SERVICES OFFERED BY THE SURVEY &LAND RECORDS DEPARTMENT TO THE

CITIZENS

1. “F”- Lines:- To Point out Field Boundaries of patta lands.


Demarcation of the land on the petitions filed by the private parties.
F- Line cases are requests to refix the survey number boundary line or
Sub-Division line boundary on ground “ in accordance with the
measurements noted in the survey records” i.e., FMB or Town survey
records available in Tahsildar office or Municipal office. F-Line cases are
handled under Andhra Pradesh Board of Revenue Standing order 34-A
para 20.

2. PATTA SUBDIVISIONS :- A land holder requires to incorporate his/her


part of land in survey records(FMB) after incorporation in revenue
accounts they shall apply for Patta Subdivision. Two or more
Subdivisions can be formed in full Sy.Number/ subdivision number as
per land holder’s request along with proper supportive documents. The
land holder may also request to survey the field as per his enjoyment on
payment of prescribed fee. Patta Subdivision cases are handled under
Andhra Pradesh Board of revenue Standing order 34-A para 13.

3. HOW TO APPY FOR “F “-LINES AND PATTA SUBDIVISIONS :-


These services can be get by applying through in all Meeseva centres in
the State. If applicant has no knowledge about the Meeseva, he can
approach to the Tahsildar of the concerned, necessary instructions
about the services.
The applicant will fill in an online application in prescribed form
available at Mee Seva centers with the following details:
(i) Name of the District,Mandal, Villge and Survey No.
(ii) Name and address of the owner/Pattadar & adjacent pattadar/
owner of the Survey no./Document/Pattadar Pass book.
(iii) If possible mention which boundary he has to refix require field..
(iv) The citizen will receive the acknowledgement receipt with unique
number to trace the status of the application.
(v) The applicant has to pay prescribed fee Rs.250/-for both the F-
Lines and patta Subdivision services.

4. RULES AND PROCEDURE TO CODUCT SURVEY :-

I. “F”- LINES:- The online application applied by the land holder will be
forwarded to the concerned Tahsildar office through on line & one hard
copy also be sent by the Meeseva to concerned authority to render the
service to the applicant. After receiving the application the Tahsildar has
to check the following.

(i) The applied survey number is a government land or private land.

(ii) If it is a private number whether his name is entered in RoR-IB


Register/Adangal.

(III) If there are Joint/multiple owners in the survey number/Subdivision


all of them have to sign in the application.
(iv)The Tahsildar will entrust the work to the Mandal Surveyor after
receiving the application.
(V) The surveyor is to verify whether all the relevant Survey records are
available for conducting survey.
(vi) The Tahsildar shall ensure that the survey work should be done in
FIFO manner(First come First Order).The Surveyor shall serve
notice duly mentioning the date and time of survey to the
applicant and also to the neighbouring land holders.
(vii) The survey should be conducted by the Mandal surveyor within 45
working days from the date of application as per norms of citizen
chart.
(viii) After issuing the notice to the applicant and neighbouring
pattadars to refix the boundary where ever necessary in
accordance with the measurement noted in survey records.
(Ix) After conducting the survey the surveyor has to obtain the
signature of the applicant and neighbouring pattadars and the same to
be submitted to the office for further action.

