SITUATIONAL ANALYSIS ASSIGNMENT

The aim of the situational analysis is to inform the formulation of Integrated


Development Plans (IDPs) on the challenges and opportunities that exist in settlements.
Settlements are multi-faceted entities that denote localities where people live engaging
in social and economic activities. To get a holistic picture of these localities focus must
be on services, physical and social characteristics of the people, physical form and
regional economies.

This assignment requires you to write a concise situational analysis report for
KwaDukuza Municipality with regards to economic analysis; functional analysis;
demographic analysis; as well as infrastructure and services backlogs. Base your analysis
on the 2001 and 2011 census data from Statistics South Africa using the ward as the unit
of analysis. Use tables and graphics to present your findings.

At the end of the situational analysis you are expected to present a synthesis of issues
report (cross sector analysis) in order to provide a clear picture of development
challenges affecting the different parts of the municipality.

Guidelines for the analysis are appended.

1.1 Demographic Analysis (30 marks)

Based on the 2001 and 2011 census data ascertain the following demographic
characteristics for KwaDukuza Municipality

1. Population for KwaDukuza Municipality


2. Population growth trends
3. Gender population
4. Population by race
5. Population density
6. Education levels
7. Age cohorts
8. Labour force composition
9. Household size and structure and growth dynamics

Use graphic presentations of assessments (tables, pie charts, bar graphs etc. use
Microsoft excel)

1.2 IDP Economic Analysis (20 marks)

Provide an analysis of economic conditions and trends for KwaDukuza Municipality. Your
report should provide figures and tables analysing the data and should draw out what
they are telling you about the area.
Your report should:
1. Calculate the total population in 2001 and 2011
2. Establish the sectoral composition of labour force and discuss what it is telling
you about the area.
3. Calculate the gender of working age and total population; and interpret trends.
4. Calculate the following labour and employment indicators:
4.1 Total labour for participation rate for 2001 and 2011
4.2 Female participation rate, ditto
4.3 Male participation rate, ditto
4.4 Labour absorption capacity, ditto
4.5 Unemployment rate, ditto
And interpret finding and trends
5. Show the economic structure of the area
5.1 By employment (and GGP) for 2001 and 2011
5.2 Patterns of growth and decline 2001 – 2011
5.3 Repeat 5.1 and 5.2 for ILembe and SA
Comment on the findings
6. Compare KwaDukuza to ILembe (and / or SA) in terms of employment (and
output, data pending)
6.1 How important is KwaDukuza in the economy of ILembe and SA?

6.2 Which are the sectors of relative specialization (employment location

1.3 Settlement Analysis: Hand-in-guidelines (20 marks)

a) What are the different settlement typologies in KwaDukuza Municipality? In your


view what are the factors that have influenced the evolution of the settlement
typology:

 Describe and explain the settlement layout in KwaDukuza Municipality


 Population densities (pop/km2)
 Urban and rural breakdown and estimate of the population of main
towns and main centres in the study area
 Comment on densities around nodes and along certain routes in contrast
to inland areas and more remote rural settlements
 Identify (and map) major barriers to movement within the study area

1.4 Functional Analysis (20 marks)

Prepare a settlement Scalogram for KwaDukuza Municipality. Scalogram Analysis is used


to indicate the hierarchy of settlements in a district. The functional Matrix /Scalogram
shows the major settlements, the populations and their corresponding services/facilities
existing in them. The facilities used in the scalogram analysis as can be seen in the
matrix are under the following broad sectors;
 Education
 Health
 Agriculture
 Water and sanitation
 Banking
 Market
 Post and telecommunication
 Security services
 Judiciary

What is the distribution or spatial relationships between settlements of different sizes in


Illembe Municipality?

What are the functions provided by the region's settlement system, what sorts of
hierarchical networks prevail within it, and what does this suggest about demand for
those functions?

1.5 Infrastructure Services and Backlogs (20 marks)

Based on the 2001 and 2011 census data ascertain the levels of services provision in
KwaDukuza Municipality. Make a critical evaluation based on rural urban divide,
settlement typology and also population distributions. Use graphic presentations of
assessments (tables, pie charts, bar graphs etc. use Microsoft excel)

1.6 Stakeholder Analysis (20 Marks)

With the help of stakeholder matrix write a report on the key stakeholders in KwaDukuza
Muncipal planning highlighting their role and influence.

2. Synthesis of issues (Cross Sector Analysis – 50 marks)

Make a synthesis of key development challenges affecting the different areas of


KwaDukuza Municipality based on the preceding situational analysis. Within your
synthetic analysis highlight issues of gender, poverty, sustainable livelihoods and local
economic development. What can you say are the main development challenges facing
KwaDukuza Local Municipality?

The aim is to undertake some cross sector analyses of the study area in order to gain a
more fully integrated understanding of the development challenges. This should also
provide a platform for the formulation of scenarios, strategies and a spatial development
framework.
