WELCOME MESSAGE

Natural disasters have been a fact of life and have afflicted mankind in all parts of the world.
Yet the terrible toll caused by these disasters is untoward and its impact is felt thereafter
for many years to come. Many countries have been free of severe natural disasters and
have therefore not been adequately prepared to face the severe consequences therein.
Malaysia has also fallen into this trap and has been ill prepared to face certain disasters
in magnanimous proportions.

Malaysia has had its fair share of disasters over the years. However, the types of disasters,
its scale and impact have increased over a period of time. 2014 in particular was a difficult
year for Malaysia. We had to deal with a number of high-impact, large-scaled disasters,
both natural and man-made disasters that have caused much sufferings to its people.

Malaysia is also working with other countries to share information and expertise on disaster
management. We are actively participating in international and national collaboration
looking into pooling of resources to effectively handle disasters. Public / private joint
efforts in handling such situations is conducted including nationwide donation drives,
sharing of information, logistic and resources.There has also been multiple efforts to
enhance inter-sectoral collaboration within government agencies such as the Ministry of
Health, National Safety Council, rescue services etc.

It has been said that “No battle plan survives first contact with the enemy”. Therefore we
are in the process of constant evolution in preparing to face disasters whether in the local
or international scene. Importantly we all need to work together towards the common goal
of reducing risks associated with disasters.

I wish you a successful conference ahead and look forward to more innovation in this
area for the future.

WELCOME MESSAGE

The theme for this 11th Scientific Meeting of the Ministry of Health and the Academy
of Medicine is “Major Incident & Disaster Management: Bridging the Gap”. As we are
all aware, disasters may be either natural or man-made. Natural disasters include
earthquakes, flood, tsunamis and volcanic activity and even disease epidemics. Man-
made disasters include events that are caused by human such as industrial accidents,
famine and transport accidents.

Malaysia has not been spared of such maladies as seen in the airlines disasters in 2014
where an aircraft (MH 370) went missing with 227 passengers and 12 crew members
whilst another, MH17 crashed claiming the lives of 283 passengers and 15 crew members.
In the same year, we also faced a massive flood in the country which affected more
than 200,000 people and resulted in 21 fatalities. The recent earthquake in Sabah, the
strongest since 1976 caused massive damage to roads, properties and claimed 18 lives.
A United Nations Resolution adopted unanimously on September 10, 2012, defines
human security as “the right of people to live in freedom and dignity, free from poverty and
despair”. Human security, by this definition is threatened by the occurrences of natural
disasters which pose a threat to human survival, damages the economy and social
foundations of people’s wellbeing as well as traumatize survivors and next of kin of the
victims. Therefore Disaster Risk Reduction is essential in order to ensure human security.

At the ministry level, MOH has developed various SOP’s such as on floods, haze etc
which have been developed by teams of experts. And yet, every incident teaches us
what can be improved in the future. For example, even though we have detailed SOPs
on flood management; as flood occurs on yearly basis in Malaysia, the recent major flood
involving many states in Malaysia faced at the end of 2014 was one of the worst disasters
faced by our Ministry. Many MOH facilities were badly damaged and many of our staff
were severely affected.

I would also like to take this opportunity to recognize and show our gratitude for the hard
work of our MOH staff in dealing with the 2014 flood. Many staff whom were personally
badly affected by the flood continued to provide services during the crisis, showing their
loyalty and commitment to their duties. They have shown exemplary work ethics, highest
levels of dedication to their work commitment and they have indeed live up to the MOH’s
Corporate Culture: Caring, Professionalism and Team Work.

As a way forward, MOH is now embarking on ways to reduce the gaps identified and be
more prepared to face disasters in the future. In short, lessons learned will strengthen
our disaster preparedness in the future and makes us ready in facing the new challenges
ahead of us.

It gives me enormous pleasure to write this message for the 11th Ministry of Health-
Academy of Medicine of Malaysia Scientific Meeting. This meeting also incorporates the
18th National Institutes of Health Scientific and Ethics Seminar. The Academy of Medicine
of Malaysia has been organising this biennial event in collaboration with the Ministry of
Health, Malaysia since 1995.

This meeting has served us as a platform to discuss on health issues that are current
and relevant for the medical profession. This year’s theme “Major Incident & Disaster
Management: Bridging -the Gap” is topical and appropriate especially after our recent
experience with the catastrophic floods in Kelantan. It is hoped that this forum will be a
stimulus for the establishment of efficient preparedness plan to manage major incidents
and disasters.

I wish everyone a fruitful and enjoyable scientific meeting.

