KEMENTERIAN KEWANGAN MALAYSIA (MOF)

The Industrialised Building System (IBS) has been introduced


in Malaysia since it is an efficient and effective technology
to improve the performance of the construction industry. In
addition, it will help in reducing the dependency on foreign
workers. The IBS Roadmap 2003 – 2010 was a national-scale
master plan with the target of having an industrialised
construction industry by the year 2010. This is followed by
the IBS Roadmap 2011 – 2015 which reflects our efforts in
continuing to industrialise the construction industry,
focusing on the private sector while sustaining the public
sector momentum in the usage of the IBS.

The Treasury Circular (TCL) No. 7 Year 2008 on


implementation of Industrialised Building System (IBS) in the
Government Projects states that, at least 70% of IBS
Content should be used in all government building projects valued at RM 10 million and above.
This has resulted in a significant impact on the use of IBS in building construction in Malaysia.
The implementation of the use of IBS in Government projects has created a ripple effect in the
industry, heightening awareness among many industry players on the advantages of using IBS
in the projects undertaken by them. As a result, many private industry players have considered
the IBS as an important component in the implementation of the projects that they have
undertaken. This is a positive development in improving the construction industry in Malaysia.

It is hoped that this catalogue will be adopted and used in achieving the Government's vision
for the growth of the Malaysian construction industry, as planned in the IBS Roadmap 2011-
2015.
