MEMORANDUM OF AGREEMENT

This agreement entered into San Pablo City, Laguna, Philippines, this 18th
day of March by and between:
The San Pablo Colleges with principal office at Hermanos Belen St., San
Pablo City Laguna represented by Dr. Ma. Socorro M. Eala in her capacity as
College President and Department of College of Computer Studies represented by
Dean Jayson Guia, in his capacity as Dean of CCS.

WITNESSETH

Whereas, the National Service Training Program (NSTP) is one of the


programs of San Pablo Colleges anchored on its educational curriculum;

Whereas, the Department, being the basic geographical and governmental


units, needs to be provided by the necessary services to make it dynamic and self-
supportive for a better standard of living its residents;

Whereas, cognizant that the educational institution to be effective requires


the participation of the community, the San Pablo Colleges through its NSTP had
chosen Department
College of Computer Studies, as its adopted community and had developed
various projects to assist the Barangay in their effort to augment the health,
livelihood, educational, spiritual, moral, environmental, and wealth condition in
the said community:

Whereas, the parties to this agreement see the implementation of the


NSTP- Civic Welfare Training Services (CWTS) in College of Computer Studies,
as a necessary means to maximize the energies of the Department and facilitate
access of the people to the basic services;

Whereas, the parties to this agreement, have agreed and hereby formally
bind themselves in the implementation of the program;
NOW THEREFORE, for and in consideration of the foregoing and of the
stipulation, condition, undertakings, thereinafter stated, the parties hereby agree
and declare as follows:
The San Pablo Colleges NSTP Civic Welfare Training Services(CWTS)
will render any of the following services to the residents of College of Computer
Studies:

1. Environmental Project

On the part of the Department, Officials of College of Computer Studies
shall be responsible for the following:
1. Assume the responsibility of safeguarding the safety of the NSTP-
CWTS trainees in the Department especially during the conduct of its
activities;
2. Assist the trainees in its projects like the necessary request from higher
local Government Units;
3. Assist the trainees in the implementation and the mobilization of the
community during its activities.

This agreement shall take effect immediately upon signing hereof and
shall continue thereafter, provided however that any provision of this agreement
may be amended by written consent by both parties herein and provided further
that the San Pablo Colleges reserves the right to withdraw its participation in the
agreement upon written notice.

RATIONALE
Successful community needs assessment surveys and sponsoring
community/Barangay Development Social Project are built on cooperation at
several levels: between citizens and appointed or elected officials, between
leaders and the Extensions Service Community Development Team/Group of the
NSTP-CWTS, and among citizens in the community cooperation depends on
goodwill and on understanding. To facilitate understanding and cooperation, and
to ensure success of the community needs survey process, the following
commitment by each party are identified:

Dear Dean Jayson Guia:

Greetings!

By virtue of the Implementing Rules and Regulations of R.A. 9163


[National Service Training Program (NSTP) Act of 2001] and recognizing the
youth’s vital role in nation building, the state shall promote civic consciousness
among the youth and shall develop their physical, moral, spiritual, intellectual and
social well-being. It shall inculcate in the youth patriotism, nationalism, and
advance their involvement on public and civic affairs recognizing the youth’s
virtual role in nation building, and then state shall promote civic consciousness
among the youth. In pursuit of these goals, the youth, the most valuable resource
of the nation, shall be motivated, trained, organized and mobilized in military
training, literacy, civic welfare and other similar endeavors in the service of the
nation. National Service Training Program (NSTP) is a program aimed at
enhancing civic consciousness and defense preparedness in the youth by
developing the ethic of service and patriotism while undergoing training in Civic
Welfare Training Service (CWTS). Its various components are specially
designed to enhance the youth’s active contribution to the general welfare.

In this regard, all students enrolled in NSTP CWTS 12 will be required to


visit Department/Community for the assessment of what community service
project they can provide/ sponsor in the chosen department/community by their
teams. The implementation of their projects as reflected in the program of
instruction by the Commission on Higher Education (CHED) will cover the
periods from the _______ to the ______weeks of the Second Semester A.Y.
2019-2020.
We will appreciate if you could extend to us your valuable time and
cooperation for the realization of this project which we hope this will benefit your
barangay/community in our own small and simple way.
