1. PURPOSE
The purpose of this method statement is to describe systematically the installation of the
refrigerant piping system and associated activities within the West Depot. Moreover this
document will define the methods to be adopted to ensure that the works conducted at site
are in compliance with the relevant design documents and materials. The materials will be
installed in accordance with the relevant design drawings and using recognized installation
practices that are safe and compliant with the Project Safety Plan, associated safety
procedures and as per the manufacturer recommendations. The inspection and testing of
the works will be as per the Project Quality Plan, its associated Quality Procedures and
relevant Inspection and Test plan.
4) Ensure all installation records including but not limited to the ITP & request for
inspection, are properly stored, maintained and retrievable when required;
5) Ensure all inspections and testing being carried-out is based on the relevant ITP. All
materials will be used based on the approved MAR and specification requirements.
2. SCOPE OF WORKS
The works covered by this method statement sets out the procedures for the delivery,
installation, inspection and testing of the refrigerant piping system in West Depot.
All necessary materials/equipment will be delivered to site as per plan and will be stored
and handled as per the manufacturer’s recommendations. The installation of refrigerant
piping system will be in accordance with the relevant drawings, specifications and
standards. All pipes and fittings connection works (including brazing / soldering) will be done
by trained and competent personnel.
Appropriate scaffolding system or MEWP will be used for working at height. Once the
installation of refrigerant piping system is completed, the system will be tested and
inspected as per the relevant standards.
Inspection on arrival at site for the quantity, quality and compliance of material to material
submittal.
Installation of Refrigerant piping system.
Descriptions of the methods and equipment to be used for each operation and sequence of
operation. Safety precautions to ensure safety of workers, members of Public and users of
adjacent facilities.

Responsibilities for ensuring that the steps in this procedure shall be carried out are
specified at relevant steps in the procedure:
Incorporate all the QA/QC and Safety requirements as requested by the concerned
Engineer.
Meeting with any type of unforeseen incident or requirement and reporting the same to the
Site Engineer immediately.
5.5 Safety Officer
The implementation of all safety measures in accordance with the HSE plan and that the
whole work force is aware of its proper implementation.
The implementation of safety measures is adequate to maintain a safe working
environment on the work activity.
Inspection of all the site activities and training personnel in accident prevention and its
proper reporting to the Construction Manager and the Project Manager.
The site is maintained in a clean and tidy manner.
Ensure only trained persons shall operate the power tools.
Ensure all concerned personals shall use PPE and all other items as required.
Ensure adequate lighting is provided in the working area at night time.
Ensure high risk elevated areas are provided are barricade, tape, safety nets and provided
with ladders.
Ensure service area/inspection area openings are provided with barricade, tape, and
safety nets.
Ensure safe access to site work at all times.

8. QUALITY MANAGEMENT
8.1 QUALITY ASSURANCE
8.1 General
For the execution activities of the construction phases related to the installation of refrigerant piping
system, a set of specific quality procedures shall be implemented to guarantee the fulfilment of
Employer’s requirements. Total control processing shall be implemented through documentation
system for submission, approval, transmittal and recording, coordinated with all concerned parties
for systematic and harmonious accomplishment of the works. The activities shall be carried out by
specialized, qualified and experienced personnel.
Generally, QAP and QCP procedures are focused on assessing the quality of inspection procedures,
practices and results to improve consistency and accuracy of the inspection outcomes

QC Engineer should maintain set of controlled documents prior to start of any execution works such
as:

