1.0 PURPOSE
The purpose of this Specification is to define the Requirements of Design, Manufacture and
Testing of Vortex Flow meters.
2.0 SCOPE
The scope of work is design, manufacture, testing and supply of Vortex Flow meters as per
this standard specification and the design data sheets. The inspection requirements shall be
as per the Inspection Plan and vendor documents deliverables shall be as per Vendor
Document Requirements.
3.1 GENERAL
3.1.1 Vortex flow meters are used for measurement of liquid, gas or steam. Generally, Vortex flow
meters are preferred for the following reasons.
3.1.2 The calibration of the meter is unaffected by operating conditions, i.e. density, pressure,
temperature. Vortex flow meter cannot be recommended for the following services.
2) Liquids having large concentration of solids and two phase flow or pulsating flow
service.

3.2.2 While selecting the meter the following aspects have to be checked
2) Compatibility of the wetted material like sensor, bonding agents with the process fluid.
Ex. for Oxygen service, non-ferrous materials only should be used.
3) For the meter, the minimum flow rate is established by a Reynolds number of 10,000
fluid density and a minimum acceptable shedding frequency, whereas the maximum
flow rate is governed by the meter pressure loss and the onset of cavitation of liquids
and compressibility of gases. Hence, the flow range for any application depends
mainly on fluid viscosity, density, vapour pressure, maximum flow rate and line
pressure.
4) Low viscosity liquids do have a rangeablility as high as 40:1 with a low pressure loss.
The rangeability decreases with increase in viscosity. Hence, Vortex meter is not
suitable for high viscous liquids.
5) Line pressure should be checked so that cavitation does not occur. Manufacturer's
guidelines should be followed in this.
Typically minimum acceptable upstream pressure is > 1.3 x vapour pressure + 2.5 x
net pressure loss across the meter.
3.3.1 Vortex shedding meters require a fully developed flow profile. Hence, the flow meter should
be installed in straight unobstructed pipe to ensure that it will perform to its full capabilities.
Also, flow meter performance varies with the type of pipe and pipe fittings used in line. Hence,
the manufacturer's guidelines should be followed with reference to the upstream and
downstream straight pipe requirements.
Also, it is recommended that when control valves are required to be mounted down stream of
the flow meter, it should be ensured that back pressure is sufficient to prevent cavitation at the
flow meter.
3.3.2 Installation position of electronics housing of the meter should be as given below for the
following mediums:
1) Steam: The electronics shall have features for compensating changes in process
temperature.
2) Gas: The recommended position for electronics housing is above the flow tube body.

3) Liquid with solid particles: The electronics housing should be above the flow tube
body. Care to be taken so that air or sediment does not accumulate in the sensor
cavity.
For clean liquid, the electronics housing can be mounted above or below the body.
Each meter shall be identified with a permanent label bearing the tag number.
1) Manufacturer's name
2) Model number
3) Serial number
3.5.1 The Seller shall maintain an effective quality system. A concise description of the vendor’s
system and its proposed application to the Scope of Work, including references, where
applicable, to a quality manual or similar authorised company document, is required with the
Quotation.
3.5.2 A List of Documents, in dossier form, shall be retained as evidence or proof that the product or
service supplied complies with specific requirements.
3.5.3 A quality plan, indicating the verification activities that will be applied in order to achieve the
required quality will be required to be submitted for approval.
This Quality Plan will include all sub-contractors used in the performance of the work.
The agreed quality plan will be the control document for the performance of the work.
3.6 DEVIATIONS
3.6.1 Deviations from specification must be stated in writing at the quotation stage.
3.6.2 In the absence of such a statement it will be assumed that the requirements of the
specification are met without exception.

1. For items of equipment with a criticality rating of 3, witness of functional and final testing and/or final
inspection and issuance of inspection release certification, will only be undertaken when it is specified
as a requirement of the Purchase Requisition.

