The group has been fighting to overthrow the weak West- backed Somali government, the latter being supported by a 21,000-strong African Union peacekeeping force. New President Alejandro Giammattei has not cleared his position on the pact, causing uncertainty over its future Details Under the “safe third country” agreement, migrants have to apply for asylum in the first country they land in. If they fail to do so and proceed to the second country, they can be sent back to the first country. In 2019, the Trump administration signed “safe third country” agreements with the Northern Triangle countries of Guatemala, El Salvador, and Honduras, making it more difficult for refugees to seek asylum in the US. A safe third country” is supposed to mean a nation which is capable of offering protection to refugees. The Northern Triangle countries, which have signed these agreements, are known for high levels of crime, violence, and economic deprivation The deal with Guatemala has been criticised, given the risk that migrants might face when they are sent back here. The US has increasingly adopted policies aimed at deterring refugee migration. Under the 'Remain in Mexico’ policy, which came into force in January 2019, 55,000 asylum seekers to the US have been sent back to Mexico to wait out their asylum cases in that country. Background In March 2019, the UAE invited the Indian external affairs minister to a meeting of foreign ministers of the OIC, without considering the opinion of Pakistan, an OIC founding member. Then following Aug 5, when India's Hindutva government headed by Narendra Modi abrogated the special status of India-held Kashmir, there was no criticism of the move from the Arab side; those who condemned it included Malaysia and Turkey. While the Arab stance reflected adversely on the acumen of Pakistan's diplomats, it also underlined the cumulative mindset the Arab world has developed towards Muslims from other parts of the world. This mindset is one of indifference towards non-Arab Muslims even when they are victims of state brutality, as in occupied Kashmir and Myanmar. The decision of the Saudi leadership to send its foreign minister on his first visit abroad to Pakistan, as well as to agree to an CIC statement on the Citizenship (Amendment) Act stems from Riyadh's concerns over losing control of key Islamic nations to a parallel formation, headed by Malaysia and Turkey. Pakistan's economic growth is unlikely to meet the target of 4 percent this fiscal, due to soft trends in agriculture and manufacturing production, the central bank said, advising the government to address structural vulnerabilities to put the economy on a sustainable growth trajectory. Performance of commodity producing sectors would likely remain subdued, the SBP said in its report. “In view of these developments, achieving the real GDP growth target of 4 percent appears unlikely,” the SBP said. The central bank's report spells out in sharp detail the challenges being faced by the economy including mismatch related to exports quantum and earnings, delays in implementation of tax measures and weak management in food prices. “Most of the improvement in the current account has come from a reduction in the country’s import bill; exports have yet to contribute significantly, as healthy quantum gains are not supported by price trends,” the SBP said. Furthermore, while the drawdown in foreign exchange reserves has been reversed, the overall reserves position remains below the comfort level (in terms of import coverage) Weekly HSM CSS Times (E Magazine) | JAN, 15-21,2020 | For Free Download: www.hsmpublishers.com UPLOADED BY HSM PUBLISHERS www.hsmpublishers.com _ PAKISTAN AFFAIRS The report further highlighted that the average headline CPI inflation reached 11.5 percent in Q1-FY-20, extending the steep upward trend persistent since the beginning of FY-19. Not only this level was double the inflation observed in the same quarter last year, it was also the highest level of quarterly inflation since Q4-FY-12. Macroeconomic stabilisation process picked up momentum with the initiation of the IMF's Extended Fund Facility programme: the SBP continued to keep the monetary policy consistent with the medium-term inflation target; whereas, consolidation efforts were visible on the fiscal front. The current account deficit in Q1-FY20 fell to less than half of last year's level, primarily on the back of significant import compression, Owing to low unit prices, exports growth remained low. On the external front, the balance of payments continued to improve during Q1- FY-20. Beside significant improvement in trade deficit, and with the receipt of the first EFF tranche from the IMF and increase in foreign portfolio investment, the current account gap was plugged by the available financial flows. These inflows also helped the SBP to increase its foreign exchange reserves by $656.2 million and reduce its net forward liabilities by $1.3 billion during the quarter. The economy of Pakistan is expected to recover slightly from 2021 onward as increased government revenues from a tax hike allow expanded public investment and as other government reforms required by the IMF [International Monetary Fund] begin to bear fruit. About South Asia In the entire South Asian region, the UN forecast that economic growth would remain below the rates seen in the recent past but, despite facing daunting challenges to sustainable development, the region might recover to 5.1% growth this year after falling to a decade-low of 3.3% in 2019. "Female labour force participation in South Asia has dwindled and is currently at 26%, compared with 52% for Latin America and the Caribbean and 58% for East Asia and the Pacific. Demographic pressures and rapid urbanisation will further compound these problems.” About China/ United States The report said that in the United States, the world's largest economy, GDP growth of 2.9% in 2018 slowed to 2.2% in 2019 and is projected to fall further to 1.7% in 2020 with a slight increase to 1.8% in 2021.
