SITUATIONAL REPORT NO. 62 RE:

EFFECTS OF TAAL VOLCANO ERUPTION
29 JANUARY 2020, 1100H

Source: PDRRMC Member-Agencies/ LDRRMOs

I. SITUATION OVERVIEW

29 January 2020
 Activity in the Main Crater in the past 24 hours has been characterized by
moderate to voluminous emission of white to dirty white steam-laden
plumes 600 - 800 meters tall that drifted northeast. Sulfur dioxide (SO2)
emission was measured at an average of 64 tonnes/day.

The Philippine Seismic Network (PSN) plotted a total of seven hundred sixty
(760) volcanic earthquakes since 1:00 PM, January 12, 2020. One hundred
seventy-seven (177) of these registered at magnitudes M1.2-M4.1 and
were felt at Intensities I-V. Since 5:00 AM on January 28, 2020 until 5:00 AM
today, there were three (3) volcanic earthquakes plotted that registered
at magnitudes M1.7-M2.1 with one felt event at Intensity III.

For the past 24 hours, the Taal Volcano Network, which can record small
earthquakes undetectable by the PSN, recorded one hundred twenty
three (123) volcanic earthquakes including three (3) low-frequency
events. These earthquakes signify magmatic activity beneath the Taal
edifice that could lead to eruptive activity at the Main Crater.

Alert Level 3 is maintained over Taal Volcano.

28 January 2020
 Activity in the Main Crater in the past 24 hours has been characterized by
weak to voluminous emission of white to dirty white steam-laden plumes
100 - 800 meters tall that drifted southwest. Sulfur dioxide (SO2) emission
was below instrumental detection.

The Philippine Seismic Network (PSN) plotted a total of seven hundred fifty-
five (755) volcanic earthquakes since 1:00 PM, January 12, 2020. One
hundred seventy-six (176) of these registered at magnitudes M1.2-M4.1
and were felt at Intensities I-V. Since 5:00 AM on January 27, 2020 until 5:00
AM today, there were three (3) volcanic earthquakes plotted that
registered at magnitudes M1.5-M2.2 with no felt event.

For the past 24 hours, the Taal Volcano Network, which can record small
earthquakes undetectable by the PSN, recorded ninety-two (92) volcanic
earthquakes including four (4) low-frequency events. These earthquakes
signify magmatic activity beneath the Taal edifice that could lead to
eruptive activity at the Main Crater.

Alert Level 3 is maintained over Taal Volcano. DOST-PHIVOLCS reminds the

public that sudden steam-driven and even weak phreatomagmatic
explosions, volcanic earthquakes, ashfall, and lethal volcanic gas
expulsions can still occur and threaten areas within Taal Volcano Island
and nearby lakeshores. DOST-PHIVOLCS recommends that entry into the

Taal Volcano Island as well as into areas over Taal Lake and communities
west of the island within a seven (7) km radius from the Main Crater must
be strictly prohibited. Local government units are advised to assess areas
outside the seven-kilometer radius for damages and road accessibilities
and to strengthen preparedness, contingency and communication
measures in case of renewed unrest. People are also advised to observe
precautions due to ground displacement across fissures, frequent ashfall
and minor earthquakes. Communities beside active river channels
particularly where ash from the main eruption phase has been thickly
deposited should increase vigilance when there is heavy and prolonged
rainfall since the ash can be washed away and form lahars along the
channels. Civil aviation authorities must advise pilots to avoid flying close
to the volcano as airborne ash and ballistic fragments from sudden
explosions and wind-remobilized ash may pose hazards to aircrafts. DOST-
PHIVOLCS is closely monitoring Taal Volcano’s activity and any new
significant development will be immediately communicated to all
stakeholders.

27 January 2020
 Activity in the Main Crater in the past 24 hours has been characterized by
weak to moderate emission of white steam-laden plumes 50 to 800 meters
high that drifted northeast. Sulfur dioxide (SO2) emission was measured at
an average of 87 tonnes/day. The Taal Volcano Network recorded one
hundred seventy (170) volcanic earthquakes including four (4) low-
frequency earthquakes.

