BuCor submits to Senate list of heinous crime convicts freed under

GCTA law

A total of 2,160 prisoners convicted of heinous crime have been granted early release, according to
the BuCor list, most of whom committed rape (939), followed by murder (874) and drug violations
(261).

Under the previous administration, 445 convicts got out of prison early.

It was during the Aquino administration that the GCTA law was expanded to include detention time.
A Supreme Court ruling this June, meanwhile, affirmed its retroactive effect.

Under President Rodrigo Duterte's administration, the bureau released a total of 1,714 prisoners
convicted of heinous crimes:

 Murder - 748
 Rape - 745
 Drugs - 156
 Kidnapping - 32
 Parricide - 23
 Arson - 6
 Bribery - 2
 Others - 2
 Total: 1,714

Implementation of the GCTA law had drawn controversy following reports that former Calauan,
Laguna mayor Antonio Sanchez, a rape-slay convict, might benefit from the early release grant. He
remains in prison after his possible release prompted public outcry.

Among those known to have benefited from the GCTA grant were 3 convicts in the 1997 rape-slay of
sisters Jacqueline and Marijoy Chiong in Cebu City.

Four Chinese drug convicts have also been released ahead of the end of their prison sentence over
supposed good conduct.
The GCTA controversy has prompted a Senate investigation. The justice and interior departments
earlier suspended processing prisoner applications for early release pending review of the system.

President Rodrigo Duterte, meanwhile, fired BuCor chief Nicanor Faeldon Wednesday for
disobeying orders related to the GCTA grant.