It is my greatest pleasure to welcome all the participants to the MOH-AMM Scientific


Meeting 2015. This event is a key platform for researchers and health care providers
from the Ministry of Health and Academy of Medicine Malaysia to share and display their
efforts, especially in the areas of disaster management. The MOH-AMM conference is
also held in conjunction with the 18th NIH Scientific and Annual National Ethics Seminar.
The organising committee has had a very challenging time putting together a wide range
of disaster related topics for this event in order to provide variety for the participants.

This event aims to disseminate research information and facilitate interaction among
researchers and health care providers and other stake holders. It is my hope that this
event will achieve its objectives and strengthen knowledge and experience sharing and
collaboration in the field of disaster management among institutes within the NIH as well
as the rest of Ministry of Health and other agencies.

I would like to congratulate the organising committee for their commendable efforts in
making this event a success. To all participants have a productive scientific meeting and
may this event inspire more relevant and important research.

We have great pleasure in welcoming all delegates to this


11th MOHAMM Scientific Meeting incorporating the 18th NIH
Scientific and National Ethics Seminar.

The theme of this meeting is “Major Incident and Disaster


Management, Bridging the Gap”. This is relevant because of the
earth quakes and landslides in Sabah and recurrent floods in parts
of Peninsula Malaysia. Natural calamities beyond our control and disasters arising from unforeseen human
errors and disruptions in the environment displace large numbers of people leading to injuries or infectious
diseases threatening their health and livelihood. Medical healthcare providers, various rescue and support
services should be ever vigilant and prepared to meet such disasters and crises events.

The National Ethics Seminar will challenge healthcare professionals with ethics in their practice, monitor
healthcare performance with disciplines to guide practice patterns. For the Tunku Abdul Rahman Lecture we
are very fortunate to have the Olympian Tan Sri Dato’ Dr M Jegathesan whose sprint records in the Asian
Games remain unbroken for almost 50 years to tell us about fairness and the ethics of keeping sports clean.

The panel of expert speakers from the public, private and academic institutions will present to you a wealth
of knowledge, researches and experiences in the various fields and disciplines. They will update and guide
you. What better opportunities are there for you to learn, interact and network with them.

This meeting will be enlightening, a great learning experience and rewarding. We thank the panel of experts,
the organising and scientific committees as well as the Secretariat for their untiring efforts and contributions
to make this conference such a grand success.

TUNKU ABDUL RAHMAN LECTURE
Citation on Tan Sri Dato’ Dr Mani Jegathesan by Professor Victor Lim
Tan Sri Dato’ Dr M Jegathesan is a household name in Malaysia. Jega, as he is more
fondly known, was born in the royal town of Kuala Kangsar in 1943. His family moved
to Kuala Lumpur and he grew up in the 100 Quarters neighbourhood of Brickfields. He
received his primary education at the Batu Road School and then attended the Victoria
Institution for a year in 1955 before he moved on to Singapore to continue his secondary
schooling at the Anglo-Chinese School. He was a bright student and was selected to read
medicine at the University of Singapore where he graduated with MB BS in 1967.

Jega is known for his achievements in two areas. The first is in athletics and the second in medicine the
combination of which earned him the accolade of the Flying Doctor.

Jega is probably the greatest athlete Malaysia had ever produced. Like his father and two elder brothers who
were all national champions in the quarter-mile, Jega was a runner par excellence. In 1966 he became the
fastest man in Asia when at the Asian Games in Bangkok he won the gold medals in the 100 m, the 200 m
and the 4 X 100 m relay. Jega also competed in 3 Olympic Games in 1960, 1964 and 1968 and achieved
the distinction of having qualified for the semi-finals of the 200 m in two of them. His time of 20.92 sec for the
200 m set at the Mexico Olympics in 1968 has yet to be surpassed by another Malaysian. At the Kingston
Commonwealth Games in 1966, he also became the first Malaysian to qualify for the final of the 220-yard
sprint.

It is even more amazing when one realizes that his athletic successes were achieved when he was pursuing
his medical studies. Unlike today, national athletes were not given any special preferences while in university.
The Bangkok Asian Games were held just a month before his final examinations and Jega had to leave for
the Games only the night before the first event and return immediately upon completing his events with the 3
gold medals in his hand luggage.

Jega’s achievements in medicine may not be as well known to the public, but they are certainly no less
distinguished. In 1969 he obtained the Diploma in Tropical Medicine and Hygiene from Mahidol University
in Bangkok and went on to the University of London where he obtained his Diploma in Clinical Pathology in
1971. In 1974 he passed the membership examination of the Royal College of Pathologists, being the first
Malaysian to obtain the MRCPath in Medical Microbiology by examination.

