1.0 INTRODUCTION
This Security Plan has been produced to identify the CONTRACTOR strategy towards the
management of security on the Project by describing procedures to be implemented by the
CONTRACTOR throughout the duration of construction and commissioning activities.

It is closely aligned to the CONTRACTOR Construction HSSE Management Plan (T-4.109.021), in


recognition of the CONTRACTOR homogenous approach to loss as a single, manageable identity.

In cooperation with the COMPANY, Vendor/Subcontractor, relevant Qatar/RLIC Authorities and/or


any other parties concerned, the CONTRACTOR will implement this plan.

2.0 SCOPE
The Plan shall apply to all premises controlled by the CONTRACTOR during the construction and
commissioning phases, and all persons accessing such premises during these phases.

The Plan shall not apply to the COMPANY facilities outside the Worksite, where instead,
arrangements and controls as determined by the COMPANY, shall be applicable.

The plan details the criteria according to which the duties of all concerned and/or personnel are to
be carried out security controls and services.

It shall be reviewed on an ongoing basis to reflect changes in work scope, knowledge or other
relevant circumstances, so as to ensure the achievement of its objectives.

3.0 SITE SECURITY POLICY STATEMENT


The CONTRACTOR recognises the importance of the protection of its and the COMPANY’s assets,
and to this end, shall ensure so far as is reasonably practicable, that all persons, property and the
environment are protected against incidents, theft, misappropriation or unauthorised disclosure.

In fulfilling this commitment, the CONTRACTOR shall establish and maintain an environment in
which accidental losses and theft are minimised through the implementation of recognised good
business practices, compliance with legislation and standards, and the elimination or containment
of hazards which may otherwise result in personal injury, fire, property or environmental damage,
occupational illness and material losses.

The prevention and elimination of losses is the responsibility of all persons either employed or
visiting the Project, and can only be achieved by the active participation and involvement of
everyone concerned.

The CONTRACTOR shall provide education, communication and commendation to facilitate this
participation, this includes that all employees are required to familiarise themselves with the
provisions of this Security Plan.

Failure to comply with its requirements may result in disciplinary action including immediate
dismissal from the Project.

The CONTRACTOR acknowledges that the optimum approach to the protection of its and the
COMPANY’s assets may change over time and to this end, shall enhance and update its operations
on an ongoing basis.

Integral to this enhancement are the ideas and inputs of its employees who shall be encouraged to
actively contribute to the improvement of the security of the project and the environment in which it
operates.

It is recognised that during the period before all of the security fencing and temporary gates have
been installed, the objectives as defined in this Procedure will remain in place.

The implementation of this plan shall keep pace with the security needs of the expanding
construction programme.

4.0 SECURITY OBJECTIVES


Pursuant to the Policy Statement above, the following objectives are identified in order to establish
a positive and effective approach to securing the Project's assets:
y To complete the Project without sustaining theft or damage to, or unauthorised use of,
materials and equipment.
y To complete the Project without sustaining loss or unauthorised disclosure of confidential
information.
y To establish a means of stopping unauthorised individuals or vehicles from entering
construction and commissioning areas.
y To prevent sabotage of plant and equipment.
y To establish an effective working relationship and co-operate with the Qatar/RLIC security
personnel.
y To work in harmony with the COMPANY and share knowledge of concerns and initiatives
relating to both the Project and the future operational facilities.

5.0 SECURITY ORGANIZATION


Accountability for Project security during the construction and commissioning phases is allocated as
per the attachment shows. Refer to the attachment 7 Security Organisation.

6.0 DUTTIES AND RESPONSIBILITY

6.1 Project Manager


The Project Manager shall: -
y Be held accountable for all undesired losses sustained on the Project.

y Ensure that this Security Plan and Organisation is established and its derivative programme,
procedures and work practices are implemented to provide adequate and continuous security
coverage to maintain the peace of the Project.
y Communicate with local and governmental law enforcement bodies and security organisations
in accordance with both legislative and the COMPANY requirements.
y Appoint Security Manager who has a experience about large construction site or heavy industry
factory as a security staff.
y Evaluate the performance of the CONTRACTOR security organisation and personnel.
y Ensure that all agreed recommendations arising from investigations into theft, sabotage,
unauthorised entries etc. are closed out.

6.2 Site HSSE Manager


Reporting directly to the Project Manager, he shall: -
y Manage, review and develop the security operation to ensure that it fulfils project requirements.
y Prepare security procedures and associated documentation necessary to fulfil the objectives of
this security plan.
y Ensure that the security resources are adequate to cover all Project needs and site security
operations reflect the requirements of the Project.
y Liase with subcontractor security management
y Ensure that appropriate CONTRACTOR and the COMPANY staff are made aware of all
security issues.
y Make a report without delay to the Project Manager when any security irregularities or breaches
or incident have taken place.