5). 1st Appeal : Application to be filed before the Revenue Divisional


Officer concerned, in turn The RDO will depute Deputy Inspector of Survey
working in RDO’s Office. Prescribed Fee – Rs.300/-
6). 2nd Appeal : Application to be filed before the Assistant Director,
Survey and Land Records , office located in Collectorate in general. In turn,
the Assistant Director, Survey and Land Records will depute Inspector of
Survey working in his Office. Prescribed Fee – Rs.400/-
The prescribed fee shall be paid through Challan in the following head of
accounts.
II. PATTA SUBDIVISION :
(i) The Tahsildar concerned will receive application from Meeseva
and entrust to the Surveyor for survey.
(ii) The Surveyor concerned will intimate in advance of 3 days to the
applicant and neighbouring pattadar about the date of
conducting of survey.
(iii) On the day of survey, the surveyor under intimation to VRO will be
present at the site with necessary records and conduct survey in
the presence of applicant and neighbouring pattadars as per
enjoyment on ground. Necessary statements has to be obtained in
prescribed proforma as designed in Meeseva.
(iv) After conducting of survey, the surveyor will prepare sub-division
record duly sghned by the Tahsildar concerned and submit to the
Dy.Inspector of Survey, RDO office for technical scrutiny.
(v) The Tahsildar has to sanction subdivision and necessary
proceedings has to be given for carrying out incorporation of
changes in records.
(vi) The Surveyor will carry out necessary changes in records
I,e.,RSR/SFA and FMB.
(vii) The VRO concerned has to carryout changes in no.3 Account.
(viii) Patta Subdivision shall be taken up where the applicant has to
show specific enjoyment with well defined ridges.
(ix) Patta Subdivision shall be taken up where the neighbouring
pattadars have no objection for subdivision in respect of common
boundary and to sign in subdivision statement in appendix -VII.
(x) In case of joint property all the share holders shall give consent for
patta subdivision.
(xi) Patta subdivision can be taken up where there is no court case is
involved in respect of title and possession.
(xii) The applicant has to produce clear cut title over the land.

5. CERTIFIED COPIES OF FMB,RSR/SFA AND VILLGE MAP :

Citizen can get certified copies of FMB, RSR/SFA within 15


minutes by applying through Mee Seva centers with prescribed fee.

Certified copies of Village maps can be obtained through, has to


apply in concerned Tahsildar office by paying prescribed fee or through
Meeseva as furnished below.

(i) For FMB – Rs.50/- (Each survey number)


(ii) For RSR/ SFA – Rs.100/- (For each entry)
(iii) For Village Plan – Rs.100/- ( for fisrt 100 Survey Nos.and rs.5/-
each for subsequent survey No.

For challan payment, amount has to be remitted to the following Head


of Account.

Major Head 0506 (Land Records)

Minor Head 800 (Other receipts)

Sub Head 77 (User Charges)

Sub Detail head 001 (Other receipts)

6. RENEWAL OF SURVEY STONES :

This item of work has to be attended under the provision of


section 15 of Survey and Boundaries Act.
The VRO concerned should periodically report to the Tahsildar
about the status of missing Survey stones. If the VRO found that any
survey stone is missed, he should srerve notice u/s 15(2) of S&B act to
the land holders responsible for that stone to renew the missing stone
within 15 days. If they fail to renew , he himself attend for renewal of
stone and collect fee from responsible pattadars of that stone and remit
the amount in govt. treasury u/s 15(10 of S&B Act. Previously stone
depots are maintained in taluks. Now they are disposed and the VRO
should procure stones from private agency as per specifications and
attend for renewal work.

7. RELAYING OF LAY OUT HOUSE SITE PLOTS WITH REFERENCE TO


APPROVED LAYOUT:

In case of house site plots, the Surveyor should attend for relaying
of house site plots as per approved layout only. Applicant can apply in
Meeseva as F- Line for relaying of house site plot in approved layout.

8.POINTING OUT / REFIXING OF BOUNDARIES OF TOWN SURVY NOS.


WHERE EVER TOWN SURVEY WAS CONDUCTED:

Citizens of towns can apply in citizen centre of concerned


Municipality / Municipal Corporation for survey of Town Numbers by
remitting prescribed fee. Fee is varies from one Municipality to other.
9. REFIXING/RELAY OF STREET SURVEY BOUNDARIES WHEREEVR
STREET SURVEY WAS CONDUCTED:

In towns the Street Survey Records are available with Town


Surveyor and in Panchayats the street survey record is available with
concerned panchayat Secretary. Town Surveyor will attend for fixation
of street survey boundaries in Towns, where as in Panchayats,
concerned Manadal Surveyor will attend for demarcations of street
survey by collecting user charges.