Jega served the Ministry of Health of Malaysia from 1967 till his retirement in 1998. Among the many important
appointments he held were the Head of the Division of Bacteriology at the Institute for Medical Research
(IMR) from 1971-1985, Head of Laboratory Services, General Hospital, Kuala Lumpur from 1985-1988,
Director of IMR from 1988 till 1994 and Deputy Director General of Health (Research and Technical Support)
from 1994 to 1998. He was an active researcher in the fields of infectious diseases and Medical Microbiology
and has published over 100 publications. After retirement he spent two years in Geneva at the Council for
Health Research in Development (COHRED), a UNDP affiliated organisation in research management. He
is currently the Pro-Chancellor of Universiti Sains Malaysia.

Parallel to his medical career Jega has also been actively involved with the development of sports medicine
and doping control in this country, having been the founding Secretary of the Malaysian Association of Sports
Medicine and the founding President of the Malaysian Association of Doping Control in Sports. He was also
the Deputy President of the Olympic Council of Malaysia. Currently he is the Honorary Medical Adviser to
the Commonwealth Games Federation, the Chairman of the Medical and Anti-Doping Commission of the
Olympic Council of Asia and a member of the Health Committee of the World Anti-Doping Agency.

Introduction

Malaysia has historically been a leader among low- and middle-income countries in health systems
performance, most notably by achieving rapid reductions in under-5 and maternal mortality and extending
life expectancy for its population, and by providing universal access to healthcare services (Karim and Ali,
2013; Pathmanathan et al, 2003). However, like many middle- and upper-income countries, Malaysia’s health
system is now confronted by a new set of complex problems that will require a change in how healthcare is
financed and delivered. A growing non-communicable disease burden and an aging population bring new cost
pressures and associated health system challenges, as do advances in health technologies, and new drugs.
As Malaysia continues along the path towards becoming an industrialised, upper-income nation, Malaysian
citizens continue to raise their expectations about the performance of the government funded health sector
and its responsiveness in meeting their needs. A symptom of these pressures on the government-financed
health sector is the growing proportion of Malaysians who now seek health care in the private sector, leading
to fragmentation of health service delivery and a growing burden of out-of-pocket (OOP) financing.

The Malaysian health system is at a crossroads. While there is universal access to health care services through
a system of government provided, general revenue-financed care, increasingly Malaysians are choosing to
seek care in the private sector. Currently, over 40% of all health expenditures take place in the private sector.
The public sector provides 74% of in-patient care, but only 49% of out-patient care (Health Policy Research
Associates et al 2013). These private sector services are primarily paid for by OOP, as just 8% of private
sector expenditures are financed by insurance and 6% by employer coverage (Wan and Rannan-Eliya 2010).
This leads to relatively high OOP spending, which is a source of financial risk for citizens. At 40% of total
health expenditure, for example, it is two times that of regional comparator Thailand’s 20%. This suggests
clear scope for reduction in OOP costs (Tangcharoensathien et al. 2011).

The Government of Malaysia and Ministry of Health (MOH) have engaged the Senior Advisory Team (SAT)
from Harvard University to work with local counterparts on the Malaysia Health Systems Research Project
(MHSR). This project was started on 15 December 2014 and is coordinated by a project management team
(PMT). The PMT is led by Dr Shahnaz Murad, Deputy Director General of Health (Research & Technical
Support) as the Project Director. Oversight is through a multi-agency Steering Committee chaired by The
Honourable Minister of Health, Datuk Seri Dr S Subramaniam. Funding for the project is under the Tenth
Malaysia Plan Development Budget.

Objectives of MHSR

• To conduct an in-depth, comprehensive analysis of Malaysia’s health system.


• To develop a clear and comprehensive strategy for Malaysia’s health system transformation, including
options for a technically sound reform design that is high quality and ‘person-centered’; and analysis of
relevant stakeholders in the transformation process.
• To develop an implementation strategy to transform the health sector based upon policymakers decision
on the best option with recommendations concerning the first year of implementation.

Methodology

The overall analytical approach is based on the Harvard Flagship framework, which focuses on five key
policy instruments (financing, organisation, payment, regulation, and behaviour) that can be altered to
strengthen health systems and achieve reform objectives (Figure 1) (Roberts et al 2004). The project is
organized according to work packages, which in turn relate to these control knobs. However, discussion
and recommendations of the findings will be guided by their impact on the ultimate health system goals
of improved health status, citizen satisfaction, financial risk protection, and equity; and intermediate goals
of access, quality, efficiency, and cost. These recommendations will take into account ethical and political
considerations in setting the context for the overall reform.

The MHSR consists of nine interlinked specific work packages namely:


1) policy analysis,
2) performance assessment,
3) institutional reform and political economy analysis,
4) health service delivery,
5) health financing,
6) provider payment,
7) pharmaceuticals,
8) health information systems, and
9) human resources for health.

