Roll cal conducted by the Brgy. Secretary to which majority of the Council
Officials are present during the said session. The Presiding Chairman gave
thanks to God and to everyone in giving a Pasteur acknowledgement of this day
session.
It was noted that Sk Program and activities cannot be move yet because
the funding opportunity is still in review and guidelines is not yet been submitted
for finality in which the Department of the Interior and Local Government (DILG)
cannot assure of its approval.
The same sportfest for the SK and youth is still under stand by due to
financial review for approval. It reveals that many youth members of this
community posting and asking questions thru media as to the status of the
sportfest as have been prepared by the SK Council.

CALENDAR OF THE DAY:
On Peace and Order, Kgwd. AB Ramos reported that on the month of April
several apprehension were made in violation to City and Existing Ordinance ON
Illegal Drinking along the Public Places, Vandalism and others. Minors are
subject of some of the apprehension for violation of the city ordinance in curfew
and vandalism which was indorsed at the DSWD Office for
intervention/diversion program. Parents will be called for to attend to the needs
of their respective children.

CALENDAR OF THE DAY:
The Presiding Chairman called up the attemntion of the Brgy. Secretary to read
the proposed Council Ordinance and be read openly to the attending Council Officials for
authentication and signing of the said ordinan ce to emancipate the valmue of what the
ordinance is all about. The Brgy. Secretary expounded the reading Council Ordinance, to
wit:
and the same was carried approved unanimously and shall be taken into force
and effectively immediately.
The Presiding Chairman reported to the body the actual functionalityof the
BCPC thru CICL/CAR attendance in the church values formation held for the
purpose. But sad to say, only few out of 78 minors children subject of the
intervention and diversion program attended the said formation. In this regard, the
parent were called last days before the session and was reprimanded on the issue
in violating Sec. 55-C of RA 9344 in filing a case against non compliance of the
program.
To help ease the burden of the church tending the value formation, it was
versed to apply what the Public Attorney’s Office suggested in submitting to them
violators of the diversion program for final reprimandation.

In April 3 and 4, 2019, arrested for two consecutive days for vio of City
Ordinance relating to curfew hours was turn over to the DSWD; in April 8, 2019,
arrested ROEL ILANG-ILANG at Camachile St., for vio of Republic Act No. 9262, violence
against women and their children was indorsed to the Women and Child Section of the
Las Piñas City Police Station.
The Presiding Chairman called up the attention of the Brgy. Secretary to avert on
the importance of the Seal of Good Local Governance (SGLG). The Brgy. Secretary
expounded different criteria of the said program in which the general population of the
entire Philippines is subject to participate on the said activities. Proper documentation
and functionality of all the committees of each barangay as a must-be functionalize.
Documentation will prevail and shall state the situation wherether a barangay is within
the final criteria of the Seal of Good Local Governance or not.
ON OTHER MATTERS:
Hon. RB Clavecillas added an issue on the continuous clean up drive and the
previously held dog vaccination which cater success in its operation. Anti Rabbie
Vaccination was held simultaneously barangay wide.

The Presiding Chairman open the table for the reading and signing of:
B. Council Resolution No. 038 series of 2019 on the account of adopting the
Barangay Disaster Risk Reduction Management (BDRRMC) Plan of 2019 which is
chargeable to the 2019 budget in the amount of ONE MILLION FIVE HUNDRED
THOUSAND PESOS (Php1,500,000.00).
The same was read by the Barangay Secretary and was expounded fully well
and was unanimously signed and approved by the Council sitting assembled in its
regular session.
ON OTHER MATTERS:
The same urges for the creation of clustering system that will enhance the
functionality of some of the Based Institution of the barangay and program of instruction
shall be deliberated by the nest coming session.

The Presiding Chairman enhances the body to continue supporting the presently
on going clean-up drive as held under order from the Supreme Court Mandamus
enabling every Pilipino citizenry to captulate the enforcement and functionality of
cleaning not only waterways and esteros but also to enforce individual clean up drive of
their respective areas.
As per Brgy. Secretary, the same and semi plan will be adopted for the use of the
Barangay Disaster Risk Reduction Management Committee (BDRRMC) in relation to

CALENDAR OF THE DAY:
The Presiding Chairman recall all the past issues and pending program of
instruction to which the sitting council will look forward into total fulfillment of
the barangay programs and projects. He call for the Chairman of each committee
to report and avers on their respective programs.
The Presiding Chairman introduces the present visitor from the Philippine
National Police, las Piñas City, holding the position as Precinct Commander of the
PCP No. 6 at San Antonio Rd., this barangay. The visitor, P/Capt. Gladys B.
Biare with P/SSgt. Ryan Gianan who attended the session and deliberated the
stren issue of the Barangay anti-Drug Abuse. P/Capt. Biare emphasizes the
importance of creating the clustering system in the barangay and the assignment
of Barangay Kagawads to ascertain the Cluster Leader and its operations. With
this Cluster Leaders represented by a Kagawad, everyone must heave at least
members and to follow up the mandated ruling of the memorandum, 250
members for every 2,000 population shall be established but this designation is
superseded depending on the program and plan of the barangay on how they
will administer it operationally.

After the presentation, the Presiding Chairman review the roll of the
elective Kagawads and appoint and divide the 206.92 Has area of this
barangay into its respective kagawads and declares a Memorandum be issued
declaring the subdivision of the area into seven (7) elective Kagawads as
Cluster Leader in every segment of the Community and each Kagawad must
select their own respective members of not less than ten (10) members each
leader and submit the names of each members for inclusion with the issuance of
a propose Council Resolution to resolved and approved the same.
ON OTHER MATTERS:
Kgwd. RB Clavecillas reported the on going clean-up drive as mandated
the Manila Bay Mandamus for the assistance of the Barangay Police Force for
the maintenance of peace and Order in lieu of the traffic congestion being
suffered along the street where the operations conducted and the same was
address to the Committee Chairman on Peace and Order for execution.
The Presiding Chairman read out the memorandum informing the quarterly
conduct of the synchronized Metro Manila shake drill and necessary preparation
should be taken into consideration for proper training and enhancement in
learning the precautionary techniques to be taken during the reality of the
training emphasize.

However, the Presiding Chairman instructed to pursue and continue the
conduct of arrest and apprehension in violation of the curfew ordinance of the
City and all arrested must be subject for indorsement with the City Police
Headquarters and/or to the Department of Social Welfare and Development
(DSWD) if minors for disposition.
ON OTHER MATTERS:
Kgwd/. GN Zuñiga reported for forthcoming conduct of the Medical Mission
by the Heart Saver on Watch Yoour Health Program” of the barangay which was
scheduled on April 7, 2019.
As the ending time comes near, signing of the Council Ordinance was held
in lieu of the increase of payment in filing and re-filing fees of cases being held
by the Katarungang Pambarangay- Council Ordinance No. 015-0301, series of
2019.

CALENDAR OF THE DAY:
The Presiding Chairman for the 3 rd time called the attention of the
Barangay Secretary to read the two (2) remaining Council Ordinance and read it
to the body for signature. The Barangay Secretary explicitly read Council
Ordinance No. 008, series of 2019 amending Council Ordinance No. 001, series
of 2011 on the Proliferation of Squatters and Mendicants in Barangay Talon Uno
and Council Ordinance No. 009, series of 2018 on the accounts of adopting a
Solid Waste Management enforcement in apprehending Anti Littering in the
barangay. After readind the same was unanimously signed in proper.
ON OTHER MATTERS:
Hon. ER Gonzales suggested for a pedestrian pbe marked infront of the Ramos
Cmpd., in Zapote-alabang Rd., to enhance as a protective measures for the crossing
pendestrians. The Presiding Chairman commented for a letter request be addressed to
the Traffic Bureau for consideration.

The Presiding Chairman verse the reading of the last Minute of the Council
Session to which the Barangay Secretary have read and carried the same
unanimously approved.
Further avers, after the signing of the above City Ordinance on Feeding
Station, the Presiding chairman sternly adhere to the issuance of another City
Ordinance No. 11501-18, series of 2018, an Ordinance establishing the Las
Piñas City Animal Pound in relation to Republic Act 10631, Animal Welfare Act of
1998 and Republic Act 9482, which verse the Anti Rabbie Act of 2007 in which
the Council will enforced the confiscatiojn of stray dogs and any animal bearing
the streets.
ON OTHER MATTERS:
Kgwd. AB Ramos address the proper used of the main barangay covered
court, setting that every Saturday and Sunday, the court must be open to all
resident of this barangay, hence, no one can use such place during working
hours of the weekdays. Schedule must brought down into writing prior to
approval, accommodation and scheduling. Inquiries as to the use of the said
venue must be course through the Desk Officer on Duty and not to any mere
members of the Barangay Police Force.

The Barangay Council for the Protection of Children will conduct their 1 st
enhancement of celebrating the season on December 27, 2018 at 8:00am in
Golden Acres Covered Court. Programs, prizes and surprizes awaits on the said
account to be participated by more or less than 60 children, Children at Risk
(CAR) and Children In Conflict with the Law (CICL). Parents of such children may
witness the celebration but the program is exclusively for the beneficiaries.

Kgwd. AB Ramos avers and requesting for the conduct of briefing and
orientation seminar for the present Desk Officers to enhance further functionality
and to strengthen weakens portion in dealing with recording and investigation.
Seminars will be conduct whole day and presumably as much as possible to
include not only Desk Officers but the general membership of the Barangay
Police Forces, which was approved for consideration.

The Presiding Chairman recounted on the issue of the recently held Budget
Seminar held last October 3, 4 & 5, 2018 at Aquamira Resort in Tanza, Cavite. It
was successfully held bearing additional knowledge and ability recounting the
feasibility of putting budgetary documentation in proper. Considering the proper
planning, booking, recording and administering the showcase of the barangay
functionality in p[roper budget management, recording and procedures.
Kgwd. AB Ramos together with Kgwd. RP Lucena strongly suggest for the
implementation in the conduct of Barangay Police Force Seminar and the same
was schedule after the propose 2nd barangay Assembly to held on October 15,
2018. Such training shall be attended by targeted Desk Officers and their
respective Executive Officers. On Republic Act 9262, otherwise known as
Violence against Women and their Children and Republic Act 9344, Juvenile
Justice and Welfare Act for Children calls for stern implementation to help
children recover from their inequities

Kgwd. LG Aranda, reported for the immediate repair of the dog catcher
belt which damaged in the recently held catching of dogs. The problem arises at
the moment hence, there are several dogs presently impounded at Base 3 but
sad to say that there is no sufficient areas or location prepared by the City
Agriculture Office to were catches up dogs will be impounded at the moment. On
the very issue of the City Ordinance and recently approve Republic Act No.
10631, otherwise known as the Animal Welfare Act, there is a necessity to
protect not only human life but even animal life especially dogs under
prescription provision of the law.

Kgd. RP Lucena reported on the account of the problem of the Barngay Arc
in Bautista cmpd., which is seemingly covered by the branches of the mango
trees covering the said arc. The reporting kagawad suggested for the cutting of
the said branches for the public to see the arc legibly. He also added the issue
that the M. Alvarez street arch is been damaged and needs a repair. On this
account, Driver of the said truck must be summoned to answer all the liabilities
of the damages incurred.

MINUTES OF THE MEETING:
The Presiding Chairman announces for the forthcoming meeting with the
Barangay Nutrition Council (BNC) on June 29, 2018 at 2:00pm, wherein
report from the BNS replicate the status of the barangay health program. On
Social Services, Kgwd. RB Clavecillas requested the assistance of the Council to
support the PWD Program on enhancement and support to strengthen the
capability of disabled person that despite of the crucial situation in life still
opportunities were given by the government.
Kgwd. AB Ramos open up the issue request the Council for a clearance for
the members of the Barangay Police Forces to go into a day rest by giving them
an outing. The Presiding Chairman suggested for the approval of the same and
suggested to have it after the oath taking proper of the re-elected and newly
elected barangay Office take over, so that proper chairmanship especially the
one handling the Chairmanship of the Peace and Order be delegated prior to the
outing.
ON OTHER MATTERS:
The Presiding Chairman announces for the Council preparation for the
forthcoming Oath Taking to held upon call by the City Mayor, days to come and
to pass the re-elected and the newly elected kagawads will assume a new
dimension of public services. As of today, everybody is enjoined to prepare for
more and bigger responsibilities.

He further reiterated the incoming and/or the new candidate that will take

the Kagawad, Eric G. Gonzales and for Kgwd. Ricardo J. Atnonio we have
another “Carding”, Ricardo P. Lucena. Noteworthy to note for 100% vote to be
cast on the account that no one arises to contradict the propose candidacy of the
name persons above and so much for the absence of any aspirants to run for
candidacy, hence, prayer should be made to make possible for the election.

Classifying the break given to the barangay council official as the season
goes on was scheduled on June 9, 2018 at Laguna. All new and former council
officials as well as the barangay treasurer and the secretary much present. On

Kgwd. GN Zuñiga reported that all projects undertaken by the Council is going so
smooth and operational, in line and accomplished are the proposed warehouse which
now in used, the former stage now part of the warehouse is also finished, phase 1 of the
Chairman Office renovation is fully finished and Ramos Line Canal is finished.
However, so many projects to come which is under study and review like the Line Canal
in Ramos Cmpd., 4, repair of the Promenade St., in Golden Acres and phase 2 of the
Chairman Office.
Kgwd. AB Ramos open the issue on the problem of the BPF two (2)
Communication System wherein there are some radios which presently unserviceable
due to minor defects. The Presiding Chairman call up for the immediate repair of the
said radios to accommodate usage for the enforcement of peace and order.
Soft copy presentation couple with the hard copies and proper documentation
indeed satisfy the assessment team which might bring another successes and victory
for the Council itself. The Brgy. Secretary explained fully the concept of this Council
move and program of instruction to children being cared of by this Council which are
subject to Intervention and Diversion Program through the partner Church of the
Assembly of Jesus Christ Family Revival Global Church which cater the monitoring,
assessment and home visitation of the child and their respective family.

The Presiding Chairman explain the reason why the session was called at
the earliest possible time. It was on the mere fact that the Presiding Chairman
and his Council will file their respective Certificate of Candidacy (COC) for the
forthcoming election After which the Council need to proceed to the Chorale
Festival to be held by 6:00pm at the Villar Sipag.
The Brgy. Secretary expounded lightly on the account of Republic Act No.
9523, an act requiring the DSWD Certification prior to the application of Child
adaptation and without which NO registration will take over.
Republic Act No. 10165 on Foster Parenting that avails a child to have a
fostered parent while the child is in at hand of his original parent and Republic
Act No. 8552 is an act that separate the child from his original parents and to
have another parents as to preserved child’s identity and culture.
ON OTHER MATTERS:
However, Kgwd. RJ Antonio lay down his card in asking the Presiding
Chairman on the matter of the family outing for the Council Officials itself in
which the body nominated day and place for outing in which the Presiding
Chairman agrees on the propose family outing of the Council and it was
unanimously adopted to have it by May 19, 2018 at Laguna for all the outgoing
and the incoming barangay officials.

