1.0 Project Background


Practical Action has a decade long track record in designing and delivering improved urban
WASH services including solid waste and faecal sludge management, linked to energy and
agriculture services for urban people including low income communities. The organization
has extensive experience working with local government authorities, practitioners, business
entrepreneurs, private sector and waste and sanitation workers.

The major areas of focus entail strengthening the capacity of municipalities, improving
behaviour change interventions leading to increase demand along with the availability and
affordability of WASH products and services.

2.0 Overall objective of the study:

 To update the data on sanitation value chain of FS and SW identifying current practices
by communities in collection, transportation, treatment, and end use of both FS and SW
in three municipalities.
 To assess municipality’s capacity regarding city resilience WASH services
 To analyse the market of compost and energy, food system, cropping pattern, urban and
peri-urban agriculture, practice of reusing and recycling in selected municipalities and
licensing process.

5.0 Specific Tasks to be undertaken by the Consultant:


 Desk review of the previous assessment reports on sanitation value chain, FSM
situation, waste management system and compostmarket
 A tri-party orientation meeting after agreement with quality assurance team and survey
and programme delivery unit.
 Develop semi-structured questionnaire and guideline for data collection and conduct
pretesting in line with the existing report
 Orientation of enumerators on WASH SDG project, identify the secondary data source
and sample size for data collection
 Conduct FGDs of dwellers (including low income settlement), municipalities, farmers,
informal pit emptiers, waste and sanitation workers, fertiliser dealers, organic compost
producers, urban and peri urban farmers, homestead gardeners, vegetable vendors
(organic and traditional) and scrap suppliers highlighting the use of compost, food
production and urban agriculture pattern, local energy (fuel) market, sanitation value
chain and waste collection and management pattern
 Conduct KII of municipality mayor, representative of DAE and DPHE and several
FGDs with the members of Town Level Coordination Committees (TLCC), municipal
officials (secretary, engineers, account officer, slum development officer and

conservancy inspectors), civil society representatives (building owners, businessman,


teachers etc.)
 Scoping analysis of local market focusing on use of biogas and charcoal as fuel, back
yard gardeners, rooftop gardeners, nursery owners, use of organic compost as fertiliser,
reusing and recycling of plastic materials, solid waste collection pattern and segregation
of organic and inorganic waste from user as well as from service providers’ perspective
 Analyse qualitative and quantitative information regarding existing WASH
entrepreneurs including solid waste and pit emptying, sanitation value chain system,
municipality’s waste management capacity, urban agriculture, energy and compost
market scenario
 Identify the gaps in implementing city sanitation and resilience services considering the
local context
 Result sharing workshop session for capturing comments and feedback on the study
findings prior finalizing the report with key personnel of Practical Action
 Final Report Preparation, printing and dissemination
6.0 Specific Deliverables
 Update existing city sanitation and resilience service related data to strengthen the
capacity of three municipalities and develop fact sheet for three municipalities
 Prepare three needs assessment reports area wise (Satkhira, Kolaroa and Barguna
municipalities) consisting of the following sections:
o Capacity of municipality and other government stakeholders based on the city wide
inclusive sanitation approaches
o Compost, food and agriculture, energy market and value chain
o WASH service providers and farmer

7.0 Methodology of the Study

7.1 Technical Approach


All activities will revolve around the objectives set in the scope of work identified in the
TOR. We understand that the study will include both the qualitative and quantitative
approach. We have conceptualized our approach in a systematic and sequential manner. We
have taken cognizance of the fact that some activities must precede some other works.
Naturally, the activities will be geared keeping in view the requirements of the project.

7.2 Data sources identification


For successful completion of the study, two sources of data - primary and secondary, will be
required. The main source of primary data will be determined from the sample Category like
city dwellers, sweepers, municipality, farmers include formal and informal, fertilizer
dealers, scrap suppliers, respective departments includes agriculture, department of
environment, DPHE, SMC members, teachers, market associationusing Face-to-Face
Interview which will be covered under quantitative approach. This study also suggest for
considering qualitative approach under which it will conducted Focus Group Discussions
(FGDs) and Key Informant Interviews (KIIs).
Document/Desk Review - Secondary documents (previous assessment reports on sanitation
value chain, FSM situation, and waste management system and compost market) provided
by the clients and collected by the consulting team and this is the ultimate strength of the
capacity needs assessment;

The main source of secondary data will be the project proposal and the relevant documents.
In some cases, information from the government sources will also be considered if it requires
for supplementing the project related data. Such type of sources will be from the Bureau of
statistics data (BBS) and other government departments.

Sample size
According to the WASH SDG programme, at least 130,000 people will have access to and
use of safe and affordable drinking water and 335,000 people will have access to and use of
adequate and safe sanitation. About 75% of this target population will be in the urban and
peri-urban areas and 25% in the rural areas. Also 395,000 people will practice improved
hygiene behaviors.

