1. Introduction

L-0 blade erosion inspection was conducted from Aug 19 to Aug 21, 2019.
Total operating time is 13800 hours, which including the commissioning
period.

This engineering document is to summarize the result of L-0 blade erosion


inspection and to explain the study of this result.

2. Inspection Result

<Visual Inspection>
The visual inspection result is shown as Attachment-1 which was already
submitted on Aug 22.

<Mold Inspection>
The mold inspection result is shown as Attachment-2, and the measured
erosion depth is summarized in the Table 1 and Figure 1.

3. Further Estimation

The following Figure 2 shows the measured erosion depth in this inspection
period and expected curve.
The expected curve is drawn based on the maximum and minimum
measured value. In other words, the range of both curves means the expected
erosion depth in the future. Although the measured erosion depth in this
period shows the higher level compared with the design curve, the expected
erosion depth after 100,000 hours operation is less than 5mm. In addition,
there are many experiences of operating over 100,000 hours with the same
blade as shown in Table-2. Therefore, we consider there is no need to
implement countermeasure.

4. Reply for the customer’s queries

We would like to reply to the customer’s queries about the erosion


submitted as Ref No. OS-DS-W-1120.

(1) According to the meeting with the ALI-IPS TA and inspectors, the
material of the blades is Cr-Mo-V steel. Is this correct?

[MHPS reply]
The material of the L-0 blade is Cr-Ni-Mo-V stainless steel.

(2) What is the Cr content (please confirm the JIS or ASTM code
identification)?

[MHPS reply]
The Cr content is from 11.25% to 12.75%, and this material is not JIS or
ASTM material but MHPS’s development material.

According to the meeting with MHPS TA & inspectors, erosion shields


are not attached and only Induction Hardening is applied. Is it right?

[MHPS reply]
Yes, the induction hardening is applied to L-0 blades.

Also, please confirm the hardness achieved using the induction


hardness method (kindly submit the QA documentation for your
hardness testing and the actual results achieved for each of the
blades).

[MHPS reply]
The same blade used for this project is manufactured in advance, and
the induction hardening conditions (preheating time, moving speed of
coil, distance between coil and blade, etc.) are determined so that the
specified hardness is achieved. In other words, if the shape of the blade
changes, the induction hardening conditions also change.
For the subsequent blades which are used for this project, induction
hardening is also conducted under the conditions decided above to
achieve the equivalent hardness. Therefore, our induction hardening
method is process control, and hardness of each blade is not measured
considering each blade is scratched.
The hardness after induction hardening is specified as 420-470Hv.

In case of repair, does it mean the all the L-0 blades need to be
replaced?

[MHPS reply]
Yes, it is necessary to replace all the L-0 blades in the applicable stage
in case of repair.

(3) How much longer could the eroded L-0 blades be used?

[MHPS reply]
Please refer to the section-3 in this document.

(4) How long is the design life of the L-0 blades in design? The Contract
states that a design life of 30 years is the basis for the Plant and
equipment including the turbine.

[MHPS reply]
At the design stage, we confirmed that the expected erosion depth is
less than 5mm (recommended depth for replacement) after 100,000
hours operation as shown in above Figure 2.

(5) What are countermeasures needed to rectify the eroded L-0 blades?
Should the blades be replaced or repaired? If a repair is in order, how
will MHPS make the repairs and when should such repairs be
required?

[MHPS reply]
As shown in above Figure 2, the erosion depth of the current eroded
blades is respectively less than 5mm, so there is no need to replace or
implement countermeasure.

(6) MHPS to explain the theory behind the erosion observed on the leading
edges of blades. There is no explanation in MHPS’s Engineer Sheet.

(7) MHPS to explain the theory of the erosion on trailing edges of the
blades. There is no explanation in MHPS’s Engineering Sheet (Ref. No.
TAQ-18-123). TEPSCO’s opinion is that the trailing edge could also be
eroded due to the counter steam flow which occurs in any case at
low-load operation.

[MHPS reply]
Steam flow during low or no load operation is smaller than during full
load operation, and the L-0 blades start to act like a compressor with
negative reaction as shown in the figure below. The flow is pulled in near
the blade root producing a vortex, and then the spray water is sucked in.
The spray water does an effective job of cooling the last stage blades and
the exhaust hood, but if this situation keeps up, there is concern for a
large extent of erosion of blade roots due to water droplet.

(8) Explain the relation logically between the erosion of the L-0 blades and
50%-opened position of the bypass valve. Also, explain why the
50%-opened bypass valve is believed to be the cause of the erosion.

[MHPS reply]
MHPS believe that the 50%-opened bypass valve is not a cause of the
erosion during full load operation. On the other hand, the 50%-opened
bypass valve is probably a cause of the erosion during low load operation.
Regarding the effect of the spray water, please refer to (7) in this section.

(9) Indicate the allowable criteria for the allowable extent of erosion on the
leading edges and trailing edges of the L-0 blades will be required?

[MHPS reply]
The control value of the erosion depth on the leading edges is 5mm as
shown in above Figure 2.
On the other hand, there is no control value of the erosion depth on the
trailing edges, since the effect of the erosion caused by exhaust hood
spray is smaller and there is no experience for MHPS to be found erosion
problems on trailing edges.

(10) Has any droplet-discharging structure been applied for the MHPS
design? See the figure below for reference.

Yes, the droplet-discharging structure is applied for this project as
shown in the figure below.

(11) In the implementation of any countermeasures as may be required to


remedy the present situation, the Contractor shall take into
consideration that REMACO’s O&M team has never changed the
position of the 50%-opened bypass valve since the time of
commissioning.

[MHPS reply]
Yes, if there is required to implement any countermeasures, we will
consider the issue mentioned above.
