WHEREAS, on 2] March 2011, the Sangguniang Bayan
enacted Municipal Ordinance No. 19, Series of 2011 entitled, “An
Ordinance Regulating The Operation Of All Security Agencies And
Security Guards Doing Business Or Working in Bacoor, Cavite".
WHEREAS, there is a need to amend pertinent Provisions of

NOW, THEREFORE, curing regular session assembled, upon
Motion of Councilor Bayani M. De Leon duly seconded by all the
Councilors present in regular session BE IT ORDAINED AS IT IS HEREBY
ORDAINED by the Sangguniang Paniunasod to amend various
sections of this Ordinance to read as follows, to wit:
Section 1. The following provisions of Municipal Ordinance
No, 19-S-2011 are hereby amended and shall henceforth read as
follows:
“Section 1. Tifle.- This ordinance shall also be known as the
"Security Guard Regulation Ordinance of the City of Bacoor’.
Section 2. Coverage.— All security agencies and security
guards operating or working within the City of _Bacoor, Cavite in all
business establishments or privately owned properties are covered
by this Ordinance.
Section 3. Prior Registration.- All securities agencies _and
securities quards must first secure a Barangay Clearance from their
securities quards must first secure a Barangay Clearance from their
respective barangays prior to their registration in the Office of the
City Mayor and PNP Bacoor. Al! security agencies and security
guards are hereby required to register with the Office of the Mayor
‘ond the Chief of Police of the Bacoor-PNP and obtain a Mayor's
Permit before they can be allowed to operate or work in the City of
Bacoor, Cavite.
Section 4. Registration Fee. A registration fee of Five
Hundred Pesos (P500.00) per security agency and Two Hundred
Pesos (P200.00) per security guard covered by this ordinance shall
be paid at the Office of the City Treasurer.
Section 5. Prohibited Acts.- The following acts shall be
prohibited under this ordinance:
5.1. Carrying high-powered firearms by security guards in
Violation of the regulations of the Philippine National Police.
Provided, that an inventory of all firearms fo be used by the security
agencies covered by this Ordinance shall be submitted fo the
fice of the City Mayor and the Bacoor PNP.
5.2. Preventing government employees or contractors from
entering privately owned businesses and lots while in the
Performance of their official functions. Provided: that such
government employees should wear the proper identification
cards upon entering and while within such privately-owned
businesses or properties.
5.3. Harassing, threatening, or preventing private lot
owners or farmers from entering their properties or harvesting their
produce without a proper court order. Provided, that security
guards deployed to guard vacant lots must bring certified true

Cty Cou copies of the land fitle of the purported land owners at all times.
Provided, further, that @ copy of the said land fitle shall be
jumished to the Office of the City Mayor prior to such deployment
for proper verification.
5.4. Operating a security agency or taking on the
assignment of a security guard within the City of Bacoor, Cavite
without the registering with the Office of the Mayor. Provided, that
in case of emergency deployment of security guards, the security
agency concemed shall submit a written notice of such
emergency deployment to the Office of the City Mayor and/or the
Bacoor Philippine National Police (PNP) together with a list of the
names, addresses, and their PNP-Supervisory Office for Security and
Investigation Agency (SOSIA] registration identification numbers.
se Section 6. Penalties After trial in a proper court of law,
the following penalties shall be imposed against any security guard
and/or of the general manager/owner/president/ or supervisor of
any security agency that violates this Ordinance:
First offense: Fine of One Thousand Pesos (P1,000.00) plus
imprisonment of not more than two (2) months.
Second offense: Fine of Two Thousand Pesos (P2,000.00) plus
imprisonment of not more than four (4) months.

pee Section 7. Implementing Guidelines.- The Office

Section 2. Annual Inspection. The PNP Bacoor must
conduct a yearly inspection of the firearms to be used by the
securities agencies.
Section 3. Repealing Clause.- All ordinances, resolutions,
and executive orders in conflict with the provisions of this
ordinance are hereby repealed, amended, or modified
accordingly.
Section 4. Separability Clause- Any provision of | this
‘ordinance declared unconstitutional or void shall not affect the
validity of the other provisions hereof not affected by the said
judicial declaration.
& : Section 5. Effectivity- This ordinance shall become
