Bone of discontent started when Andhra Pradesh was formed on the recommendation of Fazl Ali

Committee. Thus a Gentleman's Agreement was signed between leaders of Andhra and Telengana that
the newly formed state would not discriminate people of Telengana from issues of education and Public
Employment. AP thus was carved out of the Presidency of Madras in 1956.

Even certain features were introduced interalia Article 371 to safegaurd the interest of people by
enacting the Public Employment Act 1957. Now, the whole issue was cooled down till 1969, when the
Hon'ble Supreme Court pitched in said that the whole provisions were unconstitutional and goes against
Article 16.

The leaders of both regions came and suggested a six point formula in 1971. It included:

1. Setting up of educational institutes and setting up of Central University at Hyderabad.


2. Accelerated development of the backward regions.
3.Setting up of a high power Tribunal to deal against promotions and appointments
4. Subject to the requirements of the State as a whole, local candidates should be given preference to
specified extent in the matter of direct recruitment to (i) non-gazetted posts (other than in the
Secretariat)
5. Giving this six point Agenda- a constitutional backing.