All operatives must receive Site Specific Safety Induction and provided with the mandatory PPE
before deploying them on the work site. Briefing on the relevant method statement, risk assessments
and safe work procedures including emergency procedures shall be conducted before the activity
starts. Regular toolbox talks must be done to ensure operatives are aware of the hazards and the
control measures related to their works. Permit to Work System must be implemented for all critical
works related to this activity.
Mobile plant equipment including stationary equipment and accessories that will be used on site
must adhere to the guidelines set forth in the Plant and Equipment Procedure (M-ANM-300000-
GH00-PRO-000018-0) and other applicable ANM procedures. Prior to operating the equipment for
the first time during a shift, the operator shall inspect the equipment in accordance with the
manufacturer's guidelines. If at any time, a Mobile Plant Equipment is found to be in need of repair,
defective, or in any way unsafe, the equipment shall he taken out of service until it has been restored
to safe operating condition.
Adequate number of personnel should be provided to ensure all HSE requirements are
implemented. Supervisors shall not put the workers under their responsibility to any situation that
will compromise the workers Safety as well as the public. Any hazardous situation that will put the
life of anybody whether directly or indirectly must be stopped until appropriate measures are in place
to control or mitigate the Safety Issues. Permit to Work System must be strictly followed to ensure
control measures are in place.
A safe work briefing which should be conducted prior to the start of this activity using the attached
form (M-ANM-300000-GH00-FOR-000003 Rev 0 -Safe Work Method Statement). All operatives
involved must sign in this form and a copy should be kept for verification.
The Sub-contractor in charge for this activity is required to provide a competent and experienced
Safety Staff that will be responsible for implementing and maintaining the appropriate HSE
requirements.
Lifting operation shall be under the direct supervision of a qualified lifting supervisor. The crane must
have valid third party test certificate and shall be operated by a competent operator with a valid third
party training certificate and KSA driving license. Competent rigger/s with valid third party training
certificate must be assigned to assist the crane operator. All lifting gears must have valid third party
test certificate and must be inspected before and throughout the duration of the lifting operation.
Under no circumstances, that a defective lifting equipment and accessories, will be used during the
normal course of this activity. Basic and standard lifting operation shall use the standard lifting plan
(M-ANM-300000-GH00-FOR-000164 Rev 0-Crane Lift Plan) and should be attached in the Permit
to Work while critical/complex lift shall follow the requirements of M-ANM-300000-GC00-PRO-
000002-Rev-0 -Lifting Operation Procedure.
Site specific emergency plan must be developed with due consideration to this activity and all other
simultaneous activities in the area. Safe access shall be provided to the working area/ work platform.
Use, storage and handling of chemicals must be in accordance with the Material Safety Data Sheets
and waste contaminated waste will be disposed in line with PME Standard.
All emergency provisions should be available including but not limited to First Aiders, First
Aid Boxes, Fire Extinguishers as well as rescue equipment for possible water flooding in the area.
2. First aid box shall be provided at all stations. The first aid box will be supervised by on site
first aider/supervisors.
3. First aid shall be readily available during the all the hours where work is carried out on
site. All training shall be to MOL approved standards and such training shall include
Cardio Pulmonary Resuscitation (CPR) and other emergency techniques. All first aiders
shall be suitably identified with a “Red-Crescent” sticker pasted on the left side of the
safety helmet. It shall be worn at all times when on the site.
The risk management enhances the traceability of the major construction hazards identified
from the beginning until completion of the project. The Risk Management Strategy for the RMP
Project includes the following items:

3. Shelters shall be designed and set up with strong materials and shall be for large groups of
personnel to take shelter in high temperatures or when the work has been stopped due to the
ambient temperature being at or above 54 ˚C.

