Salient features of E&M, Lifts, Escalator of Line7

E&M Systems and sub systems for Line 7 has been summarized as below
1. Electrical Low Voltage Power & Distribution System
(LV Panels, Distribution Board, Cable and Cable containments, Wiring and conduiting, Lighting
systems, Earthing & Lightning Protection Systems, Uninterrupted Power Supply System,
Diesel Generator Sets).
2. Fire Detection and Alarm System
3. Fire Suppression System
4. Air Conditioning and Ventilation System.
5. Lifts
6. Escalators
❖ Comprehensive Maintenance of E&M Systems

1. Electrical Low Voltage Power and Distribution System: The key components of Electrical
System and it’s salient features are as below:
a. LV Panels
o LV (Low Voltage) Panels shall be as per IEC- 61439 Part-1&2, IP-54 ratings.
o LV Panels shall be suitable for 415V, 3 Phase 4 Wire, 50 Hz system.
o The Electrical Panels shall be a minimum of Form 4b Type 5.
o Circuit Breakers used inside the LV Panels shall be as per IEC- 60947 standard.
o The secure service life of Electrical Panels shall be at least 30 years.
o Short time withstand current for MDB shall be 50 kA for 1 second and 35/25 kA for 1 second for
downstream panels.
o The incomer rating of MDB at 02 stations are 800A whereas at rest of 11 stations it is 630A.
o LV panel shall have copper bus bars.
o Auxiliary Transformer shall be of 500kva rating. Incomer supply from transformer to Main LT
Panel is fed thru 4c x 300 sq. mm Al XLPE at 2 stations where as 4C x 240 sq. mm Al XLPE
cables at rest of the 11 stations.
o All the LV Panels shall have minimum 20% of Spare Breakers depending on criticality of the
panel and 10% Spare Space for future requirements.
o The load bearing parts of the entire electrical panel assembly shall be 2 mm CRCA thick sheet
whereas other partition parts shall be constructed of minimum 1.6 mm CRCA thick sheet.
o LV panels at stations are classified as Main Distribution Board (MDB), Essential power panel
(EPP), Main Lighting Panel (MLP), Emergency Lighting Panel(EMLP), Air conditioning Power
panel (ACPP), Fire pump panel (FPP), Water pump panel (WPP), Escalator Power Panel(ESPP),
Passenger Amenities Panel (PAP).
o The interlocking scheme of MDB shall work on 2/3 scheme i.e. MDB shall have two incomers
breakers(ACB) with one bus coupler in between. In case failure of one source (33kvs/0.415 KVA
transformer) the bus coupler shall be connected remotely. In case of failure of both 33kV supplies
or transformers, DG set shall give power supply to Emergency & Essential services of the entire
station.

b. Distribution Boards
o The Distribution boards shall be fabricated with minimum of 2.00 mm thick CRCA sheet having
powder coated finish.
o The DB are wall mounted type and distribution boards shall be IP-54.
o MCBs of the distribution shall conform to IEC 898/IS 288 with breaking capacity of 10ka at 415 V.
o The distribution boards shall have 15% spare space for future expansion.
o All the distribution shall cater the power supply for station Lighting, Advertisement, Power Socket,
Signages etc.
o Approximate quantity of distribution boards at each station are 17 nos.

c. Cables and Cable Containment


o The cables shall be as per IS-1554 & IS-7098.
o The XLPE cables above 10 sq. mm shall be of Aluminium Conductor and the cables up to 10 sq.
mm shall be of Copper Conductor.
o The type of the cables used are FRLSH (Fire Retardant Low Smoke and Halogen)
o The cables shall be laid on Cable Trays & Ladders of Galvanized Iron as per requirement above
ground whereas it shall be laid in Raceways/Pipes for underground locations.
o FS (Fire Survival) cables as per IS-7098 shall be used for Fire detection and alarm systems.
o Estimated length of the cables (combined all sizes) shall be 130 km for all 13 stations i.e. approx.
10 km per station.

d. Wiring & Conduiting –


o The wires shall be of FR (Fire retardant) PVA insulated type as per IS 694 standards.
o 2.5 sq. mm multi strand FR-PVC insulated copper wires shall be used for lights and fans, 4/6 sq.
mm multi strand shall be used for group wiring of lighting, fans and 6/16 power sockets.
o Wiring and Conduiting shall be done at the station for giving Power Supply to Lighting, Power
Sockets, Signages, Advertisements etc.
o All the wiring shall be housed inside GI conduits.