CALENDAR OF THE DAY:
The SESSION was called to order by the Presiding Chairman requesting Kgwd.
RB Clavecillas to lead and open the session with a solemn prayer of intercession and
the same was superseded by the usual roll call of the Council counting all are present
during the session.
The Brgy. Secretary was instructed in lieu of the program preparation, list of
proposed invitation, activities and other necessities as such for the success of the
assembly.
On the further functionality of the Barangay Council for the Protection of Children
(BCPC), the Brgy. Secretary avers the formulation of a certain protein program that
would best fit the program by conducting an out of town three (3) days values formation
entitled “BCPC-Bible Emersion Course”, wherein participants will go in through bible
formation, counselling and close encounter with the Lord which was carried through.
ON OTHER MATTERS:
Kgwd. RB. Clavecillas avers of the submission of the proposed election of the
People with Disability (PWD) Organization. However, proper monitoring and
guidance needs to be undertaken to have a better and orderly election process.

The Brgy. Secretary presented the program format and was unanimously
approved. Guest are some of the City Councillors of District 2 plus some internal
speaker like Kgwd. Romy B. Clavecillas on the aspect of Big One Preparation
by the BDRRMC.
Ms. Nena I. Ramos for the specific topic of Republic Act 9003, Ecological
Solid Waste Management Program and Sr. Ptr. Domingo S. Plomantes Jr., on
the aspect of the Barangay Council for the Protection of Children (BCPC) coupled
with the new City Ordinance o Child Protection.
The Presiding Chairman requested the Brgy. Secretary to shed light on the
issue of the previously held seminar re:Alternative Parental Care. The Brgy.
Secretary clear up the issue relative to the adoption of children, foster parenting
and the civil legal way of registering children after birth.

The Presiding Chairman opened the table of the session requiring the
Brgy. Secretary to report relative to the on-going activities of the Barangay
Council for the Protection of Children. The Brgy. Secretary, being the Sr.
Pastor of the partner Church in the BCPC Functionality reported that there are
twenty-six (26) Children in Conflict with the Law (CICL) presently enrolled in
the church, some are attending regularly and some are very hesitant, reluctant
and ignore the application of the Diversion Agreement made between parties.
The Presiding Chairman reported the issue on the previously held Lupong
Tagapamayapa Incentive Awards (LTIA) last 21 February 2018, wherein
questions have been raised on the matter of conducting the proper mediation
hearing. Problems that focuses the evaluators is on the matter of the non-
compliance of the either of the parties involved. The Barangay Secretary
addresses the evaluators on the hesitancy of any of the parties to appear. In lieu
of the Complainant hesitancy for four (4) consecutive hearing the case will be
resolved by the Pangkat Tagapagkasundo to be DISMISSED while in lieu of the
Respondent’s absences, a Certificate to File Action in Court (CFA) is been
issued. However, on both issues, the KP will summoned parties with a notice of
re:FAILURE TO APPEAR prior to any disposition to be taken over.
Mr. Richard Soratos of the LDRRMC visited this Council and assist the
barangay in the preparation of the Incident Command System (ICS) Program in
which this Office have complied with the said plan and needed to be functional
by way of creating such group within the barangay topping with the different
sector of the community. To involved therewith are the HOA Officer, NGO Officers
and other relevant personalities that might be in used for the said operation.

The Presiding Chairman on his pre-evaluation of the out-going year end 2017 on
all aspect of barangay services. He stresses further and more cohesiveness on the issue
being a public servant to everyone, especially those dealing with some personal
difficulties such as members of the Senior Citizens and the People with Disabilities.
Curiosity shall play an important role in dealing with people to determine their personal
needs in the barangay. Fullest cooperation to every members and pool of barangay
employee is sternly enhance in preparation for a better services in the coming year.
He fatherly addressed the coming up activities for the year 2018, he also urges
the proper implementation of the Ecological Solid Waste Management by lining up
possible remedy to lessen thrushes within the barangay wide. Public information and
dissemination particularly meeting with the Homeowners Association Officers and its
members is emphasized as well the used of some volunteers to traffic the congesting
trashes such the TULPODA and the MAMTTODA Association.
He thanks the one behind it and that’s GOD alone for giving the Council an Honor
such as this kind, and encourages every to be in full support to the coming up two (2)
more years to pass for the Council to attain the Hall of Fame for the Most Outstanding
Child Friendly Barangay as we have started this year till the year 2020.
Kgwd. RJ Antonio cleared up the issue on the situation of the ambulance patients
that it might fall from the spine board or the stretcher as the ambulances rushes to the
hospital from its point of origin due to excess space inside the ambulance. It is
suggested that placing an additional wall panelling or users box might held and aid the
patient inside the ambulance from danger of falling from the bed.
It is also suggested that placing of proper key boxes at the side of the Desk
Officer on Duty to safely keep all vehicular keys used by the Barangay Police Force.
Each box cubicle shall be named to determine the kind of vehicle the key holder. On this
aspect the Presiding Chairman instructed to prepare such boxes as soon as possible.

1st shift.
On the proposed clearing up along Candido Ramos Drive and the nearby street
from all obstruction and illegally parked vehicle, Kgwd. AB Ramos reported his placing
of of an MMDA marker line covering the one meter easement on both sides of the street
for the pedestrians. Stern imposition of a daily inspection and time to time operation will
be held to maintain a clear runway of the Candido Ramos Drive and the nearby street.

Kgwd. RJ Antonio reportedly some changes will take over TO the members of
the Brgy. Police Forces as part of their capability requirement. Members from Base3
Annex in Golden Acres will be re-assigned at the main barangay office vice versa to
established veracity of obedience and compliance to the stern rules and regulation of
the barangay police force. However, Ramon B. Volante who is then a Desk Officer at
the main office will lowered as DO Reliever and Cristina A. Cabudbod will took over as
a regular Desk Officer.
The Council is addressed by the Presiding Chairman on the issue of the MASA-
MASID Launching in Las Piñas City which is scheduled tentatively on the 27 th day of
November 2017. His advice the participation of the Council together with the Anti-
Drug Abuse Council and its auxiliary, MASA-MASID Teams and the different NGO’S
and HOA Organization is necessary, requirement is fifty (50) participants per
barangay.
He also averred the issue on the Federalism which meeting was scheduled on
24 November 2017 as called by the City Mayor. He ascertain the attendance of the
Council and some selected representatives from the different sectors of the
Community to ascertain the variability of the issue at stake.
The Presiding Chairman sternly called out the attention of the Council
especially the Committee on Peace and Order in relation to the stern City Ordinance
approved by the City Council relatively on the account of total band of firecrackers in
City-wide. It is urged keep on thigh the enforcement of such ordinance and be on alert
for the enforcement of such ordinance, apprehension will be applied up to the extent
of penalizing any violators.
Kgwd. RJ Antonio added more for the immediate repair and covering by a
rubber tire the steel ramp crossing through the pathway of the main barangay covered
court which is already dilapidated and might cause to endanger lives especially the
senior citizens.

proper preparation of the required document and issue to win the race.
The Presiding Chairman again versed the issue on the forthcoming MASA-
MASID Launching to be held on the 27 th day of November 2017 at Brgy. Talon Uno in
relation to the illicit and dreaded Illegal Drugs. He mandated to produce the required
number of participant as needed on the said program which is 50 persons per
barangay.
The Presiding Chairman open the windows on the preparation for this coming
season for the barangay. Kgwd. RB Clvecillas announces that the Talon Uno
Livelihood Pedicab Operators and Drivers Association (TULPODA) will hold is season
celebration on the account. One for the Bingo Bonanza on the 17 th day of December
and the other one on the 22 nd day of December which is the proper celebration.
However, the Senior Citizens will hold its seasonal celebration f the Christmas on
December 15, 2017.

On Peace and Order, Kgwd. RJ Antonio avers to enforce the duty mandated to
the appointed Executive Officers of the Barangay Police Forces on the account of their
task as Executive Officers. They, the Kagawad suggest that Executive Officers must
fulfil fully well their assignment to the highest degree of respect.
Further assails that some members of the Barangay Police Forces were trained
last week at Southland Estate Subd., in lieu of the eminent and provocative disaster
known as the BIG ONE. Methods and techniques of fire fighting have been rehearsed
to the members. In this regard, the Presiding Chairman ordered to schedule a well
prepared plan not only the minimal but for the whole members of the forces to be
trained.
The Presiding Chairman reported on the account of the on-going infra projects
which is now taking cognizance along the perimeter of the Satellite Base 3 Annex
covered court wherein canals have been dig up for the installation of its drainage
system. On the Department of Public Works and Highways, still ongoing within the
bounds of Golden Acres.
On the emergency rescue wherein the ambulance is need to be used has its
governing policy that “ONLY EMERGENCY/IES” shall be taking cognizance thereto.
One need to verify the veracity of the request whether it be really an EMERGENCY or
not. HATID ONLY Policy is strictly prohibited on the account of the usage of the
Ambulance.
The Presiding Chairman read the Letter of Instruction and its laws covering the
illegal use of firecrackers and other forms of firo techniques which is prohibited
nationwide.
Kgwd. RB Clavecillas avers the registration for Green cards Membership will be
on October 28, 2017 from 8:00am to 5:00pm at the Golden Acres Annex covered
court. Requirements necessary is the Certificate of Indigency which will be given freely
by the Council. Assignment of personnel to issue such clearance is mandated to
assign Ms. Tina Guevarra and Ms. Lenie Angeles.

enforcement of apprehension of illegal drugs in the barangay. However, regular
BADAC Meeting is necessary to ascertain whether the barangay is actively
participating on the issue of enforcement.

The Presiding Chairman raised the issue on the proposed construction of the
extending the presently building of the Satellite Base 3 in Annex, Golden Acres. Based
on the study an extra vacant lot adjacent to the present existing building is feasible for
the plan of extension to provide further convenience in public service. However, review
and assessment as to the budgetary requirements is necessary.
He further raised the issue based on the program of the Honorable City Mayor,
Hon. Imelda T. Aguilar on the expanding the Traffic Management Program in
keeping the City of Las Piñas well-polished and discipline in relation to Traffic
enforcement. The City Mayor announce the taking of Barangay Tanod to be trained as
Traffic Enforcers to held and aid the presently existing members of the Traffic Bureau
in easing the burdens of heavy traffic congestion in the City. Every barangay is hereby
instructed to endorsed names of the proposed Traffic Enforcers to be. For this
barangay, nine (9) regular members of the Barangay Police Force were nominated to be
trained.
On the Liga Meeting, the Presiding Chairman called up the attention of the
Barangay Secretary to take note properly the list of drug clearing operation on behalf
of those who have been reported dead. Names of this person being taken out within
the parameter of the clearing to supplement the exact numbers of those who are on
the list.
Added by the Presiding Chairman, there was a planned to tapped all barangay
CCTV cameras with the monitoring section of the City Hall to avail of one eye
monitoring system for the entire City to sustain the immediate execution of the
mandate of maintaining peace and order in the City.
ON OTHER MATTERS:
Community Request from Veraville Fremont Subd., through its HOA President,
Mr. Talaue reported that trash bin which have been requested was already delivered,
signages were already been installed, on stray dogs roaming the subd., is in
operational upon call by the resident of the subdivision, roving o Barangay Tanods
especially at night is physically held daily. On the process are the installation and
replacement of streets lights within the subdivision, request for repainting of the
multi-purpose hall and the covered court fence are still under review and program
preparations.

The Presiding Chairman reported on the account of the policies instructed and
to be prevailed by the City Mayor, Hon. Imelda T. Aguilar on the account of those
“Illegally Parked Vehicle” along the streets line, wherein, every barangay is being
instructed to enforce such “clearing along the way” by removing those cars parked and
all streets obstruction along the way must be REMOVED.
Secondly to take in was the smoking ban every sector of the community
especially in public places where every smoke-belching individual are sternly enforced
by law to STOP SMOKING. SMOKING BAN signboards is necessary to be placed along
all corners of the barangay as warning to all cigarettes users. Violators will be
penalized according to the prescriptive rule and the issuance of Executive Order from
the Office of the President.
The Presiding chairman elaborated the issue on the Barangay Council for the
Protection of children (BCPC) on the account of its coming meeting/seminar to be held
on 25th day of September 2017 at 8:00am to be attended by the different sectors of the
community as well as visitors from the Department of the Interior and Local
Government (DILG) and the Department of Social Welfare and Development (DSWD).
Such meeting/seminar will be presided by the Presiding Chairman and the topic on
the BCPC will expounded by the Barangay Secretary, it’s importance, the composition,
the people behind the administration and management of the BCPC, the UN-CRC
highlights of the BCPC and the cases to be handled by the BCPC.
Video presentation will be applied by the lecturer on the BCPC with emphasis
on the administration and implementation. On the next meeting, actual application of
what have been learned on this account will be put into action.
On Video Carera and the Cara y Cruz illegal games, the OIC send a letter to the
involved personality behind this illegal operation whose name was SOTERA MEDINA of
113 Sta. Rita cmpd., and was reprimanded for her to put a stop over the said illegal
operation.
Since the Barangay Tanod is not authorized to carry fire arms, it was enforced
for the official carrying of night stick (Baton) and to enhance more on the effectiveness
of their capability, Training andf Seminar for their behalf was addressed by the OIC to
the Presiding Chairman which turn the latter assured of the preparation for the said
events.

The Presiding Chairman avers on the previously held meeting of the Barangay
Council for the Protection of Children (BCPC) which enables to enhance effectively the
program of instruction for the children’s welfare. It was sternly imposed the
importance and relevancy of the program in the protection of child rights. Clear views
of the Council were deliberated by Ms. Aileen Bellen of the Department of Social
Welfare and Development (DSWD). The programs call to echoes the issue that will
established an effective BCPC council that will sustain the program.
He further narrated the proposed plan in the conduct of a shake drill to avert of
the so-called “BIG ONE” which is being the turbulent source of human fear and
trauma. The proposed plan shall take place by July 14, 2017 at exactly 4:00pm to
were a 45 second jolt of the ground will be dramatized. This will be participated by the
different sectors of the government and even the community itself. Kgwd. RB
Clavecillas reported on the account of his Committee Chairmanship of the Social
Services Committee to where he authored the creation and organization of sectoral
disaster team from and among the different Homeowners Association of the barangay.
As he reported, there are more than 10 teams have already been organized and
are required to submit their line up and names of person members to be organized as
Disaster Team in each association, he further planned to conduct training on disaster
that will enhance better and effective response in time of calamities.
The Presiding Chairman avers and suggest to transfer the dry run activities of
the disaster to be at the Golden Acres by the next shake drill and enhances for longer
period of time of preparation to include community members to expedite better result
of shake drill.
ON OTHER MATTERS:
Report on the account of the surrederers wherein the Parish of the Five Wounds
is enhancing this barangay to support their program of conducting a values formation
to the surrenderers for 24 sessions to held at the parish. It is likewise suggested as
much possible the giving of material support to the attendees of the said session be
given to enhance further participation on the account.

