That I, DIRECTOR LEONARD R BAÑAGO, DSC, Chief, BFP, of legal age, Filipino, with
office address at 7Th Floor, BFP-NHQ, Agham Road, Barangay Bagong Pag-asa, Quezon City, do hereby
name, constitute and appoint SSUPT NAHUM B TARROZA, DSC, Regional Director, BFP Region
02, also of legal age, Filipino, with office address at #7 Dalan na Pavvurlun cor. Paccorofun, Regional
Government Center, Carig Sur, Tuguegarao City (whose specimen signature appears below) to be my
true and lawful ATTORNEY-IN-FACT, for me and in my place and stead, to do and perform all or any
of the following acts:

1. To enter into a Memorandum of Agreement executed by and between the Local Government Unit of
Gattaran and the Bureau of Fire Protection Region 2, for the provision of one (1) unit Fire Truck by the
Local Government of Gattaran for the implementation of the Municipal Public Safety Plan and Fire
Protection Services and the Bureau of Fire Protection Region 2 for its custody for the effective
management/maintenance of the Fire Truck.

2. To review, sign, execute and deliver all the necessary documents and instruments as may be necessary or
proper in the fulfillment of this Memorandum of Agreement.

3. To do and perform all and every act and thing which may be requisite, necessary and proper to carry out
the above purposes.

GIVING AND GRANTING unto my attorney-in-fact full power and authority to do and perform
every act or acts whatsoever requisite and necessary to be done in and about the premises, as fully to all legal
intents and purposes as I might and could lawfully do if personally present, HEREBY RATIFYING AND
CONFIRMING all that my said attorney-in-fact have done by virtue of these presents.
