Precommissioning and

Commissioning Procedure

Definition
• Precommissioning works are part of construction works that have to be
finished before obtain mechanical completion status.
• Precommissioning is the physically/ mechanically finishing of construction
work and cold alignment check of each system, unit, and overall area that
conducted by the Contractor, and witnessed/ approved by the Owner.
• Contractor shall prepare and issue precommissioning & commissioning
procedure document to Owner in order to get approval before conduct the
activity.
• During precommissioning activity, Owner’s operation team have to be
present at site for training and familiarizing the facilities.
Utilities
• Contractor and Owner shall discussed the utilities availability in the plant. It shall
be stated who will provide the utilities for precommissioning and commissioning
activities.
• Typical utilities that will be used for precommissioning and commissioning
activities are:
1. Raw water
2. Electricity
3. Compressed Air
4. Nitrogen
5. Demin Water
6. Chemicals
7. Lube Oil
8. Fuels
• Raw Water: it is used for cleaning, flushing or hydrotesting the pipe.
• Electricity: to provide power for motor, HVAC system, instrumentation
control, etc.
• Compressed air: it is used for pneumatic test
• Nitrogen: inerting gas line or hydrocarbon storage
• Demin water: for boiler cleaning or for steam blowing, etc. demin water
tank should also be tested for hydrotest by using demin water in order to
prevent the contamination in the tank.
• Chemicals: used for commissioning activity for several system, such as
water treatment, waste water treatment, boiler, cooling water injection, etc.
• Lube oil: used for lubricating the moving parts of mechanical items.
• Fuels: could be natural gas, LPG, LNG, coal, diesel, etc. depends on the
design of plant and the availability at precommissioning and
commissioning activity.
General Precommissioning Activities
• It shall be noticed that for every project might have different system and
different precommissioning activity.
• In general, precommissioning activities will be conduct for each discipline:
1. Mechanical
2. Piping
3. Electrical
4. Instrument
5. Civil
Mechanical Activity
• Visual inspection for complete and correct installation
• Internal inspection and cleaning for tanks and vessels
• Alignment of mechanical parts (pumps, compressors, etc.)
• Inerting hydrocarbon storage (tanks or vessels)
• Load testing of lifting equipment
• Bolt tensioning
• Dimension checking
• Motor solo run
• Lube oil filling
• Mechanical run test of equipment
Piping Activity
• Visual inspection for complete and correct installation (line checking)
• NDT (non-destructive test) examination
• Flushing or blowing line
• Leak test (hydrotest or pneumatic test)
• Purging gas line
• Steam blowing
• Pigging (if necessary)
Electrical Activity
• Visual inspection for complete and correct installation
• Insulation test (megger test)
• Earthing check
• Energize transformer or switchgear
• Static check of switches and control devices
• Battery preparation
• Lighting and socket outlet checks
• Heat tracing
• Function test
• Alarm test
Instrument Activity
• Calibration and testing of instruments prior to installation
• Visual inspection
• Insulation test (megger test)
• Loop test
• Function test of control system and field instrument
• Adjustment of control, alarm, and shutdown setting
• Area completion
Commissioning
• Commissioning is the process of assuring that all systems and
components of a major piece of equipment, a process, a building or similar
are designed, installed, tested and operate according to the operational
requirements of the owner or final client