For ensuring the quality of the assessment report of each municipality, we consider sample
size as 5% of total population i.e. 3,00,000 people. So, 3, 00,000 X 5% = 15000 people and
we assume average population in each HH is 05. We will take 270 HH in each municipality.
So total coverage in 03 Municipalities will be 810 HH to be conducted as F2F survey.

7.3 Qualitative Approach


Key Informant Interviews (KIIs)
In addition, Key Informant Interviews (KIIs) will be undertaken among experts and
stakeholders. Approximately 12 KIIs will be covered under this survey. Different key
informants will be as follows but not limited.

There will be total 18 FGDs in the survey areas by covering three (3) municipalities:
Kolaroa, Satkhira, and Barguna. Each of the FGD group will consist of 8-10 participants.
FGD respondents will be selected from the target beneficiaries. The respondents are from the
following strata:

7.4 Development of Study Instruments


The survey/research tools for this study will need to be prepared in the line with the
requirements mentioned in the ToR. These survey / research tools may need to revise and
modify for ensuring effectiveness the developed research tolls to meet the objectives of the
baseline survey. These tools will be developed in consultation with the Practical Action,
Bangladesh. Participatory method will be followed for the development of these tools under
the leadership of the Team Leader-Assessment and the WASH expert. This study is proposed
the following instruments for this study:

 Questionnaire for F2F Interview


 Checklist for Focus Group Discussion (FGD)
 Checklist for Key Informant Interview (KII)

The issue of developing the research tools like the checklists for conducting FGDs and KIIs
will be finalized in consultation with the Concern authorities of Practical Action Bangladesh.
It will take responsibility to guide the expert team that we are proposing under this survey.

The sample survey will be carried out with a pre-designed semi structured questionnaire. The
questionnaires will have several sections designed for getting information on specific aspects
required to attain the objectives of the assignment.

FGDs checklist will include the attitude of the target benificiaries as well as of the
community people about f compost, food production and urban agriculture pattern, local
energy (fuel) market, sanitation value chain and waste collection and management pattern.

The checklists for the KIIs will be prepared for gathering the information from the other
stakeholders that will include municipality mayor, representative of DAE and DPHE and
several FGDs with the members of Town Level Coordination Committees (TLCC),
municipal officials (secretary, engineers, account officer, slum development officer and
conservancy inspectors), civil society representatives (building owners, businessman,
teachers etc.)and so on. Through this technique we will try to collect real ground
information on the above mentioned four issues.

In particular the Questionnaire for the face to Face interview will be developed by
considering the project objectives as mentioned on the ToR.

8.0 Framework
The study will be implemented in following phases:

8.4Field Team Organization


Interviews would be conducted through a team of seasoned and trained Field Investigators
(FIs) recruited from the countrywide permanent panel of Commitment Consultants. All these
field forces are minimum graduate, well trained and experienced in conducting
survey/research on regular basis for Commitment Consultants.

In order to complete the field work in time, 3 separate field teams, each comprising of 04
Filed Investigators. 02 Field Supervisor/Quality Controller (1Field Supervisor for
SatkhiraSadar and Kolaroaanother 1 Field Supervisor for BargunaSadar) will be deployed to
conduct the interviews under qualitative and quantitative part of the study.

Additionally, 01 centrally recruited Field Controllers (FC) and 01Field Coordinator (FCor)
will be deployed to monitor the fieldwork in the target areas. So, Field Team will be
comprised of the following:

8.5 Field Staff Training


Commitment Consultants research team will arrange 01 days training/briefing for the field
teams on study objectives, respondent identification, and questionnaire administering and
data collection process. It may be mentioned that most of the Commitment Consultants panel
investigators are already well trained in these aspects through previous research projects
undertaken by Commitment Consultants for various organizations.

The Survey Coordinator, all supervisors, and interviewers, the data entry staff and data-entry
manager will all participate to the training sessions, which will be held at the same time in
one location. The Consultant shall make all logistical arrangements, including interpretation
and meet the cost of the training. The training sessions will be conducted by the Survey
Manager and will cover:

 Debriefing on the objectives of the study, quality control mechanisms, and overall
conduct of the project
 Detailed explanation of each question
 Instruction on how to properly fill out the questionnaires (convention for numeric
variables, importance of legal values, how to differentiate and write replies such as
non-applicable, refusal to answer, don't know, and so on)
 Issues related to data entry and checking of questionnaires
 Techniques to secure participation, interviewing techniques, how to handle difficult
situations and common occurrences, probing
 Mock interviews to test the interviewers
 Logistics and schedules

8.6 Field Work Logistics Plan


As mentioned earlier, three (3) separate field teams will be deployed for undertaking the data
collection. Each team shall consist of 1 Field Supervisors (FS)/Quality Controllers (QC) and
04 Field Investigators (FI). This team will also be responsible for undertaking the KIIs and
FGDs

Each field investigator (FI) will complete at least 10 interviews in a day making by each
of the FIs and total 120 interviews per day in the fields. Thus, the interviews in the
sample areas would be completed within 7 days while providing for contingencies and
lost time due to holyday, travel to sites, missing sample and movement to contact target
respondents.