Alert Level 3 is maintained over Taal Volcano. DOST-PHIVOLCS reminds the

public that sudden steam-driven and even weak phreatomagmatic
explosions, volcanic earthquakes, ashfall, and lethal volcanic gas
expulsions can still occur and threaten areas within Taal Volcano Island and
nearby lakeshores. DOST-PHIVOLCS recommends that entry into the Taal
Volcano Island as well as into areas over Taal Lake and communities west

Taal Volcano’s condition in the two weeks following the 12-13 January 2020
phreatomagmatic eruption (main eruptive phase) has generally declined
into less frequent volcanic earthquake activity, decelerated ground
deformation of the Taal Caldera and Taal Volcano Island (TVI) edifices and
weak steam/gas emissions at the Main Crater. These observations are
supported by the following monitoring parameters:

Significant earthquakes recorded by the Philippine Seismic Network (PSN)

across the Taal region declined from 959 to 27 events/day and peak
magnitudes of M4.1 to M2.1 between 12 and 24 January. The Taal Volcano
Network (TVN) likewise recorded a downtrend in volcanic earthquakes
from 944 to 420 events/day between 17 and 24 January with a
corresponding decline in the daily total seismic energy released. In
particular, hybrid earthquakes that tracked post-eruptive recharge from
Taal’s deep magma reservoir to a shallow magma region beneath TVI
ceased on 21 January, while the number and energy of low frequency
events associated with activity in the shallow magma region diminished.

Global Positioning System (GPS) data recorded ground deformation after

the main eruptive phase that included sudden widening of Taal Caldera
by ~1 meter, uplift of its northwestern sector by ~20 centimeters and
subsidence of the southwestern part of TVI by ~1 meter. These patterns were
followed at much smaller rates between 15 and 22 January 2020 and were
generally supported by field observations of lakewater recession by ~30
centimeters around Taal Lake as of yesterday. Field observations also
measured a ~2.5 m lakewater recession along the southwestern lakeshore
denoting uplift of portions of the Pansipit River Valley where fissuring has
been reported. The overall pattern of ground deformation is for most part
supported by InSAR (satellite) data and yields a net inflation of western Taal
Volcano as a consequence of magma intrusion to the shallow magma
region until 21 January.

After the main eruptive phase, activity in the Taal Main Crater diminished
to infrequent weak ash eruptions and longer episodes of degassing or
steaming that generated steam-laden plumes <1000 meters tall. This
marked decline coupled with volcanic earthquake activity suggests
stalling, degassing and reduction in gas pressures of eruptible magma in
the shallow magmatic region that feeds surface eruptive activity.

Sulfur dioxide or SO 2 flux based on campaign Flyspec data fluctuated

between a high of ~5,300 tonnes/day on 13 January to a low of ~140
tonnes/day on 22 January but has steadied at an average of 250
tonnes/day in the last five days. This low concentration average is
consistent with a progressively degassed shallow magma source and
diminished plume activity.

In view of the above observations, DOST-PHIVOLCS is lowering the alert

status of Taal Volcano from Alert Level 4 to Alert Level 3 to reflect the overall
decrease in the level of monitoring parameters. Alert Level 3 means that
there is a decreased tendency towards hazardous explosive
eruption but should not be interpreted that unrest has ceased or that the
threat of a hazardous eruption has disappeared. Should an uptrend or
pronounced change in monitored parameters forewarn a potential
hazardous explosive eruption, the Alert Level may be raised back to Alert

Level 4. People residing within areas at high risk to base surges who have
returned after the Alert Level was stepped down must thus be prepared for
a quick and organized evacuation at such time. Conversely, should there
be a persistent downtrend in monitored parameters after a sufficient
observation period, the Alert Level will be further lowered to Alert Level 2.

