CICM Growth
His foundation, however, grew into the worldwide presence it is today. Originally a Belgian Foundation,
CICM has grown into an international religious missionary congregation of men from different races, colors
and nationalities who are dedicated to universal brotherhood.
The Scheutveld priests and brothers have faced severe perils, e.g. the Boxer rebellion in China, involving
the massacre of Bishop Hamer, Vicar Apostolic of South-Western Mongolia, seven missionaries and 3000
Christians; the even greater decimation of their numbers by the Congo climate, not to mention the
persecution of the missionaries and their local congregations.
In connection with their missions the Fathers opened a number of benevolent institutions, for example the
hospital at St-Trudon, Upper Kassai, for those afflicted with sleeping sickness.
Today, 900 CICM priests and lay brothers are present in Asia: in Taiwan, Mongolia, Hong Kong,
Singapore, Philippines, Indonesia and Japan; in the vast continent of Africa: in Congo, Cameroon, Zambia,
Senegal, and Angola; in the Americas: Haiti, the Dominican Republic, Guatemala, Brazil, Mexico and the
United States; and in Europe: Belgium, Netherlands, Italy, France and Germany.

The history of the CICM missionaries in the Philippines began at the end of the war with Spain in 1898
when the territory became American and Spanish missionaries were expelled. The first Scheut Missionaries
arrived in 1907 at the request of US born Bishop Dennis Dougherty, then Bishop of the diocese of Nuova
Segovia. A group of the first eight missionaries began to evangelise in the mountain area of North Luzon
and the congregation soon extended its activity to the rest of the country. Prominent CICM missionaries
include Fr. Francis Lambrecht who evangelised the people of Ifugao and became Vicar Apostolic of
Montana province and Mgr. William Brasseur who came in 1931 to work among the Benguet people.
Many CICM missionaries in Singapore have served as priests in the various parishes and are or have been
engaged in mission work outside of Singapore. They work with the poor, migrant workers and seafarers.

The first CICM missionary to Singapore, Father Richard Quintens, arrived in


1931. The congregation had a house on Nassim Road that served missionaries
passing between China and the Philippines, and eventually housed missionaries
expelled from China by the Communists. Japanese forces occupied the house
during World War II.

In 1953, the Holy See appointed CICM Bishop Carlo van Melckebeke, the former bishop of Ningxia, China,
to be the Apostolic Visitator of the Overseas Chinese. He had been forced into exile from China and set up
his office in Singapore where he established the Singapore Catholic Central Bureau (now called Carlo
Society) for the diffusion of Catholic literature in South East Asia. He also initiated several publications in
Chinese, including Hai Sing Pao, the archdiocesan Chinese newspaper.
CICM members founded the Church of the Holy Spirit along Upper Thomson Road and built the Church
of Christ the King in Toa Payoh. The Marriage Encounter (ME) movement was introduced to Singapore
with the help of a CICM member, Fr Jean-Pierre Benit.