The following activities will be carried out in order to complete the refrigerant piping
system within the West Depot.
Delivery, storage and handling of pipes and accessories;
Installation of refrigerant piping system (pipe hangers, supports, pipes and
fittings);
Installation of pipe insulation and pipe markers;
Testing and inspection of the refrigerant piping system.
11.2 Method of Execution
A. Pre- delivery and Storage Preparation
Prepare delivery schedule and check site conditions as well as storage capacity.
Prior to delivery of material to site, make all necessary coordination with other
parties in regards to the access for the safe transportation of the material to the
designated location.
Coordinate with the site workers responsible for the system installation.
B. D el iv e r y, St or ag e and H and li ng
All permanent materials will be protected from damages during the
transportationand storage on site.
Materials will always be stored in such a way that deterioration does not occur.
During storage, the pipes must be protected from direct sunlight and
contamination from dirt and dust.
Storage of the pipes shall be arranged to facilitate the removal of the individual
pipes so that the damages such as scratches, dents etc. are avoided.
Delivery:
Pipes, fittings, valve, piping accessories, hangers and supports will be delivered to
site in good condition.
Materials will be offloaded according to the manufactures recommendations.
The delivered materials shall be in accordance with the relevant design / shop
drawings; all related documents i.e. delivery notes, and pipe/material test
certificates will be available on material delivery and these documents shall be
handed over to QA/QC personnel for inspection.
All delivered materials shall be inspected on arrival at the site/store in accordance
with the appropriate QA/ QC procedures.
During transportation, the pipes will be handled with care and packed as per the
manufacturer recommendation / requirement, for e.g. in bundles or pallets, by
using a wooden base and spacers to make separated layers of pipe, held together
by steel bands, ensuring that spigot ends and pipe wall do not touch each other or
the ground surface.
All materials will be kept separate from the materials already inspected until sign
off from the QA/QC Engineers has been granted.
All materials for the refrigerant piping system delivered to site will be inspected by
QA/QC Department to ensure that the materials are as per approved material
submittal and for any damages/defects and it is stored adequately as per
manufacturer recommendations.
Materials delivered which is not in conformance with the approved MAR shall not
be accepted and will be kept confined until removed from site.
No materials will be permitted to enter the work location without being inspected
on arrival to the site (in quarantine store).
Inspection Request (IRE) shall be submitted by Construction Department and
inspected by QA/QC department as per the relevant ITP. IRE must be approved
prior to dispatch the material at site and start with the installation.
All materials delivered to site must have the relevant supporting documentation to
show that these comply with the specifications of the project and approved MAR.
After inspection and approval, these can be delivered to the storage / assembling
or installation area.
Storage:
In order to avoid ingress of foreign matter and to achieve protection during the
transportation and storage on site, pipes and pipe components must be kept
sealed and protected until these are ready to be erected. Materials must always
be stored in such a way that deterioration does not occur. During storage, the
pipes must be protected both externally and internally against the contamination
from dirt, moisture, chips, grinding dust and rust flakes. Storage of the pipes shall
be arranged to facilitate the removal of individual pipes so that damages such as
scratches, etc. are avoided when the pipes are removed.
All materials will be stored in the main storage area and/or the assigned storage
area. They will be delivered to site when required. This will result in the materials
being free of contaminants and eliminate exposure to adverse weather
conditions. If inspection is required, the materials will be available on site and in
the storage area.
Storage area must be clean and the ground must not be marshy or unstable and it
must not contain any corrosive material.
Pipes/fittings shall be stored in place free from any dust and shall be covered with
tarpaulin.
Pipes will be stored on a flat dry level surface free from sharp projections, stones
or other objects likely to cause point loading or pipe deformation as per the
manufacturer’s recommendation.
Pipes of different sizes will be stacked separately or where it is not possible, pipes
with larger diameters and /or thicker walls should be placed at the bottom of the
stack.
The height of the stack will follow the manufacturer storage requirement /
recommendation.
All pipes and fittings will be properly covered with tarpaulins to protect them from
direct sunlight & dust.
Fittings will be stored in sheltered conditions in the boxes as supplied to protect
them from weathering and accidental damage.
All the pipe fittings will be stored in the boxes as supplied by the fittings
manufacturer.
Handling:
Pipes will not be dropped or dragged especially on hard surfaces.
Wherever possible the pipes will be loaded and unloaded manually by hand. If the
weight of the element is more than 20kg, adequate lifting means will be used. The
material shall never be handled while climbing the scaffolding or ladder;
When mechanical lifting equipment is to be used, no metallic slings, hooks or
chains should be used in direct contact with the pipe. Ropes or web slings are
preferred, as they will not damage the pipe wall.
The material will be transported to the working area inside the station using mobile
crane of adequate capacity standing on the surface.
C. Site Survey
Verify the access route prior to the delivery of materials and equipment on site.
Check and be sure that there is proper access for the entry of workers before start
the activity.
Lead the survey to establish which area is ready to start the installation of pipe
hangers and supports.
Ensure that all safety precaution procedure will be carried out prior to start the
work.
D. Installation of Pipe Hangers and Supports
The installation of hanger and support for refrigerant piping system will be carried
out in the following manner:
Prior to installation, check that the work area is free from debris or foreign
materials that can obstruct the work to be carried out.
All materials will be inspected for damage before commencing work.
Ensure workers are wearing the required mandatory protective clothing,
equipment and other additional safety equipment necessary prior to execution of
work.
Ensure that the scaffolding is safe to use or marked “Green” by safety department.
Ensure that the latest versions of “Approved for construction” piping layout and
detailed drawings showing floor plans, elevations and details indicating
penetrations in floors and walls and the relationship to other trade installations are
available.
The pipes will be carried and installed to the specific working area either manually,
or by chain hoist and/or by using mobile crane of adequate capacity.
Check and verify the location of required sleeves to be installed for pipes
penetration thru floors, walls and partition construction. Steel pipe or sleeves will
be used for sleeves and also refer to the layout and drawings indicating
penetrations and installations in floors, walls and partitions. The sleeve passing
thru floors and walls with membrane water proofing will be extended to 50mm
above finished floor level.
The sleeve size for stack sleeves at interior floor and wall will have 6mm annular
space between sleeve and pipe. For aboveground exterior floor and wall pipe
penetrations, a 25mm annular clear space will be provided between sleeve and
pipe to allow installation of mechanical sleeves. The mechanical sleeve seals will
be installed in accordance to manufacturer’s installation method.
Pipe crossing wall and slab shall be provided with pipe sleeves and sealed with
approved waterproofing and/ or fire stopping materials in accordance with relevant

pressure tested at a pressure not less than the lower of the system test pressure
or the setting of the pressure-relief device protecting the high side or low side of

The testing media must be dry nitrogen. The Contractor must perform the leak test
before insulating the pipes.
Isolate the compessor from the leak test bu firmly closing the suction and
discharge valves.
Test the refrigerant copper pipe with nitrogen.
The piping will be checked with soap and water solution.
Do not attempt to repair any leak while the system is pressurized. If any leaks are
found relieved the nitrogen test pressure and perform repairs.
The pressure will be held for a period of 24 hours. If there is no visible loss of
pressure after 24 hours, the testing process is passed. It is also considered the
tolerance of the pressure test base on environmental adoptation (+/- 5 psi) would
be also considered accepted.
If a pressure gauge indicated the pressure drop on the said limitation, the testing
operations connection and shut-off valve be first rechecked for leak tightened as
necessary.
If a pressure drop is still evident, then all joints and lastly the piping it self will be
checked with soap and water solution.
Recharge the system as previously described, and allow it to remain under
pressure for 24 hours maximum pressure at least 1.5 times the operation pressure
or as per manufacturer / supplier required.