e. Lighting System
o All Lights shall be of LED Type for Energy Efficiency.
o The lumen maintenance of LED fittings (of the system not the chip) shall not be less than 70%
after 50000 burning hours.
o 25% of the total lights distributed uniformly shall be connected to emergency source(UPS) with a
back up of not less than 30 minutes in case of power supply failures.
o Internal wiring of the LED fixture shall be of FRLSH type.
o LED fittings shall have warranty of minimum 5 Years and 50000 burning hours.
o LED efficiency at chip level shall be >120 lumen/watt.
o LED fittings at platforms/subways/staircases/entrances/Edges shall be IP54, IK 10.
o LED fixtures at concourse/indoor/BOH shall be IP 20, IK 10.
o LED fixtures at external spaces/poles/high bay lighting shall be IP65, IK 05.
o LED Lighting shall be Control by the means of Door Switches for Equipment Rooms.

f. Uninterrupted Power Supply System


o UPS shall be as per IEC-62040 & Batteries shall be as per IEC- 60896.
o The inverter shall be a solid-state device with Proven Pulse Width modulation technique utilizing
IGBT and Microprocessor controls.
o UPS system shall be with 2 UPS in parallel-redundant configuration. The rating of the UPS
2x20KVA at each station having twin battery banks supplying 100% rated load suitable for 30
minutes power back up.
o The batteries used for UPS systems shall be of 2V SMF (Sealed Maintenance Free) Type VRLA
(Valve Regulated Lead Acid) having design life of 10 years.
o The UPS shall the power supply to essential loads e.g. Fire Detection, protection system and
alarms, emergency illuminated signs, fire / exits signs, Lifts lights and fans etc.
o The UPS system in general shall consist of -Input/ Output power supply panel, Rectifier/Charger,
VRLA Battery System, Battery Circuit Breaker, Inverter, Static Bypass Switch, Built In / External
Manual Bypass Switch, Control Units and Interconnections between different UPS Elements,
Data logger, Digital Display and annunciation.

g. Earthing & Lightning Protection System


o Earthing system shall be as per IEEE-80 and IS-3043.
o GI (Galvanized Iron) Earth Strip of shall be used making earth mats at ground level.
o Earthing System shall be of TN-S type.

o Power Earth mats for Electrical systems shall be made by E&M contractor where as Clean earth
mats shall be done by S&T contractor.
o The combined resistance value of power earth mats for Electrical Equipment shall be less than 1
ohm. Separate Earth Pits for DG Neutral and Solar shall be made at stations.
o Lightning Protection system shall comply as per IS: 2309/IEC62305 standards.
o The whole of the lightning protective system shall have a combined resistance to earth not
exceeding 10Ω.
o The individual air termination should be connected together at roof level.

h. DG Set
o Diesel Generator (DG) Sets shall be as per ISO 8528 & BS 5514.
o The capacity of the DG set at 02 stations are 250 KVA and at rest of the stations it is 200 KVA.
o The DG sets are water cooled portable, silent type enclosed in a sound proof canopy having
inbuilt fuel tank.
o DG Sets shall comply with latest CPCB norms in terms of Emission and Noise Levels.
o DG Sets shall be used as standby source to cater power supply to Essential Loads (UPS, Lights,
Fire pumps, Lifts, AFC, PSD, Small Power, water pump supply etc) in case of failure of grid
Power Supply.
o The DG set shall be capable of taking 10% overload for a period of one hour during any 12 hours
period while operating as per variable load conditions and the rotational speed of DG set shall not
exceed 1500 rpm.
o The Engine shall be internal combustion type direct injection, 4 strokes, cold start suitable for
diesel fuel, 1500 rpm, turbocharged, with electronic governor suitable for auto synchronisation.
Engine shall be multi-cylinder of “in – line” or “V” configuration and complete with accessories.

2. Fire Alarm & Detection System


o Automatic Fire detection and Alarm System shall be as per NFPA-130, NFPA-72D & NBC-2016.
o The main components of Fire detection and Alarm Systems are FACP (Fire Alarm Control Panel),
various types of detectors viz. Multi-Sensor, Heat and devices viz. Monitor Modules, Control
Modules, Hooters, Manual Call Points which shall be provided at various enclosed rooms/areas
of the station for detection and notification of Fire.
o The Fire detection and Alarm system is addressable type which has graphical displays. The Fire
Alarm Control Panel(FACP) shall be installed at station control room.
o Mimic and Repeater Panel shall be provided in the security rooms for the use by Fire Fighters.
o The FACP shall be advanced ARM based microprocessor/microcontroller & with RS 485
communication for peer to peer networking.
o The FACP shall be provided with SMF (Sealed and Maintenance Free) Lead Acid battery to cater
48 hours of normal operations and 30 minutes of full load operations.
o 2C x 1.5 sq. mm and 2Cx2.5 sq. mm Armoured Red Colour FS (Fire Survival) cables as per IS-
7098, shall be used for Fire detection and alarm systems.
o VESDA (Very Early Smoke Detection Apparatus) systems shall be used at critical S&T rooms at
interlocking stations.

