1. In compliance of order dated 24.08.2017 of the Hon'ble Central Adminishative
Tribunal, Jabalpur (Circuit Sitting-Bilaspur) in OA.No.203/00143/2016, and, with the
approval of General Manager, this office Notification No.P-HQ/CON/452111P/342, daled
09.09.2015, issued in connection with filling up 02(llR-01,ST-01) vacancies ofGroup "B"
post of Assistant Personnel Officer in Pay Band-2 t.9300-34800+(Grade pay {.48001)VI
PC/ Level-8 of Pay Matrix of VII CPC agaitst 70Yo Departmental quota (5'' Cycle) in
Personnel department of South East Central Railway, stands amended to the extant that the
said SElection shall now be processed further for 02(fwo)vacancies without the element of
reservation, subject to outcome of W.P No.714l2018 pending in the Hon'ble High Court
Chhattisgarh, Bilaspur and in the Hon'ble Supreme Court of India in similar cases. As the
selection is to be conducted without the rule of reservation, provisions relating to relaxation
in qualifuing marks, Best amongst failed candidates etc, as applioable to candidates
belonging to reserved communities (SC/ST) shall not be applicable.
Remaining items of the said Notification dated 09.09.2015 remain unaltered.
2. ln continuation of the above, the Written Examination for the said Selection is
scheduled to be oonducted at South East Central
School (Enslish Medium). No.01. Bilasour. commencine from 10:00 hrs on 27.05.2018
(Sundav). The wdtten test will be of 03 hrs duration. Details of the seating anangement
will be available at the venue. It may be noted that supplementary examination will be held
only, if required, after verification ofgenuineness ofabsence.
3. A provisional list @oll No.01 to 189 only) of willing and eligible candidates aranged
randomly (not in order of seniority) is enclosed as Annexure "Att. In case any candidate
is found ineligible for the above selection at any stage, hiVtrer oandidature will be
summarily rejected /cancelled. Candidates may be directed to report to the Presiding
oflicer on the scheduled date, venue, and half an hour before start of the examination
with their proper identifrcation memo. The format of identification memo is enclosed as
Annexure 'iB". It may be noted that individual identification memo should be given to each
candidate.

4. In base any candidate is on leave or on deputation to other RailwayVUnits or on sick
list, the Controllin! Officer concemed should send nocessary advice to the authority under
which he is working or the medical authority as the case may be and an acknowledgement is
to be obtained to avoid any future complications on this issue.

5. The Controlling Officers, Dy CPOs/Sr.DPOszDPOs/Personnel Officers should ensure

that last 05 years ACRs/APARs of the candidates who have volunteered to appear in the
written examination are complete in all respects and are ready along with the updated SRs,
which are to be sent to SPO (Gaz) at a short notice when called for.

6. This is the 5fi cycle of Gazetted (G. roup "B") selection for Personnel departrnent being
notified for South East Central Railway. It is made clear that employees concemed should
clearly satisfu themselves regarding their eligibility, grade, length of non-fortuitous service
and holding lien in South East Central Railway. Provisional consideration for solection
based on available records, will not preclude summarily debaning / disqualification of
ineligible candidates at any stage.

7. The syllabus for selection to the post Group "B" post ofAPO againsr TOYo quota of
Professional subjec! Establishment and Finance Rules for written test is enclosed in
Annexure "C" which may be circulated widely to all concerned. This syllabus'is
indicativo and not necessarily exhaustive.

8. If any prospective candidate has any issue/suggestion, the same can be submitted to
the Gazetted Section of this office by 14.04.2018, which will be examined with reference
to extant rules. Any representation received after 14.04.2018 shall not be entertained.
