AN ORDER RECONSTITUTING THE PROJECT MONITORING COMMITTEE

OF THE MUNICIPALITY OF BAUNGON AND ITS SECRETARIAT

WHEREAS, Executive Order No. 376, series of 1989, as amended by Executive Order No. 93,
dated June 1, 1993, both in relation to articles 40(b) of the Rules and Regulations implementing
Republic Act 7160, otherwise known as the Local Government Code of 1991, mandates for the
promulgation of clearing and monitoring system to assist all Local Government Units (LGUs) in
updating status and progress of government projects implemented within their respective areas of
responsibilities.

WHEREAS, aside from its establishment in the national level, there is a need to expand the
membership of Project Monitoring Committee in the Regional, Provincial and Municipal Level,
respectively, with the extensive participation of Non-government and Peoples Organizations to enhance
transparency in the implementation of government programs and projects.

NOW THEREFORE; I GIOVANNI M. DAHINO, Municipal Mayor, by virtue of the powers

vested in me by law, do hereby order:

SECTION 1. There is hereby reconstituted the PROJECT MONITORING COMMITTEE (PMC)

of the Municipality of Baungon, Bukidnon and its Secretariat.

SECTION 2. Composition

The PMC shall compose of the following:

Vice-chairperson : MC Calixto J. Baigad - SB Chair on Public Works

Members : MC Ardan J. Roa - SB Chair on Finance & Ways & Means

MC Jesus B. Bas - SB Chair on Public Utilities
MC Rogelio D. Jaraula - SB Chair on Labor Employment & Human Rights
MC Oscar B. Fabria - SB Chair on Subdivision and Landed Estate
MC Nelson L. Babion - SB Chair on Barangay Affairs
Arman M. Agawin, M.E. - Municipal Budget Officer
Chemkee B. Quan, CPA - Acting Municipal Accountant
Sherlito Q. Bait-it - Acting Municipal Treasurer
Jeffrey Jose P. Olis, DMD - MLGOO
Ma. Socorro D. Orejana - MENRO – Designate

Section 3. Scope of Monitoring

a. The projects to be monitored shall include all foreign and nationally funded projects, including
development projects funded from the Internal Revenue Allotment (IRA) share of LGUs
 supported by funds released directly to the municipality, and projects funded from locally-
generated sources, which are implemented within the municipality;

b. Monitoring reports shall be kept on custody at the Municipal Planning and Development Office
(MPDO);

c. In case of adverse findings, the committee shall submit reports and recommendations to the
Local Development Council (LDC) through its Executive Committee (EXECOM), it shall refer
the issue to the next level of Development Council with the information of the Sangguniang
Bayan concerned.

SECTION 4. Meeting and Ocular Inspections.

The committee shall convene every First Monday of the quarter. However, the chairman may call for an
Emergency Meeting as need arises.
The PMC shall conduct regular inspection of all projects, upon coordination with the implementing
agency/organization.
The secretariat shall prepare a monthly report to be submitted to the Municipal Mayor for his
information and guidance.

SECTION 5. Funding
The operation of the Project Monitoring Committee shall be provided with a yearly budget to be taken
form the General Fund (GF).

SECTION 6. Effectivity
This Executive Order shall take effect immediately.
