1. PURPOSE

The purpose of this Site Security Plan is to set the main measures and organization to be put
in place so as to manage areas under CONTRACTOR control in order to provide protection
from theft and to prevent non-authorized personnel, vehicles and equipment from entering
the construction site. The Plan shall be implemented during the Construction, Pre-
Commissioning and Commissioning assistance phases of Petrokemya 140 KTA ABS Project
and works performed in SABTANK facilities. All personnel involved in the project shall be
aware of this Plan, including SUBCONTRACTORS, Visitors and Vendors.
This document is issued in compliance with all applicable Saudi Arabian laws and regulations
as Royal Commission and Higher Council for Industrial Security (HCIS) regulations,
COMPANY HSE requirements, CONTRACTOR Corporate and Project requirements.

2. SCOPE

The present Site Security Plan shall apply to all employees and visitors from
CONTRACTOR, SUBCONTRACTORS, vendors and the COMPANY within the areas under
CONTRACTOR control: construction areas, warehouse, lay down areas, and temporary
facilities. This document covers the security system for the protection and control of work
areas during Construction, Pre-Commissioning and Commissioning assistance phases of the
Petrokemya 140 KTA ABS Project.

3. DEFINITIONS

5. DEVELOPMENT

5.1 ORGANIZATION: ROLES AND RESPONSIBILITIES

In addition to general roles and responsibilities described in the ABS00-S0-GS-000011


“Project Construction HSE Plan”, this Site Security Plan describes specific duties and
responsibilities necessary to ensure appropriate implementation of this Site Security Plan.

5.1.1 Company

COMPANY is responsible for ensuring appropriate security of site facilities by means of an


appropriate coordination of all involved parties, working relationship with local enforcement
authorities and reporting any identified breaches in the system.

5.1.2 Contractor

CONTRACTOR shall be responsible for all its own arrangements for the areas under
CONTRACTOR control within the Petrokemya 140 KTA ABS Project scope of work.
CONTRACTOR shall ensure that all his employees and those of its SUBCONTRACTORS
follow all security rules and regulations.

5.1.3 Subcontractor

SUBCONTRACTOR will comply with all established rules in order to adequately implement
the Site Security Plan.

5.1.4 CONTRACTOR Project Director

As the ultimate responsible for the overall management of every activity performed by
CONTRACTOR and SUBCONTRACTORS in areas under CONTRACTOR control he shall
provide the necessary human and material resources.

5.1.5 CONTRACTOR Site Manager

As representative of the CONTRACTOR Project Director on site, he shall:


- Ensure the implementation of this Plan.
- Attend to meeting when required.

5.1.6 CONTRACTOR Construction Manager

CONTRACTOR Construction Manager together with HSE Manager and in collaboration with
the rest of Site Security personnel shall:
- Define the procedures and action plans to move equipment, vehicles and materials
through the site.
- Establish evacuation routes and emergency exits.
- He or his designee authorizes the egress of load material and equipment from the
Site.
- Attend scheduled HSE meetings when required.

5.1.7 CONTRACTOR HSE Manager

CONTRACTOR HSE Manager shall:


- Ensure nobody enters the site without being aware of safety, security, environment
and emergency requirements as described in ABS00-S0-GS-000011 “Project
Construction HSE Plan”.
- Ensure distribution of the present Plan to Subcontractors and Vendors.
- Attend all meetings regarding security matters.
- Facilitate effective interface and coordination between CONTRACTOR,
SUBCONTRACTORS and COMPANY.
- Ensure that all personnel, vehicles and equipment entering the areas under
CONTRACTOR control are provided with a proper identification badge or access
pass.
- Support CONTRACTOR Construction Manager in the definition of procedures and
plans to move equipment, vehicles and materials through the site, evacuations routes
and emergency exit.

- Designate responsible person to supervise access documentation;


- Ensure all visitors are provided with full time escort while in areas under
CONTRACTOR control.
- Authorize personnel and site equipment access and egress.
- Report CONTRACTOR Project Director any security issue.

5.1.8 CONTRACTOR Security Supervisor

He shall be proposed by CONTRACTOR HSE Manager and shall:


- Supervise access documentation ensuring it is completed, updated and valid to
manage the issuance of the ID badge, valid pass or authorization.
- Maintain updated file with a copy of the access documentation of personnel, vehicles
and equipment.
- Guarantee full time escort for all visitors.
- Report CONTRACTOR HSE Manager any security breaches.
- Perform random searches and monitoring roundabouts to control security issues.
- Supervise and coordinate all Security Guards.

