Smith, Investigator Kelmar Global 23119 IH-10 West, Building 6 San Antonio, TX 78267 Dear Mr. Rodriguez and Mr. Smith: Due to the high ranking personnel involved with your investigation and the potential conflicts of interest between those personnel, the court, and the human resour department, I am requesting written information, recordings, photos, and other materials provided from county employees to your firm be presented to each member of the Bexar County Commissioners Court by Wednesday, March 4, 2020. It is my understanding that between 20 and upwards of over 80 county and former county employees have come to file complaints or comments with your company’s investigation. Because the records are so potentially voluminous, you may coordinate with my staff to have our print shop make copies for the members of the court in our capacity as representatives and managers of the county. Tam also asking that our human resources department draft a county whistleblower protection policy so that any member of the county staff is protected from retaliation, bullying, dismissal or other retribution as a result of communicating with members of the Bexar County Commissioners Court. I will plan to put that policy onto the agenda of the Bexar County Commissioners Court for March 10, 2020, If you are prepared to brief the Commissioners court in a private executive se your findings and investigation by March 10, 2020, | will put you on the a Court's consideration, I will be making the contents of this letter public. ‘Thank you for your prompt attention to these matters.