3. The extent of surveillance and final inspection shall be agreed based upon the supplier Quality Plan.
1) Prior to shipment and after completion of all shop tests and inspections, all parts
(including flange facings) shall be thoroughly flushed and/or cleaned of all foreign matter.
2) All protection shall be such that equipment may be stored in the open, unsheltered,
except for very small items which can be stored under cover, or for machinery which is
specifically ordered for indoor installation.
3) Suitable grades of protectives shall be applied to guard the equipment against corrosion
for a period of at least eighteen months for export sites (or atleast six months for home
sites) from the date of dispatch or as specified on the data sheets; the protective
application to be adequate whether the equipment remains in the packing case or is
removed on site. Such coatings shall be easily removable for cleaning at site.
4) Selected protectives shall suit the equipment and also the climatic conditions during
transit and storage (e.g. tropical, high humidity), extreme cold, rapid temperature
changes, etc.) Details of the climatic conditions will be found in the specification.
5) If the manufacturer considers that his equipment should not be stored in the packages or
crates used for transportation, this shall be stated on the advice note and the boxes shall
be painted with a bright yellow band at least 75 mm (3 inch) wide. (Applicable only where
packaging is not part of Vendor’s scope)
6) -Lubricated surfaces of valves shall be coated with the appropriate protective lubricating
grease.
-Bare metal surfaces of critical nature, like machined surfaces, shall be protected against
mechanical damage after coating with an appropriate protective material.
-Valves and / or fittings shall be firmly packed in such a way as to prevent movement in
transit by using shredded wax paper or internal fixing battens.
7) External surfaces of mechanical equipments and electrical motor shall be prepared and
finish painted as per the painting specification enclosed with this requisition. Where
possible the finish colour shall be light grey or as specified by the purchaser.
8) Gears and bearings normally oil lubricated, shall be filled with an appropriate protective
oil to match the lubrication oil. Bearings normally grease lubricated shall be packed, with
appropriate grease.
9) The method employed to prevent damage to bearings due to vibration and shocks in
transit shall be submitted for approval by purchaser/consultant.
10) The recommendation indicated above are of general nature only and supplier shall follow
recommendations of the manufacturers of any protective medium selected. These
recommendations shall not absolve the supplier from his responsibilities.
11) All the equipment shall be protected for atleast six months outdoor storage and
seaworthy packing shall be provided during transport.
12) These are minimum requirements. Vendor shall submit the detailed Protection and
preservation procedure post order based on his experience.

Concession Request
When a vendor wants to request for a Concession Request, he shall contact the Inspection Manager
(or JE inspection Coordinator) who shall provide a serial number for the request. The Concession
request, properly numbered, shall be addressed to Inspection Manager.
The Q.C. Reports with a complete Concession Request section or a Concession Request shall be
submitted to the Originating Engineer for their evaluation by Inspection Manager (or JE inspection
Coordinator). The request may be submitted to the client Representative and / or A Certifying Authority
when the Originating Engineer has confirmed that this was required.
The Inspection Co-ordinator shall notify the vendor/ contactor of the final decision by returning a copy
of the completed Concession Request Form. Distribution to other Project Personnel shall be
confirmed to project requirements.
The Inspection Co-ordinator / Inspector shall Verify that the deviation approved by the Concession
request has been incorporated into design and / or project documentation.
The Inspection Co-ordinator / Inspector when the vendor / contractor has complied with the condition
approved by the Concession Request, shall complete the ` CR Close Out ‘box on the sellers copy of
the CR form attachment. If a concession has been requested for an order with no inspection, the CR
will be closed out by the appropriate discipline.

The following issue stages (as applicable to specific documents) shall be used for identifying the revision status of
such documents. This is not applicable to general project documentation such as Minutes of Meeting, general
communications, Project Reports, Cost Reports, Project Notes etc.
The first issue of the document shall have the letter ‘P’ in the revision number box.
All subsequent internal revisions of the preliminary document (i.e. not issued outside of the Jacobs organisation)
shall carry the ‘P’ with a number (i.e. P1, P2, P3 etc.) and a new date of issue.
When the preliminary document is ready for client approval and or is to be issued “out” of the office for the first time
say, for enquiry it shall be designated as Revision ‘A’.
All subsequent external issues will have an alphabetical revision notation following on from ‘A’ (i.e. B, C, D,.....).
Where it is necessary to issue further revisions for internal use only, the latest alphabetical revision shall take a
sequential numeric suffix (e.g. B1, B2, etc.). When the document is ready for the next external issue, it shall be
given the next alphabetic revision designator.
Key documents, such as plot plans, equipment arrangements and P&IDs, are ‘Issued for Design’ or ‘Issued for
Engineering’. This issue takes place after client approval and shall be the next letter revision. When no client
approval is required, it shall be designated as Revision ‘A’. All subsequent revisions shall be the next letter revision
(i.e. B, C, D….).
When the document is Approved for Construction and/or Purchase, it shall be issued as Revision ‘0’ (zero). All
subsequent revisions shall be numeric (i.e. 1, 2, 3, ......).
After Revision A and after Revision ‘0’ changes to Technical Documents (such as drawings, specifications, etc.)
shall be identified by using, for example, clouds/bubbles/triangles indicating areas which have changes, with
appropriate annotations describing the change in the revision box. Documents shall be appropriately checked and
approved commensurate with the stage at issue, irrespective of the reason for revision. This does not apply to
single issue documents such as correspondence, minutes, project notes, reports.
When the document is issued at the “As-Built” status, it shall be issued at Revision ‘X’. If necessary, subsequent as-
The originator is responsible for the correct revision identification of the document. The revision sub-division on the
title block shall always reflect the revision status of the document.
DOCUMENT COMPLETENESS
Every document which is composed of multiple pages issued under a single identification number shall be page
numbered on every page of the document (1 of N.. to .. N of N, where N is the total number of pages in the
document), and will also show the appropriate revision number on each page, in the manner illustrated in this

document.
Where a document composed of multiple pages is to be issued as a complete document the authorising signature
or initials on the first or the cover page is sufficient. Where individual pages or individual sections of a document
may be revised and issued in isolation from the complete document then each individual page or the cover page of
the individual section must carry the authorising signature.