5.1.9 SUBCONTRACTOR Security Officer

All subcontractors shall provide a Security Officer that shall be responsible for:
- Attend all meetings where he shall be required.
- Make sure the workforce complies adequately with this Plan.
- Prepare and provide in advance all necessary documentation and requirements for
new personnel, vehicles and equipment.
- Provide in advance formal request of visitors access pass.
- Report to CONTRACTOR any loss of tools, equipment, materials or any other
breaches of security as soon as they are discovered.
- Collaborate with CONTRACTOR in performing random searches and monitoring
roundabouts or any other required activity.

5.1.10 Security Guards

They shall report to CONTRACTOR Security Supervisor and be in charge of the following:
- Control access and egress of personnel, vehicles, equipment and materials to any
area under CONTRACTOR control.

- When equipment, vehicles and materials exit, Guards shall check the exit
authorization.
- Ensure all personnel and vehicles have visible ID badges and pass.
- Keep an updated log of personnel, vehicles and equipment entering or leaving the
site.
- Issue daily security reports and submit to CONTRACTOR Security Supervisor.
- Carry out routine spot security checks.
- Report CONTRACTOR Security Supervisor any incident occurred during their shift.
- Identify unsafe or emergency situations.
- Be part of the emergency response team.
- Inspect vehicles, equipment and its load when accessing or leaving the site, if
necessary.
- Ensure continuous vigilance and surveillance of areas under CONTRACTOR control
to avoid the entrance of non-authorized personnel.

5.2 SITE SECURITY PLAN DESCRIPTION

COMPANY will provide an overall framework and coordination for the Site Security
requirements. CONTRACTOR shall be responsible for all its own arrangements for the
security of its resources and activities within his scope of work. Company PK SHEMS 14.00
requirements will be applied by CONTRACTOR.
While implementing the Plan in its assigned area, CONTRACTOR shall be responsible for
the following:
- Ensure that all employees under CONTRACTOR’s direct control at the project comply
with all security rules and regulations.
- Secure CONTRACTOR’s tools, equipment and material.
- Report any loss of tools, equipment, materials or other breaches of security to the
COMPANY as soon as they are discovered.
- Ensure that all employees under their direction entering the site are provided with a
proper ID badge clearly displayed.
- Ensure all employees under their direction come into the site with steel toed safety
shoes; wear long sleeve shirt and full length trousers; an approved safety glasses
and approved hard hat with the employee name; badge number and company name.
- If bus is used for transportation from the Camp to the Work Site, all employees
boarding bus shall have visible ID badge.
- CONTRACTOR shall be notified in advance to issue visitors badges.

- Provide full time escort for visitor(s) while on the Work Site and Warehouse and Lay
down Area.
- Ensure that all vehicles and equipment have a valid inspection and access pass to
gain access to the project site.
- Collaborate with COMPANY in performing random searches.

The main resources and requirements for the implementation of security measures are the
following:
- Physical Barriers.
- ID Badge.
- Access Control.
- Material Control.
- Guards.
- Emergency Evacuation.
- Vehicular policy.
- Communication/Report.
- Other requirements.

5.2.1 Physical Barriers

CONTRACTOR shall provide the setting up and control of the fencing and access/ egress
gates in areas under CONTRACTOR control to prevent unauthorized personnel, vehicle and
materials from entering.
Laydown areas, warehouse and temporary offices shall be fenced off separately and shall be
subject to dedicated security surveillance.
The following areas shall be clearly identified:
- Areas fenced and controlled by COMPANY
- Areas fenced and controlled by CONTRACTOR
The site framework of the whole perimeter project area shall be controlled by COMPANY.
The whole area of works for the projects shall be fenced and access/ egress by means of
gates and security control guards controlled by COMPANY.
CONTRACTOR shall isolate the areas under CONTRACTOR control (construction areas,
warehouse, lay down areas, and temporary facilities) by installing temporary security fences
complete with security access gates.

5.2.2 ID Badge

Access to the main gate (COMPANY’s Facilities) to the external perimeter project area
controlled by COMPANY shall only be allowed with an ID badge issued by COMPANY
(Petrokemya badge) as required in Section 4.9.1 Scope of Construction Services as part of
the Project Specifications. Petrokemya badges will only be issued after attending the HSE
Induction Session as described in ABS00-S0-GS-000011 “Project Construction HSE Plan”
provided by CONTRACTOR and providing in advance the employees documentation
required by COMPANY.
CONTRACTOR Work Site designated area, Warehouse and Lay down Area,
CONTRACTOR Temporary Facilities and Offices and Camp shall be subjected to
CONTRACTOR ID badge system including the completion of an application form and having
attended the Safety Induction Session. For any Contractors and subcontractors employee
who need to access COMPANY existing facility must get advance training in PETROKEMYA
to have a granted access.
CONTRACTOR employees shall carry both Petrokemya & their own company ID cards at all
times while working inside the Petromeya facilities.
For access control purposes, CONTRACTOR will obtain a current list from its
SUBCONTRACTORS identifying their employees present in the site that CONTRACTOR will
provide to COMPANY.
Visitors will be issued a Petromeya badge valid for the period specified by COMPANY must
be returned at the end of the visit. During all the time of the visit, visitors shall be escorted by
authorized persons.
All ID badges shall be visible at any time inside the Project area.
The loss of COMPANY ID badge must be immediately notified to CONTRACTOR.
Replacement badges will be provided to CONTRACTOR at a cost of SR 1,000 and/or if not
returned, SR100 per badge per week up to a maximum of SR 1,000. In any case that a
SUBCONTRACTOR employee los any company ID badge, the same cost will be for them.

