1 Introduction

1.1 Works Specification for MTHL Package 1

The Works Specification for MTHL Package 1 shall comprise the General Works
Specification and the Special Works Specifications.

› The General Works Specification shall be the Indian Ministry of Road

Transport & Highways 'Specifications for Road and Bridge Works', 5th
Revision, 2013 (the 'MoRTH Specifications').

› The Special Works Specifications shall comprise volumes containing

project-specific amendments to the MoRTH Specifications, including
requirements in the Employer's Requirements (ERs) for MTHL Package 1,
and in other codes and standards in accordance with the ERs. The Special
Works Specifications shall conform with the Employer's Requirements.

A separate volume of the Special Works Specifications will be produced for each
applicable numbered section of the MoRTH Specifications used for MTHL Package
1. Further volumes will be produced for works outside the scope of the MoRTH
Specifications.

A list of the volumes of the Special Works Specifications is presented in 'Special

Works Specification – Section 100 – General'.

Additional new clauses and sub-clauses to the MoRTH Specifications shall have
the letter 'A' as a prefix to the new clause/sub-clause number.

1.2 Scope of this document

This document comprises the Special Works Specification, Section 1400, Stone
and Concrete Block Masonry.

Project-specific amendments to Section 1400 of the General Works Specification

(MoRTH Specifications) are given in section 2, below.

This document shall be read in conjunction with all other relevant specifications,
documents and drawings.

This Special Works Specification Section 1400 applies to the retaining wall/
embankment sections of Ramp C2 and Ramp F at Sewri and associated land
works. It does not apply to bridges.

1.3 Hierarchy of documents

The Works Specification, together with the design drawings, forms the basis for
the construction of MTHL Package 1.

In case of any inconsistency between the information given on the design

drawings and in the Works Specification, the information on the design drawings
shall take precedence.

In case of any inconsistency between documents referred to in this Special

Works Specification, the following order of precedence shall apply:

1 MMRDA. Bidding Documents for Procurement of Mumbai Trans Harbour Link

Project (Package-1). Construction of a 10.380 km long bridge section (Ch.
0+000 – Ch. 10+380) across the Mumbai Bay including Sewri Interchange.
Volume II. Part 2 – Employer's Requirements. Section VI. Employer's
Requirements (+ Addenda 1, 2, 3, 4 & 5).

2 Ministry of Road Transport & Highways (MoRTH). Specifications for Road

and Bridge Works (5th revision), 2013.

3 Indian Roads Congress (IRC) and Indian Standards (IS) codes of practice,
standards and specifications; Japan Road Association (JRA) 'Specifications
for Highway Bridges'; other international codes and standards.

The Contractor shall notify the Engineer in the case of any inconsistency
between the Employer's Requirements and the MoRTH Specifications.