Throughout the field data collection process, the representatives (or their nominated person)
may wish to monitor on behalf of Commitment Consultants field teams’ activities to ensure
quality of the data generated by reviewing the filled-in questionnaires on the spot to check
their validity.

8.7 Quality Control of Fieldwork


Quality of collected data and information has been a major concern of any study and as such
Commitment Consultants attaches much importance to the experience and skills of the
investigators. Additionally, Commitment Consultants proposes the following two level of
supervision to ensure optimum data collection quality.

Quality Control by Field Team


The Field Supervisors/Quality Controller in each team will be responsible for scrutinizing
100% of the filled-in questionnaires on a daily basis. The field team will not pass any filled-
in questionnaire to the Data team before QC check and clearance. Additionally, the Field
Controllers will scrutinize at least 30% of the filled-in questionnaires randomly through a
repeat call to the respondents, along with ensuring quality of the rest. Any error or
discrepancy will be corrected on the spot. Following measures will be taken to ensure quality
control of field work:

 The filed data collection will be coordinated by a full-time Field Coordinator and each
data collection team will be comprised of 04 enumerators and 01 supervisor/quality
controller.
 At the end of the day, team members will share the findings. If major variation is found
with the information, Field Supervisor will take corrective measure. If it is found, the
certain enumerator is continuing with his/her mistakes for 2/3 days that enumerators will
be withdrawn from the enumeration team. And in adverse situation (error/mistakes) the
enumerator's total works will be cancelled.
 To ensure quality of data, interview per enumerator per day will not be more than six as
per Commitment Consultants standard practice.

Quality Control by Core Team Members


The Team Leader-Assessment and WASH Expert will also scrutinize some of the filled-in
questionnaires from both those scrutinized and those not scrutinized by the Field Supervisors

and Controllers in addition to carrying out some accompanying calls and back checks with a
few respondents.

9. Reporting mechanism

9.1 Data Analysis Plan


The analytical framework will accordingly be made to meet the requirement of the study. An
input output framework with assumptions will design for carrying out the survey according to
the indicators identified. The analyses will be carried out using SPSS software. The following
stages will be applied for the formalization (putting into control) of qualitative information
through tabulation, structuring, data entry and data processing.

9.2 Data Management


Data management includes data entry, cleaning and processing. Commitment Consultants
will use any of the data entry software commercially available such as STATA, SPSS, etc.
The format shall include controls for legal values, out of range values, logical checks, and
cross consistencies. The format shall be tested and sent to the concern official for approval no
later than one week after the official start of the field work.

Data entry will be initiated immediately after the data collection process starts. The entire
data management will be under the supervision of a Data Analyst. The Team Leade-
Assessment will actively oversee the process and regularly check the data.

Finally, the cleaned data set will be prepared in SPSS windows format (*.sav) containing the
data, variable labels (in English), and value labels (in English).

9.3 Editing and Coding


Each filled-in questionnaire will be edited in Concern’s software and Tabs for DDG for
consistency checks, for completeness. Some questions will be pre-coded while the open
ended responses will be given code numbers according to instructions given by the
Consulting Team.

9.4 Data Entry&Cleaning


Data entry will be done as per the data entry program developed by the Consulting Team.
The data entry will be in access, a computer aided program.The Consultant will mainly rely
on logical verification of entered data with the questionnaires. Devising suitable in-built
computer programmes will further strengthen this. If any data will be found illogical, it
should be corrected properly. If necessary, in some cases, fresh data may be collected from
field.

9.5 Data Analysis


The data will be analyzed in SPSS, a statistical package. Before that, the data analyst with
support from the Team Leader-Assessment and other consultants will develop tabulation
plan. As per the plan, output tables will be generated. Relevant parameters will also be
calculated.

The numeric data will be processed and structured into a database created in relevant
computer program/statistical package that permits calculation of means, percentages,
minimum/ maximum value, standard deviation, ranking, etc. and other simple operation.

9.7 Preparation of the Reports


The core members of the Study Team will be entrusted with the task of writing the reports
and it will be presented in English language. The following reports will be submitted as per
requirement of the contract:

b. Interim Report
c. Final Field Report for the Study

The structure of the reports would be in line with the format given by the client, and it may be
updated and finalized in consultation with the relevant official.