5.2.3 Access Control

CONTRACTOR will install his own control system for his personnel and his Subcontractors.
COMPANY will ensure adequate access control making sure all employees and visitors enter
the site through the appropriate gate.
Areas under CONTRACTOR Control shall be provided with adequate access control gates.
There shall be fitted with the necessary resources including communication means such as
radios to report any security incident. Adequate area lighting at the guard houses and related
road entrances shall be included for night operations.
CONTRACTOR and SUBCONTRACTOR personnel will collaborate in random searches of
employee lunch boxes and carry on items to prevent employee from bringing alcohol,
firearms or illegal drugs onto the jobsite conducted by COMPANY and CONTRACTOR.

5.2.4 Material Control

All tools and materials, other than trash, that are removed from the Work Site must be
accompanied by a material exit pass, which can be obtained from the COMPANY or
CONTRACTOR. All trash that is removed from site will be checked by CONTRACTOR and
COMPANY security to verify the content.
Both incoming and out coming material shall be accompanied by a properly executed gate
pass and will be inspected in the access – egress gates.

5.2.5 Guards

COMPANY guards shall control all Project main fencing and gates.
CONTRACTOR will provide sufficient guards to monitor all CONTRACTOR areas: Work site
area, Warehouse and Lay down Area, Temporary Facilities and Offices on a twenty-four (24)
hours per day, 7 days/week as required for the duration of work scope.
5.2.6 Emergency Evacuation

The main access gates to the site will also serve as the emergency evacuation gates.
If project evacuation is mandatory, the Security Coordinator or his designee will personally
ensure that the main access / egress gates are not obstructed and will assist regulating the
traffic to allow the project personnel to exit the site.
Refer to the Emergency Response Plan (ABS00-S0-GS-000012) for further information.

5.2.7 Vehicular Policies

Access
All vehicles and equipment entering the Project Site must be in safe operating condition and
may therefore be subjected to a safety inspection.
Vehicles and equipment without a valid pass will not be allowed access to the Project Site.
Applications must be submitted completed correctly with valid copies of driver license and/or
equipment operator’s competency certification and equipment, third party inspection
certificate where required, license plate number and description of vehicle and current
insurance documents. Vehicle passes and equipment passes will not be issued if
documentation is incomplete or if all requirements are not met.
The vehicle and equipment passes shall be displayed and visible at all times.

Regulations
Plant site speed limit and driving regulations shall be observed strictly.

No vendors will be allowed through any gate without a Project ID badge and pass and will
not be allowed outside their vehicles without wearing a hard hat, safety glasses and safety
shoes and proper clothing.
All drivers entering the site (vehicles or equipment) shall be qualified and licensed in
accordance with Saudi Arabian Law and COMPANY regulations.
All personnel will be only authorized to walk along designated walks and roadways when
moving from one place to another or when entering or leaving the site.
Neither COMPANY nor CONTRACTOR will accept responsibility for damage to or theft of
vehicles.

5.2.8 Communication / Reports

CONTRACTOR guards shall complete a daily report covering the action taken. It shall
identify the area covered, the date, the guard's name and ID badge number, and his duty
area or patrol route. Guards on gate shall keep written logs providing details prescribed by
CONTRACTOR concerning all vehicles and all visitors passing through gate.

5.2.9 Other Requirements

Liquor, Drugs, Firearms and Explosives


Any person under the influence of or in the possession of any intoxicating liquor or illegal
substances will not be permitted to enter the project or loiter on property.
Firearms, alcoholic beverages, narcotics or explosives will not be permitted on the property.

Smoking
Smoking and smoking materials are strongly discouraged from admission to the site.
Designated smoking areas will be identified and smoking will only be allowed in these
designated areas.

6. ATTACHMENTS AND TEMPLATES

A Site Plot plan with all access and egress form site will be attached in the next revision of
the document.