6.3 Construction Managers


The Construction Managers shall ensure that there are adequate resources for securing key
locations such as substations and control rooms within their geographical responsibility.

6.4 Security Manager


Reporting directly to site HSSE Manager, he shall: -
y Be responsible for the day-to-day supervision of all security guards, to ensure that this security
plan and derivative procedures, work practices etc are implemented effectively and
satisfactorily at all levels with respect to the entire work site and accommodation areas.
y Deploy the guards effectively to maintain and audit the effectiveness of the security operations,
and evaluate the performance of security guards.
y Ensure that breathalysing is daily implemented by the security guards with the help of the
security guards of Vendor/Subcontractor. Subcontractors must be fully conversant with this
security plan and any additional derivative documentation.
y Establish and maintain close contact and coordination with the COMPANY, Vendor /
Subcontractor and other relative legislative authorities in regard to security matters.
y Report without delay any security irregularities, or breaches, or incident to the site HSSE
Manager and advise any necessary measures to be taken to prevent the recurrence of such
events etc.
y Establish communication with the future operations on the hearing of all site alarms in order to
determine the nature of the problem, and thereafter refer back to the site HSSE Manager.
y Investigate any breaches of security and provide a written report to site HSSE Manager within
24 hours.

y Ensure that all security guards are competent, and provide additional training as necessary.
y Be responsible for maintaining keys and locks to all buildings, ingress and egresses.

6.5 Security Guards


They report directly to the Security Manager who shall rotate their locations on a regular basis and
shall maintain a firm, calm and courteous manner in enforcing the rules. They will command respect,
thereby contributing to the Public image of both the guards and also the organisation.

The guard shall keep themselves clean and neat and be competent to perform their duties by
implementing the following: -
y Check conformance to Project requirements concerning security passes, in relation to both
personnel and vehicles entering the Project at all accesses/egresses to site.
y Explain all applicable HSSE and security rules to the visitors.
y Inform applicable persons or offices of the arrival of a visitor, vehicle and/or equipment and
issue a temporary pass. Maintain records of all visitors, vehicles and equipment daily submit to
the Security Manager.
y Patrol and observe those areas to which they have been assigned.
y Check integrity of buildings, sensitive areas, and fence lines during and after regular work
hours.
y Assist in the control of traffic.
y Conduct searches of all vehicles entering and leaving the Project. Assess the validity of
individuals entering or leaving the site as the situation demands.
y Check Material Passes and Waste Manifests against contents in the vehicle.
y Respond to alarm signals (fire alarms or other danger signals) and participate in the emergency
response procedures and emergency response team training and activities.
y Communicate adequately with the shift oncoming to ensure smooth turn over and to facilitate
correct execution of the duties.
y Enforce the COMPANY/CONTRACTOR rules and regulation regarding security.
y Maintain a control system for locks and keys used for the COMPANY and the CONTRACTOR
property.
y Make routine or special reports, as prescribed, concerning both routine and non-routine matters.
y Not eating, smoking and reading on duty. These activities are only allowed at the designated
time and places during rest periods.
y Never alter their work-timing roster unless so authorized by the Security Manager.
y Violence is unacceptable in any situation.

7.0 WORK TIMING OF THE GUARDS


The guards shall be on duty for 24 hours in shifts of 12 hours each shift in accordance with the
roster made by the Security Manager.

8.0 GATE CONTROL


The CONTRACTOR shall provide dedicated entrances and exits for personnel, which shall be
manned 24 hours per day, 7 days per week including holidays.

8.1 Personnel Access
y All personnel shall only access site through designated gates. Only persons wearing security
passes, which shall be individually numbered and include a passport size photograph, shall be
admitted to the construction and commissioning areas. No one shall be admitted without a
proper gate pass, except in emergency cases and with the consent of the Security Manager.
y A temporary pass facility shall be utilised for visitors, but nobody shall be issued with a pass
until safety induction completion and Project orientation of appropriate level.

8.2 Vehicular Access


In the interests of both safety and security, the number of vehicles permitted on the work site shall
be minimised.

This shall be achieved by the use of vehicle passes, which shall be approved by the site HSSE
Manager, only after receiving full insurance details of the vehicles in question.