The nine work packages have been further subdivided into 23 analytical teams (Table I). Each analytical team
is led by a Head / Focal Person / Coordinator from MOH and may include members from local universities
such as University of Malaya, National University of Malaysia, Universiti Sains Malaysia, Islamic Science
University of Malaysia and Northern University of Malaysia, as well as the Razak School of Government.
They are guided by and work with members of the Harvard Team.

A key component of MHSR is significant transfer of technology from Harvard University and skill building
amongst Malaysian researchers. This is done by various means including experiential learning through joint
analysis and synthesis, workshops, courses and problem-solving technical support.

At the Market Place during MOHAMM, each analytical team will be displaying their own posters on research
objectives and methodology.

Timeline

The MHSR is conducted over two years from December 2014 until December 2016. The Phase 1 Stage 1,
which is the in-depth analysis of Malaysia’s health system, is currently being undertaken and expected to be
completed in a staggered manner until November 2015.

Conclusion

This comprehensive analysis of Malaysia’s health system will provide key holistic insights and critical
information that will feed into policy dialogues and decision-making processes. This will enhance the evidence-
based approach of formulating feasible options for health transformation. It is also expected that this huge
body of work will generate new knowledge and information both locally and internationally through various
means of dissemination including conferences and publications.

PODIUM SPEAKER PROFILE
Tan Sri Dr Jemilah Mahmood
Tan Sri Dr Jemilah Mahmood is currently the Chief of the World Humanitarian Summit Secretariat
with more than 15 years of experience working in disaster affected countries. She was the Chief of
Humanitarian Response at the United Nations Population Fund (UNFPA) in New York from 2009-
2011. She is also concurrently a Senior Visiting Research Fellow at the Humanitarian Futures
Programme at King’s Policy Institute, King’s College London since 2011. Besides that, she is a
Senior Fellow at Khazanah Nasional Berhad in Malaysia’s Khazanah Research and Investment
Strategy Division, the investment holding arm that guides Malaysia’s strategic investments in
new industries and markets.

With her extensive humanitarian field experience, she has held numerous positions involving
the coordination and quality of humanitarian relief efforts. In 1999, she founded the Malaysian
Medical Relief Society - also known as MERCY Malaysia - one of a handful of international NGOs
based in the global South. She has served on the boards of Save the Children, the Humanitarian
Accountability Partnership International (HAPI), and acted as Vice Chair of the International
Council of Voluntary Agencies (ICVA). Since 2011, she has chaired the grants panel of the
Humanitarian Innovation Fund based in London.

Apart from her humanitarian work, Dr Jemilah Mahmood was appointed by the Secretary General
to the First Advisory Group of the Central Emergency Response Fund (CERF) and is an active
member of the United Nations Disaster Assessment & Coordination Team (UNDAC). In March
2012, she was invited to become a member of the Council of the Overseas Development Institute
in the United Kingdom.

In addition to royal awards and numerous recognitions in Malaysia, Dr Jemilah Mahmood was
also awarded the East Asian Women’s Peace Award in the humanitarian section by Philippines
in 2003. She was also awarded the prestigious “Gandhi, King, Ikeda Award” by Morehouse
College USA (Martin Luther King Chapel) in 2006 for her contribution to community development
and peace advocacy.

As Obstetrician and Gynecologist by training, Dr Jemilah Mahmood is a fellow of the Royal College
of Obstetricians and Gynecologists in the United Kingdom, and has completed the Program for
Executive Development at the International Institute of Management and Development (IMD) in
Lausanne, Switzerland.

Professor Dato’ Sri Dr Abu Hassan Asaari Abdullah
Professor Dato’ Sri Dr Abu Hassan Asaari Bin Abdullah is the Head of Department of Emergency
Medical and Trauma Services in Hospital Kuala Lumpur. Credited as the forerunner of Emergency
Medical Services in Malaysia, Professor Dato’ Sri Dr Abu Hassan Asaari Bin Abdullah is also an
Adjunct Professor in Universiti Teknologi Mara, Universiti Kebangsaaan Malaysia and Nanjing
Resuscitation Centre in Shanghai, China. He is a visiting lecturer at Universiti Malaya and serves
as an honorary lecturer in Universiti Sains Malaysia and Universiti Putra Malaysia. His vast
experience in the field of emergency medicine has also been a major contributing factor to
him being appointed as a Consultant for the Development of Emergency Trauma and Medical
Services in Indonesia.