The Presiding Chairman refresh the council in session on some of the activities
coming up with this barangay like the mural painting of the UNMASK Groups who are
surenderees from being drug victims and shared their lives by conducting Mural
Painting fighting against Illegal Drugs. The UNMASK Group is composed some
volunteers from the different sectors of the country as well as from foreign countries
who by financial support aids the said program to culminate the Presidential Action
against Illegal Drugs. Their schedule is set by June 18, 2017 along the Promenade St.,
in Golden Acres, were they held their painting.
It was reported by the Brgy. Secretary that as of today, he received less than
fifteen (10) surrenderees from the adjacent barangays who were brought by the Police
Operatives of PCP No. 6. Surrenders are subjected to personalized Counselling and
Pray Over for spiritual enhancement leading to a total transformation in life.

Officers of the Veraville Fremont Homeowners Association to be held at their
clubhouse on June 17, 2017 at exactly 2:00pm in the afternoon.
On June 18, 2017, the Polident Denture Corporation will hold a caravan
campaign for the members of the Senior Citizens of Brgy. Talon Uno for them to
acquire free sample of the polydent product that will help them to hold their false
teeth.

The Presiding Chairman requested the Brgy. Secretary to read over the last
minutes of the previously held session recalling to mind the previous preparations and
other activities of the barangay. More activities are coming up this year especially in
sports tournament having been included are the youthful citizenry and the special
participation of the members of the PWD of the barangay.
Kgwd. RC Serafico versed on the project of Sen. Cynthia Villar on the Negosyo
Center Seminar held last May 9, 2017 at 7:00am at Villar Sipag encoring small scale
business entrepreneurship to join and participant to widen talent on business
operation and management. Programs on the so-called Livelihood to be held at the
barangay is been prepared and was submitted for approval relative to hair cutting,
dressmaking, cooking and others that would benefits to small scale capital. However,
the Presiding Chairman initiated the involvement of the members of the People with
Disabilities to participate on the said program.
He also stresses the implementation of PWD Desk at the Baranngay Hall with
its PWD Desk Officer. Eventually, one of the barangay employee is a PWD Member and
therefore needed to clarify the issue if he can be positioned as PWD Desk Officer.
At the Talon Elementary School, half of the Council Officials will support the
said activities with the Street sweeper of the barangay to facilitate and augment on the
said benefits.

On Republic Act No. 10631, otherwise known as the Animal Welfare and
pursuant to the City Ordinance No. 226-95, series of 1995, impounding stray animal
have been clarifies by Kgwd. RJ Antonio. Stern enforcement has been suggested by
Kgwd. AB Ramos since reports reaching this office relative to areas were dogs are
heavily scattered and are dangerous to public like in Golden Acres, Veraville Freemont
and other composite areas of this barangay.
Kgwd. RC Serafico emphasize the forthcoming Food Festival hosted by the Villar
Family on May 26, 2017 as participated by the different sector of cooking expert.
Everybody is enjoined to witnesses the said programs since it enhances a better taste
of new dimensional foods. However, on the fervent competition of the Green Gardening
were still waiting for the final result to come up hence its evaluation is still in process.

The Presiding Chairman clarifies the issue of the past satellite COMELEC
registration held last April 1, 2017 wherein more than 400 new registrants have come
up especially those for the proposed SK election in October this year. However, it was
very significant time that new registrants have seen which might increase the voting
populace of this barangay.
Kgwd. RJ Antonio suggested as per request made by the Office of the Principal,
Golden Acres Elementary School to sustain the support of installing and
accommodating for toilet bowl on the said school, hence some of the school comfort
rooms whose bowls are damaged and/or unserviceable due to dilapidated bowl. The
Presiding Chairman instructed the Barangay Treasurer to accommodate in canvassing
the said item to support the school request.

The Presiding Chairman called up the attention of the Council in relation to the
forthcoming and proposed KP Seminar to be undertaken by the Department of the
Interior and Local Government which is tentatively scheduled on May 22, 2017 in
which the Council is required to submit names of the proposed participants on the
said events.
ON OTHER MATTERS:
The Presiding Chairman asked the Brgy. Treasurer relative to the proposed
acquisition of the barangay ambulance to sustain the needs of helping people in lieu of
sicknesses and emergencies transporting patient to the hospital. However, there was
no yet official proposal received from the counterpart supplying the said vehicle.

The Presiding Chairman that we have gone in the past celebration of the Holy
Week and now were entering into another decade of celebrating the Feast of the Five
Wounds Parish and other feast relative to the church activities. By this coming week
the Barangay Police Forces are hereby enjoined to support the activities of the Parish
of the Five Wounds.
The Department of the Interior and Local Government (DILG) in support to the
Supreme Court Mandamus of maintaining a clean and earnest habitable sea shore will
conduct its usual Manarigo Clean Up Drive, tomorrow, April 22, 2017 at exactly
6:00am. He instructed all Barangay Officials and members of the Barangay
Streetsweppers and other relevant organization that will participate on the said event
must be present. Food and water preparation is necessary that will help during the
said operation. Kgwd. RB Clavecillas assured the support from the Talon Uno
Livelihood Operators and Drivers Association (TULPODA).

On the existing infrastructure in front of the barangay hall serving as the truck
garage have been demolished as per order from the Office of the City Mayor in lieu of
the issuances of the City Ordinance clearing all Citywide streets and pathways from all
forms and kinds of obstructions.
May 5, 2017 is a day for the Barangay Nutrition Council to meet and prepare
more cohesive plan of building up a healthy family in the barangay. The presiding
Chairman stresses the value of this Council and to make such impossible to become
possible proper moment of meetings is necessary in lieu of its preparation.

The Presiding Chairman recounts on the earnest of the preparation made for
the days coming Barangay Assembly on the March 20, 2017 at exactly 8:00am at the
Golden Acres Annex. Presumption of attendance is more than 500 people from the
different sectors of the community counting on the presence of some Non-Government
Organization (NGO’s) and the Civilian Volunteer Organization (CVO’s) couple with the
Officers and members of the different home owner’s association and other association
existing within the barangay.
The Barangay Treasurer was instructed to make the necessary stage decoration
seemingly in consonance with the present theme of the government enhancing a
patriotic symbol that will inculcate the value of the assembly.
Kgwd. AB Ramos raised the issue of the problem of the portable pldt line in
Golden Acres, Base 3 having a hard time of connecting and contacting the said
satellite Office due to the unserviceable unit being used in the said area. The Presiding
Chairman instructed the Ms. FA Feliciano to consider the securing of another new
unit for the aid Office.
ON OTHER MATTERS:
The Presiding Chairman read the Parish Lenten Season schedule until April
2017 celebrating their feast of the Five Wounds. Everyone is enjoined to participate on
the said Lenten celebration. He called the attention of every committees that are
scheduled to participate on the said events especially the one handling the sound
system, the traffic enforcement by the members of the Barangay Police Forces headed
by Kgwd. AB Ramos to supervised the said program.

The Presiding Chairman finally count down the final preparation for the said
Barangay Assembly on Monday, 20 March 2017. He asked every committee on their
prepared plans and programs for the said activities, especially the food preparation,
invitations and other relevant matters to the activities.
The Barangay Secretary reported that there are more than 200 pcs of assembly
invitation have been withdrawn in the past days as part of the preparation that will
highlight the assembly. Foods, drinks and other materials preparation as well as the
stage preparation is being properly on the go for the coming assembly.
The Presiding Chairman asked the Council on the Administrative tasking of the
Katarungang Pambarangayt, especially on some vital documents required by the
Department of the Interior and Local Government (DILG). The Barangay Secretary
reported specially on blank forms from the said department which are needed to be
filled up which are the product of the past Lupon Training Incentives Awards (LTIA).
Report have been submitted for the Katarungang Pambarangay, VAW Cases and other
relevant issue were taken considerably.
ON OTHER MATTERS:
Kgwd. RB Clavecillas requested now the issuance of the Talon Uno Pedicab
Operators and Drivers Association (TULPODA) Certificates from the Office of the
Barangay Treasurer. The Barangay Secretary avers that the copy of the certificate is
now finished ready for distribution provided however that the applicant or owner have
already been paid the required fees.

CALENDAR OF THE DAY:
Issue raise by Kgwd. RJ Antonio on the account of the effective use of radio
communications network wherein called are hesitant or somewhat arrogant in replying
to the caller. It needs to take several minutes or time before called to answer. If called
reply, reply is not on the account of what is needed by the caller, some are playing on
the network and giving unsanitary comments and suggestions which destroy the
image and reputation of this barangay.
It is also learned that improper handling of radio units is being malpractice on
the account that radios are being surrendered every after tour of duty with the taking
into consideration the checking up of units to determine the pliability and the
responsibility thereof, improper charging of radio unit will subsequently destroy its
battery or will lessen the effectiveness of the battery of radio units. It is suggested that
radio unit must be assigned individually permanently with sufficient Memorandum
Receipts and let holder be liable for all damages and loss thereof.
Ms. FA Feliciano suggest that since we have two (2) running mobile patrol let it
be divided among the two stations of this barangay, one for the main and the one for
the satellite base annex in Golden Acres. On this account territorial areas must also
be divided to the two (2) mobile to accelerate sufficient and sophisticated roving
patrolling of area. From main, areas covered start from the Creekside of Aguilar Ave to
Almanza I boundary to Wonderland in M. Alvarez Ave., while the other mobile patrol
will cover from Wonderland in M. Alvarez Ave., to the entire Golden Acres.

He adds more on the success in their previous seminar conducted on the aspect
of livelihood projects to where he and with Kgwd. AB Ramos and RC Serafico attended.
It was unanimously successful on the merit of knowledge on the importance of
keeping the livelihood partnership is effective in our community.

CALENDAR OF THE DAY:
The Secretary was instructed by the Presiding Chairman to read out Council
Ordinance No. 006-06, series 2017, regulating the registration of PEDICAB Operators
and Drivers Association in the barangay. Every PEDICAB association with the
parameter of the barangay must be registered with the Talon Uno Livelihood Pedicab
Operators and Drivers Association (TULPODA) for the issuance of their respective
Plates bearing their number and location of operations being registered member.
The Secretary presented two (2) fold registration form, one for the PEDICAB
Owner and the other one for the registration of PEDICAB Driver, both must be
registered accordingly for proper identification.
Kgwd. RJ Antonio reported on the matter of the presently installed fire hydrant.
The Secretary also reported on the account that personnel from the City Fire Marshall
visited this barangay and locating for some fire hydrant installation as he conducted
the outlet mapping of possible water supply to be taken by fire trucks during and after
events. He avers that there is a problem in the installed fire hydrant as he discovers
from the last fire incident that happened in Alvarez Cmpd., were nozzle are being
installed by the fireman on the installed fire hydrant but they are not in size.
As per Kgwd. AB Ramos, we need to secure Fire Hydrant Keys from the Office of
the Maynilad to ascertain the use of the outlet services during disaster. The Presiding
Chairman instructed the Secretary to prepare a letter request address to the Maynilad
for the purposes.
ON OTHER MATTERS:
The Presiding Chairman reminded Kgwd. GR Gonzales to prepare the summer
sports feast to held at the barangay wide.
It was noted that there is an improper use of the basketball covered court
hence, it reaches until 1:00 o’clock am of the next morning which disturbed residents
within the barangay reached. It was instructed by the Presiding Chairman to issue a
Memorandum, reprimanding Desk and Executive Officers to prohibit the use of the
covered out of time. Its maximum tolerable time is up to 10:00pm, no more no less.
Any Desk and Executive Officer who will violate such Memorandum will be dealt with
accordingly.

encountered especially in handling cases, hence, there is a need for more

for the TANOD to go in through an effective performance and show case by
conducting more rigid training and seminar, especially in the new concept of
Special Laws now existing.

There is project subject for compliance seemingly by the next year 2017 will be

Kgwd. GN Zuñiga avers on installation of three (3) solar system post at real st.,
and in annex which part of the proposed project subject to study and review on the
reliability and effectiveness of the said projects. Should the installation is very effective
and will induce more benefits for the success of the beautification and modernization
of the barangay, this project will carried through the barangay wide.
Kgwd. NE Cosme who is then with the Barangay Secretary during the seminar
stresses the important participation of the Brgy. Council Official in the reiteration of
cases particularly those parties needing maternal attention. The maternal affection
being a mother in the house would healed wounded hearts of the minor children who
then be the parties on the said cases, especially if parties suffer mental and physical
trauma. She urges for an orientation be held for the purposes to enhance and
equipped Brgy. Officials on the issue and for then to act as Case Manager of the
complaint.
The Presiding Chairman named out activities for the year closing period which
the celebration of the Christmas season. Targeted day of celebration is December 19,
2016 after the flag ceremony barangay Christmas party will be culminated enhancing
the gift giving ceremony. Kgwd. RB Clavecillas versed out that on December 30, 2016,
the TULPODA will be conduct their Christmas celebration at 7:00pm at the covered
court of the Golden Acres. The Kgwd. Add more on the issue of the proposed plate
number of the TULPODA which needs for its fifty percent (50%) down payment to
secure it immediate production and fabrication.
The Presiding Chairman avers more on the issues of the safety and security of
students at Villa Luningning Subd., and the M. Alvarez Ave., especially during going
home wherein by standers from the depressed areas inflicting injuries upon this
student who are going homes. The Presiding Chairman called up the attention of the
Committee Chairman on Peace and Order to give stern instruction to secure the safety
and protection of these students.

On the said seminar it was emphasize the stern policy and enforcement
of the said clean up drive not only in the Manila Bay within the suburban
areas maintaining the esteros and creeks within each barangay to kept clean
and running accordingly to avoid flood and any kind of disaster.
The Brgy. Secretary presented a draft resolution for signing on the level of the
Juvenile Justice Welfare Code wherein cases against minors are being filed within the
berangay level need to be undertaken by some specific members of the Barangay
Peace and Order Council. Focal person/s to handle must be identified so as to make
proper documentation for whatever action may be deem necessary for the welfare of
the child. During the last month seminar on Juvenile Justice Law pertaining to
Children at Risk (CAR) and Children in Conflict with the Law (CICL) proper
information is necessary couple with several moves and action to do to produce proper
care of offender.
Likewise, he also reported the outcome of the recently held meeting with the
Department of the Interior and Local Government (DILG) in relation to the submission
of the Environmental Compliance Report (ECA). The agency demanded the importance
of submitting it’s report relative to the outcome of the maintenance and enforcement of
Republic Act 9003. Daily Report of apprehension is mandated to determine violators
on the account of the enforcement and the same shall be submitted to the Office of the
DILG.

