PART I

PRELIMINARY

A. BACKGROUND

Along with the times, scientific leadership begins to develop with the growth of
scientific management, better known as the science of the lead. It is seen from the
literature that examines the leadership with different points of view or perspective.
Leadership is not only seen from the tub, but also can be seen from the setup
something planned and can train prospective leaders.
The history of the emergence of leadership, since the ancestors of yore,
cooperation and mutual protection has emerged together with human civilization.
The cooperation appears to a system of social life or groups of humans in order to
survive against the savagery of the animal and the face of the natural surroundings.
Departing from the shared needs, there cooperation between humans and begin the
elements of leadership. The person appointed as the leader of the group is the most
powerful and brave, so there are rules agreed jointly, for example, a leader must be
born of the royal line, healthy, strong, brave, tenacious, intelligent, has an impact
and other -other. Up until now a leader must have terms that are not light,

in achieving the desired goals of the group. Leadership by Young (in Kartono,
2003) is more focused and detailed than the previous definition. He said leadership
is a form of domination that is based on personal abilities that could encourage or
incite others to do something based on acceptance by the group, and has a special
expertise appropriate for the specific situation.
Inpersonality theoryaccording Moejiono (2002) considers that such leadership
is actually as a result of the influence of one-way, as leaders may have certain
qualities that distinguishes itself by its followers. The theorists voluntary
(compliance induction theorist) tend to view leadership as a force or displacement
effect indirectly and as a means to establish a liking group leader (Moejiono, 2002).

B. RATIONALIZATION IMPORTANCE CJR


While we membtuhkan a reference, the journal as a source of reading us than
books in studying subjects of leadership, we should first scrutinize the journal so
that we know which one is more relevant journal to be a source of reading.

Innovation has been heavily linked with the character of individual
leadership. To just mention a few names that are well known figures in the
world, such as in the private sector, the leadership style of Steve Jobs and
Bill Gates have been explored to explain the authority and leadership in
order to achieve an organizational goal. Basic leadership is a style leader to
influence subordinates to cooperate and work effectively in accordance
with the orders.
According Yukl (2005: 9) in addition to the characteristics of a good leader
must have an influence and an important role in the following:
1. Motivating members to be able to achieve the goal
2. Mutual trust and cooperation among members
3. Learning and sharing of new knowledge among members

4. Organization of work activities
5. Achievement of the objectives and strategies to achieve
6. Development of trust and skills among members

This study adopts 'a retrospective study design' that tries to explain the
phenomenon of the results given (public innovation) which has been
discussed in the beginning of the study. This phenomenon is explained by
exploring the theory then proposed that the leadership and social
characteristics also play an important role in determining public innovation
city.

This research is quantitative descriptive for influence between the


independent variables (Public Leadership and Social Progress) and the
Methods Used dependent variable (Innovation and Public Service). This study began with
the problem. The problem researchers want solved through research. This
study needs to be theorized to match the scope of the problem.

Results of tests performed by the regression test, it is known that there is a

partial effect between the variables of public leadership to innovation and
public services with a beta value of 0.255 so that it can be said of public
leadership has considerable influence in the amount of 25.5% to innovation
and public services. These conditions can be translated, if strong public
leadership, which in this case headman can run with good leadership, then
innovation and public services will run well too. Good leadership can be an
example in attitude and actions, speech was polite, firmness in decisions,
as well as reward and support staff and employees so that there is a sense
of belonging and considered by the staff. On the other hand, a Lurah
leadership can also be seen on compliance with the rules in force in the
government. Each process in the government, which in this case is the
village administration / village must be in accordance with procedures
established by the Ministry of the Interior, so that the service can be
performed optimally.

