What Is RA 11032
The law specifically aims to reduce processing time, cut bureaucratic red tape, and also
eliminate corrupt practices.
It also requires all local government units to devise a unified business application form
for the issuance of business permits, clearance, and other types of authorizations, as
well as set-up a one-stop-shop to facilitate all business transactions.
The law also warrants the creation of the Anti-Red Tape Authority, which will be under
the Office of the President, as key implementer of RA 11032 tasked to monitor
agencies’ compliance.
In addition, a seven-person policy and advisory body, the Ease of doing Business/Anti-
Red Tape Advisory Council will also be created to compose the DTI Secretary (chair),
ARTA Director General (vice-chair), the Secretaries of DOF, DICT, and DILG, and two
representatives from the private sector, as members.
Meanwhile, the Philippine Business Databank will contain information about the validity,
status, or existence of all registered business entities. This means that if you’re applying
for business renewal, you’ll no longer have to submit the same documentation
requirements from your original application since all information about your business is
stored in the databank.
Single Unified Business Application Form
The law mandates the use of a single form for business registrations and renewals. The
form will unify past separate forms on local business licenses, clearances, permits,
authorizations, and other usual requirements from local government units (LGUs).