Breaches of any work site rules and regulations relating to vehicles on the Project may result in
suspension or confiscation of the pass. The pass shall be issued by the Security manager.
y Only drivers possessing an acceptable national driving qualification and a Project driving permit
shall be allowed to drive on the work site.
y Only the vehicles/equipment possessing an appropriate vehicle pass shall be allowed to drive
into the site.
y All vehicles entering and exiting the site may be subject to a security search by the guards.
Partner/Subcontractor shall ensure that all of their employees understand the requirements for
such searches, and shall request full compliance in this respect.

8.3 Visitors
The following requirements apply to all visitors, visitor vehicles and their drivers.
y Visitors shall not be allowed access to site unless the person whom the visitor wishes to see
has agreed the visit. The person shall assume full responsibility for the actions of his visitor
whilst on the site.
y Visitors shall take only the prescribed route to destinations. Under no circumstances are they to
drive elsewhere.
y Visitors shall sign in the Visitors/Vehicle Ledger at the gate when issued a temporary visitor
pass, and sign out surrendering the temporary pass when leaving the site.
y Vehicle of the visitor shall receive a Temporary Vehicle Pass in exchange for his driver’s
Driving License then will be permitted the vehicle to drive into the site.
y Visitors who not directly involved in the work of the Project shall be subject to the
CONTRACTOR approval until RFSU handover to the COMPANY following which the
COMPANY approval will be required.
y Visitors shall not walk around unescorted inside the construction area.
y The security guards should handle unannounced visitors such as government officers and
community representatives in an appropriate and courteous manner.
y .
y Persons, categorised as below, with not be admitted without the express permission of the
HSSE manager
¾ Pedlars
¾ Visitors possessing cameras, video cameras or similar devices, (Visitor shall deposit the
items with guards),

¾ Any person who appears under the influence of drink or drugs,
¾ Any one exhibiting symptoms of mental illness,
¾ Casual visitor.

8.4 Materials/Waste
y Materials including equipment and tools shall not be taken from the construction site without
a suitable Pass issued and signed by an authorized representative of the CONTRACTOR.
y Waste shall not be taken out of the Site without a Waste Manifest.
y The security guards at the gate shall check Material Passes and Waste Manifests against
contents in the vehicle.
y If content of the vehicle does not match the paperwork, the vehicle shall be prevented from
leaving site.

8.5 Photographs/Camera
y The project manager shall obtain written authorization from the COMPANY/RLIC for the limited
use of specific cameras on the site, only for construction purposes and statutory reporting,
progress reporting, supplier claims, incident investigations and alike.
y The COMPANY reserves the right to view, and possibly censor, any photographs taken before
forwarding to a third party.
y Anyone on Site using any camera other than that mentioned above shall be dealt with, as a
trespasser and the cameras being used and all films found in the possession of such person
will be confiscated.

8.6 Search at the Gate


y All vehicles entering and leaving the site may be subject to search by the Security guards at the
gate.
y Random searches of personnel may, as necessary be carried out by the guards at the gate to
ensure that nothing leaves the site without a duly authorized permit. However, the statutory
rights of all individuals are to be respected and in no way infringed.
y If a person declines a search, his supervisor and the respective Vendor/subcontractor, if
applicable, shall be notified and required to come to the gate. The person will again be
requested to allow for the search. Where such a request is again refused by the individual, the
site HSSE Manager or Security Manager may notify the local police/RLIC security department
authorities of the situation, requesting their attendance at the site and possible further actions.

8.7 Breathalysing/Drug Check


The CONTRACTOR will operate a random drug and alcohol testing policy on the project.

No employee shall be permitted to enter the Site under the influence of intoxicating liquor or drugs.

The possession or consumption of any drugs, other than for medicinal purposes, or any alcoholic
liquor on Site is strictly prohibited. Vendor/Subcontractor employees shall accept the right of the
CONTRACTOR and/or the COMPANY to refuse admittance to or eviction from Site if they are
believed to be under the influence of intoxicating liquor or drugs. Refer to Drug and Alcohol
Procedure (T-4.109.127).

y The CONTRACTOR Security Guards will randomly select any employee entering the Site and
conduct breathalyser tests in a controlled environment (i.e. guard room). There shall be no
exceptions made for any COMPANY/CONTRACTOR/Vendor or Subcontractor personnel.
y Any employee reporting for work, at work during duty hours, or on call-out duty, who has illegal
concentrations of ethyl alcohol, as documented by testing, are in violation of this policy and are
subject to suspension or termination.
y In order to ensure all drivers/operators comply with the CONTRACTOR policies and
procedures. The CONTRACTOR shall adopt a computerized gate system which shall have a
gate specifically designated for drivers/operators ingress and egress from the Site.
Driver/Operator I.D. Cards will prevent access at any other gate.
y All Vendor/Subcontractor drivers/operators entering the site shall be required to pass through
the CONTRACTOR Security check “Porta-Cabin”. Breathalysing will occur regularly, prior to
entering their designated gate.
y Delivery Truck drivers shall be periodically tested and vehicles shall be subject to search upon
every ingress and egress to/from the site.

