2. In this regard, this is to intimate that no Zonal Transfer Policy has been framed for
the grades of Assistant/Deputy/Joint/Additional Commissioner in Bhubaneswar Zone.
(a) The officers are rotated, to the extent possible, between the sensitive and non-
sensitive charges to ensure all round exposure and efficiency;
(b) However, in case where sufficient numbers of officers are not available due to
administrative / vigilance reasons for posting to sensitive charges, officers are
rotated from one sensitive charge to another charge;
(c) As far as possible, an officer in the subsequent cycle of postings is not posted in
the same sensitive charge.
4. This issues with the approval of the Chief Commissioner, GST, CX & Customs,
Bhubaneswar Zone.

INTRODUCTION:
1. Annual General Transfers are monitored and necessary orders in this regard are
issued by the Central Board of Indirect Taxes and Customs, New Delhi in respect of
IRS(C&CE) Group ‘A’ Officers as per Board’s Guidelines, 2018 issued vide
F.No.A22011/07/2018-Ad.II dated 12.04.2018.
3.2 To provide transparency, objectivity, fair play, equal opportunity and exposure to
varied fields of work to all and also bring clarity in the Annual General Transfers (AGT);
3.3 To promote integrity, efficiency and improved performance following the principle
of PATH (Professional, Accountable and Transparent & Honest);

4. CLASSIFICATION OF CHARGES/POST (SENSITIVE/ NON-SENSITIVE/
HARD PLACES OF POSTING):
4.1 Different charges in GST & Central Excise, Customs & Audit Commissionerates and
its Field Formations shall be classified as ‘Sensitive’ or ‘Non-sensitive’ As of now, the said
categorisation is as below.
4.2 Sensitive Postings in GST & Central Excise / Customs / Audit / Appeals
Commissionerates:
a) Headquarters Anti-Evasion / P&V / Preventive Wings in GST & Central Excise
Commissionerates;
b) All Divisions of GST & Central Excise Commissionerates;
c) All postings including Audit Circles of Audit Commissionerate;
d) Airport / Sea ports / ICDs / Air Cargo Complex / Customs Divisions;
e) Deputations and postings on loan basis to DGGI / DRI / Directorate of
Enforcement / SEZ;
5. Procedure:
5.1 Consequent upon issuance of AGT Orders by the CBIC, Chief Commissioner’s
Office (CCO) shall issue AGT orders in respect of Group ‘A’ Officers upto the grade of
ADC/JC, as per approved guidelines, calling for three options (of station only) from the
officers who are either due for transfer or are otherwise seeking transfer on the basis of
their representation.
5.2 Based on the eligibility of the Officers for posting/transfer or on the basis of
representation (most specifically on medical grounds) or on administrative exigencies,
local posting/transfer orders will be issued by the CCO. Subsequent Transfer/Posting
orders assigning specific charges to the officer shall be issued by the jurisdictional
Commissioners in compliance with the guidelines issued by the Board and of the Zone.
6.1 The cut-off date for counting of tenure for transfer shall be 31 st May of the year.
The length of the period of stay at a station shall be counted from the actual date of
joining.
6.2 The maximum tenure of posting in a Commissionerate shall be for 3 (three) years.

6.3 Tenure in a sensitive place of posting shall not exceed 2 (two) years within a
Commissionerate.
7.1 The officers will be rotated, to the extent possible, between the sensitive and non-
sensitive charges to ensure all round exposure and efficiency.
7.2 However, in case where sufficient numbers of officers are not available due to
administrative / vigilance reasons for posting to sensitive charges, officers can be rotated
from one sensitive charge to another charge.
7.3 As far as possible, an officer in the subsequent cycle of postings should not be
posted in the same sensitive charge.
8. Intra-Commissionerate postings:
8.2 While issuing intra-Commissionerate posting orders, if the posting involves change
of station, in such cases prior approval of the Chief Commissioner has to be obtained
along with a DGHRD Centralized Number.

11. In case, an officer is retained in any station/posting beyond the tenure prescribed,
they shall normally be posted to non-sensitive postings.
13. This issues with the approval of the Chief Commissioner, GST, Central Excise &
Customs, Bhubaneswar Zone.
