EXECUTIVE NO.1 SERIES OF 2020

ORGANIZING THE BARANGAY HEALTH EMERGENCY RESPONSE TEAM (BHERT)

WHEREAS: Section 15, Article 2 of the 1987 Philippine Constitution and Sectlo 16, the General Welfare
Clause of the Local Government Code (RA 7160) local government units are charged with the promotion of health and safety
within jurisdiction.

WHEREAS: DILG MC No.2003-95 enjoins the creations of BHERT in all barangays nationwide mandating that there shall be BHERT for
every 5,000 populations in the barangay.

WHEREAS: DILG MC No. 2020-018 dated January 31,2020 enjoins local government and units to organize
their respective barangay emergency response teams to effectively intensity information education
campaign against coronavirus and implement programs, projects and services that will promote the health
and well-being.

Now Therefore, I, Malvaro Gonzales of Barangay 94, Zone 8, District 1, City of Manila. By the virtue of thePower vested
in me, I do hereby declare that this Executive Order shall read as follows.

BHERT Function and Obligation – The functions and obligation of the BHERT shall be as follows

1. Conduct visits and home of every persons arriving from corona virus-affected countries.
2. Immediately list down the persons (the arriving person came in contact with prior to his
arrival in his residence).
3. Take daily temperature of the arriving person and observe any other sign of corona virus.
Like coughs, difficulty in breathing or shortness of breath.
4. provide protective gadgets to the corona virus case including the members of the
Household.
5. Immediately isolate.
6. Monitor corona virus case and
7. Report to the punong barangay on measure and actions taken from arrival.

Section 3. Funding Support. Funding support to the Barangay Health Emergency Response Team (BHERT)
Shall be charged against the funds of barangay government subject to availability
Of funds and to the usual accounting and auditing rules and regulations.