CALENDAR OF THE DAY:
The Presiding Chairman extended his grateful thanks on the previously held
Barangay Assembly last October 8, 2016 at the Golden Acres Annex Covered Court. In
the recently held meeting with the LIGA ng mga Barangay last October 12, 2016, the
DILG recounted on their observation on the conducted individual SOBA of each
barangay. This barangay is one named having some very indispensable characteristics
wherein the Official format of the program is mixed with social entertainment like
dancing, singing and other cultural enjoyment.
The proposes target date for counselling is set on November 7, 2016 at the main
barangay hall. However, an invitation was catered for the projected counselling to be
held on November 6, 2016 from 1:00pm to 6:00pm at the Parish of the Five Wounds
for the victims of “Drugs”.
ON OTHER MATTERS:
The Presiding Chairman asked the Brgy. Secretary on the issue of the
forthcoming cluster meeting of committees on October 18, 2016. The Brgy. Secretary
avers that clearance have been secured from the Department of the Interior and Local
Government (DILG) Las Piñas City on the motive clustering the meeting and
accordingly that the members of some of the committees comprises of one
personalities which is the is the basic reason why this Office can conduct cluster
meeting.
On the cluster meeting, committees involved are the Barangay Peace and Order
Council (BPOC), Barangay Anti-Drug Abuse Council (BADAC), Barangay Council for
the Protection of Children (BCPC) and the Barangay Disaster Risk Reduction
Management Committee (BDRRMC) having one members each other with the
composite of other government and non-government organization.

Dalandan, Lanzones and Atis Sts., on October 15, 2016 hosted by a joint venture of

The Presiding Chairman reported the plan of the City Anti-Drug Abuse
Council (CADAC) to established a rehabilitation center in the City. Accordingly,
it is impossible to have one in the City due to some technical aspect of its
establishment which needs voluminous preparation and documentation.
Clearances that will precise the establishment and the possibilities of receiving
and/or accepting victims of drugs in the Center, hence it needs a Court Order
or Clearance prior to the rehabilitation. Standard Operating Procedures (SOP)
is needed to be set up prior to the execution of the proposed establishment.
The Presiding Chairman avers the issue on the abrupt Drug Test for all
members of the Barangay Police Force to determine who among them are the users of
this “Illegal Drugs”. Instructed on the account was Kgwd. RB Clavecillas to make
proper negotiation with the Precision Hospital to ascertain the possibilities of securing
doctors and staff that will conduct the necessary abrupt drug testings.
ON OTHER MATTERS:
Ms. FA Feliciano, Brgy. Treasurer reported on the account of the previously held
meeting with the Bureau of Internal Revenue wherein the issue is about taxes being
collected from the City. A new leadership of the BIR Branch in Las Piñas City is been
introduce who expounded the importance of taxation.

The DILG forwarded a specific hard copy of the IRBI which requires some
revision according to the application and needs of the barangay. The Presiding
Chairman avers the assignment of the members of the Kalipi be utilized on the said
campaign as census personnel. The Brgy. Secretary is instructed by the Presiding
Chairman to finalized the form and conduct a seminar for the Kalipi Officers and
member on the proper entry and recording of information on the said form and
schedule immediately a day of the census. This will help a lot in the implementation of
the Peace and Order situation in the barangay and will minimized the proliferation of
squatters and squatting syndicate in the barangay.

Plans have been laid down for the final preparation of the State of the Barangay
Address which is schedule on 8 October 2016 at 8:00am at the annex covered court.

The Presiding Chairman deliberated and expounded the issue on some of the
major Base Institution which need a clustering of meeting. Having the same
personalities involved in the arena of public services, the Barangay Peace and Order
Council, (BPOC), Barangay Drug Abuse Council (BADAC), Barangay Council for the
Protection of Children (BCPC) and the Barangay Disaster Risk Reduction Management
Council (BDRRMC).
He named names of the members being the overall Chairman of every
Committees that are being organized under the LGU roof, having the same members
on the different Committee were the Barangay Peace and Order Council (BCPC),
Barangay Drug Abuse Council (BADAC) and Barangay Council for the Protection of
Children (BCPC). To add members of advocate who are youth representative from their
respective schools that are within the jurisdiction of the barangay, to include the
Principal, the President of the General Parent Teachers Association.
Taken also as part of the members were people from some of the existing Non-
Government Organization or the Civil Society such as Homeowner, Tricycle
Association and other association President.
The cluster Based Institution is being prepared for the conduct of the
consolidated meeting to be held in relation to the present campaign of the government
against drug and its eradication. The Chairman reported that more than 120 drugs
victims have been surrendered in the past days due to the campaign conducted by the
Police on PLAN KATOK. Compilation of records of the surrenders have been made with
their respective oaths. The City Government Program is to lunch a values Formation to
conducted per barangay to enable the surrenders to face a new trend of life and
afterwards they will be enrolled on the TESDA System to accelerate their futures and
create their own source of income in a legal and lawful way.
The Brgy. Secretary reported to the Council the issue of the presently needs of
conducting a Values Formation to the victims of Illegal Drugs who have surrendered in
the past days. Schedule is necessary once a month every Saturday at the Barangay
Covered Court within a period of three (3) to four (4) hours with Counseling.
Preparation is mandatory for the said program of values formation and the same will
be administered by the Brgy. Secretary who is then a Pastor of a Church.

KRB Clavecillas assert more that he will conduct his personalized Feeding
Program in Day Care Center in Wonderland Homes and in Sta. Rita Cmpd., this 21 st
and 28th day of August 2016, respectively which is to be highlighted the information
and Dissemination of Republic Act 9003, otherwise known as the Ecological Solid
Waste Management Program. Furthermore, asserts the ongoing basketball tournament
which will end up before the election period. The said tournament is conducted every
Saturday and Sunday at the Golden Acres basketball court participated by the
different association in the barangay and its nearby barangay.
The Presiding Chairman read the issue on the campaign of the City Council
through the efforts oif the City Mayor, Madame Imelda Aguilar where the deployment
of more than 1,000 “Bantay Tapon Basura Volunteer” is been applied for the whole of
the City whose main mission is the apprehension of violators imposing certain penalty

Kgwd. RB Clavecillas reported on the issue of an old lady whom he had escorted
to the bus terminal bound to Cebu City just this day supported financially by the
Department of Social Welfare and Development (DSWD). Escorting to the terminal
bound of destiny is vital in the sense to secure the reliability of the support requested,
hence some are just making monies just out of the sense of the alleged “Balik
Probinsiya Program” by the DSWD.
Mr. Benjamin Corigal appointment as Brgy. Police Force member is still under
study and review on the account of subject age due to seniority.
Traffic Management and Control in Las Piñas is under review for further
implementation of an accurate traffic flows.

The Presiding Chairman raised the issue on the barangay projects which
Kgwd. GN Zuñiga reported that all project are now on their way to completion.
Seemingly, the only problem arises is the problem regarding the big trees that
mostly covers the installed streetlights along C. Ramos Drive in Golden Acres
wherein their lights was covered by the tree leaves serving darkness during
night time. There is a need to produce a chain saw to cut this big branches of
trees that hinder the service of the light. It is suggested to procure on chain
saw to administer the problem
School Days is near coming up, wherein one part of the barangay
activities is the giving of free bags with school supplies to student in the Day
Care Center. Proposed target day is on June 21, 2016 at 8:00am at the Golden
Acres wherein hundreds of student from three (3) Day Care Centers are
benefitted by the said program culminated by the barangay.
ON OTHER MATTERS:
Kgwd. AB Ramos raised the issue of the Petition filed before the Office of
the Barangay Chairman against a certain man whose surname was HERRERA
who was allegedly the one who caused the fire incident happen at Villa Sto.
Cristo that cause trauma to people residing on the said area. The Presiding

house and lot.

The Presiding Chairman alarmed the Council on the proposed 2 nd Shake Drill to
be held on June 22, 2016 at 9:00am. Public Information and Dissemination is deem
necessary on the account which can be held on June 20, 2016 after the flag ceremony
inviting members of the Las Pñas City Disaster Risk Reduction Management Office to
conduct an eye view of the what, who, when, where and How of the Disaster.
During the tentative date of the Shake Drill on June 22, 2016, siren will be
flashed by 45 second coupled with the others alarming system to declare the
possibility of the shake for the “Big One”. Necessary preparation is deem necessary
especially the assignment of augmented personnel on the event that the Council might
out of town educational tour on the date.
The Presiding Chairman also elaborated the issue on Republic Act 9003 in
relation the previously conducted seminar on the Manila Bay Clean Up Drive held last
June 2, 2016 at the City Hall, Las Piñas City. The Chairman emphasize Secs. 13, 14
and 15 of City Ordinance No. 1267-15 Series of 2015re:Ordinance Establishing
Septage Management System in the City of Las Piñas.
The Presiding Chairman called the attention of the Brgy. Secretary to add more
information on the issue. On the event, the Brgy. Secretary narrated the necessity of
enforcing the mandate of law on the account that there is a necessity to determine
numbers of Commercial Establishments, Subdivision, Association, people living along
the creek side in relation to the existence of septage tank, figures of male versus
female on the level of age bracket.
Brgy. Sec DSPJr raised the issue in relation to the query of the memebrs of the
Barangya Police Force re:assignment of Jane Sevillano at the main barangay.
Memorandum was issued to effect Ms. Sevillanos’ assignment as VAW Desk at the
main barangay which information reveal that the same memorandum was refused by
Ms. Sevillano. The Presiding Chairman clarifies the issues and give stern instruction
to post the memorandum accordingly by placing Ms. Jane Sevillano taking her
assignment at the main barangay.

the Katarungang Pambarangay putting them on the high standard level of pubic
servanthood. Having no schooling or seminars being conducted at the moment to
enlightened and enhance more the members, the Council will implement the so called
“Standard Operating Procedures” to effectively carried out the mission and
mainstream of the Kataruangang Pambarangay, which is “Mediation”.
Kgwd. RJ Antonio emphasize and the issue of the erring members of the Lupon
especially those with report of their personal character that imputes the real sense of
being a “Mediator” converting into a “Judge”. The mission of the Katarungang
Pambarangay is “Mediation” and not to “Judged”. He sternly calls on for an orientation
to these members since up to this moment there is seminar nor schooling have been
conducted for the purpose. He further narrate several procedure to be implemented
and to be serialized as a resolution that will govern the Lupon Members.

The Presiding Chairman avers the two (2) division of the Lupon Members, from
Jade Cmpd., towards the Golden Acres shall be held at the newly satellite barangay
Office with four (4) Lupon members to tend the session and from St. Markville and
Wonderland towards the National Highway shall be held at the main barangay tended
by three (3) Lupon members effective immediate upon approval of the resolution.
Proper time in and out shall be strictly to be impose which include the wearing of
prescribed uniform.
The Presiding Chairman introduce by name the newly member of the Lupon
Tagapamayapa who will undergo training and briefing on KP under the direct
supervision of the Brgy. Secretary until such time that the same qualifies to the said
propose position. The Presiding Chairman added by instructing the Brgy. Secretary to
prepare new members for the Lupon Tagapamayapa of this Council in lieu of the
forthcoming new terms from the year 2017, hence some members of the presently
Lupon are no longer available on the account of sickness and aged limit.
Changes will come up upon the assumption of office of the newly elected
presumptive President from a to z of the government placing the Philippines whose
plan is from Democratic form of government to a parliamentary form of government.
Changes in the Philippine Constitution is also part of the presumption. The Presiding

Kgwd. GR Gonzales reported on the BuB DSWD Sportfest, May 23, 2016 will be
held at Blue Court of Brgy. Talon Dos and the final countdown will be on May 30 and
31 at Pilar Village Covered Court.
The Presiding Chairman sternly give bird’s eye view on the salient features of
the proposed enforcement of laws for the presumptive President. Curfew hours, drug
addiction, videoke and drinking spree will be controlled and minimize nationwide.
Apprehension will be enforced which include the paying of fines as penalty depending
upon the offenses made by the offender.
ON OTHER MATTERS:
Kgwd. RJ Antonio open the sleeping issue of the pending letter to Ms.
Catacutan re:merchandize being held along the path walk of the street of the national
highway in which seemingly the said area is now an open mini bodega of her
merchandize. The Kagawad reiterated to push through with the said letter to
notification for the said store owner.
Kgwd. RC Serafico reported on the Fire Hydrant leak at Ramos Cmpd., and
Leaonardo 1 & 2 Sts., which needs immediate attention and repair to avoid casualties
in any eminent danger.
Kgwd. RB Clavecillas reported that the presently Golden Acres Pedicab Drivers
and Operators have decided to change their name and nature to Talon Uno Livelihood
Pedicab Operators and Drivers Ass (TULPODA) in order to accelerate their value as
community servant. He added more to prepare for the Franchise Form for the general
membership of the PODA Association within the barangay to include the membership
plate.

one (1) leave of absence wherein which the Council have performed their duties and
responsibilities faithfully and with dedication. Extending his thanks personally to
every Committee Chairman who have supervised their committees faithfully and have
done successes in every project endeavour.
The Brgy. Secretary opened the issue of the proposed Barangay Bottom-up
Budgeting (BuB) which need to be complied earnestly and to be submitted to the
Department of the Interior and Local Government (DILG). The Council named five (5)
priority projects which are vital and necessary, named was an additional fire truck to
sustain the presently fire truck of this barangay; secondarily, garbage truck to help
the City Council in the maintenance of a desirable and healthful habitation; thirdly,
drainage system must be constructed and/or be repaired along Dalandan, Atis, Chico
and C. Ramos Drive in Golden Acres must be given attention; fourthly, on CCTV
Cameras that will justify the monitoring of all community activities within the
perimeter scope of the area in consonance with the maintenance of peace and order
and lastly, the fifth, the construction of a day care center which will aid in the
mainstreaming of child education to a useful adulthood in the future.
Listing out five (5) major and priority projects of the barangay, nomination have
been used to determine the first priority project which will be initiated by the Bottom
Up Budgeting for the Barangay and ranking firstly is the additional fire truck that will
support in the prevention and control of fire and to be used as a defense for other
eminent dangers that threats the community.
Kgwd. AB Ramos raised the issue on the Traffic barriers which are presently in
used in some part of the main street. Kgwd. GN Zuñiga suggested and named some
specific areas to be this barrier could be place that will help and aid Traffic Enforces to
speedily and enforced proper traffic management such as in Topland Ave., in Golden
Gate cor., the Zapote-Alabang Rd., in Annex near the GAPODA Terminal, San Antonio
Rd., cor., the Zapoite-Alabang Rd., and in front of the barangay main gate.
ON OTHER MATTERS:
On the summer league, Kgwd. GR Gonzales reported that the sport fest will
start by 16 April 2016 at 8:00am and parade will culminate from the main barangay
toward the boundary of Brgys. Talon Uno and Almanza Uno towards Robinson Place
and turn back to the main barangay. By Friday 15 April 2016, uniforms will be
released to participants in preparation for the said parade and after the parade muse
completion will take place until the game starts.
Cleaning of the basketball court will be done by Thursday night and the sports
committee will tendered by the previously youth members who handled peacefully the
last year sport fest.

summer sports league last April 16, 2016 which was participated by almost more or
less than three Hundred children taken from the four corners of the community.
Kgwd. GY Gonzales reported the total team participants of the league, for Mini we have
21 teams, for Midget, we have 35 teams and for Junior, we have 20 teams with a total
number of 76 teams that will play until the middle of June 2016.
Kgwd. AB Ramos ask the question as to whether the members of the Barangay
Police Force could possibly be given a chance to take their summer outing for a
moment, however, the issue raise is subject for further scheduling and deliberation
due to financial needs of the program.
Kgwd. RB Clavecillas endorsed one member of the PWD for consideration for
any vacant position in the barangay, subject PWD will be under trained by the Office
of the Barangay Secretary for orientation and observation as the case may warrant.
Kgwd. RC Serafico raised the issue of the clogged drainage system at M. Justo
Cmpd., which calls the attention of Kgwd. GN Zuñiga for inspection in preparation for
the rehabilitation of the said drainage system.
On Female Brgy. Tanod, Kgwd. AB Ramos requested that they be trained for
being a member of the VAW Desk. Training shall be undertaken by the Brgy. Secretary
for proper orientation and closed observation in the enforcement of VAW Cases,
however, schedule of such training is still under review and plan.