9.0 CONTROL AND ISSUE OF I.D CARS AND VEHICLE PASS

9.1 Personnel I.D Card


y Vendor/Subcontractor shall request the Security Manager to issue a Security I.D card for
employees by means of a Permanent Security Pass application.
y The Security Manager shall check the electronic date base to ensure that applicants both for
Permanent and Temporary I.D card have successfully completed the site Induction. I.D card
will be issued only to those who have passed the induction.
y A Permanent Security I.D card will be issued to the applicant within 24 hours at the Security
office.
y An incorrect application will be returned to the employer of the applicant for resubmission.
y A Temporary Security I.D card with validity of 30 days will be issued no later than 48 hours from
the date on which the application is received, provided the applicants have completed the site
Induction and the application meets the requirements i.e. correct, accurate, and complete in
every aspect.
y The CONTRACTOR Security Manager shall maintain details of all pass holders in an electronic
database, which shall identify those persons who have previously been refused access to the
work site.
y Vendor/subcontractor shall maintain a current database of all personnel employed by
themselves and their subcontractors on the Project, against pass numbers, and shall submit
listings to the Security Manager on a daily basis.
y A Monthly check will be implemented on temporary pass holders to expedite transfer to
Permanent I.D Cards.
y Vendor/subcontractor shall ensure the return of all redundant passes, including those of
dismissed persons, to the Security Manager.
y All personnel shall wear the I.D card at all times on the work site and have it readily available
for inspection by security personnel.
y Loss or damage of an I.D Card shall be immediately reported through the bearer’s
employer to the Security Manager and, where applicable, approval for a replacement issue
sought.

9.2 Vehicle/Equipment Permit
In the interests of safety and security, the number of vehicles permitted entry into the site shall be
minimized. This will be achieved by the use of vehicle passes, which shall be approved by the
Equipment Inspector only after a full inspection of the vehicle and a valid insurance/registration
certificate is produced.
y All Vendor/subcontractors are required to submit transport plans, which will be reviewed by the
CONTRACTOR to ensure that the maximum usage is made of mass transportation such as
buses and mini buses.
y Vendor/subcontractors shall request the Security Manager to issue a Vehicle Permit for the
vehicles/equipment using the Vehicle/Equipment Permit Application.
y The Security Manager shall check the electronic date base to determine whether the
vehicles/equipment applied for in the permit (Permanent and Temporary) successfully
completed the CONTRACTOR inspection mentioned above and are approved by the
Equipment inspector.
y A Permanent Vehicle/Equipment Permit will be granted within 24 hours after processing of the
application is confirmed.
y A Temporary Permit with validity of 7 days will be issued if appropriate, on completion of the
Equipment Inspection and its remediations.
y The Security Manager shall maintain details of all permit holders in electronic database, which
shall identify those vehicles/equipment that have previously been refused access to the work
site.
y Vendor/subcontractor shall maintain a current database of all vehicles/equipment employed by
themselves and their subcontractors on the Project, against permit numbers, and shall submit
listings to the Security Manager on a daily basis.
y All CONTRACTOR and Vendor/Subcontractor vehicles must have the specific coloured square
plus the identifying traffic number at front and rear for easy identification
y Vehicle/Equipment Permit must be prominently displayed inside the windscreen at all times.

10.0 GEOGRAPHICAL LAYOUT


The location of facilities and coverage will be revised throughout the Project by the Security
Manager in accordance with COMPANY requirements and RLIC regulations, and following an
assessment by him of loss potential.

Key issues to be considered include: -


y Perimeter fencing around the construction site and camp with RLIC fence and post installation
requirement.
y Physical restraints between construction, commissioning and operational controlled areas
y Location of guardhouses proximate to key installations, such as substations, warehousing
facilities, marshalling yards etc.
y Optimum location of accesses/egresses.
y Schedule of material and equipment delivery.
y Location of camp accommodation and nature of surrounding environment.
y Existing lighting facilities.

11.0 SECURITY OF STORAGE YARD, MATERIALS AND PLANT
The CONTRACTOR shall be responsible for the security of all permanent equipment, materials and
plant, and any additional property belonging to the COMPANY or the CONTRACTOR. BUT,
subcontractors shall deploy their own guards to their offices, storage yards and warehouses as
Security Manager’s directions.