3. Fire Suppression System
o Fire suppression shall be per NFPA 130(2017 or latest) & NBC Codes 2016.
o The provisions of Fire pumps shall be as per IS-1520. Each station shall have 03 no’s Fire Pumps
(one Working and one standby Fire Pumps of 50 HP capable of delivering 1800 LPM for water
head of 70 meter@2900rpm. One 7.5 HP Jockey pump capable of delivering 180 LPM for 70-
meter water head @ 2900 rpm shall be used for catering smaller needs).
o There are two Fire Tanks provided at each station with a capacity of 50000 litres each which shall
be filled from MCGM water supply.
o FHC (Fire Hydrants) shall be provided at various areas of concourse and platform levels. The
distance between Fire hydrant shall be 45 meters throughout the station.
o A, BC & ABC type Fire Extinguishers shall be used in each Fire Hose Cabinet, Rooms and other
areas of the station
o Fire Trace Tube Type Automatic Clean Agent based fire suppression system is also provided for
LV Panels & Transformers.
o Water based Sprinklers shall be provided on certain areas of the station e.g. stores, escalators
etc, for automatic suppression of fire.

4. Air conditioning and Ventilation Systems


o The VRF (Variable Air Flow) type air-conditioning system shall comply as per AHRI-1230 or the
latest and ASHRAE latest standard and guidelines.
o The VRF System shall be air cooled consisting of modular condensing outdoor units connected to
multiple indoor units.
o All the outdoor unit shall be suitable for operation with 415 V ±10%, 50±3% Hz, 3Ph 4 wire AC
supply whereas all indoor units should be with 230 V± 10%, 50Hz ±3 % Single Phase supply or
415 V ±10%, 50±3% Hz, 3Ph 4wire.
o Each indoor unit shall have the capability of individual set point control. Each modular condensing
unit should have inverter compressor (minimum 2 compressors for 18 HP and above units) to
obtain 10% to 100%step less capacity control to match the air-conditioning load.
o The outdoor should be possible to place the ODU’s side by side. The ODU must deliver the
100%rated capacity (within the acceptable tolerance as per AHRI 1230 at outdoor ambient 45
deg C (DB).
o The minimum IEER should shall be 18 and above.
o The Noise level of outdoor unit shall not be more than 68 dB(A) and 42 dB(A) for indoor unit at
normal operations when measured at 1m away(horizontally) and 1.5m above ground.
o The areas such as Station Controller Room(SCR), Ticket rooms/EFO, Signal & Telecom
Equipment rooms(S&T), UPS rooms, Security Control Room Offices, Staff rooms, Crew Control
Room at specified sites etc shall have provisions of one working and one standby VRF systems.
o The areas of the station which shall be mechanically ventilated are- Workshop Utility Rooms @
15 air changes per hour, Battery Room@ 15 air changes per hour, Transformer Room@15 air
changes per hour, Switchgear Rooms@15 air changes per hour & fresh air thru louvers,
Kitchen@ 40 air changes per hour,Toilet@10 air changes per hour & fresh air thru door under-
cut grille, Pump Room@10 air changes per hour& fresh air thru louvers
o The VRF systems shall be suitable for R410A refrigerant.