The Chairman addressed the Council on his leave of absence in which by 9:00
o’clock pm this day he shall be leaving. He emphasize well the spirit of unity and
camaraderie among members of the Council and adher to support well Kgwd. NE
Cosme on her one (1) month career as the Officer In Charge of the barangay. He also
address sternly all Committee Chairmanship to conduct proper monitoring and to
make a report on the outcome of their administration.
He further emphasize the program of the Department of the Interior and Local
Government on the use of the Bottom Up Budgeting for the Barangay (BuB), in which
it is still under review and study by this Council. He explain well the concept and the
m ain idea of the BuB on the account of placing or issuing a 1M budget for the
barangay should such barangay would then be selected and chosen among the
barangay in every City.
Next that was deliberated prior to his departure is the upcoming feast of the
Parish of the Five Wounds. He calls the attention of the Brgy. Secretary on the proper
schedule and accommodation of the covered court for the said affair, the proper
notices to all Kagawads concern on their specific duties during the said feast day.
Kgwd. RJ Antonio raised the question relative to the proposed letter to Mely
Catacutan and Mr. Turco in behalf of the problem convene by the by passing people
along the way that subject personal business structure sort to hinder along the side of
the road that block the pedestrian easement. He further suggested to take
photographed of the said structure to suffice the issuance of the letter.
ON OTHER MATTERS:
Kgwd. AB Ramos narrated on the problem of the Fire truck wherein its wheel is
somewhat worn-out and need immediate replacement, also the fire hydrant keys must
be kept openly to the Office of the Barangay Police Force and not personally for
immediate necessity.
The Presiding Chairman avers the plan of moving out the Office of the Barangay
Police Forces will be located in front of the main barangay building and the presently
office together with the Senior Citizens Office will dismantled and convert to into a KP
Courtroom. However, such plan is still under review and budget preparation is being
taken into consideration.

The Presiding Chairman clear up the issue of his proposed travel in Saudi
Arabia for one (1) month. The Council signed up a resolution approving for the
appointing of Kgwd. NE Cosme to be the Officer-In-Charge for a period of one (1)
month from March 9 to April 9, 2016 in lieu of the temporary absence of the Presiding
Chairman. He further instructed every members of the Council to ascertain their
Chairmanship while he is out and so with the Secretary fulfilling the mandate of its
appointment.
The Presiding Chairman stresses and call the attention of the Council on the
forthcoming important event especially this March 2016 on the Lentent Season.
Calling the attention of Kgwd. AB Ramos, Chairman, Committee on Peace and Order
giving him the fullest instruction on the maintenance of peace and order as needed on
the said occasion.
Kgwd. RJ Antonio raised the issue on the problem of the Senior Citizens
passing through the easement of the Zapote-Alabang Rd., wherein baggages and
stores materials are position along the way and the repair shop that block the people

tomorrows ERPAT Orientation to be conducted by the ERPAT Federation at around
1:30pm of January 15, 2016 at the main covered court. Attendance shall be
participated by the different sector of the community concern on the GENDER
Sensitivity Program of the Barangay. Expected to attend is more than 100 person as
per Brgy. Secretary hence invitation letter have been send to the different male sector
of the community.

which is still in big question on the failure of conducting daily collection. Kgwd. RB
Clavecillas reported that constituents in Dalandan St., Golden Acres who are Officers
and members of the newly organized Homeowners Association plan to conduct the
cleaning process of the said area. On the date and time, according to Kgwd. RB
Clavecillas will relayed to the Council in the future. In addition thereto, the Presiding
Chairman is dreaming of acquiring one (1) unit of ELF with boom to be taken from the
Calamity Fund to be use for any emergency, rescue and for the BDRRMC operations.
ON OTHER MATTERS:
Kgwd. GR Gonzales open the issue of the improper scheduling of the barangay
covered court, hence it has been observed that seemingly that there are permanent
users of the covered without giving any chance at all to other people who wants to use
the said covered court. The Brgy. Secretary as he is the one taking charge of the use of
the said premises explained fully the system on how the covered court is being
reserved to people who wants to use it and he promised to take it a look on further
scheduling of reservations.

The SESSION was called to order by the Presiding Chairman requesting Kgwd.
RB. Clavecillas to lead and open the session with a solemn prayer of intercession and
the same was superseded by the usual roll call of the Council counting all are present
during the session.
He further avers on the account of the proposed General Assembly of the People
with Disabilities (PWD) to be held on February 7, 2016 at the main covered court. The
main issue is to cover up is the propose election of a new sets of Officers to handle the
affairs and administration of the group. It was seemingly noted that are problems
arises within the present set up of Officer that calls for an immediate resolution of the
issue to protect the interest of the members.
ON OTHER MATTERS:
Kgwd. RC Serafico raised the issue on outcome of the meeting held for the
ERPAT last January 15, 2016 at 1:30pm. Attendance was participated by the different
Kagawads handling the ERPAT in their respective Council and enhances for a strong
and relevant position of fathers in the barangay level. Further meeting will called up
according to the DSWD who initiated the creation of the ERPAT to enhance better
development of familial responsibilities among male families.

The Presiding Chairman verbally introduce the newly designated City Directress
of the Department of the Interior and Local Government, Atty. Rollyne Javier in lieu
Ms. Iren G. Arrogante but the latter shall remain in position with the DILG Las Pias
City to support the presently designated new City Directress.
He also avers and introduce the BUB-Bottom-up budgeting that each barangay
who have been selected and have the criteria shall receive 1M budget schedule to an
specific budget of the plan, among the twenty (20) barangay of Las Piñas City, only
nine (9) shall be entitled, however, said program shall be taken up during the the
forthcoming Barangay Assembly of each barangay.
On the Barangay Full Disclosure Policy is still in contact, presently the past
LTIA Team of the DILG have conducted inspection and read out of the publication of
this Barangay Full Disclosure which seemingly earned a bigger point that this
barangay is in consonant with the Local Government Policy.
On the Barangay Assembly which is scheduled for the month of March is set on
March 7, 2016 at 8:00am to be officiated by the Guest Personnel at the main court of
the barangay.
On such occasion program have been prepared and personnel to handle such
each position are now ready, reading out on the program, the Master of Ceremony, Ms.
Florida A. Feliciano with Ms. Loida Briguela, on the Invocation, Kgwd. RB Clavecillas
shall lead a solemn prayer for Divine Intecession, on the raising up of the National
Anthem as a prelude, Kgwd. AB Ramos, with Kgwd. Ricardo J. Antonio for the
Welcome Address. Of course, on the Course of Eco-Waste, our beloved Kptna, Nena I.
Ramos preceeded by the introduction t6o the BUB Aspect, Rev. DS Plomantes followed
by the representative from the DILG to expound the issue of the BUB. Kgwd. GR
Gonzales for the introduction to the Guest of Honor and Kgwd. NE Cosme for the
introduction of the SOBA Speaker and the last but not the least, our very own,
beloved, Kgg. Miling B. Ramos for the especial proclamation of the Brgy. Talon Uno
Good Governance System and success.
The Presiding Chairman arouse all Barangay Officials Sport Enthusiast to lead
a wonderful sportiest for this year 2016. Kgwd. GR Gonzales was instructed to
formulate the program for this activities.
The Chairman also explain the forthcoming Pastoral Feast of the Five Wounds
in April this Year in which the Council will participate totally including the Barangay
Police Forces which will stern the peace keeping policy of the barangay.
Kgwd. RJ Antonio raised in the issue on the improper keeping of the fire hose of
the barangay which is improperly keep after the services. It is noted that fire hoses are
rolled over while it is wet. It is sternly recommended to trained members of the Fire
Brigade to dry first the said hoses before it is rolled to keep it.
The same he urges on the issue of some complaining members of the Senior
Citizens who are passing along the sidewalk of the Zapote-Alabang Rd.,. wherein they
encountered difficulty and face of danger when facing in front of the store of Medy
Catacuan wherein her store baggage’s and some store material are keep along the road
that block the safety way from the public, the same with Turco who has a repair shop
along the national highway in which said sidewalk is being utilized as a repair
areashop.

The Presiding Chairman narrated the saddest part of the recently held rainfall
that hits the Metropolis causing so much disturbance in the performance of duties
especially in this area where flood overflowed inside the barangay basketball covered
court due to unclogged drainage system and construction of the sidewalks of the
highway which is presently being repaired by the Department of Public Works and
Highways (DPWH).
Kgwd. RB Clavecillas reported on the outcome of the 4P’s update that sport fest
equipment will donated to this barangay to conduct sports activities within the
parameter of the members of the 4P’s and schedule of activities will be taken upon
receipt of the said equipment.
Kgwd. NE Cosme through the Barangay Secretary reported the outcome of the
wonderful one (1) day seminar conduct on Republic Act Nos. 9262 and 9344 relatively
on the Violence against Women and their Children and Children in Conflict with the
Law. The Secretary emphasizes the importance of having a qualified numbers of VAW
Desk to enable the availability of action promptly on complain in issue. He further
suggest the installation and creation of a separate VAW Office with sufficiency of
equipment as mandated by law.
ON OTHER MATTERS:
The Presiding Chairman announces that the Christmas Party will be held by
December 21, 2015, Monday after the flag raising ceremony with parlor games and
other activities to attend by the different sectors of the Community such as the KALIPI
Members, Brgy. Police Force, Street Sweepers, Kaagapay and other members of the
Community.
The Council Christmas Party will be held after the Barangay Christmas Party at
around 5:ppm at Aling Lucy’s Restaurant at Pamplona Uno, Las Piñas City.

On the other hand, Kgwd. GN Zuniga avers on the continuous upgrading of the
barangay project and some of which are on their way for completion and other still
under the process of construction. Targeting to comply within this month of November
is the drainage system which now on the go at Leonardo 1st St., Street lighting.
The Presiding Chairman avers that the Maynilad had scheduled meeting with
the Barangay Chairman of the twenty (20) barangay of Las Piñas City on November 10,
2015 from 8:00am to 5:00pm to attend a meeting/seminar in relation to the presently
on going procedures and policies of the Maynilad administration relative to the
application, disconnection and reconnection system.
It was learned from the seminar that the Department of Social Welfare and
Development (DSWD) assume the position as the LEAD AGENCY on case involving
against women and their Children.

Kgwd. RB Clavecillas reported on the Christmas party of the Solo Parent which
is was scheduled on December 13, 2015 at 3:00pm at Golden Acres Annex. The same
the GAPODA supervised by Kgwd. RB Clavecillas will have its GAPODA Basketball
League on December 3, 5, 6, 17, 19, 20, 24, 26 and 27, 2015 from 8:00am until
5:00pm at Golden Acres Annex Court. On the 27 th day of December2015 will be the
awarding and at the same time the Christmas party of the group.
Kgwd. RC Serafico reported on the account of the past meeting at the LIGA ng
mga Barangay on the issue of Empowerment and Reaffirmation of Paternal
Abilities (ERPAT) which was held last October 27, 2015. On the said date, the Council
congratulate Kgwd. RC Serafico as he has been elected Treasurer of the ERPAT Core
Group of Las Piñas City.
On this account, Kwg. RC Serafico enhances the Council to conduct meeting for
all male individual of the Council especially with the Lupon Tagapamayapa and the
members of the Barangay Police Force for creating a core of officers for this barangay
in which the Presiding Chairman addressed the Brgy. Secretary to schedule
immediately a meeting and was set on November 30, 2015.
ON OTHER MATTERS:
Christmas program shall be prepared and shall commence December 21, 2015
after the flag ceremony with fun and surprises and contest with raffle and gift giving
program. The party will participated by all members of the barangay.

proposed 2nd Semestral Barangay Assembly tentatively schedule on October 12, 2015
at 8:00am up to 12:00noon, Monday. He called the attention of every officials to help
prepare for the success of the targeted barangay assembly.
The Brgy. Secretary was advice by the Presiding Chairman to count on the
participation of the major components of the barangay, counting on the Kalipi,
Homeowners Association, NGO’s manning within the barangay, some of the Church
Leaders and Pastors, school representative such as the GPTA, transport personnel and
others.
The Presiding Chairman read over the letter of invitation by the SM Southmall
program enhancing community partnership on a 10% discount project to all residents
of this barangay from October 13 to 22, 2015. Provision one must possess an ID that
will justified his residency o this barangay.
For the late hearers, the Presiding Chairman enhances everyone on the re-
opening of the COMELEC Registration to be conducted on 24 to 31 of October 2015
from 8:00am until 3:00 pm .
Kgwd. AB Ramos, Committee Chairman on Peace and Order reported that there
are two (2) two way radios that needs battery batteries for to become usable for
operation. The Presiding Chairman suggested to the Brgy. Treasurer to conduct a
canvass on the needed batteries.

