RESOLUTION 001 – SERIES 2020

A RESOLUTION TO CONDUCT BENCHMARKING OF THE BEST PRACTICES OF BARANGAY HOLY SPIRIT, CITY OF QUEZON,
PUERTO GALERA, PROVINCE OF MINDORO OCCIDENTAL AND BATANGAS CITY, PROVINCE OF BATANGAS, PUNONG
BARANGAY OF BALER, AURORA, REGARDING TO SOLID WASTE MANAGEMENT, TOURISM MANAGEMENT AND DISASTER RISK
REDUCTION MANAGEMENT ON MARCH 5-9, 2020.

BE IT APPROVED ON A REGULAR MEETING ASSEMBLED;

A RESOLUTION FORWARDING TO DEPARTMENT OF LOCAL GOVERNMENT, AUTHORIZING ALL PUNONG BARANGAY OF THIS
MUNICIPALITY TO CONDUCT BENCHMARKING OF THE BEST PRACTICES OF BARANGAY HOLY SPIRIT, CITY OF QUEZON,
PUERTO GALERA, PROVINCE OF MINDORO ORIENTAL AND BATANGAS CITY, PROVINCE OF BATANGAS REGARDING TO
SOLID WASTE MANAGEMENT, TOURISM MANAGEMENT AND DISASTER RISK REDUCTION MANAGEMENT ON MARCH 5-6,
2020.

Whereas, Benchmarking is the continuous process of comparing one’s business processes and performance metrics to
industry bests and/or best practices from other industries;

Whereas, It is a mandate to Local Chief Executive to find ways and processes to be able to level up their competency,
to uplift the lives of the community and the continuous development of the barangay.

Whereas, the past pace of development of Baler , fast growing industry in tourism ( comparing generic business
processes across a wide cross-section of industries ) and other sector, growing barangay problem regarding solid waste
management, it is essential that the Punong Barangay conduct benchmarking of the best practices of other Local
Government Unit.

Whereas, Improvements from learning mean doing things better, faster, and cheaper;

Whereas, Benchmarking will answered,

1. What is most critical to LGU success?

2. What areas are causing the most problems?

3. What are the major deliverables of these areas?

4. What services are provided to Community?

5. What factors are responsible for community satisfaction?

6. What problems have been identified in the operation?

7. Where are community pressures being felt?

8. What performance measurements are being tackled?

9. What are the major cost components within the PPA’s;

Whereas, the Liga ng Barangay –Blaler Chapter agreed to conduct the benchmarking on March 5-9, 2020 at; Barangay
Holy Spirit, Quezon City, Batangas City, Province of Batangas and Puerto Galera, Province of Oriental

Mindoro

Section 1, Declaration of Policies

Republic Act No. 7160 - "Local Government Code of 1991".

Section 15. Political and Corporate Nature of Local Government Units. - Every local government unit created or
recognized under this Code is a body politic and corporate endowed with powers to be exercised by it in conformity
with law. As such, it shall exercise powers as a political subdivision of the national government and as a corporate entity
representing the inhabitants of its territory.

Section 16. General Welfare. - Every local government unit shall exercise the powers expressly granted, those
necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective
governance, and those which are essential to the promotion of the general welfare. Within their respective territorial
jurisdictions, local government units shall ensure and support, among other things, the preservation and enrichment of
culture, promote health and safety, enhance the right of the people to a balanced ecology, encourage and support
the development of appropriate and self-reliant scientific and technological capabilities, improve public morals,
enhance economic prosperity and social justice, promote full employment among their residents, maintain peace and
order, and preserve the comfort and convenience of their inhabitants

Section 2. Approaches to Benchmarking METHODS

1.Internal Benchmarking : Comparison of one internal operation to another internal operation.

2.Competitive Benchmarking: Direct comparison to a competitor in the same or related industry.

3.Functional Benchmarking: Comparison of similar or identical functions across many different industries.

4.Generic Benchmarking: Comparing generic business processes across a wide cross-section of industries

Section 3. Approaches to Benchmarking FORMS

“Results”—comparative performance within and between organizations (efficiency/effectiveness)

“Process”—analysis of activities and tasks that turn resources inputs into outputs and outcomes

“Best-Practice Standards”—take the form of goals and benchmarks to which orgs aspire, as part of planning
and continuous improvement

Section 4. EXPENSES, attach to this and shall be an integral part of this resolution.

Section 5. ITINERARY AND PROJECT COMPONENT and IMPLEMENTATION SCHEDULE, attach to this and shall be an integral
part of this resolution.

Section 3. Effectivity

This Resolution shall take effect immediately upon approval

NOW THEREFORE, on motion of Hon. RUEL JOSEPH G. ANGARA, LNB Board of Director, duly seconded by Hon.
ALEJANDRO P. ZAFRA JR, LNB Secretary, be it;

RESOLVED, as it is hereby resolved to forward and submit the APPROVED RESOLUTION NO.001 -2020 of the LIga ng
Barangay to the office Department and Interior Local Government on this 31st day of JANUARY 2020 at the Barangay
of Reserva, Municipality of Baler, Province of Aurora.

RESOLVED FURTHER, to submit copies of this resolution to the office of Regional Director Ms.JULIE J. DAQUIOAG PhD.,
CESO III, DILG Region III, thru; ATTY. OFELIO A. TACTAC JR., CESO V, Provincial Director, DILG AURORA, for ready
reference, perusal, documentation and approval.
