This report presents a quick look crime environment report based on updated
crime incidents collated from Police Regional Offices (PROs) nationwide for January
to April 30, 2018 compared with January to April 30, 2019.

Shown below is the comparative crime statistics gathered from police blotters
nationwide:

From January to April 2018 compared to the same period this year, there is a
decrease of 7,108 or 4.41% in the Total Crime Volume, from 161,098 to 153,990. On
the Index Crimes, a decrease of 7,183 or 24.73% from 29,049 to 21,866 was noted,
while for the Non-Index Crimes, there is an increase of 75 or 0.06% from 132,049 to
132,124.

Slide 9: Based on available crime data, Index Crimes including


Cattle Rustling comparatively went down. Incidents of Cattle Rustling recorded the
least with 36 during the current period. This is still included under the index crimes
based on the existing LOI UCPER 02/09, but we are now almost done in amending
the said LOI removing the said crime and coming up with the new guidelines and
procedures in recording and counting crime incidents.

8 Focus Crimes (Murder, homicide, PI, rape, robbery, theft, carnapping


MV, carnapping MC) are crimes which are in fact Index Crimes, excluding those
accounted as incidents of Cattle Rustling. Overall these crimes generally went down
by 7,159 or
24.70% from 28,989 in January to April 2018 to 21,830 in the same period this year.

Comparing focus crimes nationwide, the following were noted as follows:

• Murder decreased by 382 or 16.31% from 2,342 to 1,960;


• Homicide decreased by 78 or 11.34% from 688 or 610;
• Physical Injury decreased by 1,686 or 21.52% from 7,836 to 6,150;
• Rape decreased by 561 or 20.71% from 2,709 to 2,148;
• Robbery decreased by 1,084 or 26.34% from 4,115 to 3,031;
• Theft decreased by 2,789 or 29.28% from 9,524 to 6,735;
• Carnapping MV decreased by 63 or 43.75% from 144 to 81; and
• Carnapping MC decreased by 516 or 31.64% from 1,631 to 1,115.

(35.51%), followed by Violation of Special Violation of Special
Laws with 45,895 (34.74%). The least Laws, 45,895 ,
covers RIR Homicide with 2,046 or 1.55% 34.74%
of Non-Index Crimes.

By and large, Non-Index Crimes increased by 75 or 0.06% from 132,049 to


132,124.

Briefly, improvement both on the solution of reported crime incidents is


summarized as follows:

a. Crime Clearance Efficiency (CCE) by 1.73%;


b. Crime Solution Efficiency (CSE) by 7.32%;
c. Index Crimes Clearance Efficiency (ICCE) by 0.17%;
d. Index Crimes Solution Efficiency (ICSE) by 2.94%;
e. Non-Index Crime Clearance Efficiency (NICCE) by 1.02%; and
f. Non-Index Crime Solution Efficiency by 6.72%.

Slide 15: On the Comparative Crime Volume covering the period of January to
December 2018 vs January to December 2019.

The 5,425 Crime Incidents this year decreased by 2, 022 or 27.15% as


compared to 7, 447 crime incidents in the same period last year

Slide 16: On the screen is the comparative average monthly crime rate, from 19
AMCR last year to 13 AMCR this year.

There is a decrease of 6 or 31.58% in average mothly crime rate, from 19 AMCR


last year to 13 AMCR this year.

Slide 17: Shown is the Quarterly Crime Downward Trend from July 1, 2019 to
December 2019.

The noticeable spike on the second quarter of CY 2018 is due to numerous


accomplishments on law enforcement operations (i.e. Anti-illegal drugs and RA
4136)

Slide 18: On the screen is the comparative Crime Volume by Unit, all PPOs
decreased in Crime Volume except Marinduque PPO and Puerto Princesa CPO
which increased by 27 and 68 incidents, respectively.

Slide 19: On the screen is the Comparative Focus Crime Volume

There is a decreased of 437 or 23.01%, from 1,513 Focus Crimes last year
compared to 1.161 this year.

On the other hand, all PPOs and CPO decreased their focus crime

December 2019

Rape contributed the highest number with a total of 314 incidents, followed by
Physical injury with 285 incidents
Theft with 196 incidents
Robbery with 159 incidents
Murder with 133 incidents
Motornapping with 51 incidents
Homicide with 20 incidents; and
Carnapping with 3 incidents with a total of 1,161 incidents

Slide 21: On the comparative resolution of focus crimes.

Out of 1,161 focus crimes this year, 1026 or 88.37% were cleared which
recorded s decreased of .13% as compared to the 88.50% CCER last year.

While 615 or 52.97% were solved registering a decreased of 6.25% as compared


to 59.22 of the same last year.

Slide 22: On the comparative resolution of crime volume.

Out of 5,425 crime volume this year, 4794 or 88.37% were cleared which
recorded a decrease of 4.49% as compared to the 92.86 CCER last year.

While 3,714 or 68.46% were solved registering a decreased of 10.34% as


compared to 78.80 of the same last year.

Slide 24: PRO MIMAROPA recorded 16 incident of trafficking. 13 o which were


recorded in 2018 while3 in 2019 a decrease o 10 incident

Slide 25: For the distribution of trafficking incident by province, Palawan


recorded the highest occurrence while Puerto Princesa CPO, Romblon and
Oriental recorded the least incident

Slide 26: FOR CY 2019, Romblon, Oriental and Occidental recorded one
incident each while other recorded zero incidents.

Slide 28: Table shows that the month of September in 2018 recorded the highest
incident followed by September with 4 and October with 2 incident while
February, April,July and August recorded zero incident

while Thursday and Sunday recorded zero incident.in 2019, the crimes were
committed in Monday, Tuesday and Wednesday