The Presiding Chairman rehearse the recently held Barangay Assembly last
October 12, 2015. It was so much successful and well done with the fullest
participation of every members of the community, with the guest speaker from the City
of Las Piñas, who gave us his time, effort and support, City Councilor, Hon. Bonifacio
“Bonie” C. Riguerra, Mr. Edner Ramos represent Councilor Hon. Francis Albert
“Danok” Hernandez who is on officials meeting at time shows up and with the valued
supervision of Ms. Divina Gawaran, Administrative Officer from the LIGA Office. On
the speech of the lone Guest Speaker, he powerfully employed everyone for a total
support in the barangay endeavour to have more cohesive success in the future.
Bearing one mind, soul and spirit to stand affirm on the continuous success and
growth of the barangay.
Naming one another, major part of the assembly are the issues concern about
the barangay and it administration, from the preparatory to the post celebration of the
event. Program part from the registration which start by 8:00am of the same date,
barangay staff headed by Ms. Belen Santos is the one responsible with her co-pilots on
the ground.
The Council applauded the Presiding Chairman on the success of the assembly
as carries the administration orderly, peacefully and with a great meaning in one’s life.
A father and a leader with a sense of humor and enthusiasm building a great leaders
for a better barangay.
Issues on the absences of some members of the Barangay Police Force have
been raised considering that disciplinary action should be taken into consideration.
Proper manning and monitoring is necessary to adhere to the most effective result of
barangay tanod services. Briefing and seminars of child friendly barangay tanod is
mandatory to execute relevant to the growing youthful offender.

recently held seminar conducted by the Department of the Interior and Local
Government (DILG) in relation to Gender-Responsive and Child Friendly Barangay
Tanod Skills Enhancement Program held this September 2, 3 and 4 at Manila Bayview
Hotel. Attendees were the Presiding Chairman, with the Secretary and the Executive
Officer of the Barangay Police Force.
On the Medical Mission to be conducted by the Heart Saver Walkers, the
Presiding Chairman announces the forthcoming medical mission to be held on
September 6, 2015 from 6:00am to 10:00am. 1 st beneficiaries are the Barangay
Officials, staff and its personnel coupled by other constituents who wish to avail of the
medical attention with a minimal cost. Examination and treatment cover the major
and vital parts of the physical body.
On the invitation of Wonderland Fiesta, the Presiding Chairman avers that all
Barangay Officials should participate on the said fiesta enhancing a great camaraderie
among Wonderland constituents inculcating the mutual relationship between the
barangay and the community.
Fortunately, the COMELEC Las Piñas District have given us another chance to
conduct the BIOMETRIC Satellite Registration on September 16, 2015 from 8:00am
until 3:00pm at the main barangay.

The Golden Acres National High School in Golden Acres requested for an air-
conditioning unit with a 2HP power capacity. The Presiding Chairman requested
Kgwd. NE Cosme to review further the possibility of acquiring such unit.
On the account of the Batang Hamog roaming and mending within the
perimeter of this barangay, they must be apprehended according to the provision set
forth in RA 7610. Possibilities must reached up to the maximum of three (3) times
apprehension the same will be turned over to the Department of Social Welfare and
Development for resolution.
Kgwd. AB Ramos avers the issue of the major problems on an overnight sounds
of the video machine sounded till as early as 1:00am and into a nonstop music. The
Presiding Chairman proclaim the issuance of a Council Ordinance that will
standardize the operation and management of videoke use and operation within the
barangay which will reach the maximum tolerance of operation and use up to 12
o’clock midnight, exceeding to this time frame shall suffer the confiscated of the
machine.

The Presiding Chairman introduce the importance of today’s session which
relatively in connection with the induced preparation of the nation especially the
Metropolis on the so called the “Big One”. He emphasizes the importance of
preparation, knowledge on how to tackle every circumstances that might arise during
the tragedy and the necessary solutions that would ease the burden of anxiety to the
constituents. He called up the attention of the undersigned Brgy. Secretary to explain
further some vital part of the preparation.
Kgwd RB Clavecillas suggest that the Bry. Staffs, Kalipi, Street sweepers and
other barangay personnel be distributed according to their capability to assess on the
operation without any hazzle.
ON THER MATTERS:
The Presiding Chairman relayed and expresses his gratitude on the held Water
Lily Festival and say thanks to all concern who joined on this occasion. He also
announce the Breastmilk Letting activities to be held at the City Health Office wherein
this Office will support in transporting several breastfeeding mothers to the said
activities. On the issue of the “Mamamayang Mamamayani” to be held on August 30,
to September 1, 2015 at the Mall of Asia in Pasay City.
The Presiding Chairman read out the letter of Ms. Jossel B. Duco addressing
the issue of her problem related to several activities of this barangay. She was then the
one typing or preparing the summons of the Katarungang Pambarangay but now she’s
no more, she handled the supervision of the brgy. Sound system, with a position as
Brgy. Librarian, Fire and Rescue Team Leader and holding numerous matters that
constrained her to work favourably.
The Brgy. Secretary explained the reasons as to why and how, Ms. Duco did not
continue to be the one preparing the documentation of the Katarungang
Pambarangay, she was then but because of her hectic schedule handling numerous
figures of important and relevant matters of the barangay, she cannot attain the
necessity of the Katarungang Pambarangay for a speedy trial and promulgation of laws
prescribed by the Katarungang, until such time that clogging of KP papers over the
table of the Brgy. Secretary has been observed and seen by the Presiding Chairman
that constrained him to call for somebody to be taken in to help the Brgy. Secretary,
the VAWC Desk Officer took over, how it was a big failure for malignancy. Resolution
comes out that Ms. Jasmine Paredes one of the member of the Barangay Police Force
was offered by Kgwd. AB Ramos to help the necessity of the and now she temporarily
on the bye with the Brgy. Secretary.

The Presiding Chairman called out for committee reporting, Kgwd. RC Serafico
address the Council on the proposed cleaning of Leonardo 1 st St. s per the Presiding
Chairman, the issue is at hand by the Engineering Dept., on the account of
rehabilitation. The DPWH requested this Office on their forthcoming rehabilitation of
the drainage system along the Zapote-Alabang Rd., from Aguilar Ave., to Leonardo 1 st
St., which is to be on going by the nest few days. Clearances have been issued to
ascertain the said rehabilitation project.
Other Infra project, Kgwd. GN Zuñiga reported that all proposed plan of the
projects have been complied and what is waiting for is the release of the budgetary
requirements to go in through the projects.
Letters received from the students of Golden Acres Elementary School on their
request for the construction of their school stage and the same was submitted to the
Office of the City Mayor attention the City Engineer Office for appropriate action.
ON OTHER MATTERS:
The Presiding Chairman introduce the new Chief of Police of the City of Las
Piñas which named PSSupt. GERMAN DELGADO MEDEQUILLO. The latter require
the police visibility within the perimeter of their respective AOR and the urgent
apprehension of all Drug Traffickers
On the forthcoming 2016 Election, the Council will request for another set of
satellite registration to cope up with others who has no biometric scanning yet. The
Presiding Chairman suggested to use all effort of collecting this people so that they
may be counted on the said 2016 election.
Complaint letters from the students of Golden Acres National High School
regarding the unusual things seen within the Golden Acres Subd., such thrushes,
debris, drainage clogging, over flowing of unsanitary odors and dark areas of the
vicinity. The Chairman referred all the issues to concern Committees for them to
accelerate the immediate solution or to transfer the said issue on the proper agency
concern for immediate remedy.
The Presiding Chairman open the issues on the matter of issuing clearances,
which are the clearances subject for the Barangay Secretary and subject to the Office
of the Treasurer.

The Presiding Chairman open the issue on the letter from the student of Golden
Acres National High School on the issue of the unusual odors emanating from the
drainage installed along the Candido Ramos Drive, from the market site. Said bad
odor is caused by clogged thrushes and the dead waters sourcing from the market
area especially from refused fish intestine which are dropped inside the drainage
system.
A man to man clean-up is necessary to be done along the wet area of the
Candido Ramos Drive, especially in front of the Hasal’s Family wherein it has been
reported that someone have been accidentally slipped off over the said area causing
physical harm and injuries on the victim. This should be tagged in fb to justify that we
have done our part in the maintenance of cleanliness drive and to avoid further issues
Issue on the petition on the basketball installed at Chico St., Golden Acres,
were on this area reports reaches this Office that this place now a place of
unscrupulous by standers doing possible illegal activities such as drugs, drinking
prohibited beverages and other acts eminent to the safety and security of its resident.
The Presiding Chairman, called up the attention of the area to discuss the matter and
possibly to remove temporarily the said basketball court to hinder the possibilities of
criminal acts on the area.
On the other side of the Infra projects to count on for the drainage system,
lighting facilities and the flooded area of the Leonardo 1 st St., funds are sufficient
enough but we don’t have project plan yet which are held in abeyance prior to the
implementation of the projects.

The Presiding Chairman roll on the issue of the on the going construction of the
newly constructed Base 3 Annex building which now on its way and which is
somewhat smaller than the former building.
Kgd. NE Cosme announces the Water Lily Festival on July 25, 2015 for its
Beauty Pageants at 4:00pm at Villar Sipag, she requested support for its
transportation accommodation for the said affairs and also on July 31, 2015 for the
final countdown of the contest.
On Solid Waste Management Office, problem arises when Ariel Bustamante was
terminated due to some dubious accounts and replacement is necessary for its smooth
operation whom the Council can trust. Rene Secretario was then called to take such
position and was carried by the Council.
Kgd. RJ Antonio reported that many constituents are waiting for the task to
implement its collection of street dogs roaming around the vicinity. The Council as
Kgd. RJ Antonio can conduct collection but the major problem where shall this
collected dogs be kept. Likewise Kgd. AB Ramos reported the getting worse problem of
Casimiro Rd., in Casimiro Townhouse wherein the street alleay going to Casimirto
Townhouse is being utilized as parking and repair areas of Boy Cosme. Resident of the
townhouse are raising up issue for the immediate removal of this cars hence, it is their
right of way.
The Presiding Chairman raised the issue of the uncollected thrushes along the
streets of Durian, Chico, Pakwan, Candido Ramos Drive and in Chesa St. The
Presiding Chairman instructed the Secretary to write a letter to the Environmental
Sanitation Committee re:collection of the said thrushes on the area.
ON OTHER MATTERS:
The Secretary reported through Ms. JOSSEL B. DUCO about the unsanitary
odor emanating from the side of the Fire Extinguishers located at the side of the main
building. It might be noted that night shift or the second shift is taking advantage of
the situation and urinate over the area, however, information were relayed on the
propose coming of the personnel from the National Library to conduct ocular
inspection of the Barangay Library Section on July 29, 2015.
Kgwd. RJ Antonio informed the body that one of the fire nozzle was kept
privately by Ms. JOSSEL B. DUCO and give stern emphasis on the issue that all
members of the Barangay Tanod must be trained in firefighting .

1. Kgd. RJ Antonio raised the issue of the former problem on dogs that are still
impounded at Base 3, wherein still no claimant/s claim this impounded

the stray dogs and apply the same provision.

which is tentatively on plan and for scheduling with the DILG. Question arises
whether if there be a possibilities if the Council Officials can be part and participate on
the said seminar. As to when, where and how the seminar and training could
conducted is still in question. Planning and preparation for everything needed is
necessary.
On the proposal for Lakbay Aral which is planned by the Council needs for
further review and the Brgy. Treasurer is requested by the presiding Chairman to
solicit with the COA and the DILG as to the feasibilities of this program. However, the
Council needs also to make proper review and planning to make the Lakbay Aral a
better success.
ON OTHER MATTERS:
Members of the Brgy. Police Force requesting this Council for the compliments
of one (1) water dispenser to be installed on the area for the whole day affairs and
operations of their routinary job. The Presiding Chairman instructed the Chairman,
Committee on Peace and Order to accelerate the provision needed with a stern
instructions and policy governing the use of the said water dispenser at the cost of the
Council.
The Chairman, Committee on Peace and Order aver and narrate the incident
happened to one of the female tanods who perform her official duties in responding to
cases called for and suffer accidental injuries within the scope of the administration of
justice. Injuries incurred by BPF Rosemarie Peliglorio sustain incision on the head
which needs a minor stiches and incurred more or less than Three Thousand Pesos
(Php3,000.00) as personal expenses on the injuries. The Committee Chairman plead
for monetary consideration be given to BPF Member who are victims of accidental
injuries sustain in the administration of justice rather than for them to make cash
advances and accidental incentives be awarded in lieu of the injuries sustain be it
ordained which is carried out in an open session approved.

it will be free or subject of the applicant before going through with the requirement.
The Chairman avers for the participation of thesingle parents, pwd’s, 4P’s and
other relevant association within the barangay. The Brgy. Secretary is hereby
requested to prepare proper notices and invitation for the success of the assembly.
The Brgy. Fire Brigade again will participate on the forthcoming competition
which will be held on two (2) accounts, on March 7 at Marikina City and the second is
on March 17 at the Villar Sipag. Hopefully again that our Brgy. Fire Brigade will take
the higher chance of winning the said competition.
ON OTHER MATTERS:
March 29, 2015, from 6:00am to 10:00am, the Watch Your Health program of
the Heart Saver Walkers will conduct its medical mission in this barangay. The
Council is requested to support the said program and induce people to participate on
the program.

On infra report, the Chairman announces the fulfilment of the project on the
installation and repair of the drainage system in Ramos Cmpd., 1 and 2, the movable
basketball court in Golden Acres, the stage were already been inspected by the
engineering and are now prepared to start up. However, some previous project have
been now in its final completion.
On Peace and Order as per report there are some extortion being held at the
vicinity of the Golden Acres National High School wherein students are being victim of
this especially at night. As per the Presiding Chairman, CCTV is now on plan to be
installed on the said vicinity to apprehend violators of the law, meantime constant
monitoring and guarding of the said place must be taken into consideration and to
install a regular Brgy. Tanod as watch over to the area.
The Presiding Chairman aver the one stop shop stop procedure of constituents’
registration. Cong. Mark Villar initiated the COMELEC registration be coupled with
the SSS, Pag-ibig and Philhealth Card registration to be held on the 22 nd day of March
2015 from 8:00am until 3:00pm.
Venue of the said one stop shop will be held at the main covered court of this
barangay. Public Information dissemination is necessary informing the whole
constituents of the said privileges to be held on the said date. The Council will initiate
the assignment of personnel on March 21 and 22, 2015 for the issuance of the
necessary Barangay Clearance free for the registrants’. COMELEC Biometric Machine
will be installed at the second floor for the purpose.
On the forthcoming State of the Barangay Address (SOBA) on March 28, 2015,
the Presiding Chairman called the attention of the Council’s Committee to initiate a
burning efforts to inform the whole constituents on the importance of the said
activities. Council’s Executive Bodies and Committee Chairmen were addressed
faithfully to help the vigorous success of the activities, requiring the 100% attendance
of the vital groups that are created by law now being subject of this Council, like the
SOLO Parents, Kalipi, 4P’s, Non-Government Organization, the Operators and Drivers
Association of the different transport association, Homeowners Association and the
like must invited.
Instruction of the preparation of the programs and invitation were taken into
the hands of the Barangay Secretary, Peace and Order were given to Kgwd. RC.
Serafico, foods and beverages address to Kgd. GN Zuñiga, Registration of participants
given to Kgd. NE Cosme and others are given to other Kagawads will their respective
committees.
OTHER MATTERS:
The Presiding chairman emphasized the Health Care Program of the Council as
part of the preparation for the SOBA which will held on the 29 day of March 2015
from 6:00am to 10:00am. All Barangay Staff, especially the Barangay Police Force are
sternly require to undergo Medical Examination as part of their public services.
Should any failed to undergo such examination means an automatic termination will
be apply.
March 23, 2015, a Committee Hearing will be held to stress out the
enforcement of RA 9003 on Ecological and Solid Waste Management strictly enforcing
the “Segregation System” on the merit of NO SEGREGATION, NO COLLECTION Policy.
The Villar Sipag Foundation launching the Las Piñas Urban Gardening
Competition for the barangay in three (3) groups, among the 20 barangay, among
homeowners association and among different public schools in the City of Las Piñas.

