Foreword

The Economic Community of West African States (ECOWAS) was established on 28th
May 1975 by Heads of States and Governments of fifteen (15) Member States as an
Economic Community of the Region. The Treaty was reaffirmed in 1993.

One of the important mandates of ECOWAS is to promote the establishment of a


Common Market, the harmonisation of Standards and conformity assessment
procedures and Measures to reduce Technical Barriers to Trade, encourage intra and
international Trade as well as enhance the industrialisation of the region.

The ECOWAS Heads of State and Governments, at its 43rd Ordinary Session, from 17 to
18 July 2013 in Abuja, Nigeria, renewed their commitment to the provision of
sustainable energy services in ECOWAS by adopting the ECOWAS Energy Efficiency
Policy (EEEP) which aims to implement measures that will save up to 2000 MW of
power generation capacity by 2020. To achieve the objectives of the ECOWAS Energy
Efficiency Policy, several flagship initiatives were established, among which the
ECOWAS Initiative on Standards and Labeling, which aims to adopt region-wide
standards and labels for major energy appliances and equipment.

ECOWAS Standards are drafted in accordance with the rules given in the ISO/IEC
Directives, Part 2.

The work of preparing ECOWAS Standards is normally carried out through ECOWAS
Technical Committees. Each member body interested in a subject for which a Technical
Committee has been established has the right to be represented on that committee.
International organisations, governmental and non-governmental, in liaison with
ECOWAS, also take part in the work.

The main task of the Technical Committees is to prepare ECOWAS Standards. Draft
ECOWAS harmonised Standards adopted by the Technical Committees are circulated to
the member states for voting. Publication as an ECOWAS Standard requires approval by
at least 75% of the member states casting a vote.

Attention is drawn to the possibility that some of the elements of this document may be
the subject of patent rights. ECOWAS shall not be held responsible for identifying any or
all such patent rights.

1. Scope
This standard covers requirements for comfort fans and regulators for household and
similar purposes, their rated voltage being not more than 250 V for single-phase fans
and 480 V for other fans, and their rated power input being less than 125 W. It applies
to:

 Pedestal fans,
 table fans,
 wall fans,
 louvre fans,
 tower fans;
 Ceiling fans;
 Bladeless fans.
Appliances can be portable or ceiling mounted, and are manufactured, assembled,
imported or sold in any of the ECOWAS countries.

This standard does not apply to:

 Fans not powered by alternate current (AC) and those that use non-electric
energy or off-grid sources
 Fans that can be operated with a battery

The following referenced documents are required in the application of this document.
For dated references, only the edition cited applies. For undated references, the latest
edition of the referenced document (including any amendments) applies.

 IEC 62301 “Household Electrical Appliances: Measurement of standby power”.
 IEC 60704-1 “Household and similar electrical appliances - Test code for the
determination of airborne acoustical noise - Part 1: General requirements”.
 IEC 60704-2-7 “Household and similar electrical appliances - Test code for the
determination of airborne acoustical noise - Part 2-7: Particular requirements for
fans”.

3. Terms & Definitions


For the purpose of this standard, the following definitions shall apply:
3.1
Comfort fan

fan primarily designed for creating air movement around or on part of a human body for
personal cooling comfort, including fans that can perform additional functionalities such
as lighting.
Note: A comfort fan is hereinafter also referred to by the term "fan".
3.2
Tower fan
comfort fan for use on the floor having a vertically elongated design of the cross-flow
type, tangential type, centrifugal type or impeller type with a free inlet and outlet of air.

3.3
Bladeless fan
comfort fan of any type that is not fitted with a propeller.

3.4
Ceiling fan
conventional fan provided with a device for suspension from the ceiling of a room so
that the blades rotate in a horizontal plane with the diameter of the blade not larger than
1 800 mm.

Table fan
comfort fan intended for use on a table.
Note: Table fans have a maximum adjustable or non-adjustable height of less than 1 200
mm.

Pedestal fan
comfort fan mounted on a pedestal of fixed or variable height.
Note: Pedestal fans have a minimum adjustable height or non-adjustable height equal to or
greater than 1 200 mm.

Louvre fan
comfort fan having moving louvre which provides a continuously changing multi-
directional air flow.

Rated fan flow rate
air flow rate assigned to the fan by the manufacturer.
Note: The rated fan flow rate is expressed in m3/min.

Service value
ratio of the calculated maximum fan flow rate [m3/min] to the measured fan power
input [W].
Note: The service value is also known as the "coefficient of performance (COP)".

Fan power input
power input of the fan operating at its maximum flow rate, measured with the oscillation
mechanism and the moving louvre, if any, turned off.
Note: The power inputs for other functions, such as lighting are not included.

Rated voltage
voltage assigned to the fan by the manufacturer.

Fan sound power level
A-weighted sound power level of the comfort fan while providing the maximum fan flow
rate, measured at the outlet side.

Airflow
is the displaced air volume by appliance measured in m3/min.

3.14
Rated power
the maximum power of the equipment in W.

3.15
Fan sweep
the radius of the circle described by the fan blades.

3.16
Off mode
the condition in which the fan is connected to the mains power and is not operating.

3.17
Standby mode
the condition where the equipment is connected to mains power and is not operating
but provides the following functions: reactivation function or/and information
status/display only.

4. Energy Efficiency Requirements


The service value is the metric used to assess the efficiency of a fan. The fan service
value at rated voltage, rated operation frequency and the maximum speed is:

5. Noise requirements

6. Air flow requirements


The minimum rated fan flow rate at rated voltage, rated operation frequency and the
maximum speed gear is provided in Table 5.

7. Marking
The packaging of fans (through labels on the appliances and on the provided user
manuals) shall accurately provide information on the product and its performance. The
information shall be presented in an appropriate national language and shall include the
following:

1. General information (on the top of the label)

a. Manufacturer;
b. Model reference;
c. Type of fan, that is:
i. Ceiling fan
ii. Pedestal fan, table fan, wall fan, louvre fan
iii Tower fan

2. MEPS values (central position)

a. Minimum service value for this type (ceiling, tower or


table/wall/pedestal/louvre) of appliance (in the test conditions)
b. Specific service value for the specific appliance (in the test conditions)

3. Estimated annual energy consumption in kWh per year (at maximum speed) at
14 hours per day.

4. Technical characteristics (on the bottom of the label)

a. Nominal power (W)


b. Nominal voltage (V)
c. Frequency (Hz)
d. Fan sound power level (dB(A))
e. Rated fan flow rate (m3/min)
f. Fan sweep (mm)

5. Information provision

Manufacturers shall provide the following information in the instructions manual :


a. Rated fan flow rate m3/min (rounded to one decimal place);
b. Service value (m3/min)/W (rounded to one decimal place);
c. Standby power consumption W (rounded to one decimal place);
d. Sound power level dB(A).

8. Acceptance Criteria
For the purposes of checking conformity with the requirements laid down in this
standard, Member State authorities shall test a single fan unit.

If the measured parameters do not meet the values declared by the manufacturer within
the range defined below, the measurements shall be carried out on three additional fan
units of identical service/model/size. The arithmetic mean of the measured values of
these three additional appliances shall meet the requirements within the range defined
below:

 Service value (energy efficiency) for the specific appliance is not less than the
declared value minus 10%;
 Fan sound power level: shall not be more than 5% of declared value.

Otherwise, the model and all other equivalent fan models shall be considered not to
comply.

9. Test Methods
The international test method for measurement of performance and noise level of
comfort fans are IEC 60879 and IEC 60704-2-7 respectively.