5. Lifts
o The Lifts shall comply Latest Edition of EN 81, IS 14665, IS 15785 and IS 15330, Latest Edition of
NFPA/National Building Code, CPWD Guidelines for Aged and Disable Persons, MOUD Elevator
Safety Guidelines.
o The Lifts shall be of Heavy Duty regularly operating for a period of not less than 20 hours a day,
seven (7) days a week at a rate of 180 Motor smooth Starts Per Hour and minimum of 10 Lakhs
operations per year.
o The total quantity of the Lifts at 13 Stations of Line7 shall be 56 nos. The capacity of each such
lifts are 13 Persons/1000Kg. The travel height of Lifts varies from 6.0 mtr to 15.0 mtr. Each
station shall have 04 Nos Lifts (02 nos from road to concourse and 02 nos from concourse to
platform). The door shall be Centrally Opened, Minimum 900-1000 mm Width, 2100 mm Height.
o The nominal speed for the Elevators shall be 1.0 m/s in either direction. Lift drive shall be of
Electric Traction with Gearless Motor having (V3F) Variable Voltage Variable Frequency Drive
Control and with Optional Regenerative Drive.
o The Lifts shall be used to facilitate movement of Elderly, “differently- abled” persons, at different
levels e.g. ground, concourse, platform, etc.
o Car Interior and Elevator Finishes shall be Scratch Resistant Stainless steel.
o The minimum illumination level at the floor of the Elevator car shall be 150 lux using energy
efficient LED fittings.
o Each Elevator car shall be adequately ventilated using Cross Flow Fans to achieve minimum
standard of 20 air changes per hour. The noise level of fan used for ventilation shall not exceed
55db at a distance of 1 meter away from the fan inside the elevator car.
o The average door speed shall be between 150 – 250 mm/sec.
o The audio-visual alarm signal shall be sent to the relevant landing as well as to SCR and OCC (if
necessary).
o Lifts shall have SOS systems to communicate directly with Station Controller in case of
emergency situations inside car.
o Elevator shall have provisions of ARD as in the case of Power failure (including single
phasing/unbalanced phase), elevator should operate in the Automatic Rescue Device (ARD) and
BDT or Electronic Rescue Tool (ERT) mode.
o Elevator shall have special features e.g. Emergency Operation of Elevators in the Event of Power
Failure thru Automatic Rescue Device (ARD), Emergency Operation of Elevators in the Event of
Fire- all Elevators shall automatically be brought to the designated floor etc.
o All the elevator shall have Provision for the Especially abled persons e.g. Elevator control
buttons at locations and height as per in IS 15330, Hand rails, straight through type, having
minimum 3 supports, shall be provided on the side walls of the Elevator at height & locations. An
international symbol of access of the Especially abled shall be permanently and conspicuously
displayed at each and every Elevator landing. Braille notations indicating the Up/down shall be
incorporated next to each button at the handicap COP and handicap hall call buttons. A digital
voice system for announcing the car position, opening/closing of doors, direction of travel and
messages shall be provided. A laminated framed safety mirror of at least half of the size shall be
installed on rear panel of both glass and stainless-steel car door type elevators at appropriate
position. To facilitate easy reversal/ exit of person on wheel chair from the elevator without the
need of rotating the wheel chair in the elevator.
o Hoisting Rope / Belt of at least Four (4) coated steel belts specially manufactured for Elevator
use shall be used.

6. Escalators
o The Escalators shall comply to Standards Public Service Escalators requirement of the heavy-
duty type for Mass Transit application in accordance with latest edition of European Standard
EN115, IS 4591 and the NFPA – 130, 2017 or latest editions of Fixed Guide Way Transit
Systems.
o The Escalators shall be Heavy Duty with proven design of energy efficiency with VVVF(Variable
voltage variable frequency) drive, reversible type and capable of operating safely, smoothly and
continuously in both directions for a period of not less than 20hours a day, seven (7) days a week
with an alternating passenger load reaching100% of Contract Load (120kg per step, including all
horizontal steps) for 01hour and 50% of Contract Load for the following 02 hours and so on for
20hours a day, seven days a week within the environmental conditions as stated in the General
Specification and at the location where the escalators are to be installed. The heavy-duty
escalator should be a proven, tested and sustainable product for MRTS applications in terms of
technology, safety and design.
o Escalator shall have design life of 30 years. The Service life of Escalator Components e.g.
Handrail = 04 Years, Relays, Timer, Control Gear, Step Rollers, Chain Rollers = 08 Years, Main
Drive Assembly, Steps, Handrail Drive System, Step Chain, Step Axle, Tension Carriage
Assembly, Emergency Brake Assembly= 15 Years.
o Total quantity of the Escalator at 13 Stations of Line7 shall be 82 nos and the rise of the Escalator
varies from 6.0 meters to 11.0 meters. The Escalators shall be designed for installation and
operation at an angle of inclination of 30°.
o The nominal Operating speeds of the escalators shall be as 0.65 m/s and 0.5 m/s whereas
Maintenance / Idling / Crawling Speed shall be Less than 0.2m/s.
o The Escalator shall have Upper Track Radii> = 2.6 m, Lower Track Radius > = 2.0 m.
o The Step width shall be at least 1000 mm. 4 flat steps shall be provided at both upper and lower
landings.
o Escalator shall have Step Chain Pin Pressure< 20 N / mm2 with a design life of at least 1,10,000
operating hours, Step Tread Width and Step Height> = 400 mm and < = 210 mm,
o Safety factors used in the design shall, as a minimum, conform as -Chain, Step roller tracks,
Driving Machinery steel/bronze components = 8, cast iron components= 10, Trusses & Any other
item (if not specified elsewhere) – As per EN 115 (as applicable for Public Service Escalators).
o The deflection limits of the Trusses shall be as per Truss shall have Deflection limits as per
applicable standards.
o Escalators shall have automatic lubrication for Main Drive Chain, rail Drive Chain and Step Chain.
o The Trusses shall be Hot Dip Galvanised with minimum of 85 micron. The deflection limit of the
Trusses shall be as per applicable standard.
o Skirt brushes shall be of non-combustible type and double Layer on both skirts adjacent to
moving step and necessary overlapping at comb carrier.
o All electrical equipment shall at least have the following class of protection-Machine, Isolating
Switches, All safety switches and interface boards: IP 55 and Controller: IP54.
o All the Escalators of road level shall be 2.0 mm thick for skirt panels, & 1.6 mm thick for decking
panels decking extension, inner cladding and minimum 1.0 mm thick for outer cladding panels
grade stainless steel in accordance with ASTM A 182-61T or F-304H or ASTM A 167-61T T-304
or DIN 1.4301
o All the escalator of Concourse to platform levels shall have glass balustrade which shall be
fabricated of tempered safety glass with minimum thickness 10mm and sufficient mechanical

