Annexure-I

QUALIFYING CRITERIA AND TECHNICAL


REQUIREMENTS
FOR PROPOSED ADDITIONAL GEOTECHNICAL INVESTIGATION FOR PLUNGE
POOL AREA OF PHEP-I, BHUTAN
The Bid Evaluation Committee will assess the technical bids for the quality of the bidder‟s
past work and their experience of dealing with similar works. The qualifying criteria for
participating in the bidding process are as follows:
A. The bidder should have the capacity to drill hole having depth more than 150m in the
heterogeneous rock mass condition.
B. The bidder should have completed at least 700m depth of drilling in Nx dia with more than
150m depth of each drill hole in last seven year.
C. The bidder should have carried out Drilling for soil investigation test by SPT method
completed in last two year.
D. The bidder should be in a position to mobilize 3 drilling rigs within mobilization period.
The same needs to be supported by documents.
E. The bidder should have average turnover of more than 50% of the tender cost, i.e. Rupees
Ninety Five Lakhs (Rs. 95,00,000/-) in last 3 years.
The Committee will identify the qualified bidders satisfying the prescribed criteria mentioned
above and Technical Evaluation would be done only for the qualified bidders. The technical
evaluation shall be carried out as per following steps:

1. The technical compliance sheet needs to be duly filled and deviations (if any) shall be
mentioned clearly with proper justifications. The Evaluation Committee reserves the right to
disqualify a bidder in case of non-compliance on any of the points.
2. The technical evaluation testifies the competence, previous experience and overall core
strengths of the invited bidder, which also includes the quality of the equipment and services
offered by the invited bidders. The Committee will also assess the clarity and commitment of
the invited bidder for the execution of the work.
3. The Committee at its own discretion may choose to cross-verify any of the facts presented in
technical bid by collecting feedback from previous clients. The bidder should provide
contact information from clients of major projects in the last 3 years.
4. Technical Bids will be evaluated on a scale of 100 as per Evaluation matrix.
5. Only the bidders having marks 70 and above out of a total 100 shall be considered qualified
for processing of price bids in financial offer.
6. Further discussions related to the awarded scores by the Committee will not be entertained.
