The Government of the Republic of Indonesia has received Grant from the World Bank toward

the cost of the Impact Assessment and Technical Validation for The Acceleration Program of One Map
Policy Implementation Project (Grant No. TF-0A7044), and intends to apply part of the proceeds for
consulting services.

The consulting services (“the Services”) include objectives are : (i) Develop a visionary activity

plan with emphasis on the participation of agencies producing Thematic Geospatial

Information both central and regional agencies, so as to create quality conditions for National Geospatial
Information (referring to one reference, one standard, one database and one

geoportal) with the availability of Grand Design One Map Policy (KSP), (ii) Preparation of

Technical Assessment regarding information disclosure guaranteesthe right of citizensto obtain public
information including its relation to geospatial information, except for certain information. Therefore, in
the objective of integration and stakeholder synchronization, it is

necessary to classify confidential data and information in order to guarantee the country's defense and
security, (iii) Develop study documents and business processes about sharing geospatial data and
information as a result of collaboration betweenministries/ agencies,regional government and the
private sector with the Geospatial Information Agency through the PNBP mechanism and self-managed
Cooperation Agreements. The document will be used as material for drafting regulations on sharing
geospatial data and information from the PNBP mechanism

and self-managed Cooperation Agreements (Perjanjian Kerja Sama Swakelola). The scope of

works of these assignment includes : (a) Review of related policies, regulations and studies, (b) Carry out
discussions / workshops, (c) Analyze current conditions and formulate ideal

conditions related to Geospatial, Data and Information Regulations, (d) Preparation of master plan
documents and roadmap for implementing the One Map Policy, and (e) Identify

confidential geospatial data and information that exists in all M/A/L based on legal basis,

classification and criteria. To carry out the assignment, the consultant is expected to provide the
professional staff (Expert) input of 30 person-months and sub-professional staff input of 36 person-
months and expected to be assigned on early of August 2019 for 6 (six) months assignment.

The detailed Terms of Reference (TOR) for the assignment are attached to this request for

expressions of interest.

The Ministry of Agrarian Affairs and Spatial Planning / National Land Agency now invites

eligible consulting firms (“Consultants”) to indicate their interest in providing the Services.

Interested Consultants should provide information demonstrating that they have the required
qualifications and relevant experience to perform the Services. The shortlisting criteria are: (i) should
have business permit in the field surveying, mapping and geospatial information, (ii) having experiences
of the relevant experience for the lasted 5 (five) years, (iii) having good technical and managerial
capabilities, and (iv) having the availability of Key experts and sub- professional that will be assigned to
the project. Key Experts will not be evaluated at theshortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17

of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November

2017 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly
whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint
venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if
selected. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS)
method set out in the Procurement Regulations. The Interested Consultants should be register to