Furthermore, the partial test between variable progressive society to

emerge can be done with the development of a product, in this case the

The conclusion of this study are:

ABSTRACT
Governments are required to be creative and innovative in the field of public service so
that the service is increasingly satisfying. Such efforts can be raised in a wide range of
good practices (good practice) and innovation governance and public services play an
important role in encouraging the implementation of governance and public services in a
better area. This study aims to describe and seek the influence either simultaneously or
partially between the variables of public leadership and progressive society to public
service innovation in Dukuh Village Menanggal Surabaya. Leadership theory taken from
Yukl (2005), while the progressive community to use the theory proposed Selosoemardjan
(in Soekanto 2006). While the definition of public service innovation proposed by
Rosenfeld (in Sutarno, 2012). Data analysis was performed with a quantitative approach
using multiple linear regression test with a sample of 40 people, the people who use public
service facilities in the village of Hamlet Menanggal, Surabaya from June to September
2017. The results of this study is a significant difference either partially or simultaneous
public leadership variable and progressive society to public service innovation with value
Fhitung 90.611 with a significance level of 0.000. Thus the significance level of 0.000 is
less than 0, 05 the first hypothesis stated "There is a significant influence between Public
Leadership and Progressive Society to Innovation and Public Service" are accepted and
have the effect of 74.9%. It can be concluded that the innovation of public services can be
started from the leadership of village heads, which ravine very open and direct the
administrative staff to serve well and the active role of society are progressive and have
the initiative in assisting the implementation of the government to provide feedback in
the form of suggestions and constructive criticism.

dapartment of Economic and Social Affairs (United Nations, 2005) having a government
that innovates in the public sector due to: 1. Democratization; The phenomenon of
democratization has spread throughout the world, past the limits of sovereignty, ideology
and politics of nations. 2. International Agreements / globalization; International treaties
as a consequence of globalization and interaction among nations in the framework of
cooperation. 3. Brain Drain; The phenomenon occurring human capital flight from
developing countries to developed countries, so terkadi imbalance in the distribution of
human resources featured. As a result of political social and economic gap between the
developed countries to developing countries has widened. 4. The post-conflict countries,
democratic and economic transition; Some countries have just passed the period of
conflict and instability poplitik friction caused by war or political interests in the country.
When this began to adopt a democratic system as well as in transition. 5. Moral civil
servants; Morality becomes one employee integrity issues in structuring a better
bureaucracy. 6. A new source of competition privatization and outsourcing

Privatization and outsourcing is an organizational phenomenon that has penetrated the


public sector since long. This resulted in changes in the structure, work culture and
dynamic environment of the organization. The role of the initiator of regional heads in
fostering innovation in public policy is also very crucial. In fact, the head of the blood will
determine the success of the innovation of public services in order to provide maximum
services to the community. (Antara, 2016). Therefore, public innovation depends on
several aspects: (1) leadership; (2) community.

Problem Formulation Based on the background of the problem in this study can be
formulated problem: How to partially and simultaneously influence between public
leadership and progressive society to innovation in the public service Menanggal Dukuh
village, Surabaya?

Objective Based on the formulation of the problem that has been noted, the purpose of
this study are: 1. To identify and analyze the influence of public leadership and progressive
society to innovation in the public service Menanggal Dukuh village, Surabaya; 2. To get a
sense of innovation and public services in the Village Hamlet Menanggal Surabaya.

given that in the future there is an increase in the quality of services that can improve
people's satisfaction. 2. As an alternative solution to the thought and consideration in the

this study to contribute to the growing body of literature on public innovation: 1. It is
known and proven conceptually that leadership and community influence on innovation
public service; 2. Can be an additional literature in the discussion of public service
innovation; 3. Can be taken into consideration in the hamlet village Menanggal, Surabaya
in evaluating and improving the public service innovation in the Village hamlet
Menanggal, Surabaya.

LITERATURE REVIEW

Public Leadership Innovation has been heavily linked with the character of individual
leadership. To just mention a few names that are well known figures in the world, such as
in the private sector, the leadership style of Steve Jobs and Bill Gates have been explored
to explain the success of Apple and Microsoft. Similarly, in the public sector, a narrative
about Franklin D. Roosevelt, Margaret Thatcher, and Deng Xiaoping comprehensive in
explaining how a country turn himself in and out of harm's innovation crisis. The argument
about the importance of leadership already widely reviewed by many scientists, both in
the study of public administration, business administration, economics and political
studies. as studies conducted Burns (1978) that the leadership can mobilize people to do
things that collectively contribute to a common goal. Two types of leadership that gets
the spotlight, namely transactional and transformational leadership. Conceptually, public
leadership is defined "a number of distinctive functions that need to be performed in
order for a polity to govern itself Effectively and democratically, but the which are not
performed spontaneously by a polity's public institutions, Organizations and routines".
(Hart and Uhr, 2008), then in real conditions is leading to administrative issues, such as
maintaining the established procedure and maintain the performance of subordinates.
While transformative leadership, on the contrary, emphasizes the leader's ability to
motivate subordinates and dare to take the challenge to take the initiative and achieve
organizational goals (Bass, 1990). Transfromatif leadership with regard to three aspects,
namely charisma, commitment, and variety pengalaman.Wewenang and leadership in
order to achieve an organizational goal. Basic leadership is a style leader to influence
subordinates to cooperate and work effectively in accordance with the orders. According