assigning BPF Rodrigo J. Gonzales and BPF Anubay to prepare the said garden plots

The Presiding Chairman called the attention of all the Committee Chairman and
the Barangay Personnel and staffing for the said activities. The COMELEC Biometric
Machine had just been delivered that will be used for the said registration coupled
with the Pag-ibig, SSS and Philhealth registration, expected voluminous registrants
will come to satisfies their needs in life. The Brgy. Secretary reported that proper
notices were send to the different associations within the barangay for information
such as the Homeowners Association, Drivers and Operators of the different transport,
youth and civic individuals and private individual as well.
Chairman on Social Services reported that the solo parents numbering to more
or less than 200 solo parent will participate on the said registration and so with the
forthcoming barangay assembly. However, oath taking of the Officers of the Solo
Parent 2015 shall take place on March 23, 2015 at 9:00am in the morning after the
flag raising ceremony.
The Presiding Chairman calling the attention of the Brgy. Secretary relative to
the distribution of SOBA Invitation. The Brgy. Secretary avers that all invitation as
well as flyers are already been prepared and now ready for distribution commencing
with more than 200 pcs of invitation address to the different Officer of homeowners
association, NGO’s, Church Leaders, Guest and other personalities that are necessary
to participate on the said activities.
The Presiding Chairman called up the attention of the Peace and Order
Committee re: testing of Fire Hydrant installed in the different place of the barangay
on March 23, 2014 to ascertain its effectiveness and availability in preparation for any
calamities or fire. Relative thereto, the Committee Chairman was refreshed of the
forthcoming Feast of the Parish of the Five Wounds which is scheduled on April 19,
2015. However, different scheduled were set by the Parish requesting the assistance of
this Council on the said occasion in relation to the peace keeping and the procession
to be undertaken by the Parish.
OTHER MATTERS:
Kgd. NE Cosme avers on the forthcoming water lily festival in which the Council
needs to prepare for another aspirant to be Miss Water Lily. On this account she
suggested that the Council needs to conduct Search for Miss Talon Uno, to be the
official representative of this Council to the said festival. On it, the Presiding Chairman
suggested to review further the issue and if there is a necessity to hold the said
search, proper planning must take into consideration.
SM East Day Care will culminate their “Recognition Day” on March 26, 2015 at
1:00pm at the main covered court. The Presence of the Council Officials with the
Presiding Officer is highly requested to officiate the distribution of Medal and
Certificates.

Council Ordinance Nos. 005, 006 and 007 series of 2014 relative to the street naming
in the different sitios of the barangay covering Wonderland, St. Markville, Christian
Habitat and in Villa Sto. Cristo; The Secretary read out all the resolutions, having no
question on the issue, the Council promulgated the Ordinance confirming by their
respective signature and the same will submitted to the City Council and other
relevant government agencies governing the ordinance for information and guidance.
Added, to this, the Presiding Chairman re-iterated the former Leonardo 3 rd St.,
which was named before and was re-named under Faustina Leonardo Cmpd., by
virtue of Sanggunian Ordinance No. 006, series of 2011 which was carried and
approved dated 8 July 2011 be included on said newly barangay mapping to be
submitted at the City Planning Office.
Probably, the newly cadastral mapping to be implemented recognizing the
political boundary of this barangay other adjacent barangays will be implemented by
the year 2016 by an ordinance, hopefully no more plebiscites will be conducted to its
effect.

The Presiding Chairman called the attention of the Secretary to read out the
previously minutes of the meeting, and recalled the issue on the Boundary Dispute
and the submission of the Council Ordinance naming names in the different sitios of
this barangay. The Chairman instructed the Secretary to prepare an Ordinance
naming names in Villa Sto. Cristo in Golden Acres to part of the projects of the
barangay.
On the account of the additional infra projects, the Committee Chairman re-
iterated the propose construction of activity stage in Golden Acres, further study is
necessary to ascertain the final location of the said project. On real streets along
Zapote-Alabang Rd., re-painting of arc sign and streets names is necessary hence,
some are already dilapidated and worn out and could no longer be read as clear as
before.
The Presiding Chairman calling to mind the attention of the Barangay Treasurer
to prepare a better budget in the future. Budgetary requirements be submitted to the
undersigned for appropriate review prior to Council approval.
Kgd. RJ Antonio calling to mind the unseen presence of Ms. JB Duco, which is
not seemingly seen daily performing her assigne task as staff of the Katarungang
Pambarangay in which the Secretary explain fully the position and situation of Ms.
Duco that she’s not only doing business as staff of the Katarunganbg Pambaranngay
which helps the Secretary in the preparations of the summons and other legal
proceeses but rather doing business as Fire Brigade Team Leader, Radio Technician
and at the same time the bookkeeper. Admittedly, that there are times in which she
cannot avail herself to perfor such other duties because of her overload working
capacity. However, as the Secretary narrated, Ms. Tianan took over some part of Ms.
Jossel’s activities in lieu of Court documentation hence, she is the VAWC Desk Officer.
ON OTHER MATTERS:
On the matter of the Peace and Order situation, Ms. FA Feliciano request the
Committee Chairman on Peace and Order to install permanent Brgy. Police Force or
tanod within the perimeter area of the old Brgy. Outpost located in front of the old
satellite base and the Golden Acres National High School to allow coming in of vehicles
and control the going out of vehicles hence the place is within an ordinance of “one
way scheme”, seemingly, no tanods are posted thereat. Issue on the malignant,
continuous and perverse actions of some erring tanods needs remedy and resolution
for further discipline, hence, they are light and salt of the barangay. Being agent of a
person in authority, ‘TANODS’ must comply with the strict provision on the rule on
DISCIPLINE, since other using the term ‘ABUSE OF AUTHORITY’.

The Presiding Chairman requested the Brgy. Secretary to read the minutes of
the last held session, after which the Chairman recalled issue on the reported on the
Dog Catching. Kgd. RJ Antonio narrate the present situation of the existing dogs in
the barangay vicinity which was cached up by the Barangay Police Force and now
pending in cage at Base 3 for a quite months. No specific solution can be avail except
to place them under the ground.
The Presiding Chairman narrated the election problem of the SK on the basis of
the election preparation. However, necessary preparation for the said activities is a
mandate to prepare, the needs to prepare the present youth that can runs a candidate
on the account.
The Chairman also recalled the seven (1) manhole which are necessary to cover
drainage system that are constructed in Golden Acres. In Holy Family Cmpd., the
Chairman narrated that the removal of the broken tree branch crossing the creek that
hinders the smooth flow of the water and blocking rampant thrushes and debris have
been remove and is now cleared.
The Chairman recalled the attention of the Brgy. Secretary as to the presence of
the Staffs and personnel of this barangay during the recently held Brgy. Assembly in
October 12, 2014 at annex Covered Court. The Chairman noted that many personnel
are not present nor have been seen at the said assembly day. He further avers to send
memos to this erring personnel which needs disciplinary action.
Kgd. NE. Cosme reported that 194 dogs have been vaccinated in the last held
anti-rabies vaccine last Oct. 2, 2014 at the main Barangay Hall. On the next session of
the anti-rabies.
ON OTHER MATTERS:
The PWD, Person with Disabilities the present ratio ranging for more or less
than 200 members but only 21 members are active participating on their monthly
activities. They have planned to commemorate the celebration of their 1 year
anniversary.
On the 4P’s, 1st batch having a member of more or less than 52 and the 2 nd
batch is about 51 members are waiting for the release of their Green card by the
DSWD. The Chairman cleared up the issue on giving these 4P’s the Barangay

On Livelihood, Ms. FA Faliciano avers that she talked with Mr. Allan Jimenez on
the proposed livelihood program to be conduct in this barangay. Ms. Feliciano
narrated that specific amount is necessary as a fees for the speakers who will handled
the seminar. Kgd. RB Clavecillas stated that Php100,000.00) is necessary for the City
Livelihood while Php10,000.00 for one seminar to be conducted in just one (1) day on
specific topic.
Kgd. AB Ramos on Peace and Order situation reported on the three (3) days
seminar on Fire Fighting Training in Camp Vicente Lim, Laguna is successful.
Seemingly, out of the representative of the Barangay Police Force who underwent the
training, one is so nervous on the actual training on the course of land for your life
and the other have gone through. He further reiterated that there are activities which
are not properly disseminated to every members of the Council and requested the
Chairman that as much as possible notice must be geared up for immediate
information and dissemination prior to the actual date of activities. The Chairman
instructed the Brgy. Secretary to take note of the issue.
ON OTHER MATTERS:
The Housing and Land Use Regulatory Board (HED Board) of the City notify this
Office on the existing illegal structure that are constructed and erected along the
Chico St., in Golden Acres this barangay. The said notices notified person concern on
the proposed dismantling and removal of this illegal structures that installed there
without prejudice.
The City Health Officer, Dr. Ferdinand Eusebio send a letter of thanks to this
Council on the account of the big support that was shared by the Council in their
measles campaign.
The Kgd. AB Ramos raised the issue of the City Ordinance on NO PARKING in
every corners of the barangay and within the Citywide. The Chairman called back the
attention of the undersigned Brgy. Secretary re:City Ordinance which is needed to be
ready for future reference. However, the Brgy. Secretary issued to the Kgd with the
said City Ordinance.
The Chairman observed the vehicles use by this Office is seemingly unclean and
unpresentable. It was noted that only finger counts not even the whole force of the
barangay official drivers are cleaning the vehicle properly. The Chairman instructed
the Brgy. Secretary to prepare a Memorandum instructing all barangay drivers MUST
clean the vehicle before the end of their tour of duty giving STERN INSTRUCTION to
all Executive Officers and Desk Officers for the implementation and issuances of
punishment for violation.

borrowed from this Office is not a practical job or work for a female like her, is hereby
recommended to take the position which was carried by the body.
Kgd. RJ Antonio reported the damaged siren of the Fire Truck which is
unserviceable need to be repaired to sustain its effectivity in action and function.
Kgd. NE Cosme reported the incident happened last week between the player of
Cosme Cmpd., and Bernie Lara in covered court regarding the actuation of the latter
in parking his vehicle over the area.

The Committee Chairman on Infrastructure reported that all project are subject
to COA inspection. A reflectorized synages and traffic sign shall be posted in every
streets and pedestrian crossing, seven (7) pcs of drainage covering are subject for
budgeting which are to be submitted to the Engineering Office to estimate the cost and
value of each projects. However, N-touch submitted a proposal for the sticker sample
of name street synage versus the steel plate which need for further review to determine
which is which is the best to fabricate that will last longer length of year for public
service.
The Presiding Chairman recall the schedule of the anti-rabies vaccine in which
Kgd. RJ Antonio reported the recently held seminar on dog catching. He averred that a
new law will penalized anyone who have been caught killing and eating dogs. Proper
catching of dogs have been demonstrated. Schedule of Anti Rabies Vaccination is set
on October 2 at Main Barangay and October 7 at Veraville Fremont and Sta. Rita
Cmpd.
The Chairman added more on the forthcoming Barangay Assembly Day which is
set on October 12, 2014, wherein everyone is mandated to make the necessary
preparation on the said affair. Activities shall start by 8:00am in the morning at Annex
Covered Court.

2015. He avers that no 4 th degree of consanguinity is allowed to be taken into the said
elective position of the SK must be cleared up with the COMELEC and with the DILG.
The Chairman introduce the Scholarship Grant offered by the GLOBAL Skill
Formation Institute for any members of this barangay having a full scholarship grant
and a 50% basis of tuition fees grants, for any interesting party may contact the
Office of the Barangay Chairman thru his Brgy. Secretary.
Reported by the Kgd. RC Serafico the clogged creek at the back of Holy Family
Cmpd wherein a big trees lay down across the creek banks and hinder the smooth
flow of the water and filtered different kind of debris causing unsanitary odor and
smell which needs immediate declogging.
The Chairman remind the Clean Up Drive to be held on September 27, 2014 at
6:00am in the morning at the Manarigo Creek. Council is hereby alarm to prepare for
all the necessary tools and equipment that are vital on the said operation.
The Chairman instructed the Brgy. Secretary to make a formal letter addressed
to the Department of Social Welfare and Development re: Boarders in the barangay
(Peddlers) now sleeping and seemingly residing or temporarily having their shelter at
the barangay compound.

However, the Presiding Chairman added that the Day Care Center in Annex
will be extended but the problem it is so far from St. Mark/Wonderland Homes to
accommodate student in the next coming school year.
The proposed Day Center in St. Mark/Wonderland will be a priority projects for
next year and the Brgy. Treasurer was instructed to prepare the necessary budget for
the augmentation of the said project.
The present Day Care Center in Annex under Ms. Vicky Bautista is now under
review for the propose extension in constructing of two (2) storey building to
accommodate more students in the next coming school days.
Unfinished project of drainage system in Mabolo St., is still under review and to
be submitted to the Engineering Dept., for approval. However, drainage system in C.
Ramos Drive cor., Kasoy St., at the middle of Candido Ramos Drive fronting the
Golden Acres National High School and at the former Base 3 needs a drainage
covering. The Chairman on Infrastructure was instructed to make a quotation as to
how much will cost for the said covering.
ON OTHER MATTERS:
The Presiding Chairman instructed the Brgy. Secretary to send a letter to the

Commandership of PInsp. Arthur B. dela Cruz. The said highlights was attended by

Non-Governmental Organization (NGO) like the Kalipi, Homeowners Association,
Transportation Association as well as vendors association and the like have

Speakers relevant from the PNP Police Force of the City lectured on the different
aspects of crimes like Crime and Drug Prevention, Violence against Women & Children

of the Interior and Local Government (DILG) to determine whether the particulars
contained on each program of instructions are suitable to the needs of the barangay.
The secretary expanded and re-informed the body on the necessity of the
BAGAD and CAPDEV since this will be the mean for possible out of town seminars to
be conducted in relation to each particulars project and programs. Each
Chairmanship submitted their respective projects and program that needs immediate
action and implementation.

