a deep excavation may require for the swimming pool and adventure river. The clearing of
trees and bushes will destroy the home of birds, and other animals. At the same time amusement
park theme is mainly based on green. For an instance adventure river theme is based on jungle
theme consisting of trees, waterfalls etc. Every feature will be loosely based on jungle theme.
From this it fulfills both attraction and environmental friendliness.

Moreover, the impact from clearing of trees and bushes will be minimized if the land at location
‘A’ is chosen for the park because that area is almost cleared and used as a commercial.
However, it is mandatory to follow the necessary procedures according to the specified rules
and regulations in order to minimize the environmental impact from the amusement park.

65% from total land area has been used for utilization of features. In addition to that other
requirements by UDA should be adhered. Therefore, open spaces are provided, and it proves
utilization of space is up to maximum. Moreover, operational cost would be at minimum as

water supply charge will be reduced because of the purification system, proper sewer and
drainage system, proper maintenance of machineries etc.

All the above factors conclude that Location ‘A’ would be an adequate selection of site for the
proposed amusement park with maximum utilization of space without neglecting any of either
salient or optional features.

All the construction related, and non-related works are adhering to the rules and regulations
provided by City of Colombo Development Plan (Amendment) 2008- Extra Ordinary Gazette
No. 2954/45 dated 18/01/2018.