Professor Dato’ Sri Dr Abu Hassan Asaari Bin Abdullah received his medical degree M.B.B.S
from Universiti Malaya in 1983. He was then inducted to be a Fellow of the Royal College of
Surgeons, Ireland. Not one to rest on his laurels, he later procured a Diploma in Sports Medicine
from the University of London in 1991, Certificate of Instructorship in Advanced Trauma Life
Course in 1992 and ATLS from the Royal College of Surgeons Melbourne, Australia in 1995. He
was inducted to be a fellow in Academy of Medicine Malaysia in 2005 and was given the great
honour of being a Member of the American College of Emergency Physicians in 2005.

Datuk Dr Lokman Hakim Sulaiman


Datuk Dr Lokman Hakim Sulaiman graduated as Medical Doctor in 1985 from Universiti
Kebangsaan Malaysia (UKM), obtained SEAMEO-TROPMED postgraduate Diploma in Applied
Parasitology in 1988, Master in Public Health from National University of Singapore in 1990 and
PhD in Medical Parasitology from UKM in 2002. He was conferred the Fellow of Academy of
Medicine Malaysia in 2000 and recently approved as Fellow, Academy of Science Malaysia.

He has served in various capacities with Pahang Health Department for 5 years before joining the
Institute for Medical Research (IMR) in 1991. At the IMR, his main research interest was in malaria
and filariasis during the early years and later in the areas of environmental health and infection
transmission dynamics. During those years at the IMR, he has served as Head of Parasitology
Division, Head of Environmental Health Research Centre and Director, Infectious Disease
Research Centre. While in the IMR, he also held the post of Head, WHO Collaborating Centre for
Brugian Filariasis and Dean, SEAMEO-TROPMED Regional School for Applied Parasitology and
Entomology. In late 2009, he joined the MOH as the Director of Disease Control Division and in
April 2011 assumed the post of Deputy Director General of Health (Public Health).

He serves in various national committees related to health, science and social matters. At
regional and international level, he is the national Focal Point for International Health Regulation,
Focal Point for ASEAN Senior Officers Meeting on Health Development, Member of the Steering
Committee of the Islamic Health Ministers Meeting and had served as Member of Malaria
Advisory Committee, WHO Geneva and Scientific Ad-Hoc Committee for WHO-Tropical Disease
Research, Geneva.

Dr Mohd Fadzli Mohamad Isa
Dr Mohd Fadzli Mohamad Isa is a Clinical Psychiatrist in Hospital Tuanku Ja’afar, Seremban
and a Fellowship Trainee in Addiction & Substance Abuse. He received his Bachelor of Science
(Med. Sc) (Hons.) from Universiti Putra Malaysia in 2001 and later his Doctor of Medicine (MD)
from Universiti Putra Malaysia in 2004. He finished his specialization in 2012, receiving Master of
Psychological Medicine (MPM) from University of Malaya.

Dr Fadzli was involved as the Local coordinator (Hospital Tuanku Ja’afar, Seremban) for Mental
Health and Psychosocial Response Team (MHPRT) during the MH370 Crisis in March 2014
and later as the Local coordinator (Hospital Tuanku Ja’afar, Seremban) for Mental Health and
Psychosocial Response Team (MHPRT) during the MH17 Crisis in August 2014. He was also
the Team leader (Tawau Deployment: 2nd team) of Sabah Psychological Trauma Response Team
For Lahat Datu Incursion Crisis in April 2013.

Professor Phua Kai Hong


Holds a tenured appointment in the health and Social Policy at the Lee Kuan Yew School of
Public Policy, National University of Singapore. He teaches health policy & management, health
economics and global health in the various graduate programs in public policy and public
administration.

He graduated with honors cum laude at the Harvard University and received graduate degrees
from the Harvard School of public Health (Masters in Health Services Administration &
Population Sciences) and the London School of Economics and Political Science (PhD in Social
Administration, specializing in Health Economics).

He has produced over 200 publications and papers in the field of health policy & management,
related areas including history of health services, population ageing and health policy, health
economics and financing. He has held various positions and roles to name a few co-lead author
for Lancet, past ass. Editor of the Asia Pacific Journal of Public Health and Singapore Economic
Review, member of Asian Health Systems Reform Network (DRAGONET).

Dr Phua received The Outstanding Young Person of Singapore award in 1992 for his contribution
to health policy and community service. He has served in various humanitarian projects and
medical mission throughout the region.

Dr Leong Chee Loon
Dr Leong Chee Loon is a Consultant General Physician and Infectious Diseases at the Infectious
Disease Unit, Medical Department at Hospital Sungai Buloh. He received his MBBS from
University Malaya in 1993 and Masters in Internal Medicine from the same University in 2001. He
later did his Infectious Disease attachment at the Royal Melbourne Hospital, Australia. He also
works as an adjunct lecturer in the Faculty of Medicine UiTM and Faculty of Medicine MAHSA
University. In addition, he is also is a guest lecturer of Faculty of Medicine Universiti Tunku Abdul
Rahman for bedside teaching on HIV counselling.