Kgwd. RB Clavecillas reported the beauty of the past celebration of the Family
Day Parade of the PWD members held last June 30, 2014. It was participated by so
much numbers of people with disability who have tried to live in accordance to the
normal growth of life despite their present physical condition. It was happy to note of
the success, a tearful eye drops flows because of the happy moment despite of their
crucial situation and condition in life but trying so hard to live in a very normal
situation and condition.
The Presiding Chairman reported the necessity in preparing for a fair lady to
represent Brgy. Talon Uno on the forthcoming 9 th Las Piñas City Water Lily Festival
and requiring all members of the different association especially the Kalipi and other
mandated organization to support the said program. July 22, 2014 at 4:00pm
highlighted the Beauty Pageant of the candidate and its coronation on July 24, 2014
at 5:00pm.
The Presiding Chairman requested the Committee Chairman on Infrastructure
to prepare a feasibility study on putting up a Day Care Center on Wonderland and St.
Markville, collating the attention of the Homeowners Association Officials for possible
implementation of the projects.
Kgwd. GN Zuñiga reminded the Presiding Chairman the necessity of helping the
present Barangnay Secretary to assign somebody as clerk staff of the Secretary that
will work on the document pertaining to the Katarungang Pambarangay. Ms. Josel B.
Duco was named to support the Barangay Secretary hence, she has previous
knowledge and know how on the aspect of case filing.

have gone and doing more success in its governance. The things concerning the
success in infra development headed by Kgwd. GN Zuñiga and in return the
Committee Chairman reported the past accomplishment of the projects particularly in
Golden Acres where the vast development took place. Painting of the perimeter of the
promenade area of Golden Acres, just at the back of the Golden Acres National High
School have started and doing past to escape from the rainy season. This include the
fence, streetlights, and the cemented chairs. Arc way have been prepared and planned
to revise the standard size of the steel used in the fabrication of the arc.
Community servant dredged the creek joining Brgy. Talon Uno and Cuatro from
all kinds of dirt and thrushes starting from 6:00am up to 12:00 o’’ clock noon. Taking
their break show camaraderie and deep relationship among participants from the
Officers and members of the different homeowners association, Kalipi, street sweppers,
brgy. Staffs, the personnel of SIMCHA Corporation who sponsored some food and
drinks.

start with a minor program as a warm welcome to all the participating body. He
further says that packed lunch should be prepare for more or less than 100
participants from KALIPI Officers, TODA/GAPODA Officers, Street sweepers,
Homeowners Officers and other community leaders.

start on June 15, 2014, Sunday which shall be highlighted by some youth members of

taken into consideration, the only main purpose is to gather camaraderie, love and

SSS Benefits have been discussed as part of the Liga Meeting held last May 22,
2014 in which all barangay personnel are subject to membership benefits which are
cumpolsary and are salary deduction.
DILG calendar of Clean Up Drive is set on June 14, 2014 in which Brgy. Talon
Uno and Cuatro are show cases of the said activities, personnel must be prepared for
this activities which include street sweeper, fire truck personnel and other relevant

The SESSION was called to order by the Presiding Chairman requesting Kgwd.

seconded by reading of the roll call and all are present. Subsequently the previous
minutes was read over and no one object to the proceeds of the 1 st minutes of the
session.
The Presiding Chairman narrated the issue on Republic Act 10632 in relation to
the creation of Task Force on Youth Development. He emphasized that there is a need
to issue a resolution superseding the creation of Youth and Sports Development
Committee chaired by Kgwd, Gywyn R, Gonzales which now only as part of the the
Woman and Family Committee to be chaired by the Chairman on Youth and Sports
Development Committee.
That Kgwd. GR Gonzales shall also be the head of the Task Force on
Development with eight (8) youth coming from the Federation of the Kabataan or to
any recognized youth organization existing within the barangay. No 4 th degree of
consanguinity or affinity is allowed to be part of the Task Force only independent to
form a belief that these youth are legitimately free from attachment to any barangay
officials.
Kgwd. RB Clavecillas endorsed Jessica Brodeth, Vanessa Barong, Ma. Cecilia
Soler. Kgwd. NE Cosme endorsed as nominee Arren Torio, Kgwd. AB Ramos endorsed
Jaymald Guevarra, Kgwd. GR Gonzales endorsed Rose Ann Colibao, Heidi Cuenca,
Darlene Kandog, Cristy Almoradie and Cesar Tan as nominees.
The Presiding Chairman cleared the issue on the plans and programs of the
Task Force in which all plans and programs shall be submitted to the Council for
review and appropriate allocation of funds and none of the Task Force Member can
signed for the budget.
As per former agreement 10% of the 10% shall be deducted to form part of the
election budget for the SK but however, it was changed to the total amount of TEN
THOUSAND PESOS (Php10,000.00) shall be the subsidy for such election. Resolution
for the eight (8) members to compose the Task Force is now ready for submission
attesting the recognition of the eight (8) youth members. The Chairman
reiterated to the Council the forthcoming seminar on April 29, Tuesday for all
Barangay Officials.
Kgwd. NE Cosme report on her attendance with the Seminar for the Magna
Carta for Women last March 20, 2014 with her is Lupon FR Villacin and Michelle Luna
which is very satisfactorily completed. She added more that there will be a Barangay
Community Assembly to be undertaken by the said group merging Brgy. Talon 1, 2, 3,
and 4 as one community holding half day to one community and another half day to
another group. The 4P”s member reaches up to 187 members having a recognized
focal person in which Kgwd. RB Clavecillas is hereby recognized during the session.
The Chairman emphasized a well prepared program for the Barangay Assembly
having more invitations be given to all people, like Kalipi, 4P”s, PWD, Homeowners
Association and the like, recognized visitors for the program with intermission

desire to cater more on the main covered court in repainting the whole view of the
covered court especially at the present time in line with the necrological services
rendered in favour of the former Kgwd. Eusebio M. Gallardo.
The Brgy. Secretary reiterated the completion of the Fruitville Chapel in Golden
Acres which to be culminated on the 25 th day of January 2014 in which the Presiding
Chairman and the Council needs to attend such culmination.
OTHER MATTERS:
1. Kgwd. GN Zuñiga reported that on-going projects are now fast for
completion having resorted to ease the burdens of the constituents
especially in areas streets are not cement, now it useable for public
convenience like Rose St., and others.
3. The Brgy. Secretary requested that members of the brgy. Tanod must
resorted to go on under training for enhancement. Legibly the present
set up actuation of tanod do not conforms to the specification as
required as tanod, hence training on the field is vital necessity to
accelerate morale value and dignity.
4. Thye Brgy. Secretary now pause to over view the emblem folding for
tomorrow’s fate of the late Kgwd. Eusebio M. Gallardo, with the seven
(7) Councilman and one (1) Chairman, the lady kagawad, Kgwd. NE
Cosme shall stand ahead of the sun and the three (3) star the six (6)
kagawads will fold the flag according to para-military procedure and
then give it to Kgwd. NE Cosme and handled the same to the wife of
the late with a special word of Courtesy. The Brgy. Secretary
requested the support of his family in giving view of the late in prayer
which is accepted and approved by the Council.

The SESSION was called to order by the Honorable Chairman requesting Kgwd.
NE Cosme to open the session with a solemn prayer. Seconded by order of conducting
the roll call by the Brgy. Secretary and all are present during the said session.
The presiding Chairman reported on the account of the ongoing and finished
project of the Council, to wit:
a. Fruitville Chapel alrady finished, 1st celebration of the mass will be held on
the 25th day of January at 5pm and this shall be preceded once a month as
a regular mass schedule. Budget on the said project was subsidized thru
RPLY by the Presiding Chairman just for the purpose of accomplishing such
requirements;
b. Chico St., (Dulo) Chapel is already finished and now in used servicing the
resident of the said area;
e. In Candido Ramos Drive, the problematic drainage is now been repaired and
declogged by the support of the Metropolitan Manila Development Authority;
f. The Public Comfort Room situated at the Main covered is been renovated and now
ready for final inspection. On this account, the Brgy. Secretary narrated that he
instructed Mr. Rodrigo M. Diroy to ascertain the cleaning of the barangay vicinity
and the said comfort rooms every day. Assignments from the Streetsweppers are
now ready and in manned for the clean-up purpose of the barangay vicinity and the
comfort rooms;
Preparation of Budget as per the Presiding Chairman accounts for the repainting of the
main barangay court is reserved for the fiscal year 2014. On the Base 3 additional
improvements and constructions will include the kitchen. Outside and inside toiletry, fence
and painting is already signed. The physical construction at Base 3 is ready for its additional
extension for the second up to the third floor of the building.
The Brgy. Secretary read Resolution No. 1 – regulating the appointment of Brgy.
Employees and Tanods which was not approved hence, the budgetary requirements is not yet
approved, however, Resolution No. 2 – demoting Mr. Alfie O. Juera and affecting his salary
rate is been approved unanimously and now in effect.
Kgwd. AB Ramos reported on the account of the Melon St., Footbridge which was
heavily damaged and worned out needs replacement. Presiding Chairman instructed the Brgy.
Secretary to prepare endorsement letter to Cong. MA Villaer hence it his project and request for
an immediate replacement of such.
Kgwd. RB Clavecillas open the issue on the misdemeanour and misconduct or conduct
unbecoming of ARIEL R. BUSTAMENTE, one of the barangay staff holding the Eco-Waste
Segregation Office. Report on the uncontrolled character without due respect to superior as
elected official. The same was seconded by Kgwd. AB Ramos with the same acceleration on how
he experienced traumatic disrespect of ARIEL R. BUSTAMENTE.
Brgy. Secretary, Rev. DS Plomantes, Jr., presented his feeling for the council’s approval
on the account of his family shares with the Council during the Council Monday activities
wherein he took cognizance of the 1 st Monday culmination with worship song given by his
family and the 2nd, 3rd, 4th and 5th Monday shall be shouldered by the Senior Citizens in which
the same was unanimously accepted and approved.
He also endorse the proposed incoming action and move of the DILG re-list of barangay
constituents in which he was alarmed hence he is the newly appointed barangay secretary. He
introduced the used of the former prepared format of the Individual Record of Barangay
Inhabitant and the Census Form in which, the secretary wish to convey the conduct of
association census to support his preparation on the matter. However, the council approved
the use of the said format in lieu of taking clearance and other documentary papers in the
barangay and on the spot of association census the council suggested to conduct the cohesive
general census of the barangay in general using the force of the Kalipi as barangay
coordinators. Informing all constituents especially the association officers that census will
conducted and they need to help the census team.
Lastly, it was deliberated and the Presiding Chairman requested the brgy. Secretary to
prepare a presentable necrological services for the late former Kgwd. Eusebio M. Gallardo to
take his rest on Saturday, 25th day of January 2014. The brgy. Secretary exemplified the para-
military necrological services with platoon parade and salute of honor which was carried on by
the council. The council will participate on the said honor and program shall be prepared by
the barangay secretary.

The Chairman recall the past issues and deliberated the projects in which the
Secretary recalled the photograph of the Melon footbridge which was dilapidated and
needs a replace. However, letter cannot be prepared for non-submission of the
required photos of the bridge. It was seconded on the issues and accounts of the
misbehaving character of Mr. Ariel R. Bustamante who arrogantly spoke to Kgwd. AB
Ramos in humiliation, the same with Kgwd. RB Clavecillas and the body decided to
call up subject person to appear for the grievance committee and explain the why and
what of the issues against him.
The third accounts was the invitation of the family of former Kgwd. E Gallardo
commemorating his 4oth day of death to be held on the 17 th day of February 2014 at
the Golden Haven Memorial Park with all his love ones and friends and the Council
decided to join the said commemoration.
The Chairman asked the body if there are some employees or staffs who reacted
on the account of the demotion made against Mr. Alfie O. Juera in which a negative
response was seen that it was just and proper on the premises to demote an erring
employees as part of his disciplinary action. He also inquire on the propose census
form to be used for the preparation of barangay census in which the Treasurer acclaim
that the Xerox machine of the Barangay Operation Center is still unserviceable,

The Chairman introduce the Land Bank proposal on lending money for all Barangay
Officials up to the maximum of TWO HUNDRED FIFTY THOUSAND PESOS

The Chairman further narrate the good outcome of generating funds from barangay
clearances and to this effect he endorse the approval of the Council Ordinance No. 001
series of 2014, entitled “An Ordinance Regulating the Issuances of Barangay
Clearances…..” The Secretary explain the details of the mechanism of giving clearance
and the different kinds of clearance to be issued in favour of the barangay which was
carried unanimously approved. Council Ordinance No. 002, series of 2014, entitled
“An Ordinance regulating the Judicial Code of Conduct and Ethics of the Lupong
Tagapamayapa and the Dress Code of Litigants in the Katarungang
Pambarangay……..” was unanimously carried and approved for implementation.
However, in lieu of the Lupong Tagapamayapa, the Chairman acclaim that there is a

immediate removal of members of the Brgy. Tanod who are already senior citizens in
rank to avoid future casualties in the event.
The Chairman endorsed the necessity of buying a fogging machine and ask the body to
select among the two kinds whether it may be a smoke base or a water base machine.

Further instructed the Secretary to send letter to the School Principal of the Las
Piñas National East High School in Golden Acres, re-report on the throwing of

reported after his rest day for conduct unbecoming.

The meeting was open by the Honorable Chairman requesting Kgwd. Romy B.
Clavecillas to lead a solemn prayer, the opening prayer the session started as the roll
call pass by determining that majority and all Council’s Officials are present.
The Secretary read the minutes of the previously held session last February 14,
2014 and the same was carried approved, reading today’s calendar of the day, the
Chairman ask the Committee Chairman on Infrastructure on the development of
project. The Kgwd Chairman averred that almost all project are near completion and
some are submitted for final implementation.
The Chairman focuses the month of March as Fire Prevention Month in which
on the 1st day of March which is Saturday, a Fire Prevention Parade will be held at the
City Hall Quadrangle culminating the month of fire prevention. Competition will be
held for the National Barangay Fire Brigade on March 8, 2014 at 6:00am. Secondly,
the he announces the changes of schedule for Lupon Tagapamayapa Incentive Award
is hereby re-schedule on March 5, 2014 at the same time. The Chairman sternly
requested the Secretary to prepare the Lupon Members on the said activities and to
conduct briefings.
The Chairman also elaborated the UP MUS SIGMA PHI Fraternity WAPAK Anti
Rabies campaign and Community service on March 1 at Sta. Rita Cmp. This possess
the highlights of community learning on the proper care and protection of pets
especially dogs. He stresses and give impact on the forthcoming Brgy. Assembly which
is schedule on the 20th of March in which every members of the Council are
instructed to prepare and give preference in the preparation for the said occasion.
Program shall be prepared and participants on the said occasion much be well
prepared.
The Secretary was instructed by the Chairman to prepare for the bulletin board
publication. However, prior to this, the Secretary requested the Chairman for the
repainting of the said bulletin board in white with a boarder of dark brown which is
now complied. Part of the publication concern the projects, budgetary expenditures
and program of instruction for the barangay.
Council Ordinance No. 003 series of 2014 was prepared for signature in lieu of
the issuance of City Ordinance No. 353-97 series of 1997 regulating smoking within
the City. The Secretary was instructed to prepare a resolution creating the task force
that will handled and administer the provision set forth on the said City Ordinance.
Letter also must prepared giving warning to stores and establishments within the 100
perimeter radius of the school compound to stop selling cigarettes and the like to
students especially minors.