DOST-PHIVOLCS reminds the public that at Alert Level 3, sudden steam-

driven and even weak phreatomagmatic explosions, volcanic
earthquakes, ashfall and lethal volcanic gas expulsions can occur and
threaten areas within TVI and nearby lakeshores. DOST-PHIVOLCS
recommends that entry into TVI, Taal’s Permanent Danger Zone, as well as
into areas over Taal Lake and communities west of TVI within a seven (7)
kilometer-radius from the Main Crater must be strictly prohibited. Local
government units are advised to assess areas outside the seven-kilometer
radius for damages and road accessibilities and to strengthen
preparedness, contingency and communication measures in case of
renewed unrest. People are also advised to observe precautions due to
ground displacement across fissures, frequent ashfall and minor
earthquakes. Communities beside active river channels particularly where
ash from the main eruption phase has been thickly deposited should
increase vigilance when there is heavy and prolonged rainfall since the ash
can be washed away and form lahars along the channels. Civil aviation
authorities must advise pilots to avoid flying close to the volcano as airborne
ash and ballistic fragments from sudden explosions and wind-remobilized
ash may pose hazards to aircrafts. PHIVOLCS-DOST is closely monitoring Taal
Volcano’s activity and any new significant development will be
immediately communicated to all stakeholders.

25 January 2020
 Activity in the Main Crater in the past 24 hours has been characterized by
weak to moderate emission of white steam-laden plumes 100 to 800 meters
high from the Main Crater that drifted southwest. Sulfur dioxide (SO2)
emission was measured at an average of 409 tonnes/day.

The Philippine Seismic Network (PSN) plotted a total of seven hundred forty-
four (744) volcanic earthquakes since 1:00 PM, January 12, 2020. One
hundred seventy-six (176) of these registered at magnitudes M1.2-M4.1 and
were felt at Intensities I-V. Since 5:00 AM on January 24, 2020 until 5:00 AM
today, there were six (6) volcanic earthquakes plotted that registered at
magnitudes M1.5-M2.3 with no felt event.

For the past 24 hours, the Taal Volcano Network, which can record small
earthquakes undetectable by the PSN, recorded four hundred twenty (420)
volcanic earthquakes including eleven (11) low-frequency earthquakes.
Seismic activity likely signifies magmatic intrusion beneath the Taal edifice
that may lead to eruptive activity.

Alert Level 4 still remains in effect over Taal Volcano.

24 January 2020
 Activity in the Main Crater in the past 24 hours has been characterized by
weak to moderate emission of white steam-laden plumes 50 to 500 meters

magnitudes M1.5-M3.4 with no felt event.

For the past 24 hours, the Taal Volcano Network, which can record small
earthquakes undetectable by the PSN, recorded four hundred sixty-seven
(467) volcanic earthquakes including eight (8) low-frequency earthquakes.
Such intense activity likely signifies continuous magmatic intrusion beneath
the Taal edifice, which may lead to further eruptive activity.

Alert Level 4 still remains in effect over Taal Volcano.

22 January 2020
 This is to notify the public and concerned authorities on the current activity
of Taal Volcano.

Since 5:00 AM this morning, there were no ash emissions based on our
seismic records and visual observations. However, unconsolidated ash
blanketing Taal Volcano Island has been remobilized and transported by
strong low-level winds towards southwest (SW), affecting the towns of
Lemery and Agoncillo. Reports from several airlines state the presence of
remobilized volcanic ash at a height of approximately 5800m (19000ft).

PHIVOLCS reiterates Alert Level 4 over Taal Volcano. This means that
hazardous explosive eruption is still possible within hours to days.DOST-
PHIVOLCS strongly recommends total evacuation of Taal Volcano Island
and high-risk areas as identified in the hazard maps within the 14-km radius
from Taal Main Crater and along the Pansipit River Valley where fissuring
has been observed. Based on PAGASA wind forecast, if the eruption plume

remains below three (3) km, ash will be drifted to the municipalities west
and southwest of the Main Crater; however, if a major eruption occurs
during the day and the eruption column exceeds 5 km, ash will also be
drifted over the eastern part of Laguna, and some parts of Rizal and
Marinduque. Residents around the volcano are advised to guard against
the effects of heavy and prolonged ashfall. Civil aviation authorities must
advise pilots to avoid the airspace around Taal Volcano as airborne ash
and ballistic fragments from the eruption column pose hazards to aircraft.
DOST-PHIVOLCS is continually monitoring the eruption and will update all
stakeholders of further developments.