Dr Leong is an avid researcher and has been widely published. His most recent publications
were “Citrobacter Koseri Bacteraemia Complicated by Paraspinal Abscess and Spondylodiscitis
- A Case Report” in Med J Malaysia and “CRYPTOCOCCUS HUMICOLUS Meningitis: First Case
Report Malaysia” in the Southeast Asian J Trop Med Public Health.

He is also a committee Member of Infection Control Unit, Hospital Kuala Lumpur since January
2014, committee member of Antibiotics Stewardship Program, Hospital Kuala Lumpur since
June 2014 and Working committee in developing the “Clinical Practice Guideline - Guidelines of
Management of HIV infection 2014” which will be launched in Oct 2014.

Professor Dr Lucy Lum Chai See


Professor Dr Lucy Lum Chai See has been the Head of the Paediatric Intensive Care Unit in
UMMC since 1998. She was promoted to be a Professor in the Department of Pediatrics, Faculty
of Medicine at the University of Malaya in 2004.

She is an avid researcher and has been involved in various international research collaborations.
Her most recent publications has been “Cohorting Dengue Patients Improves the Quality of
Care and Clinical Outcome” published in PLOS Neglected Tropical Diseases and “Impact of
Infection Control Training to Interns on PICU-acquired Bloodstream Infections in a Middle-
Income Country” published in the Singapore Medical Journal.

Dr Wan Noraini Wan Mohamed Noor


Dr Wan Noraini Wan Mohamed Noor has worked in Public Health particularly in the Disease
Control Division, Ministry of Health Malaysia since June 2008 until now. Initially, she was one of
the Senior Principal Assistant Directors in Surveillance Sector and her work involved monitoring
and coordinating the implementation of surveillance system, especially the Influenza-Like-
Illness (ILI) Surveillance. Upon which she is the national contact officer for the ILI Surveillance.
Then, since January 2012, she was given the responsibility to head the Outbreak and Disaster
Management Sector, Disease Control Division, Ministry of Health. As the Head of the Sector,
she is responsible for coordination and monitoring of on-going activities at the National Crisis
Preparedness and Response Centre (CPRC), Disease Control Division, MOH. Later in August
2012, she was promoted as the Head of Surveillance Sector (Special Grade C).

Since she joined Disease Control Division, MOH in 2008, she was part of the team involved in
the prevention and control activities of the following major outbreaks particularly at the central
level, namely the pandemic influenza A (H1N1) 2009, the first laboratory-confirmed of influenza
A (H7N9) in Malaysia, the first laboratory-confirmed case of Middle East Respiratory Syndrome
Coronavirus (MERS-CoV), April 2014 and responding to Ebola outbreak in West Africa 2014.

Dr Adibah Abdullah
Dr Adibah Abdullah graduated from the University of Manchester, United Kingdom with a Bachelor
of Medicine and Bachelor of Surgery (MBChB) degree and began her career as a house officer
in Hospital Raja Permaisuri Zainab II, Kelantan for two years. Following that she was a medical
officer in the Anesthesiology and Intensive Care department at Hospital Raja Permaisuri Zainab
II, Kelantan for two months. Currently she is a medical officer in the Anesthesiology and Intensive
Care Department at Hospital Kuala Krai.

Dr Amal Nasir Mustafa


Dr Amal Nasir Mustafa is a Consultant Public Health Physician and Clinical Epidemiologist,
currently the Head of Medical Research Resource Centre Institute for Medical Research (IMR),
Ministry of Health Malaysia.

He obtained his MD 30 yrs ago, MPH from the College of Public Health, University of the Philippines,
Manila in 1989, MSc in Epidemiology & Biostatistics from Ottawa University, Ontario, Canada in
1993 and Diploma in Cancer Epidemiology from the National Cancer Institute, National Institutes
of Health, Rockville, Maryland, USA in 1995. He also had several attachments and training on
Applied Field Epidemiology or Epidemiology in Action with Professor Phillip Brachman at the
Rollins School of Public Health, Emory University, Atlanta, Georgia, USA in 2004 and 2009.

He has published 60 scientific papers and book chapters in the local and international peer-
reviewed scientific journals and presented over 80 scientific papers locally and internationally.

Dr Mohd Khadri Shahar


Dr Mohd Khadri bin Mohd Shahar is a Research Officer Khas C in the Institute of Medical
Research with specialization the subject of Medical Entomology (Vector Control). He is a
renowned researcher with various publication under his name. He initially graduated from
Universiti Teknologi MARA with a Diploma in Science in 1987, he later received his Bachelor in
Science, BSc (Hons) from Universiti Malaya in 1992. He received his Master in Science (MSc)
from the same university in 1997. Dr Mohd Khadri then read his PhD in Universiti Sains Malaysia
in 2006.

