USE OF E-LEARNING AND OTHER INSTRUCTIONAL MODES
AND ALTERNATIVE WORKFORCE ARRANGEMENT
TO ADDRESS SPREAD OF COVID-19,
The University has issued advisories through Memorandum Circular
No. 4, 5. 2020 dated March 12, 2020, and Memorandum Order No. 17, s.
2020 dated March 10, 2020 to protect all stakeholders against the spread
of COVID-19 and ensure safety of everyone. On top of these issuances,
the following are to be observed from March 17, 2020 to April 14, 2020
unless otherwise revised in compliance with the Executive Order No. 3,
s. 2020 dated March 14, 2020 of the Provincial Government and Civil
Service Commission (CSC) Announcement No. 12, series of 2020:
1. Faculty members are enjoined to use the e-learning and other
alternative modes in delivering instruction to the students. Text
messaging should be employed/used to students who do not
have access to internet. Students should not be required to
use computer shop.
Students without cellphone and cannot be reached could be
given additional activities/requirements when classes resume.
Due consideration to students is solicited.
2, In as much as the University has been observing the 4-day work
for so long, the following shall be observed:
2.1 Skeletal Workforce
«1 Unit Heads/Directors shall submit on Tuesday (March
17, 2020) to HRDMO the list of personnel who will take
care of the day to day services of their respective
units/offices. The list shall include all itemed personnel
and job orders. The skeletal workforce schedule form
should be used, which is downloadable at TSU website.

2.2. Work from home
2.2.1 All personnel who are on work from home other than
his/her required presence in their respective Offices,
must accomplish the required HRDMO form which is
downloadable from TSU website, identifying among
others, the work to be accomplished from home,Republic ofthe Philippines

2.2.2 A weekly accomplishment report on work from home
shall be submitted and approved by the Unit
Heads/Deans/ Directors to be forwarded to HRDMO.
3. Vice Presidents, Deans, Directors, Unit Heads/Chairpersons
schedule shall be submitted ta the Office of the President with
their respective contact number on March 17, 2020.
4. Officer-in-Charge shall be assigned daily in all offices to ensure
delivery of services and immediate decision making.
5. Security guards shall be on their regular schedule and should
always observe social distancing and all personal Precautionary
measures.
6. Medical Staff schedule shall be under the supervision of the
University Medical Doctor,

» Janitorial Services are expected to continuously disinfect and
clean surroundings but take all personal precautionary
measures.
8. Maintenance personnel shall submit their schedule to the Vice
President for Administration and Finance.
9. All construction activities In the University, especially those
workers coming from other provinces, are hereby suspended.
10. TSU personnel who will have minor medical problems are advise
to see the TSU Medical Services Unit instead of going to hospitals.
11, All TSU personnel who work from home are advised to stay at
home and refrain from gaing out unless very necessary.
12. The use of biometrics is hereby suspended immediately.
We enjoin everyone to pause and pray everyday at 6:00 A.M. to ask
for the Divine Providence for the protection of everyone, healing of those
who are affected and guidance and protection of those who are at the
forefront of aur defense line against the disease.
