1. Purpose

The purpose of this document is to issue guidelines on manufacturing and installation of metering panel within
Muscat Governorate where the electricity is distributed by Muscat electricity Distribution Company (MEDC).
This document will cover all type of tariff metering panel requirement under MEDC network.

The new design of metering panel is made with the vision of sustainability, safety of customers and migration
of existing metering system into Smart Metering.

Major Changes in New Design

 All Live Electrical conductors are protected with covers and lock mechanism to prevent any safety
hazard occurring due to contact of live electrical components by unauthorized people.

 Possibility of meter tampering is reduced by segregating incomer compartment and meters. Metering
cabinet will be locked and managed by MEDC to avoid any possibility of tampering.

 Any possibility of bypassing connection before meter is eliminated by segregating the incomer cable
chamber for Direct connected meters

 As MEDC is migrating into smart metering solution, new design of metering panel with GRP material
enhances communication signal availability for meters.

 GRP enclosures reduces the temperature impact on Smart meters.

 Unique identification numbering System of panels eliminates any possibility of substandard products
from unauthorized suppliers.

 Existing panel builders are approved by DCRP which ensures quality of product.

 Elimination cut outs from metering panel reduces energy losses and introduction of MCCB increases
safety of product inside the panel and customers. Elimination of fuses helps MEDC to improve
operational efficiency and cost in managing the fuses and its operations.

3. Scope

Scope of this document is to define the requirement of metering panel for various type of electricity meters.
This document will cover all electrical and mechanical requirements of tariff metering panels for voltage level
up to 415 V.

5.0 Mechanical Requirements

Cabinet Dimensions

Cabinet dimensions will vary as per the number of meters. For any custom requirements, prior approval to be
taken from MEDC.

6.0 Electrical Requirement

6.1 Wiring Diagram

All metering panel wirings should comply with MEDC standards. Sample single line diagrams are given below
for reference. For CT connected meters, cable ferruling details must be included in As-built drawing
submission.

Cables used inside the panel must be from MEDC approved cable suppliers. Maximum cable size for direct
connected meters will be 35mm2. For CT Meter connections, all current and voltage cables used must be color
coded with size 2.5mm2.

Note: Any modification of wiring inside metering panel or inclusion of any additional outgoing feeder or
breakers will not be allowed. Any branching or sub-feeders of outgoing circuit from meter must be made
outside the metering panel. Building contractor should install necessary distribution panel arrangements to
achieve such sub-feeder requirements.

6.2 MCCB Requirement

All MCCB’s used must follow DCRP/OES (43KA) approval recommendations and following are considered as
the initial list of approved manufacturers. This list will be reviewed from time to time and updated list will be
circulated to all parties accordingly.

connected load approved by MEDC

8.0 Meter Calibration Requirements

Any meter which is procured by the panel builder or building contractor must be calibrated as per MEDC
calibration requirements. Procured meters shall be delivered to MEDC meter calibration workshop for
calibration. Upon receipt of such meters, MEDC will perform necessary calibrations and will install SIM cards
necessary for the data communication.

Upon receipt of calibration completion notification, contractor/panel builder can collect meters from MEDC
meter calibration workshop.

Following Data must be submitted along with calibration request in electronic format in below template.

Note:
 Contractor must follow existing MEDC consumer application process to obtain new connections.

 Meter Seal issued by MEDC workshop must be kept intact during complete installation process. Any meter
with Brocken seals will be rejected by MEDC inspection team which may have to pass the calibration process
again at MEDC workshop.

9.0 Current Transformers

The current transformers shall have Insulation Class B, Accuracy Class 0.5, dry type, bus bar type, single ratio
with screw terminals. Insulation levels are to be as detailed in Table 2A of BS 3938 for equipment rated at
0.66kV.
If CT coil installation is happening on the cable instead of bus bar, contractor should take extra measures to
place the cable in center position of CT and CT’s must be kept straight on all the cables.
Sealing:
Provision should be made for sealing the CT case in such a manner that access can be gained only by breaking
the seal.

10.0 Testing and Commissioning

 Panel builder must provide all component information’s (including serial number of each components
used) along with the unique serial number of panel, test report and photos to MEDC through secured
data transferring channel as agreed with MEDC. All Such data will be kept in MEDC database for future
inspections and verifications.

 Contractor must submit test report provided by Panel builder along with its unique serial number.
Accordingly, MEDC will perform necessary verification on authenticity of such data against the master
data received from panel builders.

 Meter inspector/wiring inspector of MEDC will inspect the panel along with wiring inspection. Any
change in installed breakers or any other component serial numbers inside metering panel will be
considered as a deviation.

11.0 Panel Master Data Submission

Each Panel Manufacturer should provide master data of all MEDC metering panel manufactured from
their respective factories. MEDC will provide secure data sharing platform to share such data. Each
master file must include minimum of following information’s.

 Unique Serial Number of Panel (with barcode)

 List of components used with Serial number of each. This should include MCCB’s also with its
ratings

 As Built drawing with internal cable marking details.

 CT ratio (if applicable)

Barcode

All Barcodes and QR codes used must comply with relevant IEC standards.

12.0 Location of Metering Panel/Metering Room

All metering panels must be installed in a place where GSM signals are available. Any metering panel
installation/metering room placed in basement floors will not be allowed for new connection. If Builder
decides to keep the meters in each floor of multi-storied building, such location of meters must be easily
accessible to MEDC for carrying out any metering operations and availability of GSM signal inside the room
must be ensured by the builder/developer.