Dr Muhammad Amir Kamaluddin
Dr Muhammad Amir Kamaluddin is currently the head of Environmental Health Research Centre
(EHRC) in the Institute for Medical Research (IMR), Malaysia. He obtained his MBChB from the
University of Alexandria, Egypt in 1980. He then acquired his MSc (Occupational Medicine) in
1989/90 from the National University of Singapore and subsequently MPH (Epidemiology and
Biostatistics) in 1994 from the Boston School of Public Health, USA. His other qualifications
include being involved in the FETP or Field Epidemiological Training Program in 2004, being
certified as a Public Health Physician in Malaysia and holding a Membership in Chartered
Institute of Environmental Health (MCIEH), United Kingdom.

In the 33 years he has served the Ministry of Health, he has been involved in hospital services
from 1980-1988, health services from 1988-1995 and in training and research from 1995 to date.
Dr Amir is the chairman of the Steering Committee EHRC Environmental management Systems
ISO 14001 and a member of numerous committee and organisations such as the Malaysian
Association of Environmental Health, Technical Committee on Legislative ruling on Safe Drinking
Water (MOH) and Working Committee on Adaptation within the framework of Green Technology
and Climate Change Council Malaysia (representing IMR’s Director). He is an active research
proposal reviewer, thesis reader/examiner and an editorial board member. He has published
many national and international journals.

Professor Victor Lim Kok Eow


Professor Victor Lim Kok Eow is currently the Vice-President for Education and Professor of
Pathology at the Faculty of Medicine and Health, International Medical University in Kuala
Lumpur. His fields of interest include antimicrobial chemotherapy and infectious diseases.

Professor Dato’ Dr Ravindran Jegasothy


Professor Dato’ Dr Ravindran Jegasothy is currently the Dean of the Faculty of Medicine, MAHSA
University, Kuala Lumpur. He had retired as the Senior Consultant and Head of the Department
of O&G at Kuala Lumpur Hospital in mid-July 2014 after serving 35 years in the public sector.

Professor Dato’ Dr Ravindran Jegasothy graduated with the MBBS from the University of Malaya
and currently is a Fellow of the Royal College of O&G, London. He has the Masters in O&G from
the National University of Singapore and is a Fellow of the Academy of Medicine of Malaysia as
well as the Indian Academy of Medical Sciences. He was awarded the Distinguished Community
Service Award by the International Federation of Gynaecology and Obstetrics (FIGO) in 2003. He
has published extensively in his speciality, ethics and patient safety.

Professor Dr Krishna Gopal Rampal
Dr Krishna Gopal Rampal is Professor and Dean of the Perdana University Graduate School of
Medicine. Dr Rampal joined Perdana University in February 2011 after 28 years at the National
University of Malaysia (UKM). He obtained his M.B.B.S. from Agra University (India) in 1975,
Master of Public Health (Urban Health) from Mahidol University (Thailand) in 1982, the Master of
Public Health in 1986 and PhD in Occupational Medicine in 1990 from the Johns Hopkins School
of Hygiene and Public Health (USA). He was inducted as a Fellow of the Faculty of Occupational
Medicine Royal College of Physicians Ireland (1995), Faculty of Occupational Medicine Royal
College of Physicians London (1997), Fellow of the Academy of Occupational and Environmental
Medicine Malaysia (2008) and Fellow of the Academy of Medicine Malaysia (2012). In October
2012 he became the first Malaysian to be inducted as a Fellow of the Collegium Ramazzini.
In 2004, he was awarded the National Leadership (Tokoh) Award in Occupational Safety and
Health.He has published in both local and international journals and is involved in teaching,
conducting research and providing consultancy in public/occupational health.

Dato’ Dr Ahmad Faizal Mohd Perdaus


Dato’ Dr Ahmad Faizal Mohd Perdaus obtained his Bachelor of Medical Science in 1989 from
Universiti Kebangsaan Malaysia, followed by his Master’s degree in Internal Medicine in 2000. He
was accredited as a Respiratory Physician in 2003. He is now attached to KPJ Johor Specialist
Hospital as a Consultant Physician (Internal Medicine, Respiratory and Sleep Medicine).

His involvement with MERCY Malaysia began in 2003, when he signed on as a volunteer. He was
made a member of MERCY Malaysia’s Executive Council in the same year. He headed the Drug
Rehabilitation and Assistance Programme in Malaysia from 2003 to 2006, before being elected
as President in 2010, after acting in interim since August 2009. He was re-elected in 2011. In
2014, he was also appointed to the Board of Trustees for MERCY Malaysia UK (MMUK).

