Dear Hon. Torres-Gomez:

Greetings!

Undersigned acknowledges with gratitude the invaluable assistance that your good office has
been providing to the BJMP Region 8 particularly to those BJMP jail facilities in the 4th District
of Leyte.

Nevertheless, in our desire to better accomplish the BJMP’s mandate of humane safekeeping
and development of all the Persons Deprived of Liberty (PDL) under its custody and to help
streamline the jail management system in the country, undersigned most respectfully requests
that your good office extend further its invaluable assistance to the BJMP by supporting the
passage into law of the following proposed legislations, copies of which are attached for your
perusal, to wit:

a) INTEGRATING ALL PROVINCIAL AND SUB-PROVINCIAL JAILS WITHIN


THE JURISDICTION OF THE BUREAU OF JAIL MANAGEMENT AND
PENOLOGY AMENDING FOR THAT PURPOSE CERTAIN PROVISIONS OF
REPUBLIC ACT NO. 6975 AND REPUBLIC ACT NO. 9263;

b) AN ACT PROVIDING THE RANK CLASSIFICATION IN THE PHILIPPINE


NATIONAL POLICE, AMENDING FOR THE PURPOSE SECTION 28 OF
REPUBLIC ACT NO. 6975, OTHERWISE KNOWN AS THE “DEPARTMENT OF
THE INTERIOR AND LOCAL GOVERNMENT ACT OF 1990”, AND FOR OTHER
PURPOSES; AND,

c) AN ACT UPGRADING THE RANK CLASSIFICATION OF THE BUREAU OF


JAIL MANAGEMENT AND PENOLOGY (BJMP) AND THE BUREAU OF FIRE
PROTECTION (BFP) AMENDING FOR THE PURPOSE CERTAIN PROVISIONS
OF REPUBLIC ACT NO. 9263, OTHERWISE KNOWN AS “THE BUREAU OF
FIRE PROTECTION AND THE BUREAU OF JAIL MANAGEMENT AND
PENOLOGY PROFESSIONALIZATION ACT OF 2004”, AND FOR OTHER
PURPOSES.

The favorable response of your office in this matter is sincerely hoped for and will be highly