strength and rigidity in accordance with EN115 as a minimum. Glass and glazing shall gently
comply with BS 952 Part 1, BS 5713, BS 6206 and BS6206 and BS 6262.
o Escalator shall have minimum Three Emergency Stop Switches (Top, Middle and Bottom
Landings) and distance between switches shall not exceed 15 m.
o The Escalator’s Step shall be One Piece, Pressure Die Cast, High Wear and Corrosion Resistant
Aluminium Alloy.
o The Escalator shall have Combined Efficiency of Motor and Gear System at Full Load> = 82%
o The minimum diameters of the chain roller and the trailer / step rollers shall be 100 mm for
outside step chain link rollers and 75 mm for inside step chain link rollers. The rollers shall have a
minimum width of 20 mm.
o The Escalator shall have important safety and operating devices e.g. Starting Switch, Service
Stop Switch, Broken Step Chain Safety Device, Broken Main Drive Chain Safety Device, Non
Reversing Device, Handrail Finger Guard Safety Device, Comb Plate Safety Device able to
operate in vertical and horizontal direction, Step Lowering Device, Normal Stop Switch, Missing
Step Detection Device, Handrail Speed Detection Device, Broken Handrail Device, Floor Plate
Opening Safety Device, Step Up - Thrust Safety Device, Brake Lining Safety Switch, Phase
Protection Switch, Motor Over Load, Earth Leakage Protection Device, Surge Protection, Power
Filter and Other necessary equipments to avoid failure of escalator equipments on account of
quality of power supply in addition to Applicable Standards.
o The Escalator shall have Auxiliary Brake mandatorily in addition to Applicable Standards.

❖ Comprehensive Annual Maintenance Contract


o During the initial period when MMRDA may not have full-fledged team of O&M resources, CAMC
(Comprehensive Annual Maintenance Contract) are planned to be given to the same vendor who
will be supplying, Installing and commissioning E&M, Lifts and Escalator System.
o CAMC for 02 Years shall be given to the Contractor during DLP (Defect Liability Period) period
which shall be part of the Project and further 03 years after completion of DLP by signing a
supplementary agreement.
o For providing service support as required above during DLP and after DLP for CAMC, the
contractor shall have back-to-back arrangement with the vendors of major equipments viz. DG,
UPS, VRF, Fire Detection & Fire Fighting, etc. While submitting the vendor approval proposals,
the contractor shall submit commitments from the prospective vendors of these systems to
provide full service support along with supply of OEM spares during the whole period.
o The tentative resource requirement has been indicated for E&M, Lifts and Escalator CAMC along
with tentative periodicity of the maintenance, KPI and other deliverables. The Liquidated
Damages has been set against failures against each deliverable. e.g. The Contractor shall ensure
to achieve the Performance required related to Escalator Contracts shall be as below.
Availability ≥ 99.9 % during First Year of DLP and thereafter ≥99.95%
Maintainability (based on Mean Time To Repair) ≤ 4 hrs.
Call out Ratio (per Escalator per Year) ≤ 2
Average Call out Ratio per Year under the contract ≤ 1.5
