CONSTITUTION AND BY LAWS

Social Studies Circle of Samar State University

ARTICLE I. NAME

Section 1. The full name of the organization shall be “Social Studies Circle” of
Samar State University. Its short name shall be SSC.

ARTICLE II. LOGO

Section 1. The nine icons or symbols means the nine social science disciplines;
Archaeology, Economics, Sociology, History, Philosophy, Geography, Psychology,
Anthropology and Political S Science. Golden laureate symbolizes the highest
achievement that a social studies student wants to achieve in life. Torch of
Knowledge – represents the College of Education’s primary goals and objectives
and the main thrust of every education student. Royal blue color signifies a
combination of the color of College of Education and the preferred color for the
Social Studies Circle. Royal Blue represents royalty, nobility and dignity. Royal blue
is a usual color associated with freedom, liberty and fraternity throughout the
course of our history.

Section 2. Use of Logo – The logo shall serve as the identity of the organization.

ARTICLE III. PURPOSE

Section 1. Social Studies Circle aim to foster wide interest in the upliftment of
school spirit- to acquire a sense of awareness from it and develop leadership and
stimulate sense of responsibility and fellowship among students. Specifically, the
SSC’s objectives are anchored on the following:
1. Incorporate all school activities under one body, therefore stressing the
importance and relevance of different Social Studies disciplines.

2. Encourage good conduct, leadership, respect, and honesty.

3. Develop social, intellectual, and professional well-being of students.

4. Promote respect for the property and dignity of others.

5. Maintain good relations and communications with other school organizations


and advance school spirit.

Also, the organization shall adhere to the vision and mission of the
university and of the course focusing on the areas of production, extension,
instruction and research in accordance with the responsibilities of being a future
Social Studies teacher.

ARTICLE IV. PRINCIPLE OF POLICY

Section 1. The organization adheres to all campus policies as set forth in the
Samar State University rules and regulations as stipulated in the student’s
handbook.

Section 2. The organization establishes bylaws governing administrative and


procedural matters (such as time and location of meetings, etc.). Bylaws shall not
conflict with this constitution. Bylaws may be adopted, amended, or temporarily
suspended by 3/4 vote present at an organization meeting where a quorum is
present.

ARTICLE V. MEMBERSHIP

Section 1. Membership- Membership in the organization shall be open to those


bona fide students of Samar State University who are taking up Bachelor of
Secondary Education major in Social Studies.

a. Full – fledged Member – The bona fide students of the Social


Studies Circle, both third year and fourth year.
b. Honorary Member – Former members of the Social Studies
who shifted to another course but are still supporting the
organization.
c. Alumni Member – Social Studies students who already
graduated in the institution.

Section 2. Rights of the Members- Members of the organization have the exclusive
right to participate in the organization’s decision-making processes and be
acknowledged.

The following are the rights of the Members:

 Vote and participate at general meetings of the organization.


 Sign petitions of/for the organization.
 Nominate for, stand as candidate for, or hold position in the organization.
 Vote and participate during election to any position in the organization.

Section 3. Validity of Membership- Membership is for lifetime validity even if the


members leave the University by graduation. But those who transferred to another
institution is no longer a member of the organization.

Section 4. Eligibility- Eligibility for membership or appointed or elected student


officer positions may not be limited on the basis of race, religion, national origin,
ethnicity, color, age, gender, gender identity, marital status, citizenship, sexual
orientation, or disability. The organization shall have no rules or policies that
discriminate on the basis of race, religion, national origin, ethnicity, color, age,
gender, gender identity, marital status, citizenship, sexual orientation, or disability.

ARTICLE VI. OFFICERS

Section 1. The officers of the Social Studies Circle shall be composed of a


PRESIDENT, VICE- PRESIDENT, SECRETARY, TREASURER, AUDITOR, BUSINESS
MANAGER, MASS MEDIA OFFICER (M.M.O.), TWO PEACE OFFICERS, TWO
REPRESENTATIVE FROM EACH SECTION AND YEAR LEVEL.
Section II. Powers and Duties of Officers:

a. The President shall serve as the chief executive officer of the organization, shall
preside at all meetings of the organization and shall prepare the agenda for
meetings. The President shall have other powers and duties as may be prescribed
by the organization. The President shall participate and attend meetings,
symposiums, seminars, conventions, etc. as required by the College and the
University.

b. The Vice President shall preside at organization meetings in the absence of the
President. The Vice President shall perform all legal duties assigned by the
President. The Vice President shall assume the office of President if the office
becomes vacant.

c. The Treasurer shall handle all financial affairs and budgeting of the organization
and maintain all necessary accounting records. The Treasurer must work with the
Auditor and the Business Manager in preparing financial reports of the
organization. The Treasurer shall collect all dues of the organization.

d. The Secretary shall take minutes at all meetings of the organization, keep these
on file, and submit copies to organization members upon request. The Secretary
shall be responsible for all organization correspondence and shall keep copies on
file. The Secretary shall maintain membership records for the organization.

e. [Optional]: List duties of any additional elected or appointed officers

 The Auditor shall take all responsibility of auditing all the expenses and
the contributions of the office.
 The Business Manager shall take the responsibility in terms of making
plans about businesses and other profitable activity that gives benefit
to the office.
 The Mass Media Officer shall take the responsibility in giving
information to all the members of the organization about all the
events that will be conducted by the office. It is his/her responsibility
also to provide documentations on every activity conducted by the
organization.
 The Board Members shall always participate in making resolutions,
programs and projects that the office are planning to implement for
the organization.
ARTICLE VII. MEETINGS OF THE OFFICERS

Section 1. Regular meetings of the officers shall be held once a month during the
academic year, preferably on the third (3rd) Wednesday of the month.

Section 2. Special meetings of the officers may be called by the President or a


simple majority of the officers currently serving; and/or the adviser of the
organization when urgency arrive.

Section 3. Meetings of the organization officers may be called by any of the


following:

 Adviser or Assistant Adviser


 The President
 Any 2/3 of the number of officers

And meeting may also be called without the knowledge of the adviser
shall be considered null and void.

Section 4. Business cannot be conducted unless a quorum of the officers is


present. At all meeting, a quorum shall be defined as 50% + 1 meeting.

Section 5. Attendance of Officers – This shall be treated in an organizational


attendance of members

ARTICLE VIII. GENERAL ASSEMBLY

Section 1. General Assemblies of the organization may be called by any of the


following:

 Adviser
 The President
 Any 2/3 of the number of officers
 Any 2/3 of the number of members

Section 2. Business cannot be conducted unless a simple majority of the


members including the officers is present.

Section 2. Members must be present to vote.


ARTICLE IX. ADVISER AND ASSISTANT ADVISER

Section 1. The Social Studies Circle shall have an adviser and assistant adviser who
are full-time members of the University faculty, staff, or administration preferably
a Social Science professor or instructor. Advisers are appointed by all bona fide
members of SSC during a general assembly. Advisers shall serve on an academic
year basis or until their successor has been selected. The adviser can be replaced
with a ¾ vote of the members.

ARTICLE XI. DISCIPLINE OF MEMBERS

Section 1. All members of the Social Studies Circle are expected to uphold the
rules and regulations of the organization and adhere to the policies and
procedures of Samar State University.

ARTICLE XII. RATIFICATION AND AMENDMENTS

Section 1. The ratification of this constitution requires majority of votes cast in a


general assembly which shall be held as determined by the officers and advisers.

Section 2. Constitution amendments require approval by two-thirds of the officers


currently serving.

Section 3. A copy of any amendments to this constitution must be submitted to


Students’ Development and Related Services office of Samar State University
within two weeks after adoption.
