CHAPTER 1
INTRODUCTION

Background of the study


The popularity of curfews was not limited to large cities: in 1995, 73% of the

cities of more than 100,000 had curfews and by 1997, 80% of communities with

populations greater than 300,000 had curfews (juvenile curfews and the major confusion

over minor rights 2005). A teen curfew is justified in many cities or municipalities as a

simple method to not only reduce opportunities for teens to commit crimes but also to

protect them from becoming crime victims themselves. The popularity of a night time

curfew continues today with cities and towns all across the United States with juvenile

curfew ordinances. What are curfew laws? We’ve all had experience with curfews: as the

teenager rushing out of house, or as the parent calling out “be home by midnight!” but in

legal term, curfews are more than just house rules that can result in a firm “you’re

grounded!” if violated. Curfews are also laws that effectively prohibit or limit the right to

be out in public at certain times, or in some cases, require businesses to close their door

during certain hour.

As of 3 July 2016, the Tacurong PNP and LGU CSWD office had processed not

less than 81 cases of unattended minors as a result of the conduct of surveillance


operations pursuant to Tacurong curfew ordinance. The operation started on June 11,

2016. The safe keeping ordinance prohibits minors from entering, staying, or loitering in

any public place 10 o’clock in the evening to 4 o’clock in the morning. Minors who are

accompanied by parents or guadians/ immediate relatives are exempted. Also, minors

not allowed to stay in internet cafes beyond 9:30 in the evening pursuant to the ordinance

regulating the operation and services of internet café and other similar establishment for

the protection of children. According to LGU social worker Kathy Mae Catalan, RSW the

safe keeping of minors had drown positive feedback from parents.

Therefore we the researchers would like to know the effects of Perception on

Implementing Curfew Hours in Tacurong City and what are the reaction or responses to

the citizens of the Tacurong City.


Statement of the study
This study shall be designed to Perception on Implementing Curfew Hours in

Tacurong City.

This study should aim the following question:

1. What is the profile of the respondents in terms of:

1.1 Age,

1.2 Gender,

1.3 Status, and

1.4 Educational attainment?

2. Why are curfew laws important?

3. What do you think is the effect of implementing curfew hours in Tacurong city?

What is your perception over it?

4. What is the level to implementing of curfew on minors?

5. Does having curfew reduce crime?


Significance of the study

The result of this research study will be beneficial the following:

To the local government - the Tacurong City my use the insight and

finding as bases for formulating plan and policy program specially in lessening the

crime problem of the city.

To the tourism industry – this will also benefits on this, because the safety

and security is already implemented all over the Tacurong City by the help of this

activities, so that the tourist will not afraid to visit our community.

To the Students - the study would also provide students better

understanding and awareness on the implementing of curfew on minors, its effects,

importance or significance problems that may arise as well as the level of

acceptance of the people towards.

To the Future Researchers - the study would serve as reference material

when other researchers would be conducting similar and related studies.

Scope and delimitation

The study will be focusing of the Perception on Implementation Curfew

Hours in Tacurong City. It also serves as evidences of the deterrent effects of

curfew in the community and common problems that being countered of the

teenager.
Definition of terms

The following are hereby define for better understanding operationally

Curfew – A regulation requiring people to remain indoors between specified

hours, typically at night.

LGU – An administrative and political government unit subsidiary to the

national government which could itself consist of sub-units as in the case of a

province or a municipality.

Surveillance – close observation, especially of a suspected spy or crimes.

Ordinance – A piece of legislation enacted by a municipal authority.
