INTRODUCTION OF SEVA-IN-ACTION & SNAC, KARNATAKA:

Seva -in-Action (SIA) is a voluntary organization started in 1985 to minimize the gap
between needs and provision for people with disabilities. We aid them through Community
Based Rehabilitation and Inclusive Education. SIA assisted, more than twenty thousand
children and adults with disabilities and thousands of resource teachers were trained. It
directly and indirectly involved in making policies on disabilities and inclusive education by
the State and Central Government. It was initiated to develop inclusion and non-
discriminating environment to provide equal opportunities and empower persons with
disabilities to lead a life with dignity. Seva-ln-Action has been appointed as State Nodal
Agency Centre (SNAC) for Karnataka by the National Trust (NT) from June 2010. The NT is
a statutory body under the Ministry of Social Justice and Empowerment, Government of
India, set up under the National Trust for the welfare of persons with Autism, Cerebral palsy,
Mental Retardation and Multiple Disabilities Act 1999. The main objective of the SNAC is to
work with the Govt. and Non-government Organizations to promote NT's objectives & take
forward its activities across Karnataka.

BADHTE KADAM OVERVIEW- 2010:

Badhte Kadam is a National Trust's initiative to create awareness on NT Program and


Schemes; U.N.C.R.P.D (United Nation Convention on the Rights of Persons with
Disabilities), provide understanding of disabilities and to celebrate diversity and create
inclusion. It is a national awareness campaign was organised in various districts of Karnataka
in collaboration with Govt and local NGO partners by Seva-in-action. This programme is also
towards discovering abilities and promoting inclusion to enable persons with disabilities to
lead an independent and life with dignity.

First Badhte Kadam program in Karnataka was hosted through State Nodal Agency Centre
(SNAC). We started working with the State Govt. and all our NGO partners to promote NT's
objectives & implement SNAC activities in Karnataka. We had more than 8,000 participants
comprising School children, college students (D.Ed, B.Ed, Nursing, PU, MSW, etc) PWDs,
parents, professionals teachers, Govt officials, daily wage laborers from across Karnataka and
district melas were role model programs. We organized melas under Badthe Kadam
programme for a wider range of publicity in different districts of Karnataka (Bangalore,
Chamarajanagar, Hassan, Sirsi, Bagalkot, Raichur, and Davanagere, Chikballapur) in

collaboration with 6 NGO partners.

This programme was from 19th to 27th November 2010 in 8 places with the support of Govt.
& NGOs. We have included DYPC's and IERT's off SSA, NGOS, School authorities,
parents, students from schools and colleges to spread awareness about NT's schemes
programmes and UNCRPD through the distributing the pamphlets, sticking posters in various
places. We selected working committee and involving volunteers to make this programme
successful. Also, we organized exhibition in collaboration. with the Govt and NGO's. This
exhibition focuses on Assistive Technology promoting inclusion in all aspects of life and an
opportunity to show the abilities of people with disabilities through products, art and craft or
any other aspect which showcase their abilities. At the end of each mela, cultural programs
were organized from children and adults with Disability.

BADHTE KADAM OVERVIEW-2011:

Badhte Kadam is a national awareness raising campaign of the National Trust from past 3
years and this year's BK goals are

• Create more opportunities for participation in the community for PWDs; encourage more
responsibility from the community for PWDs and their parents regarding their rights
(including accessibility and barrier free environment)

• Enable and Empower PWD to access NT and other governmental schemes, celebrate
diversity

• Change attitudes to help-people to understand disability in a developmental context.

In Karnataka, BK 2011 Campaign is organised in 9 districts of Karnataka in collaboration


with Directorate for Empowerment of Differently a bled persons & Senior Citizens, Govt of
Karnataka and local NGO partners. This year we spread the campaign throughout the month
from 3rd Nov'11 to 5th Dec'11 with sensitization & various capacity building trainings to
stakeholders, rallies, art competitions for children, Sports, art mela and concluded with public
functions/melas - exhibition, information on rights of pwds, sharing role models experience,
felicitations, cultural programmes, etc.

This year we focused on specific groups like Primary Health Centre Doctors, ANMs (health
assistants), ASHA workers from Health Department, Inclusive Education Resource Teachers
& Home-Based Education volunteers from SSA,

Anganvadi workers from Women & Child Welfare dept., Disabled Persons Organisations,
Panchayat Development Officers, Gram Panchayat Secretaries & Taluk level officials from
Zilla Panchayats, Village Rehabilitation Workers, Master Rehabilitation Workers & Senior
citizens Officers from Directorate for Empowerment of Differently abled persons and Senior
citizens, School students, art college students, Nursing College students, Home Science
College students, M.R Special School children and parents of children with developmental
disabilities and children with other disabilities.

We have included professionals viz., Doctors, Psychiatrists, Counsellors, Role model parents,
Therapists (both physio & occupational), Special educators, Conveners, Commissioner for
disabilities-Karnataka, field staff of nodal NGOs and staff of SNAC-Karnataka for
conducting sensitization programmes & capacity building trainings to various stake holders.
we involved Sr. artists, Physical Education teachers, School authorities for conducting
various inclusive competitions for both special & regular school children as part of the BK
campaign.

The unique feature of this year campaign in Karnataka is we could reach all levels from
village panchayats ->Hoblis ->Blocks/Taluks ->District Head quarter by organizing various
programmes as part of BK campaign. More than 6,000 participants were benefitted from this
campaign across 9 Districts of Karnataka and this time each district has their own role models
for their programmes.

