REITERATION OF TARLAC STATE UNIVERSITY EMERGENCY PROTOCOLS AND INTENSIFIED


PRECAUTIONARY MEASURES AGAINST THE THREAT OF CORONAVIRUS

As per the review and evaluation of recent university activities by the TSU Disaster and Risk
Reduction Management Committee, a reiteration of the emergency protocols and skeletal
workforce functions is deemed necessary for clarification purposes.

This communication is issued pursuant to the disseminated Emergency Protocols and Intensified
Precautionary Measures against the threat of Coronavirus by the TSU DRRM Committee on
March 19, 2020 via the TSU website and Office of Public Affairs Facebook page.

1. Only members of the skeletal workforce and volunteers certified by the TSU DRRM
Committee are allowed to enter the premises of TSU campuses. However, they are directed
to observe basic precautionary measures.

Likewise, all activities to be conducted within the TSU campuses must be approved by the
committee. Limited number of volunteers is highly encouraged. Those who have pre-existing
medical condition are advised to stay at home.

Names of volunteers must be submitted to the DRRM Committee prior to the conduct of
activities.

The abovementioned is in conformity with item no. 2 of the issued emergency protocols:

Skeletal Workforce shall be implemented for the continuity of the


University’s operations. Names, schedule of work, and purpose of
each duty shall be approved by respective heads/directors and
submitted to the Committee on Disaster and Risk Reduction
Management.

Certification of the employees who shall render services shall be


issued by their respective heads/directors. Any changes in
personnel or schedule, and updates and concerns of operations shall
be provided to the Committee on Disaster and Risk Reduction
Management. The Committee shall notify the Civil Security Unit.

2. TSU faculty and personnel are also advised to alternatively use the ATM located at the DBP
Tarlac Branch instead of the machine inside the campus. This is relevant to the urgent need
to prevent the incidence of COVID-19 in our university and community.

3. This also reiterates and clarifies the skeletal workforce identified in the issued emergency
protocols who shall provide the continuance of the university’s essential services:

1. MEDICAL SERVICES (MSU) – Basic Medical Services


shall be provided by the University for TSU employees. The
Medical Clinic is open to all personnel from Monday to Friday
(8:00am to 5:00 pm) except for those who manifest signs and
symptoms of COVID-19. Prompt detection, effective triage and
isolation of potentially infectious patients are essential to prevent
unnecessary exposures among patients, health care personnel, and
visitors at the facility.

It is encouraged to use diluted bleach as disinfectant. Disinfection


will be done twice a day especially after closing at 5pm.

2. SECURITY SERVICES (CSU) - Civil Security Unit is


assigned to ensure that the skeletal workforce will stay within the
TSU premises only during their approved schedule.
All personnel who will enter the university must be checked by the
security personnel on duty using thermal scanner. Identified
personnel with a temperature of 37.8℃ and above shall be denied
entry and must be reported to the MSU and Committee.
Security personnel’s health status must be checked by the MSU
daily.
The CSU must check all physical assets of the University.
They shall deny entry of personnel or vehicle not indicated in the
skeletal workforce. If such need arises, there must be an approval
of the President and or the Chairman of the Committee.

3. ADMINISTRATIVE SERVICES (Admin Unit) – The


administrative services shall monitor the schedule and designations
of frontline personnel and skeletal workforce. The Admin Unit
shall ensure the continuance of the University’s payroll operations.
They will assure the provision of vehicle to front liners without
private vehicle. Likewise, they shall ensure that all supplies for
disinfection and safety are complete. Updates on completed and
lacking tasks shall be provided to the Committee Secretariat.

4. GENERAL SERVICES – For grounds and facilities


maintenance, the schedule of maintenance and list of personnel
shall be provided to the Committee and CSU. All PPEs and
supplies needed by the maintenance personnel shall be coordinated
to Ms. Carlota Marcos and Engr. Pedro Suerte-Felipe Jr. Likewise,
plumbing and electrical services shall be on-call.

The General Services are in charge of sanitizing and


disinfecting the offices/areas used by the skeletal workforce
starting with the MSU, Procurement Unit, among others. This
will be done twice a day especially after closing at 5pm. Diluted
bleach as disinfectant will be provided by the MSU.

5. PUBLIC AFFAIRS AND MANAGEMENT OF


INFORMATION SYSTEMS (OPA / MISO) – Official public
information shall be provided by the OPA led by Ms. Jazzel
Manabat. CHED communication lines and registry of identified
resident / cluster of infection for tracking and traceability purposes
shall be administered by the MISO headed by Dr. Heidilyn
Gamido.

6. POLLUTION CONTROL / SAFETY OFFICE- They


shall serve as the secretariat of the Committee and in-charge of the
safety protocols and coordination to the MSU. They shall
consolidate formulated guidelines in relation to all risk assessment
and monitoring.
