EXECUTIVE SUMMARY
For CY 2019, the East & Westbound Terminals & Public Market (EWTPM) continued to provide
support to the City Government of Cagayan de Oro in establishing, maintaining & ensuring
collection system for business & other fees within its jurisdiction.
East & Westbound Terminals & Public Market continuously pursues its mandate through the
implementation of different programs/projects and activities anchored on the City are thrust
towards its vision for a revenue generating economic hub that contributes to the requirements
of sustainable development. Comprehensibly, East & Westbound Terminals & Public Market
makes certain that it has the jurisdiction over all adjudication, occupation, and lease of all its
components. The consistency and efficiency of operations as well as the innovative and suitable
programs and services provided by the EWTPM Management have helped in exceeding most of
its clients and stakeholders’ expectations and fulfilling most of its aspirations and intent as a
department.

The East & Westbound Terminals & Public Market especially its Public Market has become a
vegetable hub, renowned in Northern Mindanao attaining places as distant as Metro Manila. It is
also the foremost source of commodities and supply for vegetable vendors in local markets
around Cagayan de Oro City.

the location and area of Westbound Terminal, which is located outside Cagayan de Oro’s
central areas, it can absolutely serve large concentration of population, and avoid high
land costs and congestion.

East & Westbound Terminals & Public Market has a total target revenue generation for CY 2019
in the amount of Php 28,494,415.16. As of November 2019, East & Westbound Terminals &
Public Market has achieved 99.09% of its revenue generation target. Previously, EWTPM
Stallholders pay quarterly or yearly which somehow has the tendency of being overlooked or
disremembered. Yet, with the strong implementation and encouragement of the department,
through the recent processing of our public market lease contract, daily payment of stall fees
and charges has been consistently practiced. Upon implementation, EWTPM Management was

able accomplish a lot of things, with 100% Issuance of Business Permit,
one (1) stall closed and 100% acquired contract of lease. As of
October this year, income-generated by the department is far greater than February, which is
the peak month of processing business permits.

ADMINSTRATIVE DIVISION
This division is responsible for planning and implementing an inclusive range of administrative
services which support office operations. It undertakes an array of human resource, financial,

information, facilities management, support services, physical distribution and logistics within
East-Westbound Terminals & Public Market. With these, the support provided by this division is
vital to the effectiveness and efficiency of the operations of the whole department.
This division also ensures the efficient performance of all divisions in the department. They act
as a connecting link between the higher management and the employees. They provide
motivation to the work force, maintain comfortable, safe, and secure physical working
environment, and also procure and allocate financial & other resources to ensure the optimal
utilization of such resources.

SANITATION DIVISION
This division is responsible for controlling, collecting, processing, and disposing East-
Westbound Terminals & Public Market wastes; this includes garbage, recyclables, and organics.
It is also responsible in prescribing policies to effectively achieve the objectives of local and
national codes especially, Republic Act 9003, the Ecological Solid Waste Management Act of
2000 whilst will also oversee the implementation of appropriate solid waste management plans.
Water Sampling Activity from drainage canals with CLENRO for the looming of Waste
Water Treatment - to remove as much of the suspended solids as possible before the
remaining water called effluent is discharged back to environment and consequently
to avoid sewerage overflow.

SECURITY DIVISION
This division implements security enforcement programs, recommend best security policies,
identify and provide emphasis on core issues pertaining to the department’s security, whilst
maintaining law and order, and protection of persons, property, and buildings under the
jurisdiction of the department.

ENGINEERING & MAINTENANCE DIVISION
This division is responsible for building improvements and maintenance works at East-
Westbound Terminals & Public Market. This division is responsible in preparing estimates for
civil works, design electrical systems, and preparation of annual building inspection.
The division manages building and ground maintenance and repair, equipment operation,
materials handling, custodial services, conducts inventory assignments of the properties,
equipment, and other machineries. The division possesses a wide-range of familiarity with
regards to the principles and practices of facilities infrastructure, public services, construction
management, engineering, design, and extensive knowledge of local and national regulations
which associated to the development and design of works and utilities.

This division is fundamentally responsible for establishing and strengthening the relationship of
the department with the public. This division is the first line of contact with the public, clients,
and stallholders. It ensures to have a strong reputation for customer service by exhibiting
concern, cooperation, and helpfulness in assisting customers. It creates and nurtures long-term
relationships with all its clients and stallholders and is responsible in resolving any concerns
that arise to ensure the satisfaction of all stallholders with regards to the services offered by the
department.

Furthermore, streetlights can promote security in areas and to increase the quality of
life by artificially extending the hours in which it is light so that activity can take place.
Furthermore, the management is committed in providing good street lighting using the
latest technology available. Thus installation of streetlights can improve road safety,
reduce incident of night time crime, and improve the perception of street safety and
security.

REPAIR & IMPROVEMENT
The building of infrastructures that are related to economic enterprise is part of the
priority projects of the City Government.
Thus, a proposed project was already
carried out and is entitled REPAIR AND
IMPROVEMENT OF WESTBOUND
TERMINAL (PUJ/PUB) BUILDINGS,
COVERED-WALK IMPLEMENTATION
READY (BULUA); SN 127-2019. Indeed
the project is already on its first phase for
full implementation. Moreover,
performing physical upgrades on
infrastructures, we will then be able to
restore things out to an acceptable condition that’s conducive with operating standards.
The infrastructure’s rehabilitation process, in turn, will also improve the operational
efficiency of groundwork while extending its lifespan.

EWTPM’s security system will be heightened through the upcoming installation of CCTV
surveillance cameras. This is to obtain a visual record of every activities within
Westbound premises in all situations for it is necessary to maintain proper security,
access controls and observation of the whole to maintain an effective and efficient
security management system.

Last October 2019, for the first time in history, stallholders of Westbound Terminals
and Public Market have been awarded with their own contract of lease. Since 2002
when the public market started, stallholders have no sense of ownership with their
stalls. The contract of lease will be the legal binding document that verifies tenure and
individual responsibility of each stallholder. As a business entity, it is only appropriate
for a stallholder to be well informed with the duties and responsibilities stipulated in
the ordinances that governs the city owned and managed public market and terminal.