IMPACT OF THE BK 2011 CAMPAIGN IN KARNATAKA

 Unreached districts were reached through the sensitization and capacity building
training programmes to various target groups of people (stakeholders) from village to
district level.
 Through this Sensitization & Capacity building training programmes, further training
needs are identified.
 Larger community came to know about the provisions under NT and Other Govt.
Facilities
 The families of children with specially developmental disabilities & DPOs were the
most benefited group from this Campaign
 Doctors, ANMs & ASHA workers started referring children with disabilities to
various services - early intervention/resource centres

 Nursing college students came to know about first time to identify disability while
screening the children.
 Ability of the person with disability. of the Role models are impressed people through
their achievement towards changing their negative attitudes.
 DDWOs are aware of NT schemes and the needs of the persons with disabilities
( accessibility, assistive devices, etc.).
 The Jagruti from Khanapur, Belgaum are restarted their services to children & adult
with disabilities in Khanapur Taluk through BK 2011 Campain along with their
Health services.
 Few Non-involved NGOs are coming forward to do programs in collaboration with
us.

KEY HIGHLIGHTS OF BADHTE KADAM -2012

1. Convergence with the Govt of Karnataka

The basic idea of organizing BK 2012 this year was to involve the Dept of Empowerment
of Differently Abled & Senior Citizens, Women & Child Development and Karnataka
Parents federation with the objective of reaching the unreached districts from 3rd Nov'l2 to
20th Dec'l2

The campaign also involved the Karnataka parents Federation to create awareness with
parents specially in the unreached districts regarding the rights of these disabilities and
various provisions of the for them.

IMPACT OF BK-2012 CAMPAIGN IN KARNATAKA

 Unreached districts were reached through the Dept of Women and Child
Development & the Dept of Empowerment of Differently Abled & Senior Citizens,

Govt of Karnataka and reached out various target groups of people (stakeholders)
from village to district level.
 District administration, Special schools, Parents Associations & NGOs in these
districts came to know about the provisions under No and Other Govt. facilities.
 Some NGOs & Special schools seeking help to register under National Trust.
 The Dept of Empowerment of Differently Abled & Senior Citizen, Govt of Karnataka
decided to organize Badhte Kadam campaign next year in all the Districts of
Karnataka i.e. from Village to District level.
 The families of children with developmental disabilities, VRWs & MRWs were the
most benefited group from this Campaign.
 Persons with development disabilities or their parents are included in the self-help
groups (Women SHGs & Disabled SHGs) already formed by the Govt of Karnataka
 By seeing the performance of the children with disabilities in, the taluk and Panchayat
level sports, Teachers from the regular schools realized that these children can also
showcase their talents & abilities if they provided an opportunity.
 The parents Associations realized that their involvement should be more in futureand
it needs to be strengthened.
 Awareness on Niramaya & Legal guardianship reached to more beneficiaries inthe
unreached districts.

CHALLENGES

 Getting time and appointment for organizing meeting with the Chief Secretary of
GOK, Principal Secretary & Director of Dept of Empowerment of Differently Abled
& Senior Citizens.
 Coordinating the dates for the program within a month in 12 districts with SNAG and
the District officers of Dept of Empowerment of Differently Abled & Senior Citizens
(route partners) to organize BK 2012 Campaign.
 Language in border districts for developing awareness materials for the campaign.
 Preparing awareness materials and sending them
 Supporting and assisting in planning the campaigns
 Media coverage
 Fund raising
 Relevance and collecting feedbacks from backward and rural areas.
 Collecting reports & photographs from the route partners

LEARNING FROM BK-2012

 Important learning was the Government systems are the main vehicle for
implementing services.
 Most important, the Government was sensitized regarding the needs and issues of NT
related disabilities.
 Felicitating and sharing about role models had an important role in creating sensitivity
among the District officers of Dept of Empowerment of Differently Abled & Senior
Citizens
 Assurance of replicating BK 2012 state wide by the Government.

IMPACT OF BADHTE KADAM 2013

 Director of Dept of Empowerment of Differently Abled & Senior Citizen had taken
keen interest to implement BK 2013 in 1 O districts of Karnataka and released the
fund of Rs. 15,000/- to each district.
 Director of Dept of Empowerment of Differently Abled & Senior Citizen has given
great impetus to Niramaya Health insurance policy and has made it a point to convey
the information in all its program.
 Director of National Institute of Mental Health & Neuro Sciences (NIMHANS) has
shown keen interest to organize workshop for the hospital staff on NT schemes &
programmes and also open to start registration counter at NIMHANS and spread
awareness of Niramaya to the beneficiaries.
 Seva-in-Action has been awarded for Best services in the field of welfare of children
by the Department of Women and child welfare and the award was given on 14 th Nov
2013 on the occasion of Children's day from Directorate of Women & Child
development.
 Continuous enquiry from different districts of Karnataka to enquire about Niramaya
Health Insurance scheme after State Flag off function where Smt. Umashree,
Honourable Minister for Women & Child
 Development given emphasis on Niramaya Scheme in her speech and this was
highlighted in all popular newspapers.

FUND RAISING

Seva-in-Action, SNAC Karnataka approached Director, Dept of Empowerment of differently


abled and senior citiens and gave presentation on the concept of BK 2013 with the plan of

organizing state flag off in Bangalore and BK 2013 campaign in 10 districts of Karnataka. He
was very much impressed about the campaign to organize in districts. He said that he missed
other programmes in the National Trust’s AGM in Delhi otherwise he would have planned to
attend 3 days AGM continuously. But still he liked the presentation and appreciation by the
chair person and other members in the AGM. He sanctioned the budget of Rs 15,000/- per
district to organize BK 2013 campaign.
