Procedure-Blackout operation/Monitoring

Introduction
Blackout means complete interruption of Power Supply. In case power plant got tripped
and grid supply not available, then it is called a Blackout.

Blackout operation Procedure

 Inform Plant head, HOD (Operation), MRSS and ESTL CCR about station trip. Action-
SIC
 Ensure Station transformer upstream and downstream breaker status.
 Check the fault at GRP, PP breaker relays and alarms.
 Ensure DC emergency lights are “ON” in AUTO.
 Check EOP (Emergency Oil Pump) and DC JOP have picked up in AUTO. Monitor the
turbine parameters.
 Given Stop command for all drives and deselect AUTO/Standby from DCS.
 Start EDG from AMF panel and monitor voltage build up.
 Charge the EDG I/C breaker at NEDB panel board.
 Charge the I/C breaker of respective USS through which USS will back charged.
 Start any one AOP and select other in AUTO.
 Ensure Lube oil pressure and temperature healthy.
 Start the AC JOP and monitor the pressure of Alternator DE/NDE.
 Monitor the speed of the turbine and observe the auto pickup of barring gear motor on
local.
 Ensure the condenser Vaccum breaker open condition and observe the gland seal
pressure.
 Tight close MSSV by manually.
 Open the MSL steam drains.
 Ensure all the HT and LT switchgear breakers are tripped condition.

Restoration Procedure

 SIC should be co-ordinate with GRID and MRSS for grid supply availability.
 Reset all the relays and alarms at PP breaker and GRP.
 Confirm GRID supply healthy from substation end.
 Ensure Breaker-2 and Breaker-3 should be in open condition before extended power
supply to ESTL MRSS.
 Give the clearance for extend power supply to MRSS by charging the Breaker-4.
 After ensuring 220KV supply, close Breaker-3(PP Breaker at MRSS end).
 Close PP Breaker at CPP end (Breaker-2).
 Close the ST#1 Breaker (220KV side).
 Close the ST#1 I/C Breaker at 6.6KV.
 Extend the power supply for NEDB and change over the EDG.
 After changeover of EDG supply, ensure the TG oil system and barring gear operation.
 Extend the Power supply for critical drives and Plant lighting.
 Once Aux. Power supply normalized, start the CW pumps, ACW Pumps, PAC and BFP
sequentially.
 Ensure the instrument air supply pressure above 6kg/cm2.
 Then Start the Boiler and Turbine as per the recommend procedures.