The warehouses and lay down yard are recognised as potential areas of significant security risk
areas and appropriate safeguarding facilities including fencing and lighting shall be provided.

They shall be securely protected, and stored away from gates perimeter fencing.

The Storage area gates shall be kept locked at night and frequent security patrolling shall be
implemented.

Whilst the CONTRACTOR shall endeavour to protect Vendor/subcontractor from theft or damage to
property, the latter shall have ultimate responsibility for the security of such property.

Therefore, Vendor/subcontractor shall: -


y Organise his own security organisation.
y Utilise a system of identification on all of their tools, equipment and plant provide secure
containers for the above
y Maintain an inventory of all such tools and equipment
In support of this, the CONTRACTOR security personnel shall not allow any materials, tools or
equipment to be taken from the work site, unless accompanied by a Material Pass authorised by
the relevant CONTRACTOR Manager/supervisor.

Any removal of construction materials from site shall be co-ordinated with the Site Logistics
Superintendent.

12.0 CAMP ACCOMMODATION


All camp accommodation shall be contained by perimeter fencing and patrolled by security guards.

Access and egress shall be strictly controlled and monitored.

Security lighting shall be installed where COMPANY deems necessary.

The Security Manager shall conduct a security awareness programme for the camp which shall
include a number of talks, publicity etc.

13.0 SECURITY OF INFORMATION


In order to prevent misuse and theft of confidential information, all such information shall be either
locked away or confined to offices, which have round the clock security.

All critical data (including computer data) shall be duplicated, with originals stored in fire proof
containers.

14.0 COMMUNICATION SYSTEM
Two way radios will be utilised as the most common type of construction security communication.

In addition, telephones will be provided as appropriate to each security guard house.

15.0 SECURITY PATROLS


Guards shall, in addition to their regular duties, pay attention during patrols or give observation
to/of:
y Border/Fence lines, especially portions susceptible to intrusion from outside.
y Interiors or the rear of buildings, structures, etc.
y Doors and windows which are unlocked or broken.
y Materials or places, where combustion could occur.
y Leaks of water, gases, oils or fuels.
y Security and Construction lights.
y Rules violations.
y Suspicious individuals.
The timing, frequency and routes of patrols shall vary and not develop a regular pattern.

Fence lines shall be adequately patrolled daily to ensure that there are no breaches in any
way.Immediate action shall be taken to re-secure any such discoveries.

An openings in the fence for construction purposes shall be manned at all times.

Areas surrounded by fencing shall be equipped with guard huts, all other areas shall be secured by
patrolling periodically.

16.0 EMERGENCY

16.1 Fire
If practicable, a guard discovery a fire shall raise the alarm and attempt to extinguish it using local
extinguishers. If the fire is uncontrollable he shall immediately inform the Security Manager of the
situation.

16.2 Thefts
All efforts must be made to stop, arrest or prevent thieves. In case of thefts, an immediate report
shall be made to the Security Manager. The Security Manager shall take immediate action.

16.3 Dispute or fights
In the event of a quarrel or other troubles, the guards shall take prompt action to defuse the
situation. An immediate report shall be made to the Security Manager for necessary actions. The
Security Manager shall investigate the cause(s) of the disturbance and report to the site HSSE
Manager for assessment.

16.4 Incident
A guard who witnesses an incident shall promptly report to HSSE personnel or construction
supervisor of the incident. If injury is serious, First aid shall be summoned.

The scene of incident shall be immediately secured to prevent unauthorized entry in order to
preserve potential evidence for possible investigation.

16.5 Terrorist Attack


In the event of an attack from any group/party, the guards shall immediately report to the Security
Manager for directions. The Security Manager shall request the HSSE Manager and Project
Manager to render assistance and protection from government police/army. At the same time, all
project personnel shall be evacuated from the site to safe area. After arrival of police/army,
CONTRACTOR shall follow their instructions and cooperate with them.

17.0 THREAT OF SITE SECURITY BY CIRCUMSTANCES


In the event that Site Security appears seriously threatened by external circumstances, such as, but
not limited to, repeated robbery of possessions by gangs, unreasonable demands or obstruction by
mobs, demonstrations strikes, extreame weather such as typhoons and sand storms, etc., an
extraordinary session of the HSSE Committee meeting shall be held to take most appropriate steps
to cope with the situation.

18.0 RECORDS
The following records shall be kept for a duration of three months.

y Applications for Vehicle/Equipment permit