He became the first Asian to be elected as Chairperson of the International Council of Voluntary
Agencies (ICVA). ICVA is on the Inter-Agency Standing Committee (IASC) as one of three NGO
representatives globally. The IASC is the highest decision making and direction forming body in
the humanitarian world and is chaired by the Under Secretary General (USG) for humanitarian
affairs/Emergency Relief Coordinator (ERC) of the United Nations (UN).

Brigedier Jeneral Dato’ Dr Shabbar Husain Fazie Abbas


Brig Jen Dato’ Dr Shabbar Husain had initial education in Royal Military College from 1980-
1986. Then proceeded for medical studies in HUKM from 1986-1993. He specialized in General
Surgery from the same university from 1996-2000.

He started his carrier as a medical officer in Infantry unit in East Malaysia where he was involved
in numerous infantry exercises. He served in all the Military Hospitals in Malaysia as a surgeon
and currently is the Head of Surgical Services in the Armed Forces.

He was involved as a surgeon during the Tsunami in Aceh in 2005 and Earthquake in Jogjakarta
in 2007 and also many humanitarian medical activities in the country. He is also actively involved
in motorsports including Formula 1 and MotoGP.

At present he is practicing in Hospital Angkatan Tentera Tuanku Mizan and interest is more
towards minimally invasive surgery and Bariatric surgery.

Associate Professor Dr Madeline Berma
Dr Madeline Berma completed her doctorate at University of Hull, England. She earned her
M.A majoring in Public Policy and Administration, at the University of Wisconsin-Madison, USA.
Madeline received a Bachelor of Economics from Universiti Kebangsaan Malaysia, Malaysia
Her expertise is in development studies, and her research work focuses on rural development,
indigenous economic development, and women leadership and empowerment. She is currently
an Associate Professor at the Faculty of Economics and Management, Universiti Kebangsaan
Malaysia. She is the Director of the Tun Fatimah Hashim Women’s Leadership Centre, Universiti
Kebangsaan Malaysia. Dr Madeline also leads UKM’s Rural Transformation Research Niche.
As a researcher, she has done extensive research on economic development, focussing on
poverty, and the indigenous communities. In that capacity, she has been in several leadership
roles involving policy and advocacy for marginalised women. Dr Madeline had published
and presented more than 80 conference papers, journal articles, and books. She has been a
researcher, consultant, and keynote speaker in national and international conferences. She had
conducted and lead more than 25 research funded by the university and Government agencies.
Dr Madeline enjoys teaching, researching and writing on women leadership with postgraduate
students. She believes in creativity, leadership and innovation, and she is enthusiastic about the
future of indigenous women and girls as leaders.

Dr Christina Rundi
Dr Christina Rundi has been the State Health Director for Sabah since 2012. Dr Rundi, who hails
from Sandakan, has also served as the Senior Principal Assistant Director in the Vector Sector,
Disease Control Division of the Ministry of Health, Putrajaya. She was the State Epidemiologist
for Sabah from 2007 to 2009. Prior to that, she served as Medical Officer in Queen Elizabeth
Hospital (QEH) and Papar District Hospital. She was also Area Medical Officer of Health for
Tawau, Beluran and Keningau.

Dr Rundi has a MBBS from the University of Malaya, Masters in Health Service Management
from South Bank University, London, a postgraduate Diploma in Epidemiology and Population
Health from the London School of Hygiene and Tropical Medicine, and a Doctor in Public Health
from the University of London.

Dr Cheah Phee Kheng


Dr Cheah Phee Kheng is the current Deputy Director (II) Clinical in Sabah Women and Children
Hospital, Kota Kinabalu. He also serves as the Head of Department and Emergency Physician
in the Emergency and Trauma Department of the same hospital. He graduated from Universiti
Putra Malaysia in 2002 with his medical degree (MD) and later procured his Master of Medicine
from Universiti Sains Malaysia in Kubang Kerian in 2010.

Dr Cheah also serves as the technical advisor to the Sabah State Organ Transplant Committee in
addition to being a certified instructor in Advanced Paediatric Life support (APLS) and a course
director for Basics of Retrieval Medicine and Basic Life Support Provider.

Dr Afiq Izzudin A Rahim


Dr Afiq Rahim also known as DAR is a medical officer at Badang Health Clinic In Kota Bharu,
Kelantan. He was graduated from Royal College of Surgeons In Ireland and completed his intern-
ship training at Selayang Hospital after that. He is also a PAPISMA activist, a non-government
organisation, NGO. He was actively involved in few humanitarian missions including Gaza Relief
Mission, a collaboration project between Malaysia Red Crescent Society and Kelab Putera 1
Malaysia in 2010. His analytical view, opinion and medical experiences was expressed at his