RESEARCH METHODS
Approach and Types of Research This research is quantitative descriptive for influence
between the independent variables (Public Leadership and Social Progress) and the
dependent variable (Innovation and Public Service). This study began with the problem.
The problem researchers want solved through research. This study needs to be theorized
to match the scope of the problem. By theorizing the researchers can build a framework
that can be used to answer the problem posed. Answers to problems using the theory
called hypothesis. After hypotheses be verified through statistical tests to examine a
particular object, then, is that the conclusions and saran.Lokasi This research was
conducted in the village of Hamlet Menanggal, Surabaya, East Java from June to
September 2017.Kerangka This research adopts 'a retrospective study design' that tries

Study Design The study was designed to survey research methods, namely a study
conducted by taking a sample of the population and use the questionnaire as a basic data
collection given to the respondent (Sugiono, 2009: 32). This study is also referred to
studies that provide an explanation. (Explanatory research) because the aim is to explain
the causal relationship between the variables through hypothesis testing and also a
conclusive study (Malhotra, 2006: 84) .Teknik collection and analysis of data

secondary data. Primary data used to describe the variables examined included by
distributing questionnaires to the public and the bureaucracy Menanggal Dukuh village.
Secondary data include archives of innovation and public services that have been
performed by the government Menanggal Dukuh village, Surabaya in the form of
regulations and other supporting data. 2. Sampling Techniques a. Population According
Sugiyono (2009: 80), the population is generalization region consisting of: objects /
subjects that have certain qualities and characteristics defined by the researchers to learn
and then drawn conclusions. In this study population members of the object of study is
people who get public services in the village hamlet Menanggal, Surabaya. While the
population is taken from the community who had been working in the public service in
the village hamlet Menanggal and bureaucracy are employee representatives from units
related to innovation and public services in the village hamlet Menanggal. b. Sample In
this study, the sampling using the formula Malhotra. Where the formula is used when the
population to be studied is not clearly identifiable or sample In this study population

and Public Service" is accepted and the second hypothesis which states "There are
influences between Public Leadership and Progressive Society against Innovation and

Furthermore, to determine the influence of public leadership variable and progressive


society together towards innovation and public service known from multiple
determination coefficient (adjusted R2) that is equal to 0.749 which shows that 74.9%
change in the variable Y is influenced by two variables X, in other words, the rest of the
measurements of 25.1% influenced by other variables not measured by the analytical
model.

Discussion of Results The results of tests performed by the regression test, it is known
that there is a partial effect between the variables of public leadership to innovation and
public services with a beta value of 0.255 so that it can be said of public leadership has
considerable influence in the amount of 25.5% to the innovation and service public. These
conditions can be translated, if strong public leadership, which in this case headman can
run with good leadership, then innovation and public services will run well too. Good
leadership can be an example in attitude and actions, speech was polite, firmness in
decisions, as well as reward and support staff and employees so that there is a sense of
belonging and considered by the staff. On the other hand, a Lurah leadership can also be
seen on compliance with the rules in force in the government. Each process in the
government, which in this case is the village administration / village must be in accordance
with procedures established by the Ministry of the Interior, so that the service can be
performed optimally. Furthermore, the partial test between variable progressive society
to innovation and public service get a beta value of 0.554 so we can say the influence of
a progressive society to innovation and public services amounted to 55.4% which shows
the organization of society and historical factors have contributed to the formation of

if public support through the establishment of community organizations that have the
same direction of government policy through the village. On the other hand, the origin

community can create a sense of belonging to the village that houses the region, so that
the participation and public activity becomes dominant. Simultaneous testing, two

Village Party should continue to receive feedback and suggestions from the public for
services provided, the better. On the same occasion, Head as a leader must be able to
